2.  DIGITAL COVID-19 VACCINE RECORDS

The California Department of Public Health and California Department of Technology announced a new Digital COVID-19 Vaccine Record for Californians, available at:

myvaccinerecord.cdph.ca.gov

The tool is a convenient option for Californians who received a COVID-19 vaccination to access their record from the state’s immunization registry systems. California’s Digital COVID-19 Vaccine Record follows national standards for security and privacy, is built by the state, and provides Californians a way to view and save their vaccine record.

3.  THE PASSING OF DICK GREENBLATT

We regret to inform you that Holmby Westwood resident, Dick Greenblatt, a long time HWPOA board member, passed away earlier this month.  Dick never missed a board meeting until recently as his illness progressed.  He served as Chair of the Community Police Advisory Board (CPAB) and was so supportive of WLAPD’s mentoring program as well as the needs of the department.  Dick introduced the Collins and Katz Family YMCA to the Board and we were supportive of its food pantry for those in need during the pandemic.  Dick was thoughtful and generous with his time and will be greatly missed.

The HWPOA Board of Directors would like to extend our condolences to Dick’s wife and all of his children and grandchildren.

4.  WILSHIRE & GAYLEY – SUBWAY RELATED WORK

Metro contractors will begin traffic signal conduit relocation work in the Westwood area. Work is scheduled from June 28 through July 23, Monday through Friday, 9:00 pm to 6:00 am.  Activities include saw cutting, demolition, and trenching of existing roadways and sidewalks to relocate and install traffic signal conduits.

This work will require lane reductions on Wilshire and neighboring streets as well as temporary sidewalk closures.  Driveway and parking access will be maintained. Work will be done in stages. Traffic signals and street lights will be maintained during the work.

5.  PARTY HOUSE REPORTING

From the Office of Councilmember Paul Koretz:

If the property is acting outside of the Home-Sharing Ordinance or they have other legal issues such as noise, fire hazards, parties, etc… LAPD and the City Attorney’s Office would have to build a case against the property owner. Neighbors must call the LAPD non-emergency line (or 911 if an emergency) to log the issues with each location.

It is important to note that if you see a crime in progress or about to occur, call 911.

  1. Get the ADDRESS of the property!
  2. Call the non-emergency line to report a complaint. The LAPD non-emergency number is (877) 275-5273 — or (877) ASK-LAPD. This reporting system will take time so please be patient.
  3. Be patient if LAPD cannot immediately respond. The record of the call will be useful for LAPD to confront the property owner(s) and to forward on to the City Attorney.

* Even if LAPD officers cannot immediately respond due to other priority calls, the record of the incident number will be useful as those records are significant for the City Attorney to take action.

6.  DMV OFFER – FREE REAL ID UPGRADE

The Department of Motor Vehicles invites all eligible Californians who received driver’s licenses or identification cards during the pandemic but did not get a REAL ID to upgrade now for no additional cost. This offer is set to expire at the end of the year.

An office visit is required to get a REAL ID. During the pandemic, the DMV temporarily expanded eligibility to renew online or by mail to include Californians age 70 and older, and customers who had reached their limit on out-of-office renewals – customers normally required to renew in person. A fee is paid at the time of driver’s license application for a new license or renewal. That fee will be waived for the customers who received a non-REAL ID during that time if they upgrade now at dmv.ca.gov/realidupgrade.

Beginning May 3, 2023, the U.S. Department of Homeland Security will require a valid passport or other federally approved document, like a REAL ID driver’s license or identification card, to board flights within the United States and access secure federal facilities and military bases.

7.  METRO BUS ROUTE & SCHEDULE CHANGES

Starting on Sunday, June 27, Metro is rolling out realigned bus routes, and better schedules with more frequent service on many lines to get you where you want to go.

New posted schedules are now available and if you use the Transit app, Metro’s official smartphone app, a preview of the upcoming changes is also now available.

Check for any changes to your bus line.

8.  JULY 4th FIREWORKS & EVENTS

1.  CALIFORNIA IS OPEN!

In LA County, masks are no longer required for fully vaccinated individuals, except in the following settings where masks are required for everyone, regardless of vaccination status:

  • On public transit
  • Indoors in K-12 schools, childcare, and other youth settings
  • Health care settings
  • State and local correctional facilities and detention centers
  • Homeless shelters, emergency shelters, and cooling centers

If you are not fully vaccinated, you are still required to wear a mask in indoor public settings and businesses.

Remember to report all actual mail theft!  This can be done 3 ways:

  • Submit Congressmann Lieu’s privacy format this link – and his team will work with you to resolve the issue. This form does require a real ink signature, so you need to print it, sign it and email it back – see form for instructions.

Tips and How You Can Help

  1. Report all suspicious information regarding mail and package theft to this number: 877-876-2455
    Please report specific details, such as exact locations, time of day, descriptions of individuals involved, license plate numbers of vehicles that may be involved, exact documents that may have been pilfered. Inform the Postal agents if you have any related photos or videos at the tie you make the complaint.
  2. Install surveillance cameras near mailboxes.
  3. Have mail/packages held at the post office.
  4. Choose to receive only online account information and stop receiving paper financial statements. Mail theft is primarily targeting financial information to commit ID fraud, check “washing” and related financial crime.
  5. Use outgoing mail slot inside the Post Office for anything that contains financial information, or, at home, only place outgoing mail very close to pick up time and do not use the red flag on mailbox.

1.  IMPORTANT: WESTWOOD VILLAGE – PLEASE READ

OPPOSE Councilmember Koretz’s
Second Motion to Amend the
Westwood Village Specific Plan

The City Planning Dept. released a draft ordinance to amend the Westwood Village Specific Plan. The Westwood Village Improvement Assoc. (WVIA) sent an email last week asking that you send Councilmember Koretz a letter of support. Every Westwood homeowner group finds these last minute changes to the Plan damaging to the character of the Village.

We are asking you to tell the Councilmember “NO” to these additional amendments. They have not been analyzed and there has been NO community outreach.

Holmby Westwood, the 3 other homeowner associations, the Westwood Neighborhood Council, Westwood Community Council, and the WLA Chamber supported the first motion to:

  1. Revise the definition of food use to include fast casual restaurants.
  2. Remove the requirement of the number of food uses per street.
  3. Allow parking requirements to be reduced to City code.

We gave our support to the first motion. However, out of nowhere, Councilmember Koretz slipped in a 2nd motion that makes dramatic changes that were never analyzed nor discussed with the community. The new motion:

  1. Removes the CAP on the number of food uses thus changing a basic goal of the Plan to insure a “balanced mix of uses.” It should be removed from consideration.
  2. Removes from our Design Review Board (DRB) its review of signage thus allowing plastic, neon, etc. signs rather than carefully designed and approved signs. We support reducing the fee and process time for the applicant but oppose removing the DRB from oversight.
  3. Removes any guarantee that the Village will have sit-down restaurants.
  4. Allows unlimited uses on the ground level (office use) that go dark after dusk thus deadening the pedestrian experience.
  5. There are inconsistencies with Design Review Board Procedures that have not been analyzed.

Local businesses absolutely need help and that is why we supported the Councilman’s first motion to amend the WV Specific Plan.

The new motion removes sound planning principles from the Plan and leaves Westwood Village vulnerable. Other communities in LA that have suffered through the pandemic have not abandoned the guidelines or Plans of their business centers.

4.  UCLA GRADUATION AT DRAKE STADIUM

In addition to hosting virtual commencement ceremonies, UCLA has announced plans to offer in-person events recognizing graduating students in the Class of 2021.

The primary UCLA 2021 Graduate Celebration will take place at UCLA’s Drake Stadium.  The Drake Stadium events will begin on Thursday, June 10 at 9:00 a.m. and run through Tuesday, June 15 at 6:00 p.m., with extended hours on Saturday and Sunday.

Each graduate participating in the Graduate Celebration will have the option to invite a maximum of two (2) guests to share the experience.  There won’t be live commencement addresses, but there will be a video message from the Chancellor.

5.  STATE HOUSING BILLS – SB 9 AND SB 10

You may have heard about the push to create density in housing by allowing the State to take over zoning in our communities. Many State legislators say it is immoral to have just one home on a lot, so they would eliminate R-1 zoning as they push to pass Senate bills SB9 and SB10.  The need for affordable housing is real and there are other ways of addressing it.

This short video explains the reality of these bills AND HOW DETRIMENTAL THEY ARE TO OUR HOMES AND NEIGHBORHOOD.

SB9 – allows 4 market-rate homes where 1 now stands (up to 6 units, if developers use a hidden “two-step” that volunteer attorneys spotted). SB 9 is the beginning of the end of homeownership in California.

SB10: Opens all neighborhoods to unchecked demolition and speculation, letting any city council enact a bizarre ordinance that tosses out CEQA to allow 10-to-12-unit luxury apartments on streets near transit “corridors”.

These bills overturn voter initiative, have no environmental protection, does not take into account inadequate infrastructure and ignores the fact that zoning should remain a local issue.

Please oppose SB9 and SB10.

Legendary chef Alice Waters is opening a restaurant in Los Angeles soon. The project will be Waters’ first new restaurant in decades, after opening the seminal Berkeley restaurant Chez Panisse.

While Waters’ new restaurant does not yet have a name, Eater has confirmed that it will land at the Hammer Museum, part of UCLA’s sprawling campus in the Westwood neighborhood.

1.  IMPORTANT MESSAGE REGARDING WESTWOOD VILLAGE

To all Holmby Westwood/Little Holmby residents:

If you received the Westwood Village Newsletter, please DO NOT SIGN anything that supports “Amending the Westwood Village Specific Plan.”

As written, the Amendments do not support the goals of homeowners or the purpose of the Westwood Village Specific Plan:

“To permit, encourage and facilitate a balance mix of uses and an environment attractive to a cross-section of the community (in particular, nearby residents, office employees and UCLA students and staff), so that Westwood Village continues to function as a retail center that primarily serves the surrounding community and secondarily serves the broader regional and tourist market.”

Many of the provisions in the Westwood Village Specific Plan that serve residents would be removed. We must strive to maintain a balanced mix of uses.

Your Board of Directors has had a Westwood Village Committee (WVC), under the very capable leadership of Jann Williams, study every part of the Village for the past 2 years. The Committee has created maps of the location of historic buildings, the names of the property owners, the location of one story buildings, the venues that are open late, the cost of first hour parking, and parking vacancies. The committee has created “findings” and made suggestions to the Department of City Planning and to Councilman Koretz.

While the Board does support some of the Plan amendments proposed in the Westwood Village Newsletter, it does not support simplifying the regulations as stated and requesting two amendments. It is not in the best interest of residents nor do the changes support the goals of the WV Specific Plan.

We understand that the Village has a high vacancy rate, but the Village had a high vacancy rate for many years before COVID. Many of its problems are systemic and must be corrected. There are more food uses in the Village than there are mouths to feed. Many storefronts have been empty for years, parking has been difficult to find and parking lots are costly. Required design elements have not been enforced by the city. These are certainly not all related to COVID.

Holmby Westwood POA will be sending information shortly to guide you in your request to Councilman Paul Koretz. Please do not sign or send anything until you hear from your homeowner association.

To the West LA Community:

I want you to know that your West LA team is here for you.  We are living in a world where it seems like one thing after another is keeping us off balance.  Over the last two weeks, West LA has experienced a 1300+ acre brush fire in the Palisades, several large demonstrations at the Federal Building and Israeli Consulate, and endured the fear and anxiety created by Hate Crimes and Hate Incidents in and nearby our division.  We have come through these events and more, and will continue to do so.  Despite the difficult circumstances that law enforcement officers face today, your West LA officers are still very engaged in their jobs and have recently made significant arrests of burglary suspects, car thieves and people with firearms in our division.

DOG-NAPPING PRECAUTIONS
LAPD Detectives report an increase in thefts of some dog breeds and cautions owners of French Bulldogs, in particular, and several other small breeds, to take precautions to protect their pups. Some owners, outside of West LA, have been assaulted or threatened with firearms during a dog-napping.

Here are some tips from LAPD and Pawboost.com, a Search & Rescue Organization for lost pets:

  1. Ensure your dog has been microchipped, regardless of the breed.
  2. Never tie up your dog outside a store while you go inside. It takes seconds to steal your dog.
  3. If you have a dog breed that is highly sought after, consider a GPS tracking dog collar.
  4. You can file an LAPD report for a stolen dog, as they are considered property, but it will generally be up to you to find your pet — an exception is when someone is assaulted or threatened during theft of their pet.
  5. If you have a breed that is likely to be resold, check Craigslist, which LAPD reports is a common location for stolen dogs to be put up for sale.
  6. Check all local animal rescues and shelters for your dog.
  7. Consider offering a reward for the return of your pet.

According to Los Angeles Magazine, these are the ‘black market’ rates for several breeds:

  • French Bulldogs – $7,000-$12,000
  • Merle Pomeranian – $3,000-$15,000
  • Goldendoodles – $800-$3,000

4.  HOLMBY AVE. AT WILSHIRE BLVD. – RIGHT TURN ONLY

Due to a pattern of reported traffic collisions involving southbound through and left-turning traffic on Holmby Avenue, versus eastbound and westbound traffic on Wilshire Boulevard, all southbound traffic on Holmby Avenue at Wilshire Boulevard will be subject to a “Right Turn Only” restriction. 5.  MEMORIAL DAY SAFETY

The best way to prepare for a safe holiday is to be vaccinated. That way, keeping your cookouts in line with our safety guidelines is much simpler: when everyone at a gathering is vaccinated, you can gather outdoors or inside without any masking or distancing requirements.

However, if any of the guests at your gathering are unvaccinated, they should wear masks and keep a distance from people in other households. In these situations, gathering outdoors with at most 100 others is safest, and if you gather indoors, keep the numbers lower, at 50% of capacity or 50 people, whichever is fewer.

Tips To Consider to Avoid Mail Theft:

  1. Use a locking mailbox or a locking mailbox insert.
  2. Install security cameras near your mailbox.
  3. Don’t put up the red flag on standalone mailboxes – it might also notify a thief you are mailing valuables or checks.
  4. Don’t send checks by mail and select “no paper statements” when possible.
  5. Consider using a secure package delivery location, like the Amazon locker hub in Westwood Village.
  6. Pick up your mail promptly and try to send mail near the expected pick-up time.

Hill and Hannibal Johnson, both authors and experts on the 1921 Tulsa Race Massacre, on the centennial anniversary of that horrific event.  The Tulsa Race Massacre occurred in 1921, when a white mob assaulted residents, looted, and destroyed their homes, churches, schools, and businesses in the predominantly Black neighborhood and business district of Greenwood in Tulsa, Oklahoma. The panel discusses the history of Black migration to Oklahoma, the Jim Crow realities of the early 20th century, the facts surrounding the Tulsa massacre, and the immediate aftermath in which hundreds of Black Americans were dead, homeless, or imprisoned, their families and financial lives devastated.

LADDER ACCESS TO HOMES
The LAPD recently arrested two residential burglary suspects in Brentwood who used a ladder located in the backyard to gain access to the second- floor balcony.

If you have any ladders on your property, please secure them in a locked garage, storage shed or secure with chain to prevent suspects from gaining access to the second story. Most suspects expect the second story of a home to not be alarmed like the first floor. Remember always lock your doors and windows (even on the second floor) when you leave your home.

2.  MASK GUIDELINES

Although the CDC updated its mask guidance last week, the state of California will be keeping current masking guidance as it is until June 15th, and LA County will do the same.

3.  PROTEST AT THE FEDERAL BLDG. – SUNDAY

LAPD Senior Lead Officer, Pete Ojeda, has informed us that there is a scheduled protest, “Unite in Solidarity for Israel and Peace,” this Sunday, May 23rd. It is from 11:00 am to 3:00 pm at the Federal Building. He expects that many different groups could be there and large crowds are anticipated.

4.  TRAFFIC CONTROL UPDATES

Two updates regarding streets just outside of the HWPOA neighborhood:

Thayer at Wilshire – Due to concerns with traffic collisions, the LA Dept. of Transportation has authorized a “Right Turn Only” restriction for northbound Thayer Avenue at Wilshire Boulevard.

Constellation at Century Park East – After a two year closure of the intersection while the Century City Metro Station was being excavated, Metro’s design-build contractor recently reopened the busy intersection of Constellation Boulevard and Century Park East in Century City.

5.  DIGITAL BILLBOARDS – CALL TO ACTION

Pending legislation and contractual negotiations are now underway that could result in more changing digital advertising on the streets of LA.

The legislation (Council File 11-1705) envisions 180 digital billboards in loosely defined commercial zones and on city-owned property. The contractual negotiation could result in 3,000 new bus shelters in every neighborhood, most with digital screens with ads changing every 8 seconds.

  • Digital signs are dangerous. They contribute to distracted driving and pedestrian accidents. The city needs to stop its plans to add 3,000+ new screens to our city streets.
  • No traffic safety studies have been conducted despite the city’s promise to do so.

The PLUM Committee will soon take up this issue again, and we need to demand action.

6.  DMV NEWS – REAL ID APPLICATION PROCESS

Californians applying for a REAL ID from the Department of Motor Vehicles now have one less document to provide during the application process. Following updated federal rules, the DMV no longer requires applicants to provide a Social Security card or W-2 to prove they have a Social Security number. Starting immediately, Californians can now simply provide their Social Security number.

By filling out the online application and uploading their documents, Californians can bring their confirmation code and documents to a DMV office at their convenience, even the same day, for express service – no appointment necessary. Once at a service window, it now takes less than 10 minutes to complete the REAL ID transaction.

Starting May 3, 2023, the U.S. Department of Homeland Security will require a valid passport or other federally approved document, like a REAL ID driver’s license or identification card, to board flights within the United States and access secure federal facilities and military bases.

7.  BULKY ITEM PICK-UP – FREE SERVICE

The City of LA will pick up bulky items for FREE, but you must schedule the pick-up! Dumping trash, furniture, appliances, etc. on streets or sidewalks is a crime, punishable by fines from $200 to $25,000 and/or jail time.

Once you go to myLA311 either online or via the app, you will see that you can request a number of services, including removing dead animals, addressing homeless encampments, illegal dumping, etc.

8.  UCLA WRITING PROGRAM FOR HIGH SCHOOL STUDENTS

This summer, UCLA Writing Programs is excited to once again offer our Writing Summer Institute: Introduction to College Writing for college-bound high school students. Each year, we are thrilled to see hard-working, forward-thinking teens become stronger and more confident writers through this program.

UCLA Writing Programs is proud to serve the greater Los Angeles community through this annual workshop. The three-week Writing Summer Institute caters to teens entering their senior year of high school and provides the opportunity to work closely with faculty to develop writing skills that meet university-level standards. The workshop also attends to the college application process, including the application essay.

1.  EXPANDED VACCINE ACCESS & MASK GUIDELINES

NO APPOINTMENTS NEEDED
For the first time, all City-run vaccination sites are appointment-free and more doses have been moved to walk-up centers and mobile clinics — all part of L.A.’s ongoing effort to bring life-saving vaccines directly into communities. The City is expanding access by offering a drive-through option at Cal State L.A.   The Dodger Stadium location will wind down operations by the end of the month.

VACCINES FOR AGES 12-15
L.A. County has expanded access to all individuals age 12 to 15 to receive the Pfizer vaccine. Click here to find a vaccination location.

MASK MANDATES REMAIN IN PLACE
Don’t throw away those masks just yet. The U.S. Centers for Disease Control and Prevention relaxed mask guidelines Thursday, allowing vaccinated people to largely forego masks, but mask mandates will remain in place in Los Angeles County this week.

3.  DEMONSTRATIONS THIS SATURDAY

LAPD Senior Lead Officer Pete Ojeda has reported that the LAPD is gearing up for two demonstrations this weekend:

TOMORROW, Saturday, May 15, 2021 – two planned protests:

  1. The protest at the Israeli Consulate on Wilshire Bl. and Granville is scheduled to start at 11:00 am till approximately 5 pm. That one is supposed to be the Palestinian side with an estimated 30 participants, but we know that can grow. The Consulate building will be closed, so we are not expecting that there will be to many people at that location.
  2. The protest at the Federal building (Wilshire and Veteran) will be much larger, expecting upwards of 2,000 people and will consist of people representing both sides. The protest is scheduled to begin at noon with no real end time.

Our goal is to facilitate First Amendment rights and most importantly ensure public safety.  Should the demonstrators begin to block Wilshire Bl., we will be shutting down a portion of the area down to all vehicle traffic and which will not be good for the local residents.

7.  BECOME AN ANIMAL FOSTER CARE VOLUNTEER

LA Animal Services has launched the Safety Net Foster Program for LA City residents facing a crisis and needing short-term housing for their pet. While there are resources for people requiring assistance, there are few opportunities for pets to be included in the plan for overcoming housing insecurity.

Oftentimes, when pet families experience hardships that may be due to financial instability, domestic violence, loss of housing, incarceration or hospitalization, giving up their beloved pet to a shelter may seem the only option. Earlier this week, Los Angeles County officially met the threshold for the least restrictive Yellow Tier in the State’s Blueprint for a Safer Economy.

A revised Los Angeles County Health Officer Order went into effect on Thursday, May 6, to reflect newly permitted activities. Moving into the yellow tier allows for increases in capacity in many sectors. All of these changes will still require safety modifications, including masking, distancing and infection control to reduce the risk of transmission.

2.  TREE REMOVAL ON WILSHIRE BLVD.

Metro Purple Line Update:

In preparation for piling and excavation activities at the future Westwood/UCLA Station, 15 LA City trees will be removed on Wilshire Blvd between Veteran Ave and Glendon Ave.  Work is anticipated in May or June 2021*, for one week, Monday to Friday, 9am to 3:30pm.

Intermittent lane reductions on Wilshire Blvd.  and sidewalk closures may be required.

*Pending permit approval from the Board of Public Works. City of Los Angeles tree removal permits require a minimum 2 to 1 tree replacement ratio.  Trees will be planted at the end of construction near the area of removal, based on City of Los Angeles requirements.

3.  UNARMED CRISIS RESPONSE – FEEDBACK REQUESTED

On October 14, 2020, the Los Angeles City Council adopted a report from the Ad Hoc Committee on Police Reform relative to developing an unarmed model of crisis response (C.F. 20-0769). This report directed the Office of the City Administrative Officer (CAO) to assist in implementing a pilot program for mobile crisis response modeled after the Crisis Assistance Helping Out On The Streets (CAHOOTS) Program in Eugene, Oregon (https://whitebirdclinic.org/cahoots/).

The CAO is also soliciting community feedback to help inform the parameters of an unarmed crisis response program within the City. Please submit responses no later than Sunday, May 9, 2021.  Click the button below to fill out the feedback form:

4.  DMV UPDATE – REAL ID DEADLINE CHANGE

The DMV continues to offer REAL IDs to Californians as the U.S. Department of Homeland Security extends the enforcement date from October 1, 2021 to May 3, 2023. As the COVID-19 emergency continues, office space and appointments are limited to accommodate physical distancing guidelines. The DMV encourages customers to plan ahead and be patient.

The DMV is taking many steps to improve its services and make getting a REAL ID easier. By filling out the REAL ID application at REALID.dmv.ca.gov and uploading their documents, Californians can bring their confirmation code and documents with them to a DMV office at their convenience, even the same day, for express service – no appointment necessary. Once at a service window, it now takes less than 10 minutes to complete the REAL ID transaction.

5.  UCLA BOTANICAL GARDEN – NOW OPEN

Neighbors, it is with great joy we write to welcome you back to the UCLA Botanical Garden!

As of Monday 4/26, we received approval to reopen all of our gates to the community. Wildflowers and Puya are blooming. Butterflies are emerging. Spring is here and we are ready to share it with you.

6.  HOLMBY WESTWOOD GREEN TEAM UPDATE

The Holmby Westwood Green Team is answering questions related to our parkway trees in the HWPOA newsletter.  In addition to focusing on our parkway trees, we will address the work of the Green Team, efforts by the City of Los Angeles related to urban trees as well as resources for tree care and maintenance.  Please send your questions to Marnie Bodek at mossbodek@msn.com or Allyson Bunting at Allyson.bunting@gmail.com

On a recent visit to Holmby Westwood, representatives from the City’s Urban Forestry division, shared tips about our parkways:

  1. While ivy and climbing vines from the parkway can be aesthetic and a useful barrier against erosion, they typically grow uncontrollably, creating two serious problems.  First, they tend to tangle together in a thick mass.  As a result, vines create unstable, dangerous footing especially for people exiting cars.  Also, vines and ivy attach themselves to parkway trees and grow up tree trunks.  Since, vines grow faster than trees, they grow quickly and eventually can suffocate the parkway tree.
    .
  2. Lawn mowers and weed wackers can injure the base of young trees.  To prevent this from happening either buy a simple, inexpensive weed wacker guard for your tree or remove the grass in a circle around the tree base and if possible, place mulch around the tree base.
    .
  3. Any tree work in a parkway such as tree planting, tree trimming, or tree removal requires a permit from Urban Forestry.  Call 311 or go to  MyLA311 to request a permit.
    .
  4. Do not use artificial turf in parkways with existing trees because it kills all soil and wildlife life beneath it, can overheat in the summer and can even cause surface runoff which contributes to flooding.  Permits are required for artificial turf.  They are issued by The Bureau of Engineering with approval from Urban Forestry.  Since parkway turf must be 10 feet outside the tree dripline and irrigation must be installed for trees, almost all parkways in our neighborhood would be denied permits for artificial turf.

  5. Free mulch is available Monday through Friday at the Lopez Canyon Environmental Center at 11950 Lopez Canyon Road, San Fernando Valley, Ca 91342 between 7:00 am and 5:00 pm.  The site is self-serve, so bring a shovel, and a trash bag or empty garbage can for the mulch.

GROUP FOR PEOPLE WITH A CHRONIC LUNG CONDITION

I host a meeting every other month for people with bronchiectasis and chronic lung diseases other than TB or cancer. It’s a very informal support and information group, free of charge, which has been ongoing for about 15 years. The meetings bring together people who all share a common health problem, so we can feel completely comfortable talking about our lung issues in a warm, supportive environment. Each of us has a history of diagnosis, treatment, and day-to-day experience that is very helpful for answering our questions and getting the benefit of people’s personal experience. Even with the best of doctors, this is an invaluable service.

As of April 1st, Proposition 19 expanded property tax benefits for those 55 and older, the disabled, and victims of natural disasters, allowing them to transfer their property’s assessed value and tax basis when they sell their home and purchase a new one, or any value, anywhere within California. Previously, this tax base transfer opportunity was limited to only 10 counties statewide. Additionally, eligible homeowners can now transfer their base-year assessed value to a more expensive home, whereas the previous law limited the transfer to a home of equal or lesser value. Eligible homeowners can also transfer their assessed value up to three times, while under previous law they could only move with their assessed value one time. In effect, the property tax base for seniors is now “portable.”
