1.  PRIMARY ELECTION – VOTE NOW

Though the California Primary Election is on March 3, many voting locations are now open.  March 3 is the last day to vote but you can VOTE NOW.  You can vote at any Vote Center – near your home, your office or anywhere that is convenient for you.  Nearby Vote Centers include:

2.  FREE METRO RIDES ON ELECTION DAY

Metro will provide FREE rides on all Metro Bus and Rail lines to help people reach the polls on Election Day, which is taking place Tuesday, March 3. No fare will be charged from midnight on Tuesday, March 3 to midnight on Wednesday, March 4.

Metro Bike Share is also offering free rides on Election Day, no promo code needed! Visit any bike station kiosk on March 3 to get a single free ride. The first 30 minutes are free and $1.75 per 30 minutes thereafter.

4.  UCLA BOTANICAL GARDEN – EVENTS

UCLA Mildred E. Mathias Botanical Garden is a 7.5 acre garden, outdoor classroom, and research facility on the UCLA campus in Los Angeles, California. This living museum contains a diverse collection of plants from around the world. Come explore this urban oasis, free to the public daily.

5.  HOME-SHARING ENFORCEMENT

City Planning began enforcing the Home-Sharing Ordinance (HSO) in November 2019. In less than three months, online listings have dropped by nearly 50%—from about 36,700 short-term listings in November 2019 to approximately 18,700 as of February 1, 2020.

In total, City Planning has sent over 6,000 initial warning letters since November 2019 to hosts and owners of non-compliant properties. These letters were sent to both single- and multi-family properties, directing hosts and property owners to comply with the HSO or face penalties. City Planning began mailing follow-up letters in December, notifying offenders that failure to comply with the HSO could result in new fines and penalties.

Based on a review of listings on February 12, 2020, the warning letters achieved an 80 percent compliance rate: of the approximately 6,000 hosts sent initial warning letters, about 4,800 subsequently either registered or removed their non-compliant listings.

LADWP will never call you to demand your personal information or immediate payment over the phone via gift cards. If you receive a call from someone who is threatening to shut off your water or power if you don’t pay your LADWP bill over the phone, BEWARE! It must be a scammer who is preying on unassuming customers. Hang up and call LADWP at 1-800-DIAL-DWP.

7.  UPCOMING COMMUNITY EVENTS

Super Tuesday Bash 2020 – Tues., March 3, 5:30 p.m. at the Hammer Museum.  Watch the Super Tuesday election results roll in at the museum, following polls and pundits on giant screens. And raise a glass to democracy alongside fellow political junkies of all stripes! Cash bar and snacks available.

Opening Night: Ramos Art Exhibition – Saturday, March 7, 6-9pm at 1137 Westwood Blvd. in Westwood’s Village Square. Ramos, as he’s known in the art world, is an incredibly talented painter, and we are honored to host his inaugural exhibition.  Opening Night is Saturday, March 7 from 6:00-9:00pm and will feature several series by Ramos in the ground floor showroom.  Free cocktails will be hosted by Somabar, accompanied by appetizers, beautiful art, and good company. GROUP FOR PEOPLE WITH A CHRONIC LUNG CONDITION

I host a meeting every other month for people with chronic lung conditions other than TB or cancer. It’s a very informal support and information group, free of charge, which has been ongoing for about 15 years. The meetings bring together people who all share a common health problem, so we can feel completely comfortable talking about our lung issues in a warm, supportive environment. Each of us has a history of diagnosis, treatment, and day-to-day experience that is very helpful for answering our questions and getting the benefit of people’s personal experience. Even with the best of doctors, this is an invaluable service.

We are affiliated with a national non-profit organization, NTM Info & Research (NTMir), formed on behalf of patients with pulmonary nontuberculous mycobacterial (NTM) disease for the purpose of patient support, medical education, and research. The organization comprises patients, physicians and other medical practitioners, and researchers.

Our group is open to all and the next meeting will be on Monday, March 2, at 1:15 p.m., at my house, 641 Warner Avenue, in Westwood.

1.  HOW TO FIND A VOTING LOCATION

2.  APPLY FOR A REAL ID

The Secretary of the California State Transportation Agency (CalSTA), and representatives with the California Department of Motor Vehicles (DMV) Transportation Security Administration (TSA) and Los Angeles International Airport (LAX) are reminding Californians that starting October 1, 2020, all travelers will need a REAL ID or another acceptable form of identification to board flights within the United States.

California driver licenses and identification cards that are REAL ID-compliant are marked with a bear and star.

Californians applying for a REAL ID are required to visit a DMV field office and bring:

  • An identity document*, such as a valid passport or original birth certificate. (*If you’ve changed your name, legal name change document(s) might be required)
  • A document with the entire Social Security number visible, such as an original Social Security card or W-2 form.
  • Two hard copy documents showing California residency, such as a utility or cell phone bill, bank statement, or mortgage bill.

With lines at DMV offices shorter than ever, the DMV’s resolution is to keep wait times low. Californians can do their part by completing the required application online beforehand and being prepared for their visit to a DMV. Appointments are not required to complete an in-person REAL ID application, and customers can check wait times at nearby offices on the DMV website.

Many DMV offices also offer Saturday and extended morning hours. A full list of DMV offices and operating hours can be found at https://www.dmv.ca.gov/portal/dmv/detail/fo/fotoc.

4.  METRO FEEDBACK – PURPLE LINE FIRST MILE/LAST MILE

Westwood/UCLA Community Members:

As you aware, Metro is developing a First/Last Mile (FLM) Plan for the Westwood/UCLA Station Purple Line Station.  At this time, we invite your feedback on recommended plan improvements prior to Board consideration this Spring.

The Plan is intended to improve this “first last mile” experience for users of the future station by identifying projects for efficient access and safety.  Projects identified in the Plan are then positioned for further study as part of a preliminary design phase through early 2021.

The conceptual plans included with this email are a product of over a year of field research, consultations, and community engagement.

5.  UCLA RECREATION – SPRING BREAK & SUMMER CAMPS

UCLA Recreation Youth Programs offers a wide variety of summer camps for children in grades K–12. Located at UCLA, the camps emphasize each child’s needs and personal development within a group setting.

Activities for younger children feature cooperative play and include indoor/outdoor games, arts and crafts, swimming, and field trips. For elementary children, camps focus on areas of interest: science, sports, acting, creative thinking, performance, and arts and crafts. Secondary school students can enjoy week-long programs in surfing, sailing, and rock climbing, as well as educational exploration in our adventure camps.

2.  VOTING IS CHANGING IN LOS ANGELES

Voting in Los Angeles County has changed, including when, how, and where you cast your ballot. LA County’s new Vote Center program begins February 22 for California’s Presidential Primary Election on March 3.

Here’s what’s new:

Within the City of Los Angeles, there are fewer Vote Centers than there were traditional polling places. Many former polling places are no longer being used, so it’s important to look up where you’ll vote now and in the future at: http://Locator.LAvote.net

While the total number of places to vote is smaller, the number of possible places where you can vote is much greater, because now you can vote at *any* Vote Center in LA County. So if it’s easier to vote during lunch while you’re at work – do it! No need to commute home after work just to cast your ballot. All you need to do is look up what Vote Center is closest to the places where you actually spend your day.

You’ll have a lot more time to cast your ballot than just Election Day. Instead of having only one day to vote, now you’ll have up to 11 days! Please note, though, that while many Vote Centers are open for 11 days, some are only open for 4 days. So when you look up which Vote Center is convenient to your home, workplace, or school, make sure to check the dates it’s open, too.

This year, UCLA Ackerman Union will serve as a Los Angeles County vote center for 11 days and the Hammer Museum will be a vote center for four days.

The official Election Day, March 3rd, is actually the *LAST* day that any Vote Center is open, and not the first.  Eleven-day centers open Saturday February 22nd. Four-day centers open Saturday February 29. So if you aren’t sure how long your local Vote Center is open, aim to visit it between Feb 29 – March 3.

Items on your ballot will appear in a different order than before. Local candidates and issues will appear on your ballot first; national candidates – such as Presidential candidates – are toward the end.

HOW DO THE NEW ELECTRONIC BALLOT MARKING DEVICES WORK, AND ARE THEY SECURE?

Although the new electronic ballot marking devices have a touchpad, they are still actually paper-based devices. They are not online devices, and they are not vulnerable to hacking, because they are not connected to the internet, WiFi, or bluetooth. Your results cannot be downloaded, because they are not saved by the machine. The only record of your choices appears on the paper ballot that your machine prints out. That same paper ballot is what will be used to tally your vote when the ballots are counted.

SAVE TIME – GET A POLL PASS

This year, you’ll be able to research and select your ballot choices in the comfort of your own home, then upload your choices at the polls using a Poll Pass on your smartphone or other mobile device. A Poll Pass is a scannable QR code that works like an airline boarding pass, which you can scan at the voting booth to upload your pre-filled ballot choices. You may either bring your Poll Pass to the polls on your smartphone, or print it.

To create your Poll Pass, simply fill out an Interactive Sample Ballot at http://isb.LAvote.net, and either print it or download it to your mobile device. In the voting booth, you will still be able to make changes to any selections you upload via your Poll Pass, before finalizing and turning in your ballot.

You may also choose to skip going to a Vote Center by registering to Vote By Mail. You can Vote By Mail as a one-time option, or you can choose to do so permanently.

As the home of the John Sayles film collection, the Archive is especially excited and honored to host the maverick filmmaker in person for this 14-film retrospective, co-presented by the American Cinematheque!

Nativism in American History and its Resurgence Today

Mr. Bennett will discuss the contrast between a society celebrated on the great seal of the United States “Out of Many One” versus a large minority of Americans who have never accepted this vision of the country.

1.  HWPOA BOARD MEETING

2.  SB 50 – HOUSING BILL UPDATE

Dear Friends,

SB 50, the California State Bill that was falsely packaged as an affordable housing solution, was defeated on the Senate floor for the third and final time.  Not only would the bill have threatened to decimate every single family neighborhood in the City, it would have actually exacerbated our affordable housing problem by incentivizing luxury housing in Los Angeles.  Not only would it have overridden local zoning but the bill’s language proscribed that Historic Preservation Zone designated after 2010 could have been overridden.  The Los Angeles City Council voted unanimously to oppose SB 50 in April 2019, and on this past Wednesday, I introduced a Resolution to re-affirm the City’s opposition to the bill even in its recently amended form.

In the end, almost all of the Senators in and around the Los Angeles County area saw through the bill and voted it down. The reality is that the path to fix our affordable housing problem is not by building new luxury housing but to address and fix Costa Hawkins, the state law at the heart of our housing crisis, which makes rent-controlled units unaffordable.

My office is also looking to address the problem of the large numbers of Wall Street-backed landlords that have thousands of newly built units they are leaving vacant to bring up land value, intentionally contributing to the housing shortage.

Thank you to everyone who worked with our office to oppose this legislation.  The finally vote tally revealed that most of the California State Senators in and around Los Angeles voted to oppose the bill.  But we must remain vigilant.  The bill’s author has already declared an intention to introduce similar legislation in the near future.

1.  STREET REPAIR REQUESTS

The Bureau of Street Services has scheduled a Small Asphalt Repairs (SAR) truck (which is described as 1 small asphalt repair truck, consisting of 2 workers and asphalt), for the Westwood Neighborhood Council area, to perform small asphalt repairs on Februrary 26, 2020.

The Westwood Neighborhood Council has asked us to submit suggested locations in our neighborhood for small street repairs. The city will only send the SAR truck to a total of 15 locations in the entire Westwood Neighborhood Council area, so Holmby Westwood will only see a handful of repairs.

The type of repairs that can be addressed with this program include the following:
– Potholes and pop outs
– Skin patching of eroded or cracked areas
– Some repairs on concrete streets

If you are aware of any spots in our neighborhood that would be particularly good candidates for this program, please send requests to Dana at hwpoa@aol.com no later than Wednesday, February 5.  Please only send street repair requests, not sidewalks or curbs.

NOTE: Street repaving is not part of this program.  Please do not submit requests to repave streets.

2.  NEW VOTING SYSTEM IN LOS ANGELES

The March 3 election is right around the corner — and voting is going to be very different from what you’re used to.

The County Registrar of Voters, which runs our elections, is instituting new voting machines, and new voting locations. And for many California voters, there is an extra step you need to take if you want to vote in the presidential primary.

THE NEW VOTING SYSTEM
The County has done away with voting on a single day in a neighborhood polling place with a paper ballot. Under the new system, you can vote over an 11-day period on touch screens at regional voting centers (see where the voting centers will be located here). While the new system is supposed to make voting faster, easier and more convenient, some people will no doubt find it unfamiliar or confusing.

VOTING IN THE PRESIDENTIAL PRIMARY
If you are not a member of a political party (if you are registered as “no party preference” or “decline to state”), you will not see any presidential candidates on your ballot unless you take an extra step and request a different ballot for one of the parties that allows voting from unaffiliated voters. If you vote at the polls, you can request in person, but if you vote by mail, you need to fill out a postcard and mail it back in.

4.  DOG OWNER ETIQUETTE – KEEP DOGS ON LEASH

A few reminders regarding dog walking – please be sure to remind everyone  in your household that walks your dog – children, housekeepers, dog walkers, etc.

Keep Dogs on a Leash
For the safety of your neighbors, children and other dogs, please keep your dog on a leash at all times when you are outside of your home.  Even if you believe that your dog is harmless, it is important to follow the law and keep your dog on a leash.

Use Your Own Trash Bins
While everyone appreciates that you are picking up dog waste, please dispose of it in your own trash bin.  Please be respectful and do not use your neighbors’ bins.

5.  UCLA FACULTY HOUSING PROJECT – HILGARD/LINDBROOK

From the Daily Bruin:

UCLA plans to build a seven-story apartment building for faculty on a vacant lot on Hilgard Avenue by November 2022, according to a university environmental review notice.

The apartment complex, just over 1,000 feet south of campus, will feature up to 100 units in a 120,000-gross-square-foot space and an interior courtyard. The building, which will be at the intersection of Hilgard Avenue and Lindbrook Drive, will be 78 feet tall at most and also have a two-level underground parking garage, according to the notice.

2.  SYNTHETIC TURF FIELD AT WESTWOOD REC. CENTER

The Recreation & Parks Commission has approved the installation of a controversial synthetic-turf soccer field at Westwood Park.

The synthetic field, which replaces natural grass in the park, will measure 180 feet by 300 feet, have LED lighting and 20-foot-high netting behind the goals. There will also be paint on the field to accommodate soccer and flag football. The field will not be fenced. City programming will occupy Tommy’s Field 45% of the time, 35% will be allotted for permit reservations, and the remaining 20% will be open for public use.

3.  SB-50 HOUSING BILL UPDATE

SB 50 is an attempt for the State to override local zoning restrictions to allow for multi-family housing in single family residential neighborhoods. That could result in apartment buildings in the HWPOA neighborhood.

As of today, SB 50 has been taken by Senator Atkins to the Rules Committee where it is waiting to be voted on.  The bill has to be out of the Senate by the January 31 deadline.

4.  PARKWAY TREES UPDATE

Dalehurst Avenue
Thanks to the Holmby Westwood Green Team and TreePeople, Dalehurst Avenue now has 22 newly planted Canary Island Pines.  In addition, the City has removed 7 dead Aleppo Pines and several tree stumps from the street.  Drop by and see what has been accomplished.  It looks great!

Tree Trimming
You have probably noticed city tree trimmers in the neighborhood.  The City has developed a schedule for trimming parkway trees.  While the schedule for this fiscal year includes the majority of streets in Holmby Westwood, it does not include every street.  Streets that are not included will hopefully be addressed in the next fiscal year.  We will continue to press for completion of trimming throughout the neighborhood.

5.  EARTHQUAKE SAFETY

We also experienced a 3.6 earthquake earlier this week, which was a good reminder that we should prepare for disasters that may occur in Los Angeles.

In addition, ShakeAlertLA is a mobile app that sends alerts to users within Los Angeles County that an earthquake of greater than magnitude 5.0 or level IV intensity has been detected and that they may soon feel shaking.  The app is available for both Apple and Android devices and available in both English and Spanish. You can also use this app to prepare for an earthquake, get details on recent earthquakes, and find help after an earthquake.

6.  HOLMBY PARK – ALL CLEANED UP

Earlier this month, the curbs and crosswalks around Holmby Park were filled with dead leaves and mud, which was unsightly and made it difficult for pedestrians to walk or get out of their cars.  HWPOA contacted the city to request street cleaning around the park and the city quickly cleaned up the mess.

We contacted the LAPD regarding the above two incidents.   Here is the response:

There were two acquaintance rapes reported on 1/7/20, that occurred at a hostel in the 10700 block of Le Conte Avenue.  The first allegedly occurred on 1/2/20, and the second by a different suspect on 1/4/20.  In both incidents, things began consensually and then escalated into an alleged rape.  The victim did not report either incident until several days later nor did she seek medical treatment.

2.  SPEED HUMP PROGRAM

Speed Humps are designed to reduce vehicular speed on residential local or collector streets that have a single lane of travel in each direction. While generally effective in reducing vehicle speeds and volume, speed humps also have disadvantages such as the potential for increased vehicle noise when traversing the hump as well as increased emergency vehicle response times.

The Speed Hump Program opens up a review cycle every 6 months to take petitions for speed humps. The speed hump application window will open Wednesday, January 29, 2020 at 8 a.m. PST

5.  2020 CONGRESSIONAL ART COMPETITION

Each year, a nation-wide high school arts competition is sponsored by the Members of the U.S. House of Representatives. The Artistic Discovery Contest is an opportunity to recognize and encourage the artistic talent in the nation, as well as in our Congressional District.

Winners are recognized both in their district and at an annual awards ceremony in Washington, DC. The winning works are displayed for one year at the U.S. Capitol.

2.  COYOTE ALERT

A resident reported seeing a large, fearless coyote earlier this week, on Charing Cross and Loring.  Here are a few tips when encountering a coyote:

What should I do if a coyote approaches me?
Wave your arms. Shout in a low, loud tone. Throw objects at the coyote while maintaining eye contact. Make yourself look as big as possible. If you are wearing a jacket, take it off & swing around over your head. If possible go towards active or populated areas but do not turn your back & run from the coyote as that could trigger a chase.

How can I keep my pets safe?
Keep you pets indoors or closely supervised when outside. Do not leave small pets unattended in your yard. Walk your dog on a leash at all times & stay close to high pedestrian traffic areas. Avoid dense brushy areas or paths near abandoned properties. If you notice a coyote when walking your dog, keep your dog as close to you as possible & move towards an active area. Never encourage or allow your dog to interact or “play” with coyotes.

How can I keep my children safe?
Make sure that your children never play outside in the same clothes they just ate food in. Wildlife may be attracted to food odors in clothing. Make sure children wash thoroughly after eating. Provide children with a whistle and breakaway necklace they can blow if an animal approaches. Never let them approach any stray animal. If a coyote approaches, they should face the animal, move slowly to another person or dwelling entrance, raise their arms over their head, clap their hands, stomp their feet, blow a whistle, and call out in a stern loud voice “There is a coyote here.” The best thing to do is avoid leaving children unattended.

Deterrents & Scare Tactics

  • Sprinkle cayenne pepper or chili powder in areas where coyotes sleep to deter them from staying. These types of deterrents do not last & will need to be repeated if they become wet. Do not use these methods where children have access & do not use near air ducts.
  • Use motion activated strobe lights, sprinklers, or radios that are set to talk or news stations to help deter the coyotes. Use caution as strobe lights can trigger seizures in people or pets with epilepsy.
  • Use a coyote shaker can. This is a can containing a few coins which can be shaken & thrown towards a coyote. Throw tennis balls, open & close an umbrella towards the coyote, bang two pans together, blow a whistle, use an air horn, or use a high pressure water sprayer. Alternate the deterrents to prevent coyotes from getting used to one method.

It’s here at last!  The Holmby Westwood Green Team parkway tree planting on Dalehurst Avenue is tomorrow, Saturday, January 11 from 9 am to noon.

5.  KELLY MUSIC BUILDING / TANINO RISTORANTE

As of December 2019, the Kelly Music Building, known most recently as Tanino Ristorante, is an officially designated Historic-Cultural Monument (HCM) as part of the development of Westwood Village.

The Kelly Music Building is important for its association with the early development of Westwood Village and as one of the earliest commercial architectural commissions by master architect Paul Revere Williams. Completed in 1930, the Kelly Music Building was part of the initial development phase of Westwood Village, which officially opened in late 1929.

7.  2020 HOMELESS COUNT – VOLUNTEERS NEEDED

Every January, the Los Angeles Homeless Services Authority (LAHSA) conducts a census of the homeless population through the Greater Los Angeles Homeless Count. The Count helps us better understand homelessness in our region and direct fiscal and staffing resources where they’re needed most. LAHSA needs at least 8,000 volunteers to canvas more than 80 cities and 200 communities across LA County.

You can now register for the Count, which will take place January 21st through January 23rd.  The count in our area will take place on January 22, 2020 – West Los Angeles, Southeast Los Angeles, & the South Bay (Service Planning Areas 5, 7, & 8)

Professor Sander is a national authority on race in higher education. In 2004 he published a comprehensive study of affirmative action in American law schools. 2.  CAUTION – DO NOT ABBREVIATE 2020

From USA Today:

The new year is giving scammers an easy way to forge documents, but you can protect yourself with an easy New Year’s resolution: Stop abbreviating the year.

Why? This year’s abbreviation is easily changeable and could be used against you. The concern is that scammers could easily manipulate a document dated “1/1/20” into “1/1/2000” or even “1/1/2021.”

Writing out the full date “could possibly protect you and prevent legal issues on paperwork,” according to Hamilton County, Ohio, Auditor Dusty Rhodes.

3.  ANOTHER LITTLE HOLMBY TREE PLANTING EVENT

Don’t forget that the Holmby Westwood Green Team is planting 22 new Canary Island Pines on three blocks of Dalehurst Avenue next Saturday, January 11 from 9 am to 12 noon.   All Holmby Westwood residents (including children and high school students) are invited to join us at 523 Dalehurst for a tree planting demonstration, followed by the actual tree planting and a naming ceremony for each tree.  Residents can do a lot or a little at the planting but neighborhood support and encouragement for the TreePeople volunteers will be welcome.  Refreshments will be available.  Start 2020 off right and come plant or cheer and enjoy your neighbors as we make beautiful Dalehurst even more beautiful.

Parking will be relaxed by the City from 8 am to 1pm on Warner Avenue between Hilgard and Loring Avenues and on Loring Avenue between Warner and Wyton.

4.  CALIFORNIA “REAL ID” DEADLINE

Tick, tock! The deadline for obtaining your REAL ID will be here before you know it. Here’s what you need to know if you don’t yet have one.

The year is just about here. California drivers’ licenses and state identification cards must be REAL ID compliant in late 2020 as state-issued ID cards fall in line with federal standards. Starting Oct 1., 2020, drivers’ licenses and state IDs that are not REAL ID compliant will not be accepted as identification by federal authorities.

What’s more, the California DMV is using the New Year’s holiday as a reminder to state residents to get their new identification cards before time runs out, encouraging those who live in the Golden State to make it their resolution to get a REAL ID.

FREE intro or refresher to Bridge!  Beverly Hills Bridge Club is offering a free bridge class to introduce those who might like to either start playing or come back to the game.

1.  CHRISTMAS TREE RECYCLING

LA Sanitation has curbside collection for Christmas trees to make it convenient to properly and safely recycle your tree. There are several options.

If your Christmas tree is too big to cut and place inside the green waste bin, simply place the tree next to your green waste bin on collection day.

How to Recycle your Christmas tree and put in the green bin:

  1.  REMOVE all ornaments, decorations, tinsels and stand from the tree.
  2.  CUT the tree into pieces, if needed, to fit into green bin.
  3.  PLACE the tree pieces inside the green bin and put out for regular pick-up on collection day.

*Flock or artificial trees can’t be recycled – place them in the black container.

Collected Christmas trees will be recycled into compost and mulch that is available to residents for free.

In addition, holiday wrapping paper, cartons, cardboard, Styrofoam® and other expanded polystyrene products, plastics and gift boxes are also recyclable and should be placed in the blue bin. However, it is illegal to place household hazardous waste, such as electronics (i.e. televisions and computers) and batteries into the collection bins. Please take those items to one of seven S.A.F.E. Centers for safe disposal and recycling.
