1.  RELAXED PARKING DURING THE JEWISH HOLIDAYS

The Council Office has notified us that parking will be relaxed in our community during the upcoming Jewish holidays.  For a complete list of dates and locations where the parking rules will be relaxed, please click here:

2.  GARBAGE PICKUP & METRO SERVICE – HOLIDAY SCHEDULE

Due to the Labor Day holiday this Monday, trash collection and Metro services have announced the following schedule changes:

  • Trash collection will be postponed by one day throughout next week.
  • On Monday, Sept. 6, Metro service will operate on Sunday/Holiday schedule.  This means that buses that do not operate on Sundays will not run on Monday.

4.  HELP STOP HOUSING BILLS – CONTACT GOV. NEWSOM

From Councilmember Paul Koretz:

Unfortunately, the State Assembly voted to Pass both SB 9 and SB 10.  Both bills passed the Assembly despite efforts from the Los Angeles City Council that voted to officially OPPOSE both bills, along with a statewide coalition of local governments and community activists.

Our only hope now is to lobby the Governor to veto these two bills.

These bills were created and designed by developers and real estate investors under false branding of “affordable housing.”  Rather, they are “trickle down housing” policies based on the erroneous premise that incentivizing more luxury housing will miraculously produce more affordable housing.

They do nothing to help solve homelessness, nothing to build workforce housing or address any of the real shortages of affordable housing, and would make developers and investors richer in the process. Moreover, if both are signed into law, they will drive up the cost of real estate by de facto up-zoning most properties and decimate environmental review.

5.  DROUGHT CONDITIONS – PLEASE CONSERVE WATER

Please Reduce Your Water Use

The Los Angeles Department of Water and Power (LADWP) and the Metropolitan Water District of Southern California (MWD) spoke out this week to heighten public awareness of the worsening water shortage affecting the state of California and calling on our customers to redouble their efforts to further conserve water.

Ways to conserve water:

  • Limit outdoor watering
  • Use recycled water when possible outdoors
  • Take shorter showers
  • Only run dishwashers and washing machines when they are full

Hammer Contemporary Collection: Brian Jungen
Now–Oct 31, 2021
at the Hammer Museum

An installation of consumer goods and materials that addresses the legacy of colonialism and violence in Hollywood westerns.  Informed by the artist’s Dane-zaa First Nations heritage and influenced by Indigenous craft and iconography, the work exemplifies Jungen’s use of consumer goods and materials to question depictions of Native American experience in popular culture.  Click here for more information.

1.  UPDATE ON SB 9 & SB 10 HOUSING BILLS

Thanks to our neighbors in WHPOA for this write-up:

Unfortunately, both SB 9 and SB 10 have passed in the State Assembly.  Because they were amended in the Assembly, they need to go back to the house of origin, which is the Senate, where they are also expected to pass.

United Neighbors asks that we move our lobbying efforts to the Governor, and call to ask him to promise now to veto these two bills if they come to his desk. Since he is facing a recall in three weeks, this may provide some leverage to get him to commit publicly to preserving single-family neighborhoods by vetoing these two bills.  It is easy to leave a message for him — please take the time to call 916-445-2841.

We’ll keep you apprised of any future matters pertaining to these bills.

2.  METRO WORK NEAR WILSHIRE & VETERAN

Metro contractors began pile installation in UCLA Lot 36 earlier this week. The piles support the walls underground for the future Westwood/UCLA Station. Piling in Lot 36 will take approximately 3 weeks and then the crew will begin piling on Wilshire Blvd between Westwood Blvd and Veteran Ave.   There will be intermittent lane reductions on Wilshire Blvd and Veteran Ave as deliveries come to Lot 36.

3.  HOLMBY WESTWOOD GREEN TEAM UPDATE

The Green Team would like to share some tree related resources with Holmby Westwood residents.

  1. Fallen Street Trees and Branches
    To report a fallen street tree or branch, please call the City at 311.   You will need the address/location of the problem as well as details of the issue.  You can also report the problem on the City’s MYLA311 app.

  2. Sidewalk Repairs
    Sidewalk repairs can be complicated because of our street trees.  We will write more about this in a coming newsletter.  In the meantime, if you have a small, problematic off-grade sidewalk condition, you may contact the Bureau of Street Services at 800 -996-CITY and request a Small Asphalt Repair (SAR).  You will need the address and location of the problem.  You can also make a SAR request at 311. (phone and app)

  3. Tree Species Information
    The Green Team tree arborist, Lisa Smith has recommended an excellent book for us to use as we develop an updated street tree plan for Holmby Westwood.  “Street Trees Recommended for Southern California” is published by Street Tree Seminar.  It is easy to read and has excellent pictures.  You can order this book for $39 at http://streettreeseminar.com/book.aspx

    The Urban Forest Ecosystems Institute at Cal Poly San Luis Obispo (UFEI) is dedicated to improving management of urban forestry in California.  SelecTree is their interactive online tree selection guide with over 1500 tree species. https://selectree.calpoly.edu

  4. Banana Peel Tea for Your Garden (not to drink)
    At a recent tree care and maintenance workshop, TreePeople staff recommended Banana Peel Tea as an excellent all-natural fertilizer for trees and plants.  Bananas are rich in potassium, phosphorus, calcium, and magnesium.  To learn how easy it is to make the banana peel tea, watch this YouTube video

  5. Free Mulch
    LA Sanitation offers free mulch at 11 locations in Los Angeles on different days of the week.     The Griffith Park Composting Facility also offers free mulch daily at 5400 Griffith Park Drive, Los Angeles 90027 (Griffith Park) This facility has been in operation since 1966 and is designed to compost the organic material from the regional park.  This YouTube video explains the process used by the facility for making mulch: https://www.youtube.com/watch?v=frpFDbQ_e5w

    Some city mulch sites have been closed during the pandemic so check schedules before making the drive.

  6. Tree Stakes
    The Green Team has noticed that numerous street trees in the neighborhood still have their original planting stakes.  Tree stakes are not intended to be a permanent addition to newly planted trees. Because stakes can damage a growing tree, they should be removed as soon as possible but generally to later than two years after planting.  In certain circumstances they can be removed as early as 6 months after planting. Remove the stakes when a tree is stable in windy conditions and the tree trunk is comparable in dimension to that of the tree stake. Failure to remove stakes could prevent a tree from developing its’ natural girth and strength.

    Contact the Green Team at mossbodek@msn.com about any street tree related issues, questions, or concerns.  Please notify us of any street trees that fall and are removed by the City or new street trees that are planted by homeowners.  Your assistance will help us keep our street tree inventory up to date.

4.  METRO BUS SCHEDULE CHANGES

Metro normally updates schedules every June and December, but as we recover from COVID-19 and restore bus service to pre-pandemic levels, we’re making another update in September.

Beginning Sunday, Sept. 12, we’re adjusting some routes and adding more bus trips to accommodate returning students and other riders. Some bus stops have also been removed to improve travel times.

5.  VOLUNTEERS NEEDED – WESTWOOD CONNECT DAY

Connect Days are community events that bring service providers, community partners, governmental agencies, and dedicated volunteers together so that individuals experiencing homelessness can be connected to an array of services simultaneously.

At our Westwood Connect Day, there will be housing resources, legal assistance, medical services, hygiene kits, showers, haircuts, new clothes, and everyone will be provided both breakfast and lunch.

Volunteers will assist with setting up the event, working the check-in table, helping guests navigate the event, organizing and distributing donated items, and serving meals.

A multimedia installation examining the relationships between culture, geography, and colonial histories in the Americas in the 19th century.

David Hartt’s The Histories (Old Black Joe) centers on two Jacquard-woven tapestries and a quadraphonic soundtrack arranged by the legendary musician Van Dyke Parks. Hartt’s installation questions the underlying myths of modernism in the Americas, examining the lasting effects of colonial empire and the complex interplay between geography and culture in the shaping of these narratives.

1.  PARKING PERMIT SOLICITATION BY UCLA STUDENT

HWPOA received many calls voicing concern about giving/loaning your parking permits.

The following recently appeared on the website “Next Door” and surprisingly, was responded to by several Holmby Westwood residents:

Parking Spot for UCLA Student. Hi everyone! I’m a UCLA chemical engineering student going into my third year, and this fall I’m going to be living in a sorority house on Hilgard Ave. I need to bring my car to campus as I have a math tutoring job that I commute to, but parking around sorority row is sadly nonexistent and UCLA won’t grant parking permits to students with jobs unless they live in the dorms. This is a long shot, but if anyone here has extra parking space in front of their home within walking distance to 700 Hilgard that they would be willing to sell to me for the school year I would so greatly appreciate it. I would be willing to pay up to $100/mo, have a clean driving record, and own a small Prius. If you have kids who need math or science tutoring I can help out too 🙂

Your permit could be revoked:

If a resident is found to be misusing a Preferential Parking Permit(s), the Department of Transportation will conduct a formal investigation.  If the Department’s investigation reveals evidence of permit misuse, the resident will be summoned to a hearing to show why permit privileges should not be revoked for a period of one year in accordance with LAMC Section 80.58 – which states the following:

“The permit or permits of any person who after a hearing has been found by the Department to have violated any of the provisions of this ordinance shall be revoked by the Department and no new permit shall be issued to that person or household for a period of one year. Such person, upon written notification of such revocation, shall surrender the permit or permits to the Department within 15 days.”

2.  WEST LAPD COMMUNITY UPDATE MEETING

  1. Introduction of our New Acting WLA Patrol Commanding Officer “Captain” Lonya Childs Graves – Captain Tom.
  2. Guest Speaker: Kenny Clipper, Program Manager for the St. Joseph Center. Kenny and his team help the community’s most vulnerable homeless individuals obtain and maintain permanent supportive housing. The goal of the program is to connect chronically homeless individuals to permanent supportive housing and vital services to improve their physical and mental health.
  3. Captains Jonathan Tom and Lonya Childs, WLA Area Division, and available Senior Lead Officers will be updating us on current events in WLA, items of interest to the community
  4. Discussion of transitioning back to “in person” meetings.

3.  FINAL PUSH TO BLOCK SB 9 & SB 10 HOUSING BILLS

The Assembly Appropriations Committee sent SB 9 to the Assembly floor earlier this week. SB 10 has also been sent to the Assembly floor and will likely be heard at the same time. The final vote will occur in the coming days with very little advance warning.

We are sharing with you information below on a town hall that will be held Saturday by LivableCalifornia, and sincerely hope you are able to attend. We truly need all hands on deck to stop this destructive legislation.

WHAT’S AT STAKE

If SB 9 & SB 10 pass and Gov. Newsom signs them, these bills could destroy single family neighborhoods, permanently changing the face of our single-family home residential areas.

FINAL STEPS

Please call in Saturday at 10 am to learn what you can do in these final days of the 2021 Session, which ends on Sept. 10. NOTE: The SB 9 and SB 10 votes on the Assembly floor could come as soon as next week!

5.  DOCKLESS SCOOTERS

Dockless scooters (such as Bird and Lime) are starting to reappear on our neighborhood sidewalks. Just a few reminders about the city rules regarding these scooters:

It is illegal to park:

  • In front of driveways, crosswalks, and transit stops
  • Near ADA access ramps
  • Near utilities (such as fire hydrants)
  • Along color curbs (such as Accessible Parking Zones-blue and Loading Zones-yellow)
  • On landscaped areas or grass
  • On sidewalks less than 3 feet wide
  • Must leave at least 6 feet of sidewalk space for pedestrians and persons with disabilities

How to report problems:
You can report issues related to dockless scooters and bicycles to MyLA311. Click “View all service requests” and select Transportation/Dockless Mobility Enforcement.

A few other reminders about dockless scooters:

  • Users must be 18 years or older and must have a valid California driver’s license.
  • Users are not required to wear a helmet on e-scooters, but helmet use is strongly recommended.
  • Only one person at a time may ride an e-scooter.
  • E-scooters cannot exceed 15 miles per hour

Under California state law, riding on the sidewalk is prohibited. The fine for sidewalk riding is $197. Users can ride on surface streets and are encouraged to ride in bike lanes where available.

6.  HOLMBY PARK STAFF SPOTLIGHT

Councilmember Paul Koretz had the honor of presenting a Certificate of Appreciation to Raul Mora, Senior Gardener at Holmby Park, who has dedicated more than 30 years of service to our beautiful Westwood Park. Many call Raul the King of Holmby Park and we are fortunate to have the Park so well tended for under his loving care.  Thank you, Raul, for your three decades of service to the City and our parks and communities.

3.  HOLMBY WESTWOOD GREEN TEAM UPDATE

What is a Protected Tree?

The City of Los Angeles has designated the following Southern California native tree species as “protected trees” if they have a minimum diameter of 4” and measure at least 4 ½ ‘from the ground:

  1. Oak Tree, including Valley Oak, California Oak, or any other oak genus indigenous to California, excluding the Scrub Oak
  2. Southern California Black Walnut
  3. Western Sycamore
  4. California Bay

Protected trees are recognized as significant historical, aesthetic, and ecological resources.  Protected trees may not be relocated or removed without prior consultation and approval from the City’s Chief Forestry Officer.  In addition, appropriate permits are required for removal or relocation of protected trees.

The City of Los Angeles also protects Heritage Trees.  These trees can be of varying size and species type and are identified as heritage because of their commemorative, horticultural or historical significance.  To have historical significance, a tree must be designated by the city as an historical monument or must be part of an Historic Preservation Overlay Zone (HPOZ.)

Holmby Westwood has Western Sycamores (also known as California Sycamores) along the Beverly Glen parkways between Sunset Boulevard and Holmby Westwood Park.  Coast Live Oaks have been planted by the Green Team along Malcolm Avenue.

4.  WESTWOOD LIBRARY – AUGUST EVENTS

It’s crazy to believe that summer is almost over. Our Summer Reading Challenge was a huge success with over 10,000 participants reading over 2 million minutes. If you want to keep that reading on a roll during the upcoming school year, we’ve got you covered. We’ve added new YA fiction, manga, and graphic novels to keep you entertained.

Our libraries have returned to regular service hours and we’re excited to welcome you back to a fine-free library experience. We are offering select in-person services at 70 libraries across the city. Services include browsing, computer access, pick up of holds and mobile printing orders, and checking out of materials inside libraries. As we continue our phased reopening, we’re focused on creating safe and welcoming spaces for everyone, and we look forward to seeing you soon.

5.  FLAG FOOTBALL AT WESTWOOD REC. CENTER

We’re excited to announce that the Westwood Flag Football league is returning this fall!

Online registration is now open.

Games will take place on Fridays and Saturdays beginning the first weekend of October and ending by November 20th.

Games and practices will take place on the new artificial turf field at Westwood.

See the attached flyer for information regarding evaluations and drafts.

We will be following DPH recommendations and will require mask wearing for all staff, coaches, and volunteers.  Masks will not be required for participants during play (while on the field).  Please know that the health and safety of our participants is our highest priority and that COVID protocols are subject to change.

As always, we are in need of coaches.  Please let us know if you are interested in coaching or if you have any questions.

We will also be offering a volleyball clinic/league for girls aged 9-14. More details to follow.

We will not be running a basketball league this fall.

1.  HWPOA BOARD MEETING – VIDEO CONFERENCE

2.  HOUSING BILLS – STATEWIDE TOWN HALL

We received the following information from the Hancock Park HOA.  There is a Statewide Town Hall this Saturday, August 7 at 10:00 AM to discuss housing bills SB 9 and SB 10.  These bills, which could destroy single family neighborhoods, could be voted on in the near future when the State Assembly returns from their recess later this month.  It is important for Californians to express their opposition to these bills before a vote takes place.

What kind of progress is the Green Team making?
We have been busy since we wrote to you at the beginning of the year.  Here’s an update on our progress:

  1. Urban Forestry Department
    We have established a good working relationship with the City’s Urban Forestry Division.  UFD is a Division of Streets LA (formerly known as the Bureau of Street Services).  Their responsibilities include determining street tree species and location, inspecting injured and dying street trees, trimming street trees, and overseeing street trees on new development projects.
    .
    Representatives from UFD toured our neighborhood at the beginning of the year.  We are now working together and with an arborist to identify replacement trees for Holmby Westwood streets.  We are also sharing information about street trees that  have been  or need to be removed from the parkway.
  1. Consulting Arborist
    At the recommendation of UFD, board Certified Master Arborist, Lisa Smith, was hired to help identify a replacement tree for Manning Avenue.  The Brisbane Box tree was selected for this street for a number of reasons: appropriately sized for the parkway, visually compatible with the existing species on the street (crown form, foliage, scale and overall character), disease and pest resistant, drought tolerant, climate compatibility, can be sourced through City Plants, acceptable to the City of Los Angeles and TreePeople, low to medium root damage potential, and limited litter from falling seed pods.
    .
    We will continue working with Lisa on selection of replacement species for other streets in our neighborhood.
  1. TreePeople
    Our tree planting partner, TreePeople, will be leading a tree care and maintenance training on Saturday, August 7 for the 46 trees that they helped us plant on Malcolm, Manning, and Dalehurst Avenues. Many of those trees are now ready to have their stakes and tree wells removed.  (Please contact Marnie Bodek at mossbodek@msn.com if you would like to participate in this 2–3-hour tree care training clinic this Saturday morning.)

    TreePeople will help us plant Brisbane Box trees on Manning Avenue at the end of 2021.
  1. Trees in Westwood Village
    We were asked to comment on trees in Westwood Village for the recent updating of the Westwood Specific Plant.  Our comments are available for review.
  1. Holmby Westwood Street Tree Data Base and Inventory
    The data base of our existing street trees and potential locations for new street trees is complete.

    Please help us keep this data base current by letting us know if a street tree is removed or a new street tree is planted on your street by either the city or a homeowner.
  1. Councilmember Koretz and the Community Forest Advisory Committee (CFAC)
    Our relationship with Councilmember Koretz’s office helped us secure discretionary funding for removal of many of the tree stumps in our neighborhood. In addition, by connecting with CFAC we are able to keep current with the City’s tree planting efforts as well as the work of other neighborhood groups in our council district.

5.  COYOTE ALERT

We have recently received reports of coyote sightings in nearby neighborhoods (though none in our neighborhood).  This is a good reminder to take safety precautions for potential encounters with coyotes.

The following Safety Tips are from the LA Animal Services website. You can also download a more detailed Coyote Brochure

DETERRENTS & HOME SAFETY

  • Trash cans should be securely fastened so wildlife is not invited to feed from them.  Ammonia or pepper sprinkled in the trash may also discourage a scavenging coyote.
  • Remove pet food dishes when your pet has finished eating and do not leave food outside. Pick ripe fruit and clean rotten produce off the ground.
  • Trim hedges and clear brush from under trees and around your home so the coyotes do not have a hiding place.
  • Special coyote fencing is available and can be found online.
  • Close off crawl spaces under porches, decks and sheds. Coyotes use such areas for resting and raising young.
  • Keep your property well lit at night, especially when you go out with your dog for the last potty break before bed.

COYOTE ENCOUNTERS – KEEP CHILDREN & PETS SAFE

  • Small animals and children should not be left outside unattended if there are coyotes in your area. Never leave small children and pets unattended outdoors even if your yard is fenced.
  • Walk your dog on a leash at all times — not only is it the law, but it will keep your pet safe. Do not allow your dog to interact or “play” with a coyote.
  • If you see coyotes, make loud noises and scare them away: bang pots and pans, use a whistle, etc. BUT, they are smart and you cannot keeping making the same noise and expect the coyotes to fall for the same trick over and over.
  • When you are walking your dog in areas known to have coyotes, you can carry a loud whistle or even an umbrella that you can open and close rapidly to scare them away. Unlike the approach with an aggressive dog, you can raise your arms above your head and stomp your feet while shouting at the coyote to scare them away.
  • Bring cats and dogs inside at night.
  • Feeding wildlife is illegal! Do not approach or feed wild animals, including coyotes. It is unsafe and a violation of the law.

6.  405 FREEWAY – FREE NO LONGER?

Metro is considering turning the new carpool lanes on the 405 into paid toll lanes with dynamic pricing (i.e., more expensive during rush hours), like the fast-track lanes that exist on the 10 Fwy east of downtown.

Metro is actively seeking your opinions on the challenges and priorities facing corridor improvements on the San Diego Freeway.  In coordination with Caltrans, Metro is evaluating alternatives to convert the existing high-occupancy vehicle (HOV) lanes to dynamically-priced, high-occupancy toll (HOT) lanes, also called ExpressLanes, in the southbound and northbound directions of the I-405 Sepulveda Pass, between US-101 and I-10.

2.  PLAYGROUND DESIGN AT HOLMBY PARK

Several months ago, we reported that new playground equipment is being planned for the children’s area at Holmby Park.  Click below to see the renderings/concept for the playground:

The Playground at Holmby Park has been under discussion at the Holmby Park Advisory Board (HPAB) meetings.  Many residents attended a HPAB Zoom meeting in May and gave their input regarding the project.  Since that meeting, the HPAB continues to work with LA Recreation and Parks as well as our City Council office to discuss the project.

Darryl Ford from the Planning Division of Los Angeles City Recreation and Parks has been overseeing the project.  If you would like to provide input into the process you can contact Darryl at: darryl.ford@lacity.org and provide your input to him directly.

3.  SIDEWALK CAMPING – HOMELESS MOTION

On Wednesday, July 28, 2021, the Los Angeles City Council passed a new motion which restricts sidewalk camping near certain areas, such as fire hydrants, doorways and schools.  The ordinance now heads to Mayor Eric Garcetti, who plans to sign it.  Learn more about how this will be implemented in this LA Times article:

Please note: the new rule does not apply to the County owned sidewalks, such as the sidewalk on San Vicente north of Wilshire in Brentwood.

2.  HOUSING BILLS UPDATE – SB 9 & SB 10

Thanks to our neighbors in WHPOA for writing this summary:

The state legislature went on summer recess at the end of the day last Friday, and returns on August 16. Neither SB 9 (Atkins) nor SB 10 (Wiener) made it to the Assembly floor for a vote of the entire Assembly before the recess.

Both bills have been approved by the Senate (where they originated). SB 10 has been approved by the two Assembly committees it was referred to, and is awaiting a floor vote in the Assembly. SB 9 was approved by two Assembly committees, but must still be considered by one more committee (Appropriations) before it will be eligible for a floor vote.

The HWPOA board has voted to oppose both bills, along with WHPOA and many other homeowner associations in the area. Trying to use the affordable housing crisis as cover, these bills would eliminate single-family neighborhoods as a housing option in the state of California. If either of them pass and are signed by the Governor, then regardless of what our local zoning laws say, every neighborhood will become multifamily. Here’s a quick summary:

  1. SB 9 would permit 4 to 8 units to be built on a single-family lot. SB 10 would permit 10 to 14 units on a single-family lot. Both bills permit building “by right”—which means that when the house next door to you is sold to a developer who builds a 10-unit condo building, with little or no parking and only 4 feet from your lot line, neither you nor our local government can stop it. Although these bills purport to apply to urban areas, the definitions are very broad (towns with more than 2,500 population) so will cover even small towns like Avalon and Bishop (for a more complete list, go to https://www.livablecalifornia.org/will-sb-10-target-your-town-surprise-yes-find-your-town-here/ )
  2. Neither bill requires that any new units be affordable. In fact, Wiener has amended SB 10 to delete the one reference to affordability (which had appeared in the explanatory policy section of his bill)—so he is no longer even pretending that SB 10 is about affordable housing.
  3. Neither bill requires developers to provide any upgrades to infrastructure to handle the increased density—where will the extra water, power, sewer, roads, schools, fire, police, etc. come from? Neither bill even requires any analysis of what the impacts would be.
  4. These bills will first destroy low-to-moderate-income neighborhoods and communities of color, where land values tend to be less, making them cheaper for developers to buy—leading to high-density gentrification and displacement of long-established communities.
  5. Environmental, life and safety issues—these bills ignore the California Environmental Quality Act (CEQA), reduce green space and tree canopies, permit building in high fire risk areas.
  6. SB 10 violates the California Constitution and most city charters by providing that voter initiatives can be overturned by 2/3 vote of the local governing body, without going back to the voters.
  7. SB 10 is being called “optional.” Wiener admits that local jurisdictions can already rezone, so there’s really no need for this bill—except that with this bill, local officials can ignore CEQA and other democratic procedures, and unilaterally rezone existing neighborhoods without analyzing impacts, and without public notice, hearings or other forms of public input.

We know it’s been a long and tedious process, and we thank all of you who have sent emails and made calls to Senators and Assemblymembers. But we’re coming down to the wire, so your help will again be needed to defeat these bills once the legislature reconvenes on August 16.

3.  CATALYTIC CONVERTER THEFT PREVENTION

The Greater Los Angeles Area has been experiencing thefts of catalytic converters, machinery underneath the car made of precious metals, that requires your car to run properly. It can cost up to $2,000 to replace your catalytic converter if stolen, and it is illegal to drive without one.

The attached PSA explains how to tell if your catalytic converter has been stolen as well as tips to prevent catalytic converter theft.

4.  UCLA FALL PLANS

From UCLA Administrative Vice Chancellor Michael Beck:

We are requiring faculty, staff, and students who come to campus to work, learn, or live are fully vaccinated, with a limited exceptions for medical and religious belief.

We are planning about 80% in person courses and full occupancy in campus housing.

1.  NEW MASK MANDATE – EFFECTIVE SATURDAY 7/17

LA County’s daily test positivity rate is 3.75%, an increase from a rate of 1.2% on June 15th when physical distancing restrictions and capacity limits were lifted across all sectors.

According to the CDC, our daily increase in cases to the high level where we are now puts us in the category of “Substantial transmission”. Considering that we have reported over 1000 new cases a day over the last 7 days, this daily average case rate is at a substantial community transmission level without the 7-day lag.

For this reason, we will be implementing an order requiring masking indoors regardless of vaccination status that will go into effect at 11:59p on Saturday, July 17th. Wearing a mask when indoors with others reduces the risk of both getting and transmitting the virus. Masking indoors must again become a normal practice by all, regardless of vaccination status, so that we can stop the trends and level of transmission we are currently seeing.

Some exceptions will apply, and these will be similar to masking requirements that were in place prior to June 15th. We expect to keep this order in place until we begin to see improvements in our community transmission of COVID-19. But waiting for us to be at high community transmission before making a change would be too late.

2.  HOLMBY PARK – IN MEMORY OF VICTOR

If you are a frequent user of Holmby Park, you most certainly remember Victor, a park staffer for over 20 years.  Victor, who recently passed away, could be found sitting on the grass-cutting machine early in the morning, taking care of the flowers, or sweeping the leaves.  He always gave everyone a big hello through his grey beard and dreadlocks.

In recognition of his dedicated service to our park, a special presentation will take place from 1:30 to 2 pm on Thursday, July 29th just outside the park office on Club View.  Please arrive a little early as the program will start on time.  Councilmember Koretz is expected to attend as well as Victor’s family.

3.  DMV NEWS – GET A REAL ID AT AAA

The California Department of Motor Vehicles will soon offer members of the Automobile Club of Southern California (AAA) the opportunity to get a REAL ID at select offices for a limited time by appointment only. This new pilot program is scheduled to roll out to 19 Auto Club locations later this month.

Before heading to a participating Auto Club location, members will need to first visit REALID.dmv.ca.gov to fill out the online application, upload documents, schedule an appointment, and pay the required driver’s license or identification card fee. Members must show their confirmation code and required documents to the DMV representative at the Auto Club office, who will use a mobile tablet to capture their fingerprint, snap a photograph, and allow for an electronic signature to complete the application process. The pilot is scheduled to run through December.

Starting May 3, 2023, the U.S. Department of Homeland Security will require a valid passport or other federally approved document, like a REAL ID driver’s license or identification card, to board flights within the United States and access secure federal facilities and military bases.

5.  WESTWOOD SUBWAY STATION CONSTRUCTION

Beginning in August 2021, a new phase of construction will begin for the Westwood/UCLA Station on Wilshire Bl between Veteran Av and Westwood Bl.

This next phase will include drilling  steel beams, or piles, into the ground as Metro’s contractor continues efforts to build the Purple Line Extension, Section 3. Once the piles are installed, they will be encased in concrete,  forming the skeleton of the stations and rail alignment.

Nearly 300 concrete panels will be placed on Wilshire Bl. This will enable construction to continue underground while traffic continues moving above. Piling on Wilshire Bl will take place in several stages between Veteran Av and Westwood Bl. Piling will start on the north side of the street and then move to the center.

1.  DROUGHT CONDITIONS – PLEASE CONSERVE WATER

Although Southern California is not yet included in the state’s drought-emergency proclamation, Gov. Gavin Newsom Thursday urged Angelenos to voluntarily restrict their water usage.

Newsom is asking residents across the state to voluntarily cut their water use by 15% amid worsening conditions across the West Coast.

He urged residents to:

  • Limit outdoor watering
  • Use recycled water when possible outdoors
  • Take shorter showers
  • Only run dishwashers and washing machines when they are full

2.  NEW SIGNS AT HOLMBY PARK

Thank you to those individuals who had new signs installed at Holmby Park.  The COVID restrictions at gyms sent many people to parks for exercise, but unfortunately many park users exercised with bungie ropes attached to the tree limbs causing breakage and loss of branches.  This has been a big problem for the past year and a half.  Even when politely asked to refrain from putting stress on the limbs, the exercise continued.  We hope this new message will save our wonderful park trees and thank those involved!

3.  DMV UPDATE – PAPERLESS RENEWALS

The Department of Motor Vehicles is now offering Californians the option to receive driver’s license renewal notices by email as part of its ongoing effort to expand digital services and reduce its carbon footprint.

“Our customers can now ‘go green’ with the DMV and opt in to receive an email instead of a paper renewal notice in the mail when their driver’s license is about to expire,” said DMV Director Steve Gordon. “This new paperless option is convenient for the customer, makes renewing online a breeze and will save tons of paper every year. We hope our customers see the value and sign up for this new electronic option.”

The DMV will begin sending electronic renewal notices to eligible customers who opt in starting in August for driver’s licenses expiring in December 2021.

5.  BIG BLUE BUS – NO MORE CASH FARES

Heads up! Leave your loose change at home.  The transit system in Santa Monica, Brentwood, Westwood & Palisades goes “contactless” in pilot program that begins July 12.

Beginning Monday, July 12, Santa Monica’s Big Blue Bus will no longer accept cash and tokens as onboard fares, as part of a pilot program for contactless boarding.

Customers must pay fares with TAP or mobile tickets, city officials said in a reminder to locals.

GROUP FOR PEOPLE WITH A CHRONIC LUNG CONDITION

I host a meeting every other month for people with bronchiectasis and chronic lung diseases other than TB or cancer. It’s a very informal support and information group, free of charge, which has been ongoing for about 15 years. The meetings bring together people who all share a common health problem, so we can feel completely comfortable talking about our lung issues in a warm, supportive environment. Each of us has a history of diagnosis, treatment, and day-to-day experience that is very helpful for answering our questions and getting the benefit of people’s personal experience. Even with the best of doctors, this is an invaluable service.

We are affiliated with a national non-profit organization, NTM Info & Research (NTMir), formed on behalf of patients with pulmonary nontuberculous mycobacterial (NTM) disease for the purpose of patient support, medical education, and research. The organization comprises patients, physicians and other medical practitioners, and researchers.

1.  UPDATED INDOOR MASKING RECOMMENDATIONS

With more circulation of the highly transmissible Delta variant, the Department of Public Health strongly recommend everyone, regardless of vaccination status, wear masks indoors in public places as a precaution. Per the CDC, the Delta variants are now responsible for 1 in 5 new cases across the country.

2.  PASSPORT FAIR – FRIDAY & SATURDAY

Some people are having a very difficult time getting their passports in a timely manner as there is a huge demand for passports right now. It’s important for you to realize that your passport must be good for six months after the day you travel or your will not be allowed into most countries, and your airline usually will not allow you on the airplane.

GOOD NEWS.  The Office of Congressman Lieu has asked USPS to reinstate their passport service and we are please to announce they are having a Passport Fair at the Pacific Palisades Post Office on Friday, July 2 from 9 a.m. to 3 p.m. and Saturday, July 3 from 9 a.m. to 2 p.m. Flyer below.

If you are planning to travel out of the country, check your passport now.  If it needs to be renewed,  please consider attending this event. This Passport Fair in Pacific Palisades is the only one scheduled for the entire Westside at this time.

3.  HOW TO REPORT ILLEGAL FIREWORKS

There are several safe and secure methods for reporting fireworks in Los Angeles – these include:

  • The MyLA311 smartphone app. It’s free and available here: www.lacity.org/MyLA311
  • MySafeLA website – https://www.mysafela.org/fireworks/
  • IMPORTANT: Please do not dial 9-1-1 unless you see someone being injured or at risk of immediate injury, or a fire or other emergency. Instead, please use this telephone number: 1-877-275-5273

4.  SUSPICIOUS PERSON/TRESSPASSER

A homeowner on the 10700 block of Lindbrook reported the following incident that was captured on her Ring video camera earlier this week:

I was notified at 12:36 AM by my ring front door camera of a man who walked up our driveway to check our back gate. He then walked inside our gated front courtyard walking up to our front door, looking at ring, cameras and windows.  He checked out our property then left.  He then walked down the block, checking for unlocked doors and gates, which was captured on my neighbors door cameras as well.

Please take precautions to keep your home safe – video cameras, locked doors and windows, turn on your alarm, etc.

5.  METRO HOLIDAY SCHEDULE – JULY 5th

Metro will operate on Sunday/holiday schedule on July 5 in observance of Independence Day. This means buses that do not run on Sunday will not run on July 5.

For those who plan on taking transit to any fireworks shows or other Fourth of July events throughout the weekend, please note that Metro has recently updated service on bus and rail. We encourage you to use Transit app to plan your trip.

Reminder: masks are still required when riding public transit. Please be sure to wear a mask on Metro.
