2.  HOLIDAY GARBAGE COLLECTION SCHEDULE

From L.A. Sanitation:

Due to holidays on Monday, December 26 and Monday, January 2, our collection schedule will be delayed by one day from your regularly scheduled pick up day.

  • Regularly scheduled Monday will be picked up Tuesday
  • Regularly scheduled Tuesday will be picked up Wednesday
  • Regularly scheduled Wednesday will be picked up Thursday
  • Regularly scheduled on Thursday will be picked up Friday
  • Regularly scheduled on Friday will be picked up Saturday

Our regular collection schedules will resume on Monday, January 9, 2023.

3. SECURITY REMINDERS – VACATION TIPS

Here are a few suggestions to stay safe during the holidays and while you’re on vacation:

  • Porch pirates are in maximum overdrive. Remove your packages as soon as possible from your front door, and have a friend check your house daily if you’re planning on being away. If you work at an office that will be staffed while you are away, have your packages delivered to the office address. Amazon packages can be delivered to a nearby Amazon locker.
  • Make sure trash cans are not left out after trash day.
  • Two cars always in the driveway, with lots of dust, are one indicator you may be away.
  • Newspapers and mail piling up is another indicator that you are away. Stop service while you’re away, or have a friend pick up for you every day.
  • If you’re home and hear an unexpected knock, answer from inside and say, “we” can’t open the door right now. It lets possible criminals know you are not a good target. Barking dogs are also a great deterrent.
  • Alarms on, windows locked, when you are away, even if it’s just a short errand.
  • Put your indoor and outdoor lights on timers, so they will go on regardless of whether or not you are in town. This is also a great way to ensure that you never come home to a dark house at night.
  • Ladder on the side of the house? Many criminals access second floors using items on your property. Keep access points to your backyard and sideyards locked or otherwise not easily accessible to criminals.
  • Don’t leave items visible in cars, and certainly do not leave your key fobs in your cars.

4. CHRISTMAS TREE RECYCLING

LA Sanitation & Environment has curbside collection for Christmas trees, making it convenient to properly and safely recycle your tree.

3 ways to schedule Christmas tree collection:

  • Call our 24-hour Customer Care Center at 1-800-773-2489
  • Visit MYLA311 website and create a “Bulky Items” ticket and select “Christmas Tree” in the drop down menu
  • Create a request by clicking the green SERVICE REQUEST tab on the right of the screen of our homepage. Create a “Bulky Items” ticket and select “Christmas Tree” in the drop down menu

How to recycle your Christmas tree:

  1. REMOVE all decorations, tinsel, and stand from the tree.
  2. CUT* the tree into pieces, if needed, to fit into green bin.
  3. PLACE the tree pieces inside the green bin and put out for regular pick-up on collection day.

*If your Christmas tree is too big to cut and place inside the green bin, simply place the tree curbside next to your green waste bin on collection day.

Flocked trees and artificial trees can’t be recycled. Please place them in the black container to go to the landfill.

LASAN will recycle Christmas trees through February 4, 2023 and use them to produce compost and mulch that is available to residents for free.

5. HOLIDAY RECYCLING & E-WASTE

The UCLA S.A.F.E. Center collects household hazardous and electronic waste in order to keep these items out of the landfills, where they can contaminate soil and groundwater. There is no charge for residents from City of Los Angeles and County of Los Angeles to drop off residential materials.  Some of the most common items we see at the holidays are as follows:

Accepted items:

  • LED string lights
  • Light bulbs
  • Batteries (accepted but please tape terminals first)
  • Small kitchen appliances
  • Cleaning products
  • Old or broken electronics (accepted but please remove data first)

Items that are NOT accepted:

  • Christmas lights (not accepted – please place in trash)
  • Toys (not accepted – please place in trash)

6.  MEASURE ULA – NEW REAL ESTATE TRANSFER TAX

Measure ULA, which was approved by the people of the city of Los Angeles during this past November’s Election, will create a 4% real estate transfer tax for properties over $5 million.  We are passing along the following information, provided by a local realtor, to help you understand the new tax:


MEASURE ULA affects transfer taxes on properties sold in the city of Los Angeles over $5,000,000.  Transfer taxes are a large part of typical Seller closing costs; they’re standard costs of sale in our city imposed upon all transactions.

Since July 1, 1991, transfer taxes were and currently are:

  • $1.10 per $1,000 to the County of Los Angeles
  • $4.50 per $1,000 to the City of Los Angeles

This totals $5.60 per $1,000.  So, for a sale of $5,000,000 for example, transfer taxes add up to $28,000 ($5.60 X 5000 = $28,000).

Now, for escrows closing on or after April 1, 2023, with MEASURE ULA in place, the City of Los Angeles will impose an additional 4% transfer tax at closing.  So, if you sell your home for $5,000,000 and it closes on or after April 1, 2023, that means an additional $200,000 transfer tax will be owed.

Put simply:

  • Pre-ULA, the transfer tax on a $5,000,000 sale is $28,000.
  • On or after April 1, 2023, with ULA, transfer tax on the same $5,000,000 sale will be $228,000 ($28,000 + an additional $200,000 = $228,000).
  • This 4% increase affects all sales closing on or after April 1, 2023 if the price falls between $5,000,000 and $9,999,999.

So, it goes to follow that if the sale is, for instance, $6,000,000, it’s an additional $240,000, if the sale is $7,000,000, it’s an additional $280,000, and so on.

And if the sales price is $10,000,000 or over, the transfer tax increase becomes 5.5%.

Put simply:

  • Pre-ULA, the transfer tax on a $10,000,000 sale is $56,000.
  • On or after April 1, 2023, with ULA, transfer tax on the same $10,000,000 sale will be $606,000 ($56,000 + an additional $550,000 = $606,000).

The above only affects property in the “City” of Los Angeles, so for example, areas like Beverly Hills or Malibu aren’t affected by this additional tax.  Neither is Santa Monica, but Santa Monica has its own new additional tax schedule called Measure GS. This Measure will take effect on March 1st, 2023 and under this new Measure, properties sold at $8,000,000 or above will be taxed an additional 5.6% of the purchase price.

This is an enormous, very impactful set of changes and I want to be sure you know about them before making any decisions about the sale of your home.  This is a very big consideration and property owners should understand its implications.

7.  WESTWOOD LIBRARY – HOLIDAY HOURS

The Westwood branch library will have the following hours during the holidays:

  • We will be open this Saturday, December 24th, at 10:00 a.m.-1:00 p.m.
  • We will be closed on Monday, December 26th.
  • On Saturday, December 31st, we will be open 9:30 a.m.-5:00 p.m. (so we are closing 30 minutes early).
  • We will be closed on Monday, January 2nd.

Branches that are normally open on Sunday will be closed those weekends.
