3.  GARBAGE COLLECTION DELAY – JULY 4th

Due to the Independence Day holiday, the LA Sanitation offices will be closed, and there will be no collection service on Wednesday, July 4. However, our 24-hour Customer Care Center will be available to assist you at 1-800-773-2489.

If your normal collection day is Wednesday, your bins will be serviced Thursday. Thursday collections will happen Friday, and Friday collections will happen Saturday. There are no changes to service on Monday or Tuesday.

4.  METRO CONSTRUCTION – 405 ON-RAMPS & OFF-RAMPS

Summary:
Metro’s contractor will be performing minor construction activities as part of the completion of the Interstate 405 project.   Work began on June 25 and will continue through late July.   Construction activities will take place at the on and offramps for Interstate 405 and in areas immediately adjacent to the freeway.  Activities include sign modification, guardrail replacement, and improvement of crosswalk signals.   Most of the work is scheduled at night and on weekends to minimize impacts to traffic flow and the surrounding communities.

  • June 30-July 1:  Full closure of the southbound Santa Monica offramp from 11:00pm-10:00am.  This work will also require a full closure of Beloit Avenue from Massachusetts to Santa Monica with a detour in place.

5.  WESTWOOD LIBRARY – JULY HAPPENINGS

PRE-JULY 4th CONCERT
Sunday, July 1, 2018 at 2:30 pm at Westwood Library.  This terrific Free Independence Day Concert, features the virtuoso SWING BAND of the LOS ANGELES POLICE DEPARTMENT BAND.

The LAPD Band’s 10-person SWING BAND under the baton of Maestro Richard Allen will present a fabulous program of American popular classics and patriotic favorites, in a lively Fourth of July celebration. Fun for your whole family!  Don’t miss it!

6.  DOCKLESS SCOOTER UPDATE

From the Westwood-Century City Patch:

Dockless electric scooters would be allowed to operate in any part of the city under new guidelines approved by a City Council committee Wednesday, although the number of devices on the streets would be controlled and reviewed on a quarterly basis.

The Transportation Committee in May rejected a set of rules that had been proposed by the city’s Department of Transportation, deeming them too restrictive while asking for a new set of guidelines for a potential pilot program.

After being presented with the new standards, the committee approved them, with Councilman Mike Bonin stressing that “these regulations are not going to be final and permanent for all time. This is how Los Angeles is going to start governing dockless. We are a big city, we are a diverse city. We are not Santa Monica, we have lots of different neighborhoods and needs and a lot of different interests to consider.”

7.  LAWN BOWLING OPEN HOUSE

9.  JULY 4th DOG AND PET SAFETY

Fireworks, picnics and other Fourth of July traditions can be great fun for people; but all of the festivities can be frightening and even dangerous for animals. Noisy fireworks and other celebrations can startle animals and cause them to run away; holiday foods can be unhealthy; summer heat and travel can be dangerous; and potentially dangerous debris can end up lying on the ground where pets can eat or play with it.

Whether or not you’re planning your own Independence Day celebration, it’s important to take precautions to keep your pets safe both during and after the July 4th festivities.

10.  SEPULVEDA TRANSIT CORRIDOR PROJECT

Metro thanks everyone who participated in the Sepulveda Transit Corridor Project public meetings held on June 7 in Westwood, June 9 in Van Nuys, and June 12 near LAX. The meetings brought together over 200 community members to learn and provide input on the range of high-capacity rail transit alternatives between the San Fernando Valley and LAX, connecting to existing and planned Metro bus and rail lines, including the Orange, Purple and Expo Lines.

L.A. Sanitation Open House  (aka Garbage Truck Day) – Saturday, June 30 from 9:00 AM to 1:30 PM at the West L.A. District Yard located at 2027 Stoner.  Come join the dynamic duo “Mr. Recycle” and sidekick “Robo Blue” as they jump into action to serve family fun, food and prizes for kids.

The Open House will feature trash trucks and equipment demonstrations in addition to facility tours, information booths, recycling games, and refreshments. There is no charge for admission and all ages are welcome, but we do request that pets be left at home for safety. 2.  COYOTE ALERT

A resident reported seeing several coyotes earlier this week, on Charing Cross between Beverly Glen and Loring.  Here are a few tips when encountering a coyote:

What should I do if a coyote approaches me?
Wave your arms. Shout in a low, loud tone. Throw objects at the coyote while maintaining eye contact. Make yourself look as big as possible. If you are wearing a jacket, take it off & swing around over your head. If possible go towards active or populated areas but do not turn your back & run from the coyote as that could trigger a chase.

How can I keep my pets safe?
Keep you pets indoors or closely supervised when outside. Do not leave small pets unattended in your yard. Walk your dog on a leash at all times & stay close to high pedestrian traffic areas. Avoid dense brushy areas or paths near abandoned properties. If you notice a coyote when walking your dog, keep your dog as close to you as possible & move towards an active area. Never encourage or allow your dog to interact or “play” with coyotes.

How can I keep my children safe?
Make sure that your children never play outside in the same clothes they just ate food in. Wildlife may be attracted to food odors in clothing. Make sure children wash thoroughly after eating. Provide children with a whistle and breakaway necklace they can blow if an animal approaches. Never let them approach any stray animal. If a coyote approaches, they should face the animal, move slowly to another person or dwelling entrance, raise their arms over their head, clap their hands, stomp their feet, blow a whistle, and call out in a stern loud voice “There is a coyote here.” The best thing to do is avoid leaving children unattended.

Deterrents & Scare Tactics

  • Sprinkle cayenne pepper or chili powder in areas where coyotes sleep to deter them from staying. These types of deterrents do not last & will need to be repeated if they become wet. Do not use these methods where children have access & do not use near air ducts.
  • Use motion activated strobe lights, sprinklers, or radios that are set to talk or news stations to help deter the coyotes. Use caution as strobe lights can trigger seizures in people or pets with epilepsy.
  • Use a coyote shaker can. This is a can containing a few coins which can be shaken & thrown towards a coyote. Throw tennis balls, open & close an umbrella towards the coyote, bang two pans together, blow a whistle, use an air horn, or use a high pressure water sprayer. Alternate the deterrents to prevent coyotes from getting used to one method.

3.  L.A. TIMES WEEKLY CIRCULARS

Each week, the L.A. Times delivers a weekly circular to all homes in the neighborhood.  These circulars include several pages of advertisements.  It was brought to the attention of the HWPOA Board of Directors that many people do not pick up the circulars before they blow away and end up as garbage in the street.  Trees are cut down in the process of providing this circular.

We contacted the L.A. Times and were told that they would remove the entire neighborhood from distribution of the circulars once we provide the street address information.

The HWPOA Board discussed the issue and voted in favor of removing the entire neighborhood from the distribution of the circulars.

4.  PROPER DISPOSAL OF “SHARPS”

SHARPS is a term used to describe items used to puncture skin. Examples are hypodermic needles, suture needles, syringes, lancets and pre-filled pens. To dispose of these items, please place them in a sealed container (you can purchase a red sharps container at most drugstores or you can use something like an empty laundry detergent bottle) and take them to

5.  MOVIE PREMIERES – STREET CLOSURES

Sony Pictures will be holding the Premiere of “Sicario: Day of the Soldado”, at 7:30 PM on Tuesday, June 26, 2018 at the Regency Village Theater, located at 961 Broxton Avenue in Westwood Village.  There will be various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue.

Sony Pictures will be holding the Premiere of “Hotel Transylvania 3: Summer Vacation”, at 1:30 PM on Saturday June 30, 2018 at the Regency Village Theater, located at 961 Broxton Avenue in Westwood Village.  There will be various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue.

6.  NEIGHBORHOOD COUNCIL BUDGET DAY

The Neighborhood Council Budget Advocates invite all Los Angeles residents and stakeholders to their annual Budget Day at City Hall on Saturday, June 23rd, 2018.  You’re invited to share your feedback on how City funds are spent in your neighborhood.

Speakers will include City Council President Herb Wesson, City Councilmember and Chair of the Budget and Finance Committee Paul Krekorian, Controller Ron Galperin, and Chief Administrative Officer Rich Llewellyn.  These and others will give us an overview of the City Budget process and its impact on services, including street repairs, tree trimming, and other services that affect our neighborhoods.

This will be followed by breakout sessions to discuss regional concerns and ways to prioritize the needs of our communities.  Everybody’s input is welcome.

The event will start in the 3rd floor rotunda of Los Angeles’ City Hall with registration at 7:00 am.  A free hot and cold breakfast buffet will be served from 7:30 to 8:15. The plenary sessions will begin at 8:30 in the John Ferraro Council Chamber.

The regional sessions will begin at 10:30 and will conclude with elections of Budget Advocates by Budget Representatives from Neighborhood Councils across the city, replacing those who have stepped down.

2.  CAUTION – MYLAR BALLOONS

During this time of year, flower leis, personalized cards and balloons are popular gifts for graduation ceremonies as well as Father’s Day. The Los Angeles Department of Water and Power (LADWP) reminds our customers that metallic balloons, or Mylars, can cause power outages and pose a public safety risk. Each year, Mylar balloons cause approximately 200 power outages–about one Mylar-related outage every other day in the City of Los Angeles.

The metallic coating on Mylar balloons conducts electricity, and can cause a short circuit or power surge when in contact with power lines. This can lead to large-scale power outages, melting of electrical wires, and fires, leading to possible injuries and property damage. In addition, outages caused by balloons can often result in traffic congestion due to disrupted traffic signals, and cause a significant inconvenience for residents and business owners who lose power.

Unlike latex balloons, Mylar balloons can stay inflated and float in the air for two weeks or more, posing a safety risk to our utility workers and the public.  To reduce the risk of outages and potential injuries, here are some important tips on how to safely and properly handle Mylar balloons:

  • Never release a Mylar balloon outdoors
  • Keep Mylar balloons away from power lines
  • Use balloon weights
  • Never use metallic ribbon with metallic balloons
  • Always deflate metallic balloons and dispose of them properly when no longer in use

If you see a Mylar balloon that has contacted a power line, keep yourself, your equipment, and all other items and people, at least 20 feet away. Always assume the power lines are energized. Do not attempt to climb the pole or try to retrieve the object. Call LADWP at 1-800-DIAL DWP.

3.  WESTWOOD NEIGHBORHOOD COUNCIL – UPDATE

In the recent City of Los Angeles Special Subdivision Election, the new North Westwood Neighborhood Council was created.  This week, the original Westwood Neighborhood Council (WWNC)  passed a motion for a Petition for Shared Boundaries such that Westwood Village and the business area from Wilshire to Ohio on Westwood Boulevard would be shared by the two Councils.  Shared boundaries and shared resources have historic precedent among Neighborhood Councils across Los Angeles.  In addition, the WWNC adopted new bylaws with the boundary changes, and shared resources.

The Petition for Shared Boundaries will be submitted to the Board of Neighborhood Commissioners for approval at a public hearing in late July or August.

4.  L.A. TIMES WEEKLY CIRCULARS

Each week, the L.A. Times delivers a weekly circular to all homes in the neighborhood.  These circulars include several pages of advertisements.  It was brought to the attention of the HWPOA Board of Directors that many people do not pick up the circulars before they blow away and end up as garbage in the street.  Trees are cut down in the process of providing this circular.

We contacted the L.A. Times and were told that they would remove the entire neighborhood from distribution of the circulars once we provide the street address information.

The HWPOA Board discussed the issue and voted in favor of removing the entire neighborhood from the distribution of the circulars.

5.  UCLA COMMENCEMENT – THIS WEEKEND

6.  WESTWOOD BLVD. RESURFACING

You may have noticed the “Temporary No Parking” signs along both sides of Westwood Blvd.  Beginning next week, Westwood Blvd. south of Wilshire will be resurfaced.  This project is tentatively scheduled for June 18-22; however, the resurfacing may be postponed due to the Metro roadwork on Wilshire Blvd.

7.  BIRD SCOOTERS – MORATORIUM

The Los Angeles Department of Transportation is currently in the process of working with the Los Angeles City Council to develop rules and guidelines for the operations of dockless on-demand mobility services (Bird).

In this regard, the Los Angeles City Council is working to impose a citywide moratorium on dockless transportation programs until a regulatory system that protects Los Angeles communities can be established.

In other words, the city is working to require Bird to remove all their scooters until the regulations are established.

8.  FREE INDEPENDENCE DAY CONCERT

Don’t miss it! SUNDAY, JULY 1, 2018 at 2:30 pm @ Westwood Library for a terrific Independence Day Concert, featuring the virtuoso SWING BAND of the LOS ANGELES POLICE DEPARTMENT BAND.

The LAPD Band’s 10-person SWING BAND under the baton of Maestro Richard Allen will present a fabulous program of American popular classics and patriotic favorites, in a lively Fourth of July celebration. Fun for your whole family!

9.  FELLOW – NEW RESTAURANT IN WESTWOOD

The new full-service Fellow opened among the fast casual territory of Westwood Village earlier this week. Chef Michael Bryant of Cliff’s Edge and The Churchill created a grown-up lunch menu with nods to his Southern roots with restaurant veterans and partners Philip Camino and Terry Tolba. And though Fellow’s delivery-only and catering service launched in February, the restaurant expanded to a full lunch menu this week, with dinner hours by September.

3.  TRAFFIC ACCIDENT SCAMS

During our weekly Crime Control Meeting at LAPD, it was revealed that detectives believe there may a crew of scam artists targeting drivers throughout the entire West LA area, if not the entire City.

It happens like this… an unsuspecting driver leaves a parking lot after shopping at a commercial establishment (most recently, a shopper leaving the Ralph’s market at Bundy and Wilshire was targeted but thankfully, she did not fall for the scam).  After a minute or so, the suspect’s car will drive up behind them or pull alongside them and begin honking frantically and yelling for the victim to pull over.  When the victim does, the suspect then approaches the victim usually while the bewildered victim is still sitting in their parked car.  The suspect then insists that the victim just hit their car in and claims that the victim is now trying to leave the site of the traffic accident, essentially, accusing the victim of a Hit & Run.

The suspect typically will use flailing arms and loud accusations intimidating the victim and claiming that he’s going to call the police.  This intimidation serves to get the victim to ultimately comply with his demand for money to ‘cover the deductible’.  There may even be a bit of paint transfer as part of the scam to further convince the victim that they unwittingly hit the suspect’s car.  Or, while the victim is dealing with the suspect’s accusations, a second suspect will come up alongside the passenger side of the victim’s car and remove their purse from the front seat.  This is actually an old modus operandi in which they often, but not always, target elderly or lone drivers.

At the time of this note, there is no suspect/vehicle description to share.  A couple of the incidents involved lone Males, either of White or Hispanic or Middle Eastern decent.  The car descriptions have been variable.

If you suspect that you are being followed or if you find yourself being directed to pull over by a total stranger, please take a deep breath and continue to drive to a well-lit location: ideally, a police station, or a gas station, populated strip mall, or any well-lit, busy, location where there will be many eyes. Do not drive to your home.  If or when you do decide to stop make sure your doors are locked (you should always drive with your doors locked anyways) and have your phone in your hand ready to push 911.  And don’t worry about their accusation of ‘Hit & Run’… If you can articulate that you were seeking to find a safe place to pull over, it will likely be considered as reasonable and understandable to police.  In fact, if you believe that you’re dealing with one of these scammers, calmly tell the suspect that you are calling police, and then do so. This may make them scadaddle and leave you alone.  Let them go, but try to be a good witness while you wait for police to arrive: physical description, license plate, vehicle description, etc.  Thank you.

4.  METRO UPDATE – CONSTRUCTION IN WESTWOOD

Metro contractors are continuing excavation work to relocate underground water, power and telecommunications equipment in Westwood. AUR is expected to be completed in 2020.

Weekend work will occur at the intersection of Wilshire Blvd./Westwood Blvd. from 9pm on Friday, June 8 continuously through 6am on Monday, June 11. Weeknight work on Westwood Blvd. will occur Monday, June 11 to Thursday, June 14 from 9pm to 6am each night. Turn restrictions will be in place.

1.  LAPD CRIME REPORT

Brentwood’s LAPD Senior Lead Officer Maria Gray is covering for our own LAPD Senior Lead Officer Chris Ragsdale, who has been temporarily reassigned to the West Bureau Homeless Outreach Detail working out of LAPD’s Olympic Police Station.  Here is her recent report from Brentwood:

Detectives know from experience that crime tends to rise during the warmer, summer months.  Burglary detectives specifically, also know this to be true, as do the burglars who make their living by stealing your stuff.  But more importantly, do YOU know this?  Have you prepared for this fact of life in Los Angeles?

Folks tend to leave their homes for extended getaways and vacations during this season.  The other factor is that residential windows are more often left open and/or unsecured due to the heat.  We have experienced a sharp and notable spike of burglaries within the Brentwood area.

In some cases, the burglars accessed the homes through side or rear kitchen windows—windows that were either left open/unsecured or were pried/forced open.  Detectives have also mentioned to me that in some cases, the homes were quite concealed by high fences and landscaping.  While this affords people privacy, it also allows for burglars to walk comfortably around your property without being seen from the street or by neighbors (please consider making environmental design changes to remedy this).  At present time, there is no suspect or vehicle description that I can share with the community.  If things change, I will send out a supplemental notification.  Property taken has been jewelry, watches and cash.

For those of you who have already heard these suggestions, please excuse the redundancy, but at present, one of the best tools to protect your home today is a system of instant notification.  You want a system that has your smart phone alert you immediately when someone is at your front door, AND alerts you when they are along either side of your home, AND alerts you when they are to the rear of your home.  Nothing less will suffice, in my opinion (and the opinion of many of my fellow officers).  The traditional home alarm systems can be a very low priority in terms of police response, but if you call 911 and tell the operator that you see someone in your backyard right now, and here’s their description and here’s what they’re doing, the priority gets bumped up to a lights and sirens scenario and the likelihood of the thief or thieves getting caught or deterred goes up considerably.   So does the likelihood that you’ll retain your possessions.

These systems are relatively inexpensive, easy to install with either rechargeable batteries or hardwired or even solar options.  To see examples of these systems in action, go to www.youtube.com and search Ring Video Doorbell Helps Bust Gang Member in Home and just scroll through the videos.

4.  RECYCLING THE RIGHT WAY

From the New York Times:

Can you recycle coffee cups or greasy pizza boxes? (No.) If you’re tossing things in the recycling bin out of sheer hope, you might be an “aspirational recycler.”

Waste managers often call this wishful or aspirational recycling. But, unfortunately, putting these objects in with the rest of the recycling can do more harm than good.

In the past, the municipalities would have shipped much of their used paper, plastics and other scrap materials to China for processing. But as part of a broad antipollution campaign, China announced last summer that it no longer wanted to import “foreign garbage.”  China also has new contamination standards, and loads of recycling are more likely to be considered contaminated if they contain materials that are not recyclable.

Ads for plumbers, housekeepers, garage sales, etc. will be posted in the weekly News. Emergency situations such as coyote sightings, lost and found pets, traffic alerts and similar situations will continue to be published during the week as received.
