4.  UCLA RANKED BEST HOSPITAL IN CALIFORNIA

From the Westwood-Century City Patch and Newsweek:

The best hospital in California is UCLA Health-Ronald Reagan Medical Center, but 39 others are ranked in Newsweek’s first-ever ranking of America’s Best In-State Hospitals, more than any other state.

The results are based on four data sources, including surveys by Newsweek’s data partner, Statista, of doctors, hospital administrators and other healthcare professionals, as well as patients, and Medicare and Medicaid data.

The final scores were weighted on peer recommendations (32.5 percent in-state and 7.5 percent out-of-state), patient experience (17.5 percent), hospital quality metrics (40 percent) and implementation of standardized Patient-Reported Outcome Measures, or PROMs (2.5 percent).

3.  HOME SHARING PORTAL NOW AVAILABLE

From City Councilwoman Katy Yaroslavsky:

The Los Angeles Planning Department has launched a new portal that allows residents to see whether a property is registered for Home-Sharing and if a Home-Sharing citation has been issued to the property.

Users can search for a specific property or generate a list of properties by registration status, citation/complaint type, ZIP code, and/or Council District.

4.  METRO MEETINGS – TRAFFIC REDUCTION PLANS

Metro is proposing 3 projects that will supposedly reduce traffic:

  1. Sepulveda Transit Corridor – building either a tunnel, or a monorail down the 405, between the Valley and the Westside
  2. 405 Freeway Toll Lane (Metro calls it their “I-405 Sepulveda ExpressLane” project) – turning the free carpool lane on the 405 (built at considerable expense with taxpayer money) into a Toll/Fasttrack lane and/or adding additional lanes to the 405 through the Sepulveda Pass
  3. Congestion Pricing (Metro calls it their “Traffic Reduction Study”) – requiring you to pay in order to use some of the streets in Los Angeles. Metro has floated the idea of using the Westside and/or downtown as a demo project for congestion pricing.

Metro has scheduled several community meetings on these proposals:

2.  ARTIFICIAL GRASS – CONSIDERATIONS & OPTIONS

The following article was written by a neighbor in Westwood Hills.  Thank you to the author and to WHPOA for providing this information.

I’m a gardener. I know how challenging some locations can be, and I’m sure that before putting in artificial grass, neighbors will have tried their best to find solutions to grow real grass or groundcover. For anyone considering using artificial grass, I’d like to share some thoughts.

Before choosing artificial grass, please consider the following:

  • Real roots help infiltrate water into the soil, thus replenishing aquifers, whereas artificial grass, like pavement, encourages water runoff which increases flooding downstream.
  • Artificial grass is basically plastic. Even though it is treated against UV and all, it will eventually break down into microplastic particles. The WWF estimates that with all the plastic in the ocean, microplastic particles are now in the food chain, and we currently eat the equivalent of one credit card of microplastic particles per week! The effect on health is still not clear, but it’s clearly not making us healthier.
  • Because it is treated, this means even more toxic chemicals polluting our waterways, aquifers, oceans, and ultimately…our drinking water. These chemicals affect hormonal function, fertility and more. Clear drinking water is not only important for humans, but also for wildlife. Here is a whole page of articles and videos from various sources expressing concerns on the human toxicity of artificial turf.
  • Under artificial grass is dead soil. Normally, soil is alive: bacteria, fungi, microorganisms, etc… soil life which contributes to feeding the whole food chain: bugs, birds, animals, humans, etc. For example, there are solitary bees which need to have access to digging holes in the ground to make their nests. In short, artificial grass prevents creation of habitat and food for biodiversity.

What I recommend instead of artificial grass:

  • Plant a diversity of native plants!   Not only are they attractive, low maintenance and low water use, but they provide food and habitat for wildlife, help improve the soil and its capacity to absorb water, thus helping replenish our dwindling aquifers and avoid flooding. You can ask a native-plant expert from the Theodore Payne Foundation for specialized advice for your garden.
  • If worse comes to worst, you can always grow succulents.
  • Vegetated slopes are usually planted with shrubs rather than a lawn, which could be another option.

Of course, everyone will do as they wish. But as you plan your landscaping, you might want to take into account solutions other than artificial grass, for our health, our children, our wildlife, our future.

3.  FIRE STATION 71 UPDATE

HWPOA’s Update on our Fire Station 71 at Beverly Glen and Sunset

Holmby Westwood is covered by 2 fire stations: Station 37 on Veteran Ave. just north of Wilshire that covers the western part of the neighborhood and Station 71 at Beverly Glen and Sunset that covers the eastern part. There are 104 stations serving Los Angeles.

Station 71 has protected our community since 1948. It is an all-risk public safety and emergency service provider. Its mission is to preserve life, protect property, and safeguard our community through relentless commitment to emergency preparedness, prevention, response, and recovery.

Our first responders include 18 firefighters, 6 per shift. On an average day in a 24 hour period, the station averages 2,000 calls. That seems like a huge number but the population it serves includes 85,000 on campus at UCLA and 75,000 to 85,000 residents. The residents are split with Station 37. As expected, the call volume goes up when UCLA is in session.

You might be aware that LAFD has the lowest staffing since 2007. The Dept. lost 90 people to retirement in June and 30 to retirement in July. That puts an additional burden on our firefighters and requires that each live at the station 20% more of the time than before. In other words, they cannot go home and thus, the station becomes their home away from home for days at a time.

The Adopt Fire Station 71 non profit was conceived by a Holmby Westwood POA Board member, Leonard McRoskey, who wanted to provide our firefighters with equipment the city did not provide, upgrades to the station, new kitchen appliances, a new tool room, exercise equipment, outdoor BBQ, and landscaping to name a few needs to make life more comfortable at 71.

The most recently installed gift, made available by a grateful local resident, is a “cold plunge” installed next to the heavily used sauna (see photo below). Cold water therapy can be an effective supplemental treatment for stress relief and it can help reduce anxiety for the firefighters. There are mental and chemical benefits including active recovery of muscles. A huge thank you from the firefighters and the Adopt Station 71 board members to our Holmby Westwood member for this wonderful contribution!!!

1.  HWPOA BOARD MEETING – VIDEO CONFERENCE

On Tuesday, October 10 at 7:30 PM, the HWPOA Board of Directors will hold its monthly meeting.  The meeting will be a video-conference held online via Zoom.  Please click here to see the agenda.

2.  HOUSING ELEMENT & REZONING UPDATE

Many of our members have inquired about the Housing Element information that was posted recently by Holmby Westwood POA.  Everyone asked what are the next steps and what can we do?

The zoning changes for our residential area are working their way through the City Planning Dept. and affect all neighborhoods throughout LA.  Homeowner groups have organized under the banner of “United Neighbors” and continue to oppose these zone changes.  We believe LA can build all of the housing needed without busting single-family neighborhoods.  We have Councilmember Yaroslavsky’s support but remember, there are 15 councilmembers who will eventually cast a vote.  We are concerned that Mayor Bass is NOT listening, her Director of Planning, Vince Bertoni, is not listening, and therefore, the Planning Dept. is not being told to correct the problems.  This has to change!

Earlier this week, HWPOA asked each of you to email Mayor Bass and Councilmember Yaroslavsky.  All associations asked the same of their members.  We hope the offices were flooded with emails.

“United Neighbors” will be meeting this coming week.  The meeting is not open to the public as there is discussion as to strategy.  It is for key members who represent the many groups who have joined together.

3.  VETERAN AVE. LANE CLOSURES

Metro’s subcontractor will perform required preliminary, limited geotechnical fieldwork to gather information on existing soil and rock conditions.  Lane closures will occur on Veteran Ave. between Sunset and Levering as well as intermittent closures near Montana/Gayley.

When:

  • Planned dates: October 9 – November 24, 2023
  • Work hours: Primarily Monday – Friday, 7am–4:30pm
  • Some weekend work will also occur.

Lane Closures
Veteran Av will be reduced to one lane of through traffic in the 100–500 block in one or more 150-foot segments as work is conducted. Flaggers will be present to safely allow through traffic to pass by the work area. This work will also require the intermittent closure of the Montana Av/Gayley Av intersection at Veteran Av, including on some weekends. Detour information will be provided.

Fieldwork activities are permitted through the City of Los Angeles. Fieldwork is a dynamic process, and information is subject to change without notice.

1.  LAPD COMMUNITY ALERT & CRIME PREVENTION TIPS

From the West LAPD:

In the last several months West Los Angeles, LAPD has reported a wave of burglaries targeting residential single-family homes in the Pacific Palisades, Riviera, Brentwood, Westwood Hills, Bel Air, Bel Air Crest, Beverly Glen, Benedict Canyon, Holmby Hills, Little Holmby-Westwood, Westwood South, Cheviot Hills and Beverlywood areas.

2 to 4 unknown males are a part of an organized burglary crew impacting the West Los Angeles community.  Suspects related to this crew are known to target large homes that appear to be unoccupied at the time of the break-in.

On several occasions, suspects have been depicted using a ladder, step stool, outdoor furniture or exterior drain pipes attached to the rear of the residence to get up to the master bedroom 2nd story balcony. The suspects then smash or cut out a glass partition of the door and crawl in and remove property. These suspects are particularly ransacking the master bedroom and master bedroom closet for jewelry, watches, high-end purses, safes and US currency. Often times, suspects leave a lay-off/ getaway vehicle out front with a suspect acting as a lookout in case of law enforcement response. Suspects are known to carry handheld short-range radios for communication with the lay-off vehicle/lookout. Suspects also carry a WIFI Jammer in an attempt to disrupt the WIFI signal of wireless residential security cameras like RING or NEST.

2.  HOLMBY WESTWOOD TO BE REZONED

Holmby Westwood to be Rezoned Unless We Act!

The dark-shaded areas on the map below show how Holmby Westwood will be rezoned in the next few months unless we convince city officials to change their minds and their maps, now!

Shaded areas in our single-family neighborhood will allow apartment buildings to be built right next to our homes. Specifically, Beverly Glen between Wilshire and Sunset and Hilgard between Westholme and Sunset have been targeted and allow for 4-6 story apartment buildings to be built next to single family homes. The light blue west of Manning also allows 4-6 story apartment buildings. The Planning Dept. even rezoned our fire station at Beverly Glen and Sunset to be developed into 4-6 story apt. building.  The remainder of our neighborhood (in pink) allows for ADU’s or Accessory Dwelling Units (2 homes on a single lot).

If allowed to move forward and approved, this will forever change our Holmby Westwood neighborhood.

Our HWPOA Board of Directors has joined with virtually all of the homeowner/residential groups from the Palisades to Hancock Park, Sherman Oaks and San Fernando Valley groups under the banner of “United Neighbors” to oppose rezoning of single family homes. We met with Councilwoman Yaroslavsky who supports our position; we sent a letter to Mayor Bass and to the Planning Dept. The 15 member city council will decide.

We have demonstrated that such rezoning is not necessary. There is plenty of space on our commercial corridors and empty lots to accommodate the required additional housing and to conform to state laws, and actually produce the more affordable housing that Los Angeles needs. We also recommended Adaptive re-use of our historic structures in Westwood Village for additional housing.

On the map below, both the dark greenish color and the light blue areas will allow apartments in single-family zones.
