1.  HOLIDAY PACKAGE SAFETY

With the holiday season there are more packages and thieves who want to take advantage of the ripe pickings. Unless you have a ferocious guard dog at your door, we suggest following these simple tips…

DO

  • Check your email alerts to know when packages have arrived and have someone bring them into the house as soon as possible.
  • If no one is around to receive packages, have them delivered to a safer location, like a workplace or a Smart Locker.
  • Check delivery dates to make sure packages don’t arrive when you’re away. If this can’t be avoided, have a friend or neighbor hold them for you.

DON’T

  • Leave packages out all day or overnight.
  • Leave outgoing mail in your mailbox, especially any bills with checks.
  • Thieves are getting more creative and some will arrive at your door with a food delivery bag, leaving with your belongings when they see no one is home. Be on the lookout for suspicious activity.

2.  THE AGORA – TO BE DEVELOPED AT LE CONTE & HILGARD

HWPOA has received many concerns and questions raised by neighbors regarding the proposed 16 story, 192 feet high planned boarding house to include 3, 4, and 5 bedroom (231 bedrooms in 64 units) student units at 900 Hilgard.

The city has evidently received the application but plans have not been made available to our association.  When plans become available, the project will be discussed at our board meeting.  We encourage our members to participate in the discussion.

I was shocked at Councilmember Paul Koretz’s  Westwood planning deputy who praised the project at a recent Westwood Community Council meeting, a project that is a blatant example of “spot zoning” and one that requires many approvals from our councilman that our Westwood Multi-Family Specific Plan does not permit.

HWPOA will keep our residents informed as we get more information.  I understand that representatives of the developer are going house to house in the neighborhood seeking support.  One house has already been purchased by the developer, I would assume, to control the uproar.

3.  VOTE CENTER PLACEMENT PROJECT – MEETING

In 2020, Los Angeles County will transition from polling places to vote centers. This new model will allow voters to cast a ballot at any vote center location in the County over an 11-day period. The Vote Center Placement Project’s (VCPP) core mission is to identify and place accessible and convenient vote center locations throughout Los Angeles County.

You are invited to attend a community meeting to provide input and make suggestions on where you believe vote centers can and should be placed.

5.  MOVIE PREMIERE – STREET CLOSURES

Universal Pictures is planning the premiere of “MORTAL ENGINES” to be held at the Regency Village Theatre, located at 961 Broxton Ave, at 7:30 PM on Wednesday, December 5, 2018.

There will be various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue.

2.  MAIL THEFT – HOW TO FILE A COMPLAINT

During the holiday season, mail and package thefts increase everywhere.  Outgoing mail SHOULD NEVER be left in an unsecured mail box. Mail theft should be reported to the USPS Inspection Service as follows:

File a Mail Theft Complaint:

The Postal Inspection Service will contact you only if more information is needed. We gather data on mail-related crime to determine whether a violation has occurred. While we can’t guarantee we can recover lost money or items, your information can help alert Postal Inspectors to problem areas and possibly prevent others from being victimized. Inspectors base their investigations on the number, substance and pattern of complaints.

Please report problems with mail delivery or service to the U.S. Postal Service.

3.  DISABLED PARKING PLACARD ABUSE

Investigators with the California Department of Motor Vehicles (DMV) caught 109 people misusing disabled person parking placards during 21 enforcement operations in October across California. Offenders had their placard confiscated and face fines that range from $250 to $1,000.

The DMV holds as many as 24 enforcement operations each month throughout the state targeted at curbing disabled person parking placard abuse. Since July 1, 2018, DMV investigators have verified 6,957 disabled person parking placards and found 749 being misused.

Anyone who suspects a person might be misusing a disabled person placard is urged to report it using an online complaint form or by contacting a local DMV Investigations office. Submissions are confidential. It is important to note that some qualifying disabilities are not visually apparent and allegations of misuse might be unfounded.

4.  L.A. ANIMAL SERVICES NEEDS YOUR HELP

If you are able and willing to adopt or foster animals, please go to the closest LA City Animal Services Center to help create life-saving space during the high winds and fires currently affecting Thousand Oaks, Simi Valley, Camarillo, and the western part of Los Angeles County. This is an EMERGENCY!

Animal Services is taking in evacuated LA county animals at their East Valley, West Valley and West Los Angeles shelters.

If you know a teen looking to acquire real-world skills and make an impact in the Jewish community — and earn a paycheck — have them apply to The Jewish Federation’s Community Internship Program!

This paid internship is open to current high school sophomores and juniors and runs from June 14-July 12, 2019. It affords teens the opportunity to hone their professional and leadership skills, contribute to organizations that support and strengthen our community, and gain valuable insight from knowledgeable and experienced mentors — all while they learn about the breadth of our Jewish community.

We the People: A Progressive Reading of the Constitution for the Twenty-First Century – Sunday, November 18 at 2:00 PM at the Hammer Museum.  Erwin Chemerinsky’s We the People is a progressive guide to recognizing the power and promise of the Preamble and the Constitution to protect and defend individual human rights and liberties. Chemerinsky, a UC Berkeley dean and respected legal scholar, is joined by UCLA law professor and constitutional scholar Devon Carbado to discuss how to continue fighting for democratic rule, effective government, justice, liberty, and equality. POLICE DRAGNET – WHAT TO DO
Last week in Brentwood, a suspect broke in to multiple homes in the area within a few hours.  All homes were within a few blocks of each other.  Police searched for the suspect with helicopters, canines and officers on the ground.  This police dragnet activity occurred in the darkness of night.  After several hours of searching the area, the suspect was apprehended by the police.

During police actions like this, it is recommended to do the following:

  1. Lock all windows and doors.
  2. Turn your alarm on Stay mode.
  3. Turn on all perimeter lighting around your house.
  4. Call 911 if you have important information about the crime in progress.
  5. DO NOT call 911 to get information.
  6. You can call the West LA police on their non-emergency line:1-877-275-5273 (1-877-ASK-LAPD)

SECURITY CAMERAS
While they can be annoying and intrusive, many cameras like Nest and Ring have motion sense capabilities which send you a text when someone is on your property. A back or side yard camera, in addition to a front facing camera, can give you an early warning of trespassers.

3.  METRO PURPLE LINE COMMUNITY MEETING

The last section of the Purple Line Extension Transit Project, Section 3, will add 2.56 miles of new rail to Metro’s Rail system and connect downtown Los Angeles to the Westside. The two new stations will be added at Wilshire/Westwood and Wilshire/Veteran Administration property.

4.  INFORMATION PACKETS FOR FIRST RESPONDERS

We are all still horrified by the recent shootings in Pittsburgh and Thousand Oaks.  One thing that could potentially help first responders in similar incidents is information regarding the layout of the building, keys, phone numbers and special considerations. 1.  LAPD CRIME ALERT

KNOCK KNOCK BURGLARS ARRESTED
On October 29, 2018, on the 500 block of Hanley Ave. (in Brentwood), a ‘Hot Prowl’ burglary (meaning the home was occupied at the time) burglary took place in which the suspects (four, male, black, gang members, 19-25 years old) entered the home and stole cash. They fled after running straight into the victim (residential housekeeper) who screamed. The suspects fled out a window and took off in a burgundy Kia Optima vehicle.

At that time, and unbeknownst to the suspects, they were being surveilled and followed by an outside police agency who had followed them into Brentwood from the Orange County area. They immediately requested the aid of our LAPD/West LA units and officers arrived and contained the suspects. Together, they ultimately took them into custody (but not before the driver/suspect crashed into an LAPD vehicle in his attempt to flee).

This joint effort netted (4) arrests for burglary and thankfully, no one was hurt.  However, please don’t consider the possibility of burglary a non-issue any more. It will always be something you should be aware of and consequently maintain your home with appropriate security features. Also, a conversation should be had with family, children and staff to bring awareness about what to do, or what not to do, what to look for, and who to call and when.

SAFETY SUGGESTIONS
Here are some ideas if you see an unknown vehicle and someone in it parked near your home.

  • If you’re leaving, yell something back to the house as if you’re talking to someone who is still there.
  • Go out and water your lawn or step outside to make a cell phone call.
  • Engage in conversation with a neighbor or someone walking their dog.

While doing any of the above, please take note of vehicle make and model should something occur later at your house or others.

Also, while there are legitimate food and package delivery people, ride share services and realtors frequently in our neighborhood, no one should be on your property without permission. Of course, if you see what you believe is criminal activity or feel in danger, call 911.

2.  DAYLIGHT SAVINGS REMINDER

Don’t forget to set your clocks back one hour before you go to bed Saturday night, November 3rd. Daylight savings ends this Sunday, November 4th! It’s time to “fall back” – set your clocks back one hour and get an extra hour of sleep — at 2 am on Sunday!

It is also a good time to replace the batteries in your smoke alarms  and carbon monoxide alarms and also to update your emergency supplies.

3.  ELECTION DAY – TUESDAY, NOVEMBER 6

Election Day is next Tuesday, November 6.  Get ready to vote!  There are a number of important races and ballot measures that will be decided – every vote counts!

Polls will be open from 7:00 am to 8:00 pm on Tuesday, November 6.  Find your polling place and sample ballot here.

4.  FREE TRANSIT RIDES ON ELECTION DAY

Tuesday, November 6th is Election Day. Transportation to the polls should never be a deciding factor between voting and not voting.

The Metro Board has approved a proposal to provide all Metro bus and train riders with free Election Day rides.  In addition, the City Council approved a motion to provide free rides on all DASH, Commuter Express, and Cityride transit on election day, too.

5.  PROPOSED SPEED LIMIT CHANGE – WESTHOLME AVE.

As part of the City’s commitment to safe streets, we are ensuring that speed limits can be enforced citywide. The attached letter is to inform you that speed surveys were recently conducted within your neighborhood and the surveys have resulted in proposed speed limit changes.

LADOT is recommending that the speed limit on Westholme Avenue between Hilgard Avenue and Wilshire Boulevard be reduced from 30 miles per hour to 25 miles per hour.

Broxton Public Parking Structure Repainting – The City of Los Angeles will begin work in early November to repaint the entire Broxton Public Parking Structure. The work will take approximately three months to complete starting from the roof level then going down. Specific areas will be sectioned off during the work.

The structure will remain open during normal operating hours.  No work will be done on Thursdays during the Westwood Village Farmers’ Market and holidays.

8.  DOCKLESS SCOOTER “DROP ZONES”

HWPOA has received reports of numerous dockless electric scooters parked at the following locations:

  • Westholme between Wilshire and Lindbrook
  • Lindbrook and Warner
  • Glenmont at Le Conte/Westholme

We are hoping to find out what other locations in the neighborhood are being used as scooter “drop zones” so that we may contact the various scooter companies.

If you have seen any of these drop zones with multiple scooters, please contact us and let us know.  Be sure to note which of the scooter companies is using the areas (Bird, Lime, etc.) and send an email to us at HWPOA@aol.com.  Thank you.

9.  LADWP INCENTIVE PROGRAM – APPLIANCE UPGRADES

LADWP customers can save water, energy use and lower their energy bills, while helping to reduce their carbon footprint by participating in any of LADWP’s energy and water conservation rebate programs for residential and commercial customers.

For example, the Refrigerator Exchange Program provides qualifying customers with a free Energy Star® refrigerator in exchange for their old, inefficient model. And the Refrigerator Turn-in and Recycle Program provides a $50 rebate for customers who recycle their old refrigerator though LADWP.

And did you know, that together, toilets and clothes washers account for approximately 45% of the water used inside your home?  That is part of the reason that LADWP boosted its rebate for high efficiency clothes washers from $300 to $400 on July 1, 2018. Residential customers can even get FREE water conservation equipment for faucets and showerheads.

Lesley Wolman, HWPOA resident, is a singer/actress whose latest cabaret show is “The Great Canadian Songbook.” Backed by the Michael Asher Quintet, the show celebrates the music of great Canadian artists such as Joni Mitchell, K.D. Lang, Gordon Lightfoot, Leonard Cohen and Celine Dion, to name a few.
