3.  NEWLY PLANTED PARKWAY TREES – PLEASE WATER

A reminder from the HWPOA Green Team to Holmby Westwood residents who have received replacement parkway trees:

Please water your young trees every week and weed around the base of these gifts.  The trees continue to need attention particularly now with our hot days.

One of the best ways to keep our neighborhood green is to take care of our trees and make sure they flourish for us now and for others who move into our neighborhood in the future.  Thank you!

4.  2020 CENSUS – TIME IS RUNNING OUT

There are only 5 days left to fill out your 2020 Census form. September 30th is the last day to respond to the 2020 Census.

Responding to the Census takes fewer than 10 minutes and helps secure funding for our community. If you haven’t done so already, please go to 2020Census.gov today to make sure you are counted.

The 2020 Census, a regional tally of the population of the United States, will determine how congressional seats are apportioned as well as how federal dollars are distributed to state and local governments for education, healthcare, housing, and social safety net programs for the next 10 years.

Time is running out and there is no time like the present to make sure your census household information is submitted! The survey only takes a few minutes to complete and can be accessed by clicking on this link:

5.  VOTING INFORMATION

Every registered voter in California will receive a mail-in ballot in time for the November election. You can return your ballot by mail, in person at any Vote by Mail drop box location, or at any Vote Center in LA County.

Register to Vote – California offers voter registration online, by mail, and in-person. Online voter registration is available at RegisterToVote.ca.gov. You can also request and complete a paper voter registration form and mail it, or hand deliver it to your county elections office to register to vote.

Did you know? that if your bike is stolen and you haven’t registered it, that the thieves can register it in their name. In that case, it is very hard to prove that the bike was yours in the first place.

5.  FREE BULKY ITEM DROP-OFF EVENT

From LA Sanitation:

What are you doing with unwanted bulky items like furniture, appliances, and oversized toys?

Bring your bulky waste to one of our participating district yards this Saturday for proper disposal. Before disposal, we encourage Angelenos to find a second life for any reusable items they may want to get rid of.

Nonetheless, if you’re an LA resident, feel free to bring your unwanted bulky items to a drop off event. LA Sanitation will be accepting bulky items at five locations around the City on Saturday, September 19 from 8:00am – 4:30pm.  Nearby location:

6.  METRO TAP CARDS NOW ON IPHONES

Metro and riders on 25 other transit systems in Los Angeles County can now add TAP cards to their iPhone or Apple Watch beginning immediately.

This is a safer, contactless way to pay fares and it means no more having to go to a station to purchase a TAP card or load fares from a TAP vending machine or a vendor. Using your iPhone or Apple Watch as a TAP card means you no longer have to dig a TAP card out of your pockets, purse, knapsack, etc.

8.  MARY & ROBB’S CAFE – NEW OWNERS

To my beloved Westwood community,

After 41 years, I am stepping back from my day-to-day responsibilities as owner of Mary & Robbs Westwood Cafe.  I am confidently leaving it in very capable hands. Roozbeh Farahanipour, owner and president of Delphi Greek Cafe, who has been a longtime patron of Mary & Robbs and resident of Westwood, will be carrying on the Mary & Robbs tradition.

Roozbeh is well known and active in the community, and is committed to honor the restaurant’s cherished history.  He will continue its legacy as Westwood’s oldest eating establishment.  While there has been a change in ownership, our longtime staff, including our friendly servers and chefs, will stay on to maintain consistency in food and service.  You can expect the same menu, the same quality, and the same smiles you have been used to for all these years.

Mary & Robbs will reopen today, Wednesday, September 16, beginning at 9:30 a.m.

On behalf of my wife, Laila, and I, we thank you for your support over the last four decades.  It has been an honor to serve multiple generations in this community, and I plan to continue to remain an active member of the Westwood Community Council.  We will continue to consider you all family and Westwood will forever be my home.

1.  LADWP POWER OUTAGES & NOTIFICATIONS

From the LADWP:

LADWP crews have restored power to the remaining customers affected by power outages caused by the record-breaking heat storm over the Labor Day weekend. In the event that any customer is still be experiencing either low voltage/dim lights or an outage, please check your circuit breakers. If the problem is still not resolved please call us at 1-800-DIAL-DWP (1-800-342-5397) so we can dispatch a crew to investigate.

We want to thank both our incredible crews, who worked 16-hour shifts around the clock to restore power, and you, our customers, who were affected by outages. We appreciate your patience as we, along with other utilities in Southern California, responded to this major incident which affected our local distribution grid.  Over the coming days, our crews will continue working to make permanent repairs in areas where temporary repairs were made to restore power more quickly.

LADWP POWER OUTAGE NOTIFICATION SERVICE
LADWP has created a power outage notification service which allows LADWP customers to receive texts or emails when a power outage is reported in their neighborhood. In addition to alerts about a power outage, the DWP will also notify residents about estimated times for repairs and service restoration. Customers have the option to choose between English and Spanish alerts, and anyone can enroll in up to three neighborhoods within LADWP’s service area.

Customers can sign up through their LADWP account on www.ladwp.com/outages by clicking on the “Subscribe for Outage Alerts” button and following the prompts. For a short video explaining how to enroll, click here.

Customers are encouraged to report outages as soon as they occur using LADWP’s improved web-based outage management system at www.ladwp.com/outages, or by calling LADWP’s Customer Service department at 1-800-DIAL-DWP. 3.  COVID CONTACT TRACING – SAFEPASS MOBILE APP

LA County and local city leaders recently announced a partnership with SafePass, a mobile app that provides contact tracing capabilities for individuals throughout LA County. SafePass will allow LA County users to self-report their symptoms for COVID-19 and receive notifications and alerts directly from the LA County Department of Public Health.

All contact tracing data is: anonymous, private, encrypted, and deleted after 30 days by Citizen. Additionally, SafePass:

  • Tracks any close contacts with other users & alerts them to potential exposures.Any users who have meaningful contact with another user (who later tests positive for COVID-19) will receive a notification to get tested.
  • Offers immediate access to eligible users for a free at-home testing kit for those who have been notified of exposure through the app; and
  • Provides up-to-date information about all active testing sites in LA County (terms & conditions apply, see citizen.com/tracing/tests).

The Citizen SafePass mobile app complements existing local COVID-19 response efforts in LA County by introducing this innovative tool that ramps up the critical contact tracing process. LA County residents are encouraged to download SafePass to expand local efforts to track COVID-19 for L.A. County’s 10 million residents. To learn more about SafePass, visit citizen.com/safepass.

4.  SPEED HUMP APPLICATIONS

The Speed Hump Program opens up a review cycle every 6 months to accept the “Step 1” of the application process for speed humps. The next speed hump application window will open Wednesday, September 16th at 8:00 am.and the application will close when 450 applications (30 in each council district) have been submitted. For more information and to apply for speed humps on your street, please visit the LADOT Speed Humps Request page.

Please note that Council Offices aren’t involved in the selection process and that not every application is approved due to limited budget resources.

6.  ST. ALBANS CHURCH – HOMELESS ISSUES

HWPOA was recently notified of issues related to homeless on Hilgard, specifically near St. Albans Church (at Westholme).  We contacted the church and learned that due to the pandemic, St. Albans is closed most of the time and security has not been employed.

ACS Security was contacted and they have generously agreed to patrol St. Albans at a minimal cost.  HWPOA has agreed to take care of security costs for one year.

Our thanks to ACS for their generous offer to assist in keeping St. Albans and our neighborhood safe!

7.  SCOOTERS AT HOLMBY PARK

We have received reports of children riding scooters on the walking path at Holmby Park. This activity is prohibited for the safety of all park users.  People have been injured because others have disregarded park rules.

Riding bikes, scooters, skateboards, or skating are not allowed in or around the perimeter of the park. Park rules are posted on walkways and on sign posts throughout the park.

Please inform your children, nannies and anyone in your household who use Holmby Park to be aware of these issues.  Thank you.

8.  POST OFFICE MAILBOXES

We have received reports that there are now two drive-by mailboxes installed at the Federal Building. The label says there will be one pick-up a day at 3 pm, Mon-Sat.

One drive-through mailbox has also been reinstalled at the Barrington Post Office.

We hope to see other “corner mailboxes” return to the neighborhood as well.

We have also learned that the Post Office on Gayley at Weyburn has extended its lease for 10 years.  Free two-hour parking is available at the Broxton Parking Lot, just a short block away.

11.  POLICE REFORM – COMMUNITY FORUMS

Members of the Board of Police Commissioners, in conjunction with the Advisory Committee on Building Trust and Equity, are conducting virtual community forums on police reform. The forum series is aimed at listening to ideas and suggestions for police reform.  The recommendations will be used by the Police Commission and the Advisory Committee in building a roadmap for continued police reform.

4.  GARBAGE COLLECTION & METRO SERVICE CHANGES

Due to the Labor Day holiday this Monday, trash collection and Metro services have announced the following schedule changes:

  • Trash collection next week will be postponed by one day.
  • On Monday, Sept. 7, Metro service will operate on Sunday/Holiday schedule.  This means that buses that do not operate on Sundays will not run on Monday.

5.  NOISE ON SUNDAYS – MOBILE CAR WASH

Many homeowners enjoy and cherish Sunday as a “quiet day” in the neighborhood.  However, we have received complaints from homeowners regarding noise from mobile car washes.  The equipment used to wash cars can be very loud and sound like a high-pitched chain saw.

If you utilize a mobile car wash to come to your home, please be aware of the concerns of your neighbors and consider switching your car wash to another day of the week.  Thank you.

6.  WESTWOOD VILLAGE

Dear homeowner,

It’s important that you participate in decisions that are forthcoming in your neighborhood because, if for no other reason, it affects the value of your property. In the late 1920’s, Westwood Village was established to serve the shopping needs of the new university and the surrounding residential communities. Over the years, the Village has changed, with our needs being a much reduced consideration of the Village property owners. As we try to bring families back to Westwood, changes will occur in the planning, the infrastructure, uses, and transportation. Westwood Village is managed by a Business Improvement District (BID), better known as the Westwood Village Improvement Association (WVIA). Its charge has always been Clean, Safe, and Beautiful. Something went horribly wrong. The pandemic certainly did not contribute to a healthier village but the decline over the past decades has been noteworthy. Too many food uses and not enough mouths to feed forced some of the multiple pizza restaurants, noodle restaurants, and fast food restaurants to close. The lack of daytime parking has discouraged many nearby residents and forced them to shop elsewhere. The property owners, to my knowledge, have never met to discuss the kind of village only they have the ability to define. Westwood Village needs a balance that serves communities that together make up Westwood.

There is a strong disconnect between those who own homes in the surrounding residential community and those who work or attend school in Westwood. That is why the Specific Plan that governs Westwood addresses a “balanced mix of uses” and a village that serves the surrounding residential community as well as students, faculty, staff, and nearby employees. Until that is addressed, there will be no solution to a community friendly, well used shopping, dining, and entertainment district.

Many years ago when the village had a single owner, it was managed like a shopping mall. It had several drugstores, several groceries, several shoe and speciality stores, student stores, banks, sit-down restaurants, entertainment venues, jewelry stores, and print shops. In other words, one owner could control a balanced mix of uses to serve the surrounding community. Today, there are more than 60 property owners with no unified vision. Another pizza or sub sandwich food use is acceptable as long as it pays the rent. Six months later, the business is closed and a different establishment appears. During the year 2018-2019, Westwood Village lost 25 restaurants – they were on every corner and mid block.

Some of our residents have taken one or two surveys about the Village as the city tries to plan for a healthier shopping/ dining/ entertainment experience. Jann Williams, a HWPOA Board member, chairs our Westwood Village Committee and, with her members, studied the history of the commercial area, its uses then and now, its parking, infrastructure and Village property ownership. A letter from HWPOA was sent to the Planning Dept. of the city, addressing parking and restaurant use based on her committee’s findings. A second letter was sent to the WVIA. Handicap parking abuse that takes up over 40% of on-street parking meters must be addressed at the state level.

One of the principles of the existing Westwood Village Specific Plan is to “permit, encourage, and facilitate the provision of basic services and amenities (in particular, short term daytime parking and pedestrian amenities) that will permit the Village to function as a shopping area.” The letter to the WVIA states that there is an interest in more up-scale shops and children related retail. Another stated interest is to maintain the historic structures which give Westwood Village a distinctive character. There are incentives to rehabilitate and use these buildings in order to maintain their profitability.

Ultimately, there will be no resolution to the issues confronting the Village unless the city makes the homeowner community an equal partner in moving this forward. We want to see Westwood thrive and Holmby Westwood POA can help in the revitalization process. Our residents have made a huge investment in Westwood. The Village needs to step up and the WVIA needs to pay greater attention to the details to improve Westwood Village for all of us who have a stake in its survival.

7.  HOUSING BILL SB 1120

State Senate Bill 1120, an effort to allow duplexes on most California single family lots died early Monday morning, Aug. 31st. Interestingly, it passed the Assembly late Monday night but died when the year’s legislative session came to an end (at midnight) before the Senate could take it up for a vote. The HWPOA Board of Directors voted to oppose SB 1120 because it would forever change single family neighborhoods across the state.

8.  ACTIVITIES & THINGS TO DO

VIRTUAL AFTER-SCHOOL CAMP – UCLA Recreation is offering virtual after-school camps for kids ages 4-13.  Some of the camp options include Ecosystem Explorers, Bruin Cuisine and and Little Bruin Book Club.

UCLA BOTANICAL GARDEN – To our Holmby Westwood neighbors, we were deeply saddened to close the Botanical Garden to the public a few weeks ago. We will continue to work to get the Garden reopened for our neighbors as soon as possible as we know how important access to nature is, especially during these strange times. In the meantime, we welcome you to join us for a variety of virtual autumn events in the Garden focused around the arts.

GROUP FOR PEOPLE WITH A CHRONIC LUNG CONDITION

I host a meeting every other month for people with chronic lung conditions other than TB or cancer. It’s a very informal support and information group, free of charge, which has been ongoing for about 15 years. The meetings bring together people who all share a common health problem, so we can feel completely comfortable talking about our lung issues in a warm, supportive environment. Each of us has a history of diagnosis, treatment, and day-to-day experience that is very helpful for answering our questions and getting the benefit of people’s personal experience. Even with the best of doctors, this is an invaluable service.

We are affiliated with a national non-profit organization, NTM Info & Research (NTMir), formed on behalf of patients with pulmonary nontuberculous mycobacterial (NTM) disease for the purpose of patient support, medical education, and research. The organization comprises patients, physicians and other medical practitioners, and researchers.
