1.  L.A. COUNTY – WHAT’S OPEN

LA County’s Department of Public Health has prepared a helpful list of what’s open (or not) in LA County.  Click link below:

What’s Open in LA County

Restaurants and Bars
On July 1, Governor Newsom announced that all bars would be closed immediately in Los Angeles and several other California counties. Indoor dining is no longer allowed in LA County, but restaurants can still offer outdoor dining, delivery, drive-thru, takeout, and curbside service.

Beaches to Close Over Holiday Weekend
LA County’s Department of Public Health (DPH) ordered the temporary closure of LA County beaches. Closures will begin July 3 at 12:01 a.m. through July 6 at 5:00 a.m., to prevent dangerous crowding that results in the spread of deadly COVID-19. In addition to the closure of all public beaches in LA County, the modified Health Order also includes:

  • The closure of piers, public beach parking lots, beach bike paths (that traverse sanded portions of the beach), and beach access points.
  • All recreational activities on beaches are prohibited.
  • Firework shows and events are also prohibited this July 4th holiday weekend.

2.  COVID-19 CASES BY REGION

Every day, the Los Angeles County Department of Public Health releases updated data tracking the spread of COVID-19 cases throughout the region.

See the data dashboard at:
http://dashboard.publichealth.lacounty.gov/covid19_surveillance_dashboard/.

3.  REPORT ILLEGAL FIREWORKS

ALL FIREWORKS ARE ILLEGAL IN LOS ANGELES. We ask you leave the fireworks to the pros and have a safe & happy 4th of July.

To report illegal firework activity:
https://complaint.lacity.org/Complaint/fireworks/

If you need to report people using fireworks, you may also use the MyLA311 app on your smartphone.  Only dial 9-1-1 in the event of an emergency, such as a fire or injury.

5.  PARKING ENFORCEMENT UPDATE

Following a motion passed by the Los Angeles City Council, LADOT Parking Enforcement will extend current relaxed parking enforcement categories through July 31 to support Los Angeles residents as they stay safer at home. Relaxed parking rules will be in place through July and are subject to further extension.

LADOT has also extended the deadline for payment on existing parking fines. While residents are encouraged to pay any existing fines if they are able, there will be no increase in fines for failure to pay.

While certain parking regulations are relaxed, others remain enforced to ensure that emergency services and other city functions continue operation. See the link below for full details regarding enforcement:

LADOT Update – Relaxed Parking

6.  TRAFFIC ADVISORY – SEPULVEDA CLOSURE

Sepulveda Blvd. (from Mountaingate Dr. to San Diego Fwy. underpass) is scheduled for cold planing beginning Sunday, June 28th through Wednesday, July 1st followed by resurfacing from Sunday, July 5th through Tuesday, July 7th from 8:00 p.m. to 7:00 a.m.

The public is advised to use Beverly Glen Dr. or other alternate routes due to full closures during scheduled work hours.  If you have any questions, please contact Aida Valencia, Tobias Cristales or Orlando Maxwell at 818-756-8651.

7.  LA SANITATION – WHAT GOES IN EACH BIN?

Blue is for recycling, green is for yard trimmings, and black is for refuse.

By placing material in the proper bins, you can prevent contamination that occurs when non-recyclable items are discarded in the BLUE bin and when anything other than yard trimmings are placed in the GREEN bin.

Non-recyclable items such as paper or boxes with grease or food residue, treated wood and wood-products, cloth/fabric, and fats/oils/grease in sealed containers belong in your BLACK bin.

Hazardous waste should be stored in a safe place at home, since our SAFE Centers are still closed.

If you have questions, need to request a new bin, or have items that are too large for your bins, please call our 24-hour Customer Care Center at 1-800-773-2489.

8.  LAPD SWING BAND – VIRTUAL PERFORMANCE

From the LA Musical Salon at Westwood Library:

As all of you can understand, we’ve had to suspend our 2020 Free Concert Series @ Westwood Library because of the coronavirus lockdowns. We look forward to resuming our Series as soon as we are allowed to do so.

In the meantime, one of the concerts we had to cancel this year was the super-popular Los Angeles Police Department Swing Band’s Independence Day concert.

To help us get over the disappointment, the LAPD Band sent us this fun Zoom concert of John Philip Sousa’s “Stars & Stripes Forever,” which we want to share with you in honor of our country’s birth on the 4th of July. Check it out, and put a smile on your face! Click on the image to go to the video on Youtube.

Have a wonderful 4th! Stay safe and healthy, and we’ll look forward to seeing you all again in person as soon as we can.

9.  SUMMER PLAY LA – YOUTH PROGRAM

This summer, the City is providing physical distancing, safe, and fun programs for youth ages 6 to 14 at forty-six LA City Parks. Enroll your child in affordable programming with activities such as non-contact sports, fitness programs, arts and crafts, and more. All programs follow guidance from the Los Angeles County Department of Public Health and the American Camping Association.

Summer Play LA will run weekly from July 6th through August 14th.  The fee varies by location. Please see the attached flyers for more information or visit https://www.laparks.org/SummerPlayLA.

2.  MISSING USPS MAIL BOXES

Thank you to everyone who responded with information regarding  local mailboxes that were removed from the neighborhood.  With the assistance of Congressman Ted Lieu’s office, we have submitted a request to the USPS to replace mailboxes at the following locations:

  • The corner of Lindbrook and Manning
  • The corner of Lindbrook and Malcolm

We have not yet received a reply from the USPS but we will keep you informed as we find out more information.

3.  SENATE BILL 1120 – HOUSING BILL

SB 1120 is a bill that would allow developers to build accessory dwelling units on single-family lots.  SB 1120 aims to build up existing residential neighborhoods, which are largely zoned for single-family housing, by making it easier to split lots and convert homes into duplexes.

The HWPOA Board of Directors voted to oppose this bill.  Unfortunately, earlier this week, the State Senate passed the bill and it now awaits a vote in the Assembly before going to the Governor’s desk.

4.  NOTE FROM THE YMCA

As part of our yearly charitable donations, the HWPOA Board of Directors recently voted to contribute $500  to the YMCA for use during this pandemic.   We just received the following note from Aaron Donahue, Executive Director of the Collins & Katz Family YMCA:

As we continue to navigate these strange times, and the Y cruises toward reopening, I wanted to express my gratitude for  HWPOA’s contributions to the Y recently.

Because of you and your outreach to others, the Y has been able to distribute over 5,000 healthy meals to our neighbors. Please check out the photos of the effort below. We anticipate carrying on the effort the next several weeks.

Please help us care for our neighbors, community and Y Family during these difficult times.  www.ymcaLA.org/emergencyfund

5.  ELECTRONIC WASTE DISPOSAL

Due to Covid-19, all S.A.F.E. Centers will be closed until further notice.  All of the Mobile Collection Events have also been postponed.

Please do not place household hazardous materials in the trash or leave them outside of the S.A.F.E. Centers.

E-Waste may be scheduled for curbside collection by calling 1-800-773-2489 or by selecting Electronic Waste in the MyLA311 App.

6.  LADWP – COVID SCAM ALERT

Scam Alert! This is NOT an LADWP program. Don’t fall victim to this SCAM! If you believe you’ve been a victim of a utility scam, report it to 1-800-DIAL-DWP.

7.  PUBLIC ART IN LOS ANGELES

With most museums still closed, Public Art Is available to all. City Controller Ron Galperin has released a map of 200 sculptures, installations, murals and photos that exist in and on buildings, at parks and elsewhere throughout Los Angeles.

This map, accessible at lacontroller.org/cityart, makes the City’s Public Art database — overseen by the Department of Cultural Affairs (DCA) — available to Angelenos for the first time. Users can navigate the map to see the name of the artwork, its location, the name of the artist(s) and what type of art it is.

Everyone is encouraged to use the maps to discover the public art that already exists in our City parks and on our streets.  Not only does public art inspire creativity and enhance neighborhood landscape, it is central to the identity of our Los Angeles communities.

2.  USPS UPDATES – POST OFFICE MAILBOXES

Federal Building Mail Boxes
You may have noticed that there are currently no mailboxes in front of the Federal Building on Wilshire.  We have been told that the four collection boxes will be replaced with 1 big collection box.  The new collection box is on order and will be installed as soon as it arrives. We do not know if it will be a drive-up mailbox in front of that building.

Westwood Village Post Office
The Village Post office on Westwood and Gayley was closed for about a week due to protesting/civil unrest. The office is open now Monday – Friday 10:00 a.m. – 5:00 p.m.

Missing Neighborhood Mail Box
A resident reported that the local mailbox on the corner of Lindbrook and Manning has been removed.  Representatives from Congressman Ted Lieu’s office will be meeting with the USPS on June 24 and will bring up this issue.  If you have other concerns that you would like addressed at this meeting, please let us know by Tuesday, June 23.

4.  METRO SERVICE CHANGES

In response to the ongoing reopening of Los Angeles County, Metro is implementing another round of service changes this Sunday, June 21. The changes amount to an 11 percent increase in bus service, including an additional 1,101 trips on 95 different bus lines.

Metro Rail will continue on the same schedules we’ve been running since mid-April.

The new timetables will soon be posted to metro.net. There are also reductions in service on some bus lines and route adjustments on others.

In May, Metro announced it would use a four-phase plan for restoring bus and rail service. Under the plan, we’ll be ramping up bus and rail service between now and early 2021 — the changes this Sunday are phase one. The idea is to match our service levels with actual and expected ridership and the need to maintain physical distancing on our buses and trains as well as more cleaning.

5.  L.A. HOMELESS UPDATE

From City Councilmember Paul Koretz:

The Los Angeles Homeless 2020 Count was released this week, which showed that in Council District 5, we’ve unfortunately seen a rise of 19% in overall persons experiencing homelessness to a total of 1,205 including both sheltered and unsheltered people. Rising rents and a shortage of affordable housing are a major driving force of increased homelessness. The number of individuals falling into homelessness continues to outpace the number being sheltered.  And we know that the current pandemic and resulting economic collapse are going to make homelessness worse.

Within the financial constraints we face and the relative unavailability of land usable for shelter and permanent affordable housing, there have been serious constraints on what can be done.  In our district, there are two HHH supportive housing projects working their way through the approval process and a new “A Bridge Home” shelter facility just opening for homeless families.

In the short term, we’re housing several hundred at-risk-for-COVID-19 individuals experiencing homelessness at the Cheviot Hills and Westwood Recreation Centers, and a couple hundred more at three Project Roomkey hotels in the district.  Additionally you may have heard about the “LA Alliance” federal lawsuit that looks like it will force the City to find shelter for, in the short term, people camping near freeways or under freeway overpasses.  The same constraints CD5 faces in finding or creating housing also hold true for the court orders that will result from this lawsuit.  Federal Judge David Carter is insisting that each Council office find space for these folks within their own districts, which will be a huge challenge for us.

6.  METRO PURPLE LINE UPDATES

Section 3 Quarterly Construction Update
Community Meeting – June 18

A few updates from this week’s meeting include:

  • Surveys and monitoring along the tunnel alignment,
  • Soundwall construction for the Westwood/UCLA staging yard,
  • Shuttle service for the VA Hospital during construction,
  • Electrical system upgrades to power the tunnel boring machines, and more.

Construction in Beverly Hills – 7 months ahead of schedule
From the  Los Angeles Business Journal:
“Call it an unanticipated silver lining of the Covid-19 pandemic: Construction of the Metro Purple Line extension’s station in the heart of Beverly Hills is now running about seven months ahead of schedule…..”

8.  HOME-SHARING ORDINANCE – PUBLIC HEARING

On Thursday, July 9, City Planning will hold a staff public hearing for the proposed Amendment to the Home-Sharing Ordinance (Case No. CPC-2020-2762-CA). Details on how to join the meeting are provided in the revised hearing notice, now available online.

From 5:30 to 6 p.m., staff will provide a brief presentation, followed by a public hearing during which all interested parties will be provided an opportunity to make public comment for the record. No decision will be made during the hearing. Testimony received will be incorporated into the staff recommendation report that will be presented to the City Planning Commission for recommendation later this summer.

As a reminder, a fact sheet containing an overview of the ordinance, background information, and answers to frequently-asked questions is available online. In addition, members of the public may also submit written comments or questions to cally.hardy@lacity.org prior to July 10, 2020. After that date, written comments should be provided to the City Planning Commission at cpc@lacity.org. The proposed amendment is tentatively scheduled for consideration by the City Planning Commission on Thursday, August 13, 2020.

2.  DMV – DRIVERS LICENSE EXTENSIONS

The California Department of Motor Vehicles is offering additional extensions to noncommercial driver licenses and permits so Californians can delay or avoid a DMV office visit during the COVID-19 pandemic. The DMV has alerted California law enforcement of the new extensions. Californians with a suspended license are not eligible.  Click here for more information.

3.  WESTWOOD NEIGHBORHOOD COUNCIL

Neighborhood Councils are the closest form of government to the people. They are advisory bodies, who advocate for their communities with City Hall on important issues like development, homelessness, and emergency preparedness. Neighborhood Councils are part of the Los Angeles City government, and have annual budgets funded by taxpayer dollars. Neighborhood Council board members are City officials who are elected by the members of their local communities, but they donate their time as volunteers. The Neighborhood Council system was established in 1999 as a way of ensuring that the City government remains responsive to the different needs and lifestyles of Los Angeles’ rich variety of communities. There are currently 99 Neighborhood Councils in Los Angeles, each serving about 40,000 people.

The Westwood Neighborhood Council on which I serve as Vice President is granted $42,000 per year. Some councils spend their money on office rent, supplies, street banners, and outreach in their area. Our council gives our grant money to non-profits within our community, year after year. We believe this will help to make a difference in Westwood.

I wanted to let you know that last week, we awarded our grants to the following non-profits:

  • $5,000 to Warner Avenue Foundation at Warner Ave. Elementary School
  • $5,000 to West Los Angeles Little League (baseball)
  • $5,000 to Westwood Transitional Village (Salvation Army) for their child care facility
  • $5,000 to Emerson Arts & Education Foundation at Emerson Middle School
  • $5,000 to Fairburn Youth Association at Fairburn Ave. Elementary School
  • $5,000 to Friends of Westwood Library
  • $5,000 to the Los Angeles Conservancy for Westwood Preservation (pending)
  • $2,500 to Parents, Educators/Teachers & Students in Action (PESA)

The Westwood Neighborhood Council is very proud of the work they have done in the community for many years. We met at Belmont Village Senior Living on Wilshire at Warner but due to COVID-19, we are meeting on Zoom.

UPDATE – Protest in Westwood & Curfew

Planned Protest in Westwood – Monday

HWPOA has been informed that the planned protest beginning at the Wilshire Federal Building has changed its start time to 2:00 PM on Monday, June 1, 2020.

Please avoid Westwood and the surrounding area and use caution for your commute and errands.

Curfew

The County and City of Los Angeles have instituted a curfew again tonight (Sunday) beginning at 6:00 p.m. until 6 a.m. on Monday morning.  The curfew requires people within the City of Los Angeles to stay indoors tonight.

Message from LAPD

We received the following information from the Brentwood Homeowners Assoc. (BHA).  Members of the BHA spoke Sunday evening to Captain Tom of WLAPD:

  • The National Guard has been deployed to Century City Mall and Westwood Village.
  • Officers are in the field chasing what Captain Tom described as “professional criminals looking for opportunities,” and LAPD is overwhelmed. Because of this deployment, a minimum number of officers are answering 911 calls.

Please Stay Safe

Homeowners should secure their homes and lock cars, as always. Everyone should take the curfew seriously and remember they are safest in their homes.

Planned Protest in Westwood & Curfew

Planned Protest in Westwood – Monday

HWPOA has been informed of a planned protest beginning at the Wilshire Federal Building beginning at 4:00 PM on Monday, June 1, 2020.  We do not know who organized the protest or how many people are expected to participate.

Curfew in Downtown LA

In addition, Mayor Garcetti just announced the following:

We will always protect free speech and Angelenos’ right to live without fear of violence or vandalism. To increase safety for demonstrators, law enforcement and all citizens of Los Angeles, we are putting a curfew in place from 8 p.m. to 5 a.m.

Currently, the curfew will apply to downtown Los Angeles between the 110 fwy on the west, Alameda on the east, and 10 fwy on the south, and 101 fwy on the north between 8 p.m. and 5:30 a.m.

Please Stay Safe

Based on current events in Los Angeles and around the country, we urge you to take appropriate cautions in this time of unrest.

2.  L.A. COUNTY – WHAT’S OPEN

Earlier this week, LA County announced a new Health Officer Order that allows for the resumption of faith-based services, in-store shopping at low-risk retail stores, drive-in movies and other recreational activities.

This does NOT yet include personal services like hair salons, nail salons, and barbershops. It also does NOT yet allow for dine-in services at restaurants.

LA County’s Department of Public Health has prepared a helpful list of what’s open (or not) in LA County.  Click link below:

What’s Open in LA County

Note – Physical distancing requirements, cloth face coverings and other safety protocols must be observed.

3.  WEAR A FACE COVERING – PLEASE!

The most important way to make sure things continue to improve is for everyone to strictly adhere to the City’s face covering rules when they leave their homes and will be near other people. It is the single most important barrier to aid in the fight against COVID-19. Wearing a mask is even more important as retail and business restrictions are gradually eased.

The future of our collective health and well-being is up to all of us. Stay safe, stay home as much as possible, and wear your mask when you leave your home.

Sincerely,
City Councilmember Paul Koretz

5.  RESTAURANT RECOMMENDATIONS

Neighborhood residents have sent us the following restaurant recommendations for takeout and delivery. If you would like to recommend a local restaurant, please send your comments to hwpoa@aol.com.

  • La Bruschetta – Family owned, delicious Italian fare and reasonably priced.
  • Westwood Thai Cafe – Large menu.  Food is tasty with large portions.  Not as hot as real Thai but good and inexpensive.
  • Toranj Restaurant on Lindbrook – Mediterranean.  As good as any Persian restaurant in the area. Inexpensive.
  • House of Meatballs on Gayley – Great tofu balls in marinara and Spaghetti Bolognese. Caesar salad is good too.

6.  THE YMCA NEEDS YOUR HELP

Dear HW Neighbors,

With this unprecedented health crisis, the YMCA (located on Westgate at Uni Hi School) has been “forced to pivot in ways in which we have not planned.”  Since its’ mission is to help others, they are providing showers, towels, food, water, clothing and other necessities to the most vulnerable neighbors.  They have asked for both financial help for administrative costs to maintain the program, as well as the continued purchase of items.  Our HWPOA Board of Directors recently voted to contribute $500. as part of our yearly charitable donations to the YMCA for use during this pandemic.  Comstock Hills HOA also contributed the same and Westwood HOA will be asking board members to join in.

I have attached both letters received from the Y in the event that you or your family would like to help.

If you have questions, please contact us at hwpoa@aol.com or (310) 470-1785.

Thank you.  Please stay safe, wear a mask, and continue to social distance.

Sandy Brown, HWPOA President

On Wednesday, May 13 at 6:30 two men cased our property, taking pictures and then one came up the side yard. I confronted him and he said he is looking for good skate boarding. I told him to leave and called the police. I filed a trespassing report. A police detective said that skate boarders are out and trespassing other people’s homes in our area. The silver midsize car they were driving had Texas license plates GSN 5438. If you see these approximately 30 yr old men, call Det. Davis 310-444-1522.

6.  LADWP – PHONE SCAM ALERT

Scams continue to be on the rise. Don’t fall victim to these impostors. We have suspended disconnections for non-payment at this time and will NEVER call and threaten to shut-off your water and power service over the phone.

Stay alert!

7.  SURVEY – CITY COMMUNICATIONS

Dear Neighbors:

The COVID-19 pandemic has shown us all how important information sharing is in our communities. It’s how we learn what services are available, who is providing them and, now, what parts of our economy and society are reopening. But communication is too often a one-way street.

I want to change that and hear from you about the information you receive from the government of the City of Los Angeles and what local issues spark your interest. Please take this brief survey and forward it to your friends: https://bit.ly/2XhKjIb.

Your responses will help improve the way we communicate with you.

Be well and stay safe!

L.A. Controller

As with so many events that were scheduled during the pandemic and into the summer months, we are sorry to report that Holmby Westwood’s July 4th Parade and Picnic has been canceled.

We know that many of our families looked forward to our annual event, dressing up in red, white and blue, decorating bikes and strollers, playing in the bouncies, and spending time with neighbors and friends.  Esther Magna and her team, the many sponsors and volunteers will be greatly missed!  We hope to celebrate the 4th with you next year!

3.  HOLMBY PARK – DOGS OFF-LEASH

In the late afternoons, Holmby Park has been inundated with people (many of whom do not wear face masks) who let their dogs roam and play off-leash.  This behavior is unsafe for other people and other dogs.

Park Rangers have been alerted and will be patrolling the park to issue citations to individuals that have been violating the dog off leash issue.

6.  HAZARDOUS & ELECTRONIC WASTE DISPOSAL

From the LA Dept. of Sanitation:

Dear Angelenos,

We come to you again asking for your kind assistance.  Our SAFE Centers are closed due to COVID-19, but household hazardous waste (HHW) such as paint, lightbulbs, batteries, chemicals and electronic waste (e-waste) such as televisions, VCRs, phones, etc. continue to pile up outside their gates, causing health and safety hazards.

Until we are able to re-open our SAFE Centers, we ask that you please store HHW safely at your home.  If you have e-waste, you can schedule a free curbside collection by calling our 24-hour Customer Care Center at 1-800-773-2489 or by using the MyLA311 app.

Note that it not legal to place these items in trash or recycling.  Doing so could cause fires in landfills or our collection trucks; it could also lead to chemicals leaching into groundwater.

Thank you so much for helping us to keep our communities safe and healthy.  As always, if you need us, please call us 24/7 at 1-800-773-2489.

7.  BLOOD DONATIONS NEEDED

The UCLA Blood & Platelet Center is experiencing a critical blood shortage and urgently needs donations from all blood types, especially type O. Eligible donors are urged to donate.

The essential blood components available for patients is at an historic low! Help our patients by scheduling a lifesaving blood donation at the UCLA Blood & Platelet Center. Please spread the word and encourage your family, friends, coworkers, and neighbors to support this crucial need.
