1.  VACCINE ELIGIBILITY UPDATE

With supply of vaccines expected to significantly increase in the coming weeks, the state is expanding vaccine eligibility to more Californians. Starting April 1, individuals aged 50+ will be eligible to make an appointment, and individuals 16+ will be eligible to make an appointment to be vaccinated starting on April 15.

2.  SPRING BREAK TRAVELING INFORMATION

With Spring Break upon us, LA County’s Department of Public Health encourages everyone to remain close to home and adhere to the State travel advisory which recommends no recreational travel outside a 120-mile radius.

Recreational travelers and residents coming to LA County are required to self-quarantine for 10 days after returning from out-of-state or out-of-country travel.

It is recommended that resident travelers who are exposed to crowds and/or unmasked individuals in close proximity get tested upon their return. There is a heightened risk if traveling to places with high rates of community transmission, like Miami, which is recently reporting a 9% test positivity rate; this is 6 times higher than the test positivity rate in LA County.

Remember how easily this virus can spread, and take every action you can to protect yourself and others until we all can get vaccinated.

3.  RELAXED PARKING – JEWISH HOLIDAYS

The City of Los Angeles has relaxed parking restrictions for the upcoming Jewish holidays of Passover and Shavuot. Time limits and preferential parking restrictions will be relaxed on specific dates. Meters, tow-away zones and other safety violations will still be enforced.

4.  HOLMBY WESTWOOD GREEN TEAM UPDATE

The Holmby Westwood Green Team is answering questions related to our parkway trees in the HWPOA newsletter.  In addition to focusing on our parkway trees, we will address the work of the Green Team, efforts by the City of Los Angeles related to urban trees as well as resources for tree care and maintenance.  Please send your questions to Marnie Bodek at mossbodek@msn.com or Allyson Bunting at Allyson.bunting@gmail.com

Can I remove a street tree in front of my house and plant a new tree?

NO, parkway trees are city property and may not be removed or replaced without City permission.  A tree removal permit from the Division of Urban Forestry is required.   The permit is granted after a City arborist makes a site visit to see the tree in question. Reasons for potential street tree removal include excessive damage to a sidewalk, curb or driveway that cannot be repaired through root mitigation or without removal of the tree. Permits are not granted for removal of healthy trees.

The City only allows certain tree species to be planted on our parkways.  These trees are climate resilient, disease resistant, drought tolerant, and appropriately sized for the particular parkway where a new tree is to be planted.  The City grants a planting permit for the selected tree species.

The Green Team is committed to maintaining our tree canopy and the original concept of one tree species per street that the Janss Company developed and implemented for Holmby Westwood.  The Green Team is working with the City’s Urban Forestry Division and an arborist to identify tree species for those streets planted with trees no longer allowed by the City and which therefore require a replacement tree. Before selecting a parkway tree, (which, again, requires a City permit before planting,) the Green Team hopes that you will contact us for information on your street and the tree species that is recommended for planting.  (Marnie Bodek, Green Team Coordinator; mossbodek@msn.com)

5.  FRONT PORCH MAIL THEFT

A homeowner reported that last Friday afternoon (March 19), a thief stole items from the front porch mailbox.  The theft occurred on the 10500 block of Lindbrook Drive (between Westholme and Warner).  The suspect may have been following behind the mail delivery truck.

The suspect (pictured below) was driving an older model SUV, possibly an older model Ford Explorer or Expedition with a tow hitch on the back bumper.

6.  TAX FILING DEADLINES EXTENDED

From the Westwood-Century City Patch:

Individual taxpayers in the Golden State get a little relief for filing returns and making any payments in 2021.

For the second time in the coronavirus pandemic, California residents will get an extra month to file their federal and state income tax returns.

The federal government announced that it will extend the 2020 tax filing due date from April 15 to May 17. The Golden State did the same for state income tax filing.

But both the Internal Revenue Service and the state tax agency said the extension will not apply to those making quarterly estimated tax payments on 2021 income that isn’t subject to tax withholding. First-quarter payments will still be due April 15.

1.  LAPD SAFETY TIPS

FILING A POLICE REPORT ONLINE
The LAPD has provided the following information that explains how and when to file an online police report:

SAFETY REMINDERS:

Gardening equipment theft – One recent theft from a motor vehicle involved a gardener getting his equipment taken from the bed of his truck while working. If you have gardeners working for you, please remind them to make sure their equipment is locked in their vehicle while they are working. The thieves pull up quickly in a vehicle, grab the lawn equipment and drive off.

Home Safety – Always lock your doors and windows when you leave your home. If you have an alarm please use it and if you have security cameras, make sure they are working, and the footage can be accessed.

Car Safety – DO NOT leave key fobs or keys in your vehicle. Also, please don’t leave valuables inside your vehicle, especially if they are visible from outside the vehicle. And of course, do not leave your car unlocked on the street or driveway. These all make it way too easy for thieves and they will continue to target the area if the opportunities a readily available.

Selling items online – If you are going to sell an item on the internet and meet in person, make sure you have someone else with you and make the transaction in a public location. Many people meet in front of police station to make the transaction and advise the buyer of the location prior to meeting.

Grocery Shopping – When you are shopping, please keep your purse on your person and not left in the shopping cart. Thieves will many times work in pairs to distract the victim while the other suspect takes the purse. If you feel it is necessary to keep your purse in the shopping cart have it zipped up and place it in the bottom.

3.  GUIDANCE FOR FULLY VACCINATED PEOPLE

The CDC released guidance which states that fully vaccinated people can gather indoors with other fully vaccinated people in small groups without wearing masks or practicing physical distancing.

Fully vaccinated people should continue to wear a mask and maintain physical distance:

  • in public
  • when visiting unvaccinated people at increased risk for severe COVID-19 disease or who have an unvaccinated household member at increased risk for severe COVID-19 disease
  • when around unvaccinated people from multiple households.

Fully vaccinated people should also avoid medium- and large-sized in-person gatherings.

Why Do Trees Matter?

The tree canopy in Holmby Westwood is one of the neighborhood’s defining features.  The beauty and shade of our tree lined curving streets not only encourage walking but also regulate temperatures, reduce noise pollution, improve air quality and help decrease aggressive driving through the neighborhood.  As one resident recently put it, “ I think I am speaking on behalf of most of our neighbors that we all took it (our streets and trees) for granted: and now as I see so many neighbors walking everyday, it has become abundantly clear how important the trees and sidewalks are to us.”

By adding to the natural character, definition and beauty of our neighborhood, street trees provide important psychological and mental health benefits.  Trees combat climate change and provide critical environmental benefits:  they reduce air pollution, conserve water, reduce soil erosion, and increase urban biodiversity.  They also reduce heat island effect, increase property values up to 20% and add to economic stability.

Holmby Westwood has the good fortune of a beautiful tree canopy and we all need to do everything we can to ensure that it continues to thrive.

Please see the attached letter from me to the West Los Angeles community regarding our preparations for potential protests and other activity as a result of Minneapolis Police Department Officer Chauvin’s trial.  Freedom of speech and its exercise at peaceful protests are a cornerstone of democracy.  The Department looks to protect that fundamental right while safeguarding the lives and property of the community.  Whatever the outcome of the trial, we wish for everyone’s voice to be heard and their opinions respected.  This can be done without violence or property damage.

3.  DAYLIGHT SAVINGS REMINDER

Don’t forget to set your clocks forward one hour before you go to bed Saturday night, March 13. Daylight savings begins this Sunday, March 14! It’s time to “spring forward” – set your clocks forward one hour!

Daylight Saving Time is also a great time to check the things that keep us safe and ready for emergencies. It is a good time to replace the batteries in your smoke alarms and carbon monoxide detectors, double check the expiration dates on your emergency kits and replace missing/expired items.

In Rancho Park, real estate investment trust Hudson Pacific Properties remains hard at work on the redevelopment of the former Westside Pavilion shopping mall as a Google-anchored office campus.

The $475-million project, called One Westside, is being developed as a joint venture between Hudson Pacific and Macerich.  The 1980 mall’s eastern wing – located at the southeast corner of Pico and Westwood Boulevards – is now being transformed into 584,000 square feet of offices with on-site parking and open space.

The Los Angeles County Department of Public Health (DPH) is seeking dedicated, enthusiastic and motivated youth to join its 3rd cohort of the Youth Advisory Council.  The DPH Youth Advisory Council will serve as an advisory board to identify, discuss, and inform DPH leadership on youth issues and programming. The mission of the DPH Youth Advisory Council is to raise awareness of health issues affecting our communities, while working in collaboration with DPH leadership to advise on public health solutions that improve the health and well-being of youth in Los Angeles County. 3.  LADWP PROJECT AT WESTWOOD BL. & SANTA MONICA BL.

Dear Resident:

The Los Angeles Department of Water and Power (LADWP) will begin inspection of 8,300 feet of the existing 42-inch Westwood Trunk Line at the intersection of Westwood Boulevard and Santa Monica Boulevard. This assessment is important to ensure water service reliability to the surrounding community.

Work will occur over two Saturdays: Saturday, March 13, 2021, and Saturday, March 27, 2021. Expected working hours are from 6:00 a.m. to 6:00 p.m. with the possibility of extending past 6:00 p.m. on Saturday and going into Sunday, if additional time is needed to place the Westwood Trunk Line back in service. Work will take place on the north side of the intersection of Westwood Boulevard and Santa Monica Boulevard, near the Mobil Gas Station. Local traffic patterns will be impacted as listed below and as shown in the enclosed notice.

  • Northbound Westwood Boulevard at Santa Monica Boulevard will be closed to through traffic.
  • Motorists traveling northbound on Westwood Boulevard will be routed to Sepulveda Boulevard.
  • Southbound left turn pocket on Westwood Boulevard will be reduced to one lane.
  • Eastbound left turn pocket on Santa Monica Boulevard will be closed.
  • Westbound right turn traffic along Santa Monica Boulevard will be closed.
  • At the end of each workday, traffic control measures will be removed and traffic flow will be returned to normal.

As essential city workers, our crews continue to work on critical water and power infrastructure improvement activities while following recommended health and safety guidelines to protect against the spread of COVID-19.

4.  HOLMBY WESTWOOD GREEN TEAM UPDATE

Who is responsible for parkway trees?
The parkway is the strip of land between the street curb and the sidewalk.  Trees in the parkway are known as parkway trees or street trees.  The parkway is technically a public right-of-way.  The Urban Forestry Division of the City of Los Angeles Bureau of Street Services is responsible for managing street tree pruning, dead tree and stump removals and tree planting.  They also handle all emergency street tree problems and can be reached by calling 311.  Homeowners are responsible for ensuring that street trees in front of their property receive adequate irrigation. 

Do mature parkway trees need watering?
Yes, absolutely.  Especially because of rising temperatures and drought. The two most important influences of our parkway trees are the availability of adequate water and nutrients.  A lack of water can cause high levels of stress and increased susceptibility to disease and lack of nutrients.

When we reduce watering our landscapes to save water, it is very important to ensure that associated trees continue to receive the water they need. Water cools the tree through transpiration and transports nutrients from the soil throughout the tree. It also supports healthy growth and defends the tree from pests and disease.

What are symptoms of a tree that needs water?

  • wilting of leaves and shoots
  • yellowing and fewer deep green leaves
  • smaller than normal leaves
  • early leaf drop and thinning canopy

What is the right amount of water for mature trees older than 5 years?
In general, mature trees need more water than young trees as they have a higher leaf surface area and a larger root system. They are often able to find the water they require from parkway landscape watering. However, during a drought, supplemental watering may be required depending on the size, age, species, soil and if there is irrigated lawn around it.  Use the signs of drought stress above to determine this. You should also check the soil moisture level with a screwdriver.  Mature trees require more water when growing near heat traps such as driveways. A general rule is to water twice a month for up to 2 hours with a soaker hose. Do your watering in the early morning or in the evening.

Remember, frequent but short watering will only provide moisture to the top few inches of soil. Therefore, long, slow and less frequent watering using a soaker hose is more beneficial to trees because the moisture can penetrate far deeper. This is described as deep watering and should be done away from the tree base to prevent root rot.

5.  DMV WARNING – PHISHING SCAM

The California Department of Motor Vehicles (DMV) has learned of a text message phishing scam related to REAL ID and reminds customers that it will never ask for personal information related to driver’s license number, Social Security number or financial information through email, text or over the phone.

The DMV has heard from multiple customers who have received a text message stating, “Our records indicate that your contact information must be updated for REAL ID Compliance. Provide an Up-to-date Mailing Address and Phone Number.” When customers click the continue button, the following message appears: “Action Needed: Due to an update on our new regulation complaint, every CaDMV customer must update their contact information. Update now at: (a fictitious link).” This text message is NOT from the DMV.

The DMV does not send customers unsolicited requests for information. When the DMV texts or emails customers, it is based on action initiated by the customer. For example, customers may receive an appointment reminder or cancellation notice by text or email from the DMV.

The department recommends its customers ignore or delete any unsolicited texts or emails requesting personal information on behalf of the DMV.

Starting October 1, the U.S. Department of Homeland Security will require a valid passport or other federally approved document, like a REAL ID driver’s license or identification card, to board flights within the United States and access secure federal facilities and military bases. Before visiting a DMV office for a new REAL ID, customers should fill out the online application, upload their documents, and bring their confirmation code and documents with them to an office at their convenience, even the same day. GROUP FOR PEOPLE WITH A CHRONIC LUNG CONDITION

I host a meeting every other month for people with bronchiectasis and chronic lung diseases other than TB or cancer. It’s a very informal support and information group, free of charge, which has been ongoing for about 15 years. The meetings bring together people who all share a common health problem, so we can feel completely comfortable talking about our lung issues in a warm, supportive environment. Each of us has a history of diagnosis, treatment, and day-to-day experience that is very helpful for answering our questions and getting the benefit of people’s personal experience.

We are affiliated with a national non-profit organization, NTM Info & Research (NTMir).
