2.  TREE REMOVAL ON WILSHIRE BLVD.

Metro Purple Line Update:

In preparation for piling and excavation activities at the future Westwood/UCLA Station, 15 LA City trees will be removed on Wilshire Blvd between Veteran Ave and Glendon Ave.  Work is anticipated in May or June 2021*, for one week, Monday to Friday, 9am to 3:30pm.

Intermittent lane reductions on Wilshire Blvd.  and sidewalk closures may be required.

*Pending permit approval from the Board of Public Works. City of Los Angeles tree removal permits require a minimum 2 to 1 tree replacement ratio.  Trees will be planted at the end of construction near the area of removal, based on City of Los Angeles requirements.

3.  UNARMED CRISIS RESPONSE – FEEDBACK REQUESTED

On October 14, 2020, the Los Angeles City Council adopted a report from the Ad Hoc Committee on Police Reform relative to developing an unarmed model of crisis response (C.F. 20-0769). This report directed the Office of the City Administrative Officer (CAO) to assist in implementing a pilot program for mobile crisis response modeled after the Crisis Assistance Helping Out On The Streets (CAHOOTS) Program in Eugene, Oregon (https://whitebirdclinic.org/cahoots/).

The CAO is also soliciting community feedback to help inform the parameters of an unarmed crisis response program within the City. Please submit responses no later than Sunday, May 9, 2021.  Click the button below to fill out the feedback form:

4.  DMV UPDATE – REAL ID DEADLINE CHANGE

The DMV continues to offer REAL IDs to Californians as the U.S. Department of Homeland Security extends the enforcement date from October 1, 2021 to May 3, 2023. As the COVID-19 emergency continues, office space and appointments are limited to accommodate physical distancing guidelines. The DMV encourages customers to plan ahead and be patient.

The DMV is taking many steps to improve its services and make getting a REAL ID easier. By filling out the REAL ID application at REALID.dmv.ca.gov and uploading their documents, Californians can bring their confirmation code and documents with them to a DMV office at their convenience, even the same day, for express service – no appointment necessary. Once at a service window, it now takes less than 10 minutes to complete the REAL ID transaction.

5.  UCLA BOTANICAL GARDEN – NOW OPEN

Neighbors, it is with great joy we write to welcome you back to the UCLA Botanical Garden!

As of Monday 4/26, we received approval to reopen all of our gates to the community. Wildflowers and Puya are blooming. Butterflies are emerging. Spring is here and we are ready to share it with you.

6.  HOLMBY WESTWOOD GREEN TEAM UPDATE

The Holmby Westwood Green Team is answering questions related to our parkway trees in the HWPOA newsletter.  In addition to focusing on our parkway trees, we will address the work of the Green Team, efforts by the City of Los Angeles related to urban trees as well as resources for tree care and maintenance.  Please send your questions to Marnie Bodek at mossbodek@msn.com or Allyson Bunting at Allyson.bunting@gmail.com

On a recent visit to Holmby Westwood, representatives from the City’s Urban Forestry division, shared tips about our parkways:

  1. While ivy and climbing vines from the parkway can be aesthetic and a useful barrier against erosion, they typically grow uncontrollably, creating two serious problems.  First, they tend to tangle together in a thick mass.  As a result, vines create unstable, dangerous footing especially for people exiting cars.  Also, vines and ivy attach themselves to parkway trees and grow up tree trunks.  Since, vines grow faster than trees, they grow quickly and eventually can suffocate the parkway tree.

  2. Lawn mowers and weed wackers can injure the base of young trees.  To prevent this from happening either buy a simple, inexpensive weed wacker guard for your tree or remove the grass in a circle around the tree base and if possible, place mulch around the tree base.
    .
  3. Any tree work in a parkway such as tree planting, tree trimming, or tree removal requires a permit from Urban Forestry.  Call 311 or go to  MyLA311 to request a permit.

  4. Do not use artificial turf in parkways with existing trees because it kills all soil and wildlife life beneath it, can overheat in the summer and can even cause surface runoff which contributes to flooding.  Permits are required for artificial turf.  They are issued by The Bureau of Engineering with approval from Urban Forestry.  Since parkway turf must be 10 feet outside the tree dripline and irrigation must be installed for trees, almost all parkways in our neighborhood would be denied permits for artificial turf.

  5. Free mulch is available Monday through Friday at the Lopez Canyon Environmental Center at 11950 Lopez Canyon Road, San Fernando Valley, Ca 91342 between 7:00 am and 5:00 pm.  The site is self-serve, so bring a shovel, and a trash bag or empty garbage can for the mulch.

The City Nature Challenge is an international effort taking place from April 30th to May 3rd, 2021, to document nature in cities. In light of the COVID-19 pandemic, the sponsors urge all participants to carefully follow public health guidelines. Here’s how you can participate:

GROUP FOR PEOPLE WITH A CHRONIC LUNG CONDITION

I host a meeting every other month for people with bronchiectasis and chronic lung diseases other than TB or cancer. It’s a very informal support and information group, free of charge, which has been ongoing for about 15 years. The meetings bring together people who all share a common health problem, so we can feel completely comfortable talking about our lung issues in a warm, supportive environment. Each of us has a history of diagnosis, treatment, and day-to-day experience that is very helpful for answering our questions and getting the benefit of people’s personal experience. Even with the best of doctors, this is an invaluable service.

2.  VACCINE WALK-INS ACCEPTED THIS WEEKEND

No appointment needed!  Starting Thursday 4/22, walk-in (or drive-through) registration spots are being offered at all County-run mass vaccination sites through Monday 4/26 while supply lasts. 4.  NEW PROPERTY TAX BENEFITS FOR SENIORS

As of April 1st, Proposition 19 expanded property tax benefits for those 55 and older, the disabled, and victims of natural disasters, allowing them to transfer their property’s assessed value and tax basis when they sell their home and purchase a new one, or any value, anywhere within California. Previously, this tax base transfer opportunity was limited to only 10 counties statewide. Additionally, eligible homeowners can now transfer their base-year assessed value to a more expensive home, whereas the previous law limited the transfer to a home of equal or lesser value. Eligible homeowners can also transfer their assessed value up to three times, while under previous law they could only move with their assessed value one time. In effect, the property tax base for seniors is now “portable.”

1.  FIRE AT WESTWOOD PARK

There was a fire in one of the homeless encampments next to the children’s soccer field at Westwood Park on Tuesday.  It was started by an unattended candle in the tent that was destroyed.

This is very concerning and should not be happening in our park nor in any park!  It is dangerous for everyone involved as the fire occurred in broad daylight with many people in the park.

Councilmember Koretz has been asked to get more teams (social services) in the park to work with the homeless, to identify options and move them into more appropriate housing. West LAPD has increased its patrol of the park and requested a meeting with the park director and Rec & Park Rangers.

2.  JOHNSON & JOHNSON VACCINE UPDATE

Out of an abundance of caution, Los Angeles County is following the recommendation of the FDA and the CDC to pause the use of Johnson & Johnson vaccine after reports that six women between the ages of 18 and 48 developed unusual types of blood clots 6 to 13 days after receiving the vaccine. This pause will last until the FDA and CDC complete their review, which is expected to take several days. Vaccine providers in LA County will contact patients about rescheduling or providing a new appointment for Pfizer or Moderna vaccine.

3.  HOME BURGLARY PREVENTION TIPS

The tip list below is provided by the LAPD and includes helpful reminders of ways to prevent home burglaries.

4.  HOLMBY PARK LAWN BOWLING CLUB

The Holmby Park Lawn Bowling Club invites Holmby Hills and Westwood residents to share in its 94th year at Holmby Park.  The Club is reopening and welcomes our neighbors to enjoy the friendship and social engagement of this friendly sport at our beautiful greens.

Swing by and watch a game enjoyed by Shakespeare and Walt Disney. A bit of American trivia:  Boston had bowling greens in 1615 and George Washington’s father constructed a bowling green at Mt. Vernon in 1732, the year George was born.  Our former neighbor, Ronald Reagan bowled at the Club.  It is easy exercise outdoors.

Matches last from one and a half to two hours, and we bowl Tuesday, Thursday and Saturday mornings. In the late spring and summer, the club offers Wednesday twilight bowling. Members play when it is convenient for them.  The Club follows Covid-safe rules. Players wear masks and socially distance.

New members are always welcome and the Club furnishes equipment. If it looks like something you might enjoy, try your hand.  Free Lessons are offered on Tuesdays and Thursdays at 10;30 am and Saturdays at 10 am. What should I know about Tree Topping and Tree Pruning?

Tree Topping, also known as “heading,”” tipping “or “rounding over” refers to cutting whole tops of trees or indiscriminately cutting large branches or trunks from a tree.  This action leaves stubs or lateral branches and is considered the most harmful tree pruning practice.

The International Society of Arboriculture (ISA) emphasizes that trees should never be topped.  Topping results in an unsightly tree that appears disfigured and mutilated and causes damaging stress to the tree. Every cut is a wound to the tree and requires tree energy and resources to seal over.  Topped trees cannot adequately seal over the cut wounds,  so disease pathogens and pests can enter the tree and shorten its’ life.  Topped trees rot from the inside out.

The growth sprouts that result from the stubs (cut ends) are called water sprouts.  They are weakly attached to the tree and grow faster than true branches.  Because they are weak, they are more likely to fall and cause damage (which becomes the homeowner’s responsibility.)

Topping can also lead to sunburn.  When leaves are removed from the tree crown, the remaining branches and trunk are suddenly exposed to high levels of light and heat. This results in sunburn to trees beneath the bark and can lead to bark splitting and death of some branches

Always make sure you have a good reason to prune a tree.  Generally, trees  are pruned as corrective or preventative measures.  Proper tree pruning removes the Dead, Diseased, Damaged and Deranged from the tree (the 4 D’s.)

Trees do not require annual pruning.  Only prune your tree when it really needs it.  Contrary to what most people believe, thinned and overly pruned trees have a harder time dealing with wind when they have been thinned out.

The City of LA  prunes street trees every 14 years.  Residents may prune street trees at their own expense by obtaining a no-fee tree prune permit from the City at 800-996-2489.  Permits are issued within 5 working days.

Only qualified arborists or tree specialists who understand tree biology and who know how to properly prune should be hired to do the work.  Be sure to do your research!  (Feel free to contact Marnie Bodek for recommendations at mossbodek@msn.com)

The Hammer’s long-standing poetry series celebrates Poetry Month with the Anthony Hecht Poetry Prize Reading. The Hecht Prize is sponsored by Waywiser Press, whose founder and editor-in-chief Philip Hoy, along with senior American editor Joseph Harrison, speak briefly about the history of the prestigious award. This year’s judge is the distinguished poet Ed Hirsch, who presents the 2021 winner, James Davis. Both poets read from their work.

1.  FIND YOUR VACCINE

There are a number of ways to book an appointment for a COVID vaccine.  The following links are for the City of LA, the County of LA and the state of California:

2.  GUIDELINES FOR GATHERING

The CDC has updated public health guidance for fully-vaccinated people. People who are fully vaccinated can:

  • Visit indoors with a small number of other fully vaccinated people without wearing a mask or physically distancing;
  • Visit indoors with unvaccinated people from one other household without wearing masks or physical distancing, unless any of those people or anyone they live with has an increased risk for severe illness from COVID-19;
  • Travel, provided they take precautions described in the LA County Travel Advisory (see below);
  • Refrain from quarantine and testing if they have been exposed to a person with COVID-19 and they do not have symptoms.

4.  UCLA – PLANNING FOR A FALL RETURN TO CAMPUS

Chancellor Block and Executive Vice Chancellor and Provost Carter sent the following message to the UCLA campus community.

If public health conditions in the region continue to improve and our faculty, students and staff are able to be vaccinated in the coming months, we are very optimistic that UCLA will once again be a bustling campus community by the start of fall quarter.

5.  METRO PURPLE LINE (D LINE) UPDATE

The last section of the Purple (D Line)  Extension Transit Project will connect downtown Los Angeles to the Westside. Two new stations will be added at Wilshire/Westwood and on the U.S. Department of Veterans Affairs property.  The link below includes general information and renderings of the two stations:

Construction Notices for current work:

VA Hospital Campus Worksite Activities
Metro contractors will continue worksite preparation for the future Westwood/VA Hospital Station. Work includes improvement activities to create the staging area for future construction work. This work will have a limited impact on local traffic on Wilshire Blvd. Access will be maintained for VA residents, and hospital guests and staff. The use of heavy equipment throughout the project site may cause intermittent noise.

CalTrans Basin near Southbound 405
Metro contractors will work in the Caltrans basin near southbound I-405 in preparation for the Purple (D Line) Extension Section 3. The work includes tree removal, excavation, and drainage structure installation Monday through Friday, 7am to 4pm and 9pm to 6am. This work is expected to continue until 2023.

Wilshire Blvd. and Gayley Ave.
Utility Relocation – Metro contractors will relocate and upgrade the sanitary sewer lines and a storm drain on Wilshire Blvd. and Gayley Ave. in preparation for the Purple (D Line) Extension Section 3 project.  The work is scheduled to begin on April 9, 2021 and will take approximately 13 continuous weekends to complete: Friday at 11pm through Monday at 6am.

1.  ORANGE TIER RE-OPENING INFORMATION

Los Angeles County has met the threshold for the less restrictive Orange Tier in the State’s Blueprint for a Safer Economy.  A revised Los Angeles County Health Officer Order will go into effect on Monday, April 5 at 12:01 a.m. to reflect newly permitted activities.

2.  VACCINE ELIGIBILITY

On April 1, any Californian who is 50 or older will be eligible to receive their COVID-19 vaccination. On April 15, all California residents who are 16 or older will be eligible to book their shots.

The MyTurn website has updated the eligibility criteria to allow residents 50-64 to begin to schedule appointments:

The Westside Safety and Preparedness Fair organizers have gathered renowned, local experts and recorded them speaking about how you can prepare for a major disaster (earthquake, wildfire, floods, etc.), how to survive the disaster, and what to do after the disaster to help ourselves, families, pets and neighbors. ORAL SURGEON RECOMMENDATION

If you are looking for an oral surgeon, I highly recommend Richard Ting, DDS, MD.  From the staff at the front desk to the doctor’s assistants, I felt well cared for.  The friendly greeter escorted me into the procedure room where all COVID-19 precautions were strictly enforced, masks on the doctor as well as the assistants.  When the doctor gave me novocaine, I hardly felt anything.  As he removed my tooth from well-below the gum line, he explained every detail which eased my mind and best of all, I had no pain.
