2.  LAPD CRIME REPORT & GRAFFITI ON CARS

BURGLARY (entry of structure w/intent to commit theft or a felony)
Incident #: 190819564
10700 BLOCK WEYBURN AV  |  12/13/2019 @ 6:23 AM

GRAFFITI TAGGING – PARKED CARS
There has been a rash of graffiti tagging across West LA as well as other areas of Los Angeles.  In the overnight hours, cars parked on the street have been spray painted and their tires slashed.  This is shaping up to be a multi-jurisdictional major crime spree across the Southland.

Yesterday, investigators from the LAPD Major Crimes Division arrested an individual in connection with the crimes, which included the spray painting of numerous vehicles and three schools in the Beverlywood,  Pico-Robertson, Brentwood, and Westwood Communities of Los Angeles.  Investigators were also able to connect the suspect to similar acts of vandalism in the Calabasas Community in Los Angeles County.

The investigation is ongoing and no additional suspect(s) have been identified at this time.

if your car was tagged this week, please file a report with LAPD:

  • File an online report – click here
  • File a report in person at the West Los Angeles Area Police Station, 1663 Butler Ave, LA 90025, (310) 444-0701.

LAPD Detective Bret Banachowski of the Major Crimes Division is investigating this rash of tagging. If you have any footage, photos, or other info, please contact him directly: Email: 35958@lapd.online; Tel: 213-486-7220 and 213-4986-7390

3.  HOLIDAY SAFETY

‘Tis the season to be…stealing!

Criminals are doing their last minute holiday shopping at your house.   Please be aware of the following and take appropriate precautions:

Men posing as utility service workers (DWP and Gas Co) ask to enter your home to replace or inspect equipment. This is NEVER legitimate. Please alert anyone at your home, including housekeepers, to never open the door to strangers.

Porch Pirates are still stealing packages from your home while you’re away. Think about having deliveries sent to work and have your porch cleared by neighbors if you’re not home. If you’re ordering now, and going on vacation, check the delivery dates and think about delaying shipment.

Phone scams are still rampant, especially toward seniors. Credit card companies investigating fraud will NEVER ask you for your card number or other identifying information. Believe it or not, we have recent reports of the, “Grandma, it’s your grandson,” scam where people are asked to wire money urgently to a child in need.

Trash Cans should be removed on pickup day and not left out an extra day. Those are sure indicators you’re not home — EVEN if you are, which can be even more dangerous.

4.  HOLIDAY TRASH COLLECTION

There will be no curbside trash or recycling collections on Christmas Day or New Years Day. For the upcoming holiday weeks from Wednesday – Friday, garbage and recycling collections will be postponed by one day.

If you have any questions, please call the LASAN Customer Care Center at 1-800-773-2489.

5.  HWPOA GREEN TEAM – TREE PLANTING EVENT

WE WANT YOU!

  • Do you care about our neighborhood and environment?
  • Do you love our trees and the shade, beauty, health and economic benefits they provide?
  • Have you noticed missing parkway trees on your block?
  • Do you want to know more of your neighbors?
  • Do you want to do something for our community and city?

Please join the Holmby Westwood Green Team and our Greening Holmby Westwood effort.  Help us increase and care for our neighborhood trees.

Come to our upcoming January 11 street tree planting on Dalehurst Avenue from 9 am to noon.  See our partnership with TreePeople in action.

Have fun.  Make new neighborhood friends and help us maintain the Janss Company’s vision of a beautiful tree canopy with a distinctive tree for each street in Holmby Westwood.

3.  FREE METRO RIDES ON CHRISTMAS & NEW YEAR’S EVE

All Metro Bus and Rail lines will be FREE to ride on the nights of Christmas Eve and New Year’s Eve. This means no fare will be charged on Christmas Eve from 9 p.m. until 2 a.m. on Christmas morning and from 9 p.m. until 2 a.m. on New Year’s Eve.

All Metro Rail stations with latched gates will be unlatched during this time. Metro will also run 24-hour rail service on New Year’s Eve, as well as enhanced service to the Rose Parade on Jan. 1. We’ll have more information on that in a separate post.

Metro Bus and Rail will run on a Sunday/Holiday schedule on Christmas Day and New Year’s Day— both fall on Wednesday this year. This means that bus lines that do not operate on Sundays will not run on Christmas Day or New Year’s Day.

Additionally, some Metro Bus lines may be impacted by detours due to holiday events. Check out Metro’s Planned Service Advisories page to see if your line will be detouring and for detailed bus routes.

4.  WEST LA ANIMAL SHELTER NEEDS BLANKETS/TOWELS

The West Los Angeles Animal shelter can really use donations of new/used towels and/or blankets for the holidays — to make sure they have a supply.

It’s quite the struggle to maintain a consistent “stock” of linens, especially during the holiday seasons, to provide for all the cat kennels. It helps profusely in lessening the overwhelming, stressful environment for the animals to have a blanket to cuddle up with or hide under, and avoid URI ( upper respiratory infection).

Please drop off your donations directly at the shelter at 11361 West Pico Blvd., Los Angeles, CA 90064.  Thank you!

5.  GIVE BACK DURING THE HOLIDAYS

The Holiday Toy Drive has begun!  Drop off an unwrapped toy in the lobby of the West Los Angeles Community Police Station before December 21st and help spread Christmas cheer.

2.  THE AGORA PROJECT – SAVE HILGARD UPDATE

Dear HWPOA members,

Your Board of Directors voted to oppose The Agora 16-story high rise proposed for Hilgard at LeConte.  Please see the letter sent by Esther Magna and the Save Hilgard Team and an article that appeared in the UCLA Daily Bruin.

It appears that the project is dead although, not yet confirmed by the developers.

Thanks to you and to our neighboring associations who supported us from the beginning!  Without this engagement, the character of our neighborhoods remains at risk.  As a Westwood community, we are a strong force, always on high alert, and will assess each proposed project as it relates to our community goals.

Sandy Brown
President, HWPOA

3.  GREENING HOLMBY WESTWOOD: TREE TRIMMING

Good News for our parkway trees. The City’s Bureau of Street Services, is working in Holmby Westwood for the next few months.  Look for the dedicated crew trimming trees, removing dead trees and in some cases, grinding old stumps. The team will be working between Sunset and Wilshire, as well as between between Beverly Glen and Hilgard.

Following the 2008 recession, the City’s street tree budget was reduced by almost  40% and nearly all proactive tree maintenance was halted.  Outside contractors were used for most work.

Times have changed.  The City’s current emphasis is on tree-related initiatives to fight climate change, and with it comes the recognition that regular tree maintenance is more efficient and maximizes a healthy tree canopy.

As a result the City’s street tree maintenance budget was increased and the decision was made to eliminate outside contractors and instead hire new in-house crews for proactive tree trimming.   If we are lucky, the time between tree trims, will be reduced from the current 14 years to 7 or 8 years.

4.  DALEHURST TREE PLANTING – SAVE THE DATE

The Holmby Westwood Green Team is planting new street trees again!   This time we will be working on Dalehurst Avenue.   Join us Saturday, January 11, 2020 from 9 AM to 12 PM.   Tree People volunteers will plant the free trees in the Dalehurst parkways.  Homeowners have agreed to participate in the tree planting and to care for the new trees as they become established.  The City will honor relaxed parking on Loring and Warner Avenues to ensure safety during the planting.

Please come and help us or just watch.  All family members and young adults are welcome.  Community Service credit will be offered to students.   Help add beauty to our streets, enhance our property values and contribute positively to our environment.

11.  BLUE BIN RECYCLING – CARDBOARD BOXES

In the midst of Cyber-Monday and online holiday shopping, we’re finding recycling bins throughout the City filled to the brim with cardboard boxes and packaging. ⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀

Please help us by breaking down all cardboard boxes and placing them inside your recycling bin. If you have too many to fit, you can stack them next to the bin but they must be flattened and tied with string. Preferably, the bundle should be leaned up against the blue bin facing the street so the driver can see them. Also, any bulky or air-filled recyclable plastic packaging should be deflated before going in the blue bin.

12.  UPCOMING COMMUNITY EVENTS

Jerry Katell’s “People and Places” Photography Exhibit – Tuesday to Sunday, 11:00am to 7:00pm through December 12th, (closed on Monday) at 1137 Westwood Blvd. (just north of Lindbrook).

Jerry shares magnificent and thought provoking photographs from his travels all over the world to places many of us may never have the opportunity to visit – Nepal, Bhutan, Brazil, Iceland, India and many more countries. The exhibit also includes a slide show of over 300 images. If you like to travel and like photos that tell a story, you’ll really enjoy this exhibit. It’s also a great educational exhibit for children of any age.

2.  HOLIDAY PACKAGE SAFETY

What comes after Black Friday and Cyber Monday? “Package Theft Wednesday”, the biggest day of the year for package thieves.  With the holiday season there are more packages and thieves who want to take advantage of the ripe pickings.

It is never safe to leave packages by your front door. Please have packages delivered with “signature required” or have them delivered to another location (such as a business office) where it can be handed to a person directly.  We also suggest following these simple tips…

DO

  • Check your email alerts to know when packages have arrived and have someone bring them into the house as soon as possible.
  • If no one is around to receive packages, have them delivered to a safer location, like a workplace or a Smart Locker.
  • Check delivery dates to make sure packages don’t arrive when you’re away. If this can’t be avoided, have a friend or neighbor hold them for you.

DON’T

  • Leave packages out all day or overnight.
  • Leave outgoing mail in your mailbox, especially any bills with checks.
  • Thieves are getting more creative and some will arrive at your door with a food delivery bag, leaving with your belongings when they see no one is home. Be on the lookout for suspicious activity.

1.  VALET ORDINANCE AMENDED

Big thanks to City Councilmember Paul Koretz, Jeffrey Ebenstein and Jasmine Shamolain for successfully implementing an amendment to the valet ordinance to help our community!

If you live in the north/east portion of our neighborhood, you’re all too familiar with valet companies using Holmby Westwood as a parking lot for parties in Bel Air and Holmby Hills.  This started happening a few years ago when LAFD determined that many of the streets in Bel Air are too narrow to allow valet parking.  So, rather than paying to park at UCLA or other nearby available lots, the valet companies decided to use our neighborhood as their parking lot.  In fact, last year’s Super Bowl had a Bel Air party offload approximately 400 cars in Holmby Westwood!  Guests, catering trucks, staff, the works.  They set up a half dozen shuttle stops – it was like Disneyland!

There are many instances where Holmby Westwood homeowners who were hosting events found that their guests had to park blocks away from their own homes because our neighborhood streets were inundated with these other vehicles.  Hard to imagine the problem if you don’t live on one of the streets closest to Beverly Glen and Sunset, but it’s been a nightmare for those who do.  To make matters worse, it was entirely unpredictable as there was never any advance notice.

With the new ordinance, valet companies (not homeowners) will be required to apply for a one day permit IF and only if the party host chooses to use a valet company. THIS IS ONLY APPLICABLE IF YOU USE A VALET COMPANY.  If not, there are no new restrictions on anything.  If you wish to use a valet company, every company in Los Angeles has been notified and are required to handle the permit process on their end.

THANKS CD5!

2.  PREFERENTIAL PARKING – “VIRTUAL PERMITS”

Preferential and Overnight Parking Districts have been established throughout the City to address residential parking impacts from vehicles from outside the community.  Beginning in 2018, the Department of Transportation began issuing permits in the form of hangtags. Permit holders must display the hangtags when the vehicle is parked within the district in order to avoid being cited. Unfortunately, hangtags are often inconvenient and cumbersome for some residents.

UCLA Transportation recently introduced the Bruin ePermit system where residents’ license plates serve as the permit. The Bruin ePermit system works similarly to a supermarket scanner with a license plate functioning as the barcode. When read, the numbers of the license plate are automatically referenced against the parking database to verify a valid permit. This license plate reading technology is used to manage parking in more than 20 California municipalities and colleges.

Last week, Councilmeber Koretz introduced a motion instructing the Department of Transportation (LADOT) to develop a pilot project that uses license plates as Preferential and Overnight Parking District permits.  By moving to a virtual permit system, the City could improve operational efficiency and offer numerous customer benefits, including, eliminating the need to display a hangtag or move hangtags from vehicle-to-vehicle and reducing paper, plastic, and resources used during permit production and distribution.

8.  CENSUS 2020 – GOODWILL AMBASSADORS NEEDED

Help Los Angeles get the federal funding & representation we deserve!

The 2020 Census is fast approaching. Los Angeles County ranks as the hardest-to-count county in the nation. Hard-to-count areas include neighborhoods with limited access to the internet, those with high concentrations of renters, people experiencing homelessness, and immigrant communities that may be hesitant to participate in the Census. LA needs your help to ensure all of our communities are counted accurately, so we can receive the federal funding and representation we deserve!

The Census Goodwill Ambassador (CGA) program is an effort by the City of Los Angeles to recruit, train, and deploy volunteers to educate and motivate hard-to-count populations before the 2020 Census. CGAs will lead grassroots efforts in their neighborhoods to educate Angelenos on how census data determines federal funding for our schools, social and health services, and infrastructure.

So what would a CGA do? Here’s some examples:

  • Host an event at a Census Action Kiosk (CAK) to educate community members about the census, address their concerns, and/or to help them fill out the census survey itself.
  • Volunteer at City and/or County events to promote Census 2020.
  • Recruit more ambassadors and/or conduct a CGA training of your own: we need as many CGAs as possible!

If you’re interested and/or have any questions, please contact your Neighborhood Empowerment Advocate, or call (213) 978-1551 Monday-Friday 9 am – 5 pm.

5.  VETERANS DAY EVENT WITH CONGRESSMAN LIEU

Congressman Lieu’s
CONVERSATIONS WITH VETERANS

Dear Friend,

I would like to invite you to attend “Conversations With Veterans” my annual Veteran Appreciation event to listen to veterans tell the community their experiences about serving their country in peace time and in war.  The event is on Sunday, November 10, 2019 at 1:30 p.m. at the Rose Garden, which is on the West Los Angeles Veterans Affairs Campus.

This unique event is a community forum that aims to establish a greater understanding between local veterans and the friends and neighbors for whom they fought and served. In the tradition of warrior storytelling, veterans are invited to describe the pride, grief, rage, or quiet appreciation of life that service in the Armed Forces bestowed upon them. The role of non-veterans will be to attend, to listen, and to learn.

A gathering like this town hall will allow members of our district to learn about the complexities of war and acquire a better appreciation for our veterans who served. Staff will be on hand to offer casework assistance to Veterans and other community members who need help with a Federal agency.

I would be grateful if you, your friends, and family would join me for this special event. To RSVP, please go to https://ca33vettalks.eventbrite.com

Sincerely,
Ted W. Lieu
Member of Congress

What Would Reparations Look Like? – Tuesday, Nov. 12, 2019 at 7:30 PM at the Hammer Museum. The idea of reparations for black slavery has gained increased traction recently, through prominent pieces in national media, a Congressional hearing, and even in the 2020 presidential campaigns. This panel explores tangible proposals that might also represent, in the words of Ta-Nehisi Coates, a “national reckoning that would lead to spiritual renewal.” UCLA history professor Brenda Stevenson moderates a conversation with history and education professor V.P. Franklin and labor economist and author Julianne Malveaux.  Click here  for more information.

1.  FIRE SAFETY & EMERGENCY NOTIFICATIONS

Although our neighborhood is not a high-risk location for brush fires, we must still remain vigilant and take precautions to protect our community.  Here are a few safety tips and suggestions:

PROTECTION FROM SMOKE – N95 MASKS
The California Governor’s Office of Emergency Services and the California Department of Public Health recommend N95 respirators or P100 masks, both of which are approved by the National Institute for Occupational Safety and Health for use by healthcare workers and firefighters.

LA Times Article – Wildfire Mask Safety

N95 masks may be purchased at local home improvement stores but they are often sold-out during wildfire emergencies.  However, the masks can be purchased online – just search Amazon and other online retailers for “N95 mask”.

2.  HALLOWEEN SAFETY

In order to assist the Los Angeles community in enjoying this fun-filled holiday as safely as possible, the Los Angeles Police Department has compiled a list of Halloween safety tips for children and their parents.

To keep all trick-or-treaters safe, please read and take heed of these important safety tips:

  • Drivers should look for children walking on the street, running and darting in between parked vehicles;
  • Especially when in or near neighborhoods, avoid using cell phones and texting while driving;
  • Keep houses and driveways well lighted so children know they can approach your homes;
  • When inspecting candy, if in doubt, just throw it out;
  • Be sure to follow all traffic signals and laws and walk only on sidewalks, not the street; and
  • Adults should always accompany children, trick-or-treat in groups or have children be accompanied by a trusted adult.

PET SAFETY
Don’t forget about the four-legged members of the family on Halloween. Pets can be confused and spooked by strange sounds and sights, and unfamiliar people in costumes, so keep pets indoors and away from the front door. As always, make sure your pets also have up-to-date identification.

Have a safe and enjoyable Halloween!

3.  METRO UPDATE – SEPULVEDA TRANSIT CORRIDOR PROJECT

Metro thanks everyone who participated in the Sepulveda Transit Corridor Project public meetings in Summer 2019.

Click here for a recap of the community meetings.

Next Steps

  • The feasibility study is currently wrapping up and is expected to be received by the Metro Planning & Programming Committee at its November 20, 2019 meeting and received by the Metro Board at its December 5, 2019 meeting.
  • Metro will begin the process of selecting a consultant to prepare the environmental impact statement/environmental impact report (EIS/EIR). This consultant is expected to be selected by June/July 2020.
  • At the same time, Metro will be moving forward with the Pre-Development Agreement (PDA) process, through which up to two private partners will be selected by June/July 2020 to work with Metro throughout the environmental analysis phase to develop and analyze project alternatives.

In order to allow the Board to consider the full range of alternatives that may enter into the environmental process, from both the feasibility study and the PDA procurement, Metro will wait to seek Board selection of alternatives for this project until June/July 2020.

We appreciate your interest in this project and we will continue to keep you updated as we move through these important steps in the process. Stakeholder feedback is important and will continue to be collected throughout the fall. You may submit comments to the project email address – sepulvedatransit@metro.net or online comment form.

CONGRESSMAN LIEU’S CONVERATIONS WITH VETERANS
