1.  SHOOTING IN WESTWOOD VILLAGE

Westwood cafe shooting leaves 1 critically wounded

One person was critically injured early Saturday when shots were fired outside a cafe in Westwood, police said.

The shooting happened around 3:50 a.m. in front of a cafe in the 900 block of Broxton Street, the Los Angeles Police Department told KTLA.

At least one suspect fled after shooting multiple rounds at the victim.

Video from the scene showed tables set up outside of the Habibi Cafe and two SUVs out front with visible damage, though it is unclear exactly where the shooting took place.

Employees of the Habibi Cafe told KTLA they heard shots being fired and said a few people were dining outside the restaurant at the time. The cafe is open 24 hours and is a family-run business, according to employees.

First-responders transported the victim to a local hospital in critical condition, police said. His identity was not released.

LAPD did not provide information about a suspect or suspects.  No other details were released.

2.  COYOTE ALERT

Over the last week or so, we have received reports of coyote sightings in nearby neighborhoods.  This is a good reminder to take safety precautions for potential encounters with coyotes.

The following Safety Tips are from the LA Animal Services website. You can also download a more detailed Coyote Brochure

DETERRENTS & HOME SAFETY

  • Trash cans should be securely fastened so wildlife is not invited to feed from them.  Ammonia or pepper sprinkled in the trash may also discourage a scavenging coyote.
  • Remove pet food dishes when your pet has finished eating and do not leave food outside. Pick ripe fruit and clean rotten produce off the ground.
  • Trim hedges and clear brush from under trees and around your home so the coyotes do not have a hiding place.
  • Special coyote fencing is available and can be found online.
  • Close off crawl spaces under porches, decks and sheds. Coyotes use such areas for resting and raising young.
  • Keep your property well lit at night, especially when you go out with your dog for the last potty break before bed.

COYOTE ENCOUNTERS – KEEP CHILDREN & PETS SAFE

  • Small animals and children should not be left outside unattended if there are coyotes in your area. Never leave small children and pets unattended outdoors even if your yard is fenced.
  • Walk your dog on a leash at all times — not only is it the law, but it will keep your pet safe. Do not allow your dog to interact or “play” with a coyote.
  • If you see coyotes, make loud noises and scare them away: bang pots and pans, use a whistle, etc. BUT, they are smart and you cannot keeping making the same noise and expect the coyotes to fall for the same trick over and over.
  • When you are walking your dog in areas known to have coyotes, you can carry a loud whistle or even an umbrella that you can open and close rapidly to scare them away. Unlike the approach with an aggressive dog, you can raise your arms above your head and stomp your feet while shouting at the coyote to scare them away.
  • Bring cats and dogs inside at night.
  • Feeding wildlife is illegal! Do not approach or feed wild animals, including coyotes. It is unsafe and a violation of the law.

3.  L.A. HOMELESS SERVICES (LAHSA) REPORT

From City Councilmember Paul Koretz:

As the City works to create a program to house more of the homeless in response to the LA Alliance for the Homeless lawsuit, one of the challenges are those who refuse assistance.  The willingness of persons living in encampments and elsewhere on the streets of the city to be relocated into housing or shelter, reunited with family members or friends, or other options, will be a crucial component of any success the program achieves. To help work towards the goal of housing more homeless individuals, Councilmember Koretz introduced a motion so the City can learn more about the experience of Los Angeles Homeless Services Authority (LAHSA) and its community partners in winning the confidence of persons experiencing homelessness, so we can get more of them to accept help.

The motions request that officials from LAHSA make a presentation to the full City Council on its outreach experiences with persons living unsheltered or unhoused in the city in terms of establishing lines of communication, providing services and relocating them to appropriate shelter or housing, including the number and percentage of persons who reject services or housing or both.

This research is crucial so that we are sure that we understand the reality of the situation and the challenges we face.   We hope this will lead to a more effective effort to end homelessness in our city.

Metro Fiscal Year 2021 Budget Questionnaire:

In light of the COVID-19 outbreak, public outreach for the Metro 2021 fiscal budget was temporarily put on hold in mid-March. We are now continuing to solicit meaningful input from the public and stakeholders through questionnaires, community meetings, a public hearing, email and written comments.

In the last 25 years, we’ve made progress in creating more transportation options for everyone. But there is still more to do. We are listening to you, LA. Tell us what you’d like to see more from us.

L.A. ZOO – REOPENING!
After closing for 166 days due to the coronavirus pandemic, The Los Angeles Zoo is reopening to the public.  Changes to zoo protocols include limited capacity, timed-ticketed entry and the closure of indoor and high-touch spaces, including Papiano Playpark, the contact yard at the Winnick Family Children’s Zoo and the Tom Mankiewicz Conservation Carousel.

BUTTERFLY PAVILION – NATURAL HISTORY MUSEUM
The Natural History Museum of Los Angeles County announced that it will open its Butterfly Pavilion and parts of its nature gardens starting on Sept. 11 for three days each week, Friday to Sunday. Previews for members will take place this weekend, Aug. 28-30, and over Labor Day weekend, Sept. 4-7.  CLICK HERE for more information.

House rental needed near UCLA Mattel Children’s Hospital. A friend’s 6-year-old daughter miraculously survived emergency surgery to remove a brain tumor at UCLA. Now the family needs to find housing while their little girl recovers at UCLA over the next month.

They are looking for a 3-bedroom home or guest house within a 20 minute drive. They are a wonderful, responsible family.

2.  CONSERVE ENERGY DURING HEATWAVE

As Southern California continues to experience extreme heat, LADWP is calling on customers to continue conserving energy to help the state gird and reduce the strain on neighborhood distribution systems.

Here are a few simple steps to take to save energy and beat the summer heat:

  • Adjust AC thermostats to 78 degrees, if health permits
  • Limit use of major appliances during peak hours of the day. Use washing machines, dishwashers, vacuum cleaners and other heavy appliances in the early morning or late evening hours.
  • Turn off lights and other electrical equipment when not in use.
  • Unplug “energy vampires” like cell phone chargers, microwave ovens and other appliances that use energy even when not in use.
  • Close blinds and drapes.
  • Use fans when possible to keep cool.
  • DO NOT charge electric vehicles.
  • Turn off pool pumps.

Many residents are having significant delays receiving medicine, experiencing stolen mail, identity theft and disappearing post office boxes.

5.  RELAXED PARKING ENFORCEMENT

With residents spending more time at home, the Los Angeles Department of Transportation (LADOT) has extended relaxed parking enforcement until October 1.

Relaxed enforcement is extended for the following categories:

  • Residential street sweeping
  • Expired registration
  • Overnight/Oversize parking districts
  • Peak/rush hour and gridlock zone parking restrictions
  • Ticket/tow for oversized/overnight parking

Enforcement continues for:

  • Metered parking
  • Time limits within preferential parking districts for vehicles without a valid or recently-expired permit
  • Posted time limit zones in residential and commercial areas
  • All posted Temporary No-Parking signs
  • Blocking emergency access areas
  • Colored curb zones
  • Parking restrictions for city-owned lots

6.  UCLA FALL UPDATE – REMOTE INSTRUCTION

7.  UCLA FACULTY CENTER RENOVATION

Last week, a construction fence was installed around the UCLA Faculty Club. UCLA is embarking on an ambitious project to improve the Faculty Center building.

UCLA Administration has pledged $10 million for a seismic and infrastructure project for the beloved mid-century modern structure.  In addition, they will be improving the interior of the building with funds from donors.

The U.S. Census Bureau recently announced that September 30, 2020 will be the last day to participate in the 2020 Census. CD5 Census numbers are low, and we will lose resources and benefits if we do not have robust responses.

9.  99 RANCH MARKET COMING TO WESTWOOD

From the Century City/Westwood News:

The Asian grocery chain 99 Ranch Market is coming to the Westside, replacing a former Ross Dress for Less in Westwood.

The supermarket is opening a new location in Westwood, near UCLA, by 2021.

The grocery store will replace a former Ross Dress for Less at 1360 Westwood Boulevard and will have two floors spanning more than 45,000 square feet.

1.  HEATWAVE – STATEWIDE FLEX ALERT

A heat wave is expected to hit Los Angeles starting Friday and through the weekend.

In response, the California Independent System Operator Corporation (CAISO) has issued a statewide Flex Alert asking all power customers to reduce energy use from 3 p.m. to 10 p.m. on Friday, August 14.

3.  STAN’S DONUTS LOCATION TO  BECOME PRIMO’S DONUTS

Fans were sad to learn in April that Westwood donut shop owner Stan Berman was retiring after 55 years, but now one of LA’s most historic donut shops, Primo’s Donuts on Sawtelle, is set to open this fall in the Westwood space vacated by Stan’s Donuts.

6.  FRIENDSHIP LINE – RESOURCE FOR OLDER ADULTS

Following social distancing recommendations such as not getting together with friends or family that don’t live with us can leave many people feeling isolated.  This is especially true with older adults who may be living alone and have to be especially careful with their health.  The resulting lack of social interaction can lead to anxiety or even depression.  Fortunately there are a couple of resources for folks in this situation.

The Los Angeles County Department of Mental Health has a warmline for older adults who need someone to talk to.  They can call 1 (800) 854-7771  and select Option #2.  Older adults who need crisis intervention should call the same number but select Option #1.  This is the older adult hotline.

The State of California Institute on Aging also has a Friendship Line for Older Adults.  The number is 1-888-670-1360, and it’s open 24/7!

2.  PLEASE WEAR A MASK OUTSIDE

Earlier this week, a homeowner reported seeing a woman walking through the neighborhood without a mask.  The woman passed by a group of children who were wearing masks.  When the homeowner told her to please wear a mask, the woman was rude and defiant in response.

This type of scenario has occurred regularly in the neighborhood and throughout the area, including at Holmby Park. Angelenos are REQUIRED to wear face coverings when they leave their their homes and will be near other people.

3.  HOLMBY PARK – BIKES, SCOOTERS & DOGS

Holmby Park request from walkers:

Please do not let children ride bikes or scooters on the paths inside the park.  There are elderly people walking with canes and walkers who do not have good balance.  Some are hearing impaired and do not hear what might be coming from behind or have their head down and don’t see in front of them.  Please be considerate and have the children use the outer sidewalk.

Also, please remember to keep your dog on a leash at all times.

4.  LETTER FROM COUNCILMEMBER PAUL KORETZ

From City Councilmember Paul Koretz:

Over the course of the last few weeks, the Fifth Council District has become victim to gang-related violence, excessive house parties, and dangerous drag racing street takeovers. From the beginning, I have made clear my position of zero tolerance for this type of criminal behavior and I have asked for full enforcement by LAPD with prosecutions from the City Attorney.

6.  YOUTH SPORTS LEAGUES – REOPENING PROTOCOLS

LA County’s Department of Public Health (DPH) has issued a Reopening Protocol for Youth Sports Leagues in LA County. The recently issued protocol applies to:

  • recreational youth sports leagues
  • club sports
  • travel sports
  • and sports sponsored by private & public schools serving students in TK-12 schools

This protocol is not intended for adult sports leagues (including collegiate sports, or amateur adult sports), which must remain closed per the State Health Officer Order. Until further notice, all youth sports activities must also take place outdoors.

7.  RELAXED PARKING ENFORCEMENT

In order to support Los Angeles residents as they stay safer at home, LADOT Parking Enforcement will extend current relaxed parking enforcement to Sunday, August 16th, and they will also extend the deadline for payment on existing parking fines. While residents are encouraged to pay any existing fines if they are able, there will be no increase in fines for failure to pay.

While certain parking regulations are relaxed, others remain enforced to ensure that emergency services and other city functions continue to operate. Please see the list below for full details regarding enforcement:

LADOT has relaxed enforcement for the following categories:

  • Residential street sweeping
  • Expired registration on a vehicle
  • Overnight/Oversize parking districts
  • Peak/rush hour and gridlock zone parking restrictions
  • No ticket/tow for abandoned vehicles and oversized/overnight parking
  • Vehicles displaying recently expired permits within preferential parking districts will have a two-week grace period following the expiration to renew

8.  DMV NEWS – LEARNER’S PERMITS & DRIVE TESTS

The California Department of Motor Vehicles is extending driver’s license permits with an expiration date through November 30, 2020, to give student drivers more time to prepare for and schedule their behind-the-wheel drive test during the COVID-19 pandemic.

Eligible permits are extended six months or to a date 24 months from the date of application, whichever is earlier. The DMV previously extended permits expiring between March 1 and August 31, 2020. The DMV has alerted law enforcement of the extensions, which require no individual action on the part of drivers.

The DMV resumed behind-the-wheel drive tests with new health and safety protocols on June 26 and has rescheduled all appointments that had been canceled. The DMV has begun offering appointments for new behind-the-wheel tests at certain offices, but it will take some time to clear the testing backlog.

9.  WEST NILE VIRUS

This week, the Greater Los Angeles County Vector Control District (GLACVCD) has confirmed 10 additional mosquito samples positive for West Nile virus (WNV).

“The increase in positive mosquito samples are a reminder that West Nile virus is endemic in Los Angeles County ,” said Mary-Joy Coburn, director of Community Affairs for GLACVCD. “Residents are urged to remove standing water from their property and wear repellent to protect against mosquito bites.”

10.  JOB OPPORTUNITIES FOR LA YOUTH

Hire LA’s Youth Program of the City of LA is accepting applications for jobs this summer which will include virtual job opportunities and training. Applicants must be between the ages of 14-24 and live in the City of LA to be eligible.
