2.  LAPD CRIME REPORT

From the LAPD:

RAPE, FORCIBLE (any age, non consensual sexual intercourse)
Incident #: 170805432
10500 BLOCK STRATHMORE DR  |  1/14/2017 @ 8:15 AM
(NOTE: HWPOA just received this notification from the LAPD.  We have contacted the LAPD to get more information and will follow up.)

From a homeowner on Le Conte:

Yesterday at 2pm, a suspicious man knocked on our door. He claimed his name was “Giovani” and he was looking to meet a person named “Saeda?” He was belligerent, and was acting odd. I did not let him in, and he walked away. He was a tall African American man, wearing a brown jacket, red shirt, jeans, and sun-glasses. Our RING.com camera was able to record his photo. We called ACS and reported the incident, and shared the video with them. They agreed that this was probably a scam to try to rob our house. Please be aware of this suspicious person in our neighborhood.

3.  VALET PARKING IN HOLMBY WESTWOOD

Super Bowl Sunday saw a deluge of cars from parties in Bel Air.  At least 6 streets in Holmby Westwood were completely covered by an estimated 300 plus cars.

This proved to be a terrible problem for residents of those affected streets who live on the eastern portion of our neighborhood and chose to have people gather at their own homes.

This valet activity has been going on for a number of years and began when the LAFD restricted parking on some of the more narrow streets in Bel Air.  The valet companies’ solution was to bring those cars to our neighborhood.

The good news is that this should be the last time H-W has to endure this kind of activity.  This week, the city council approved, and the mayor has signed a modification to the valet ordinance that will require valet companies to submit a parking plan when they want to bring cars from Bel Air and park them in Holmby Westwood.  There are many other options available to valet companies and we have no doubt that they will figure it out.

This would not have happened without the support of Councilmember Paul Koretz and his staff, the board of HWPOA and Dennis Rosenblatt, chairperson of HWPOA’s Traffic Committee.  We are most grateful to CD5 and to Dennis for their help in resolving this matter.

4.  CITY COUNCIL CANDIDATES FORUM

Warren Olney from KCRW will be moderating a Meet and Question this Sunday with the three CD 5 City Council candidates:

  • Jesse Creed
  • Mark Herd
  • Paul Koretz

The forum is open to the public and will be held at:

Leo Baeck Temple
1300 N Sepulveda
Sunday, February 12
2-4 pm
Parking is free.

6.  METRO EXPO LINE CLOSURE THIS WEEKEND

7.  WESTWOOD HORIZONS UPDATE

From the Westwood-Century City Patch:

Residents of a Westwood retirement community who have been fighting eviction notices will not have to vacate the property until November, not April as originally expected, officials with the management company said Wednesday.

Los Angeles City Councilman Paul Koretz has been leading the charge to try to stop the evictions, and on Tuesday introduced a motion asking the Housing and Community Investment Department to consider labeling the facility a residential hotel, which he said would prevent Watermark from using the Ellis Act to evict the residents.

On Monday morning 1/30 around 6:45AM a young Hispanic male was on my property on the driveway behaving erratically and yelling.  He was reading my newspaper and tearing it up and yelling.  He went to the front door and began banging on it and yelling into my home cameras.

ACS and LAPD were dispatched and he ran towards Warner Avenue.  According to the Police, he ran through yards on Warner Ave and climbed on one roof.  He was NOT apprehended.  He got away.

3.  STREET REPAIR REQUESTS

The Bureau of Street Services has scheduled a Small Asphalt Repairs (SAR) truck (which is described as 1 small asphalt repair truck, consisting of 2 workers and asphalt), for the Westwood Neighborhood Council area, to perform small asphalt repairs on March 9, 2017.

The type of repairs that can be addressed with this program include the following:
– Potholes and pop outs
– Skin patching of eroded or cracked areas
– Some repairs on concrete streets

The Westwood Neighborhood Council has asked us to submit suggested locations in our neighborhood for small street repairs. The city will only send the SAR truck to a total of 15 locations in the entire Westwood Neighborhood Council area, so Holmby Westwood will only see a handful of repairs.

If you are aware of any spots in our neighborhood that would be particularly good candidates for this program, please send requests to Dana at hwpoa@aol.com no later than Monday, February 6.  Please only send street repair requests, not sidewalks or curbs.

Metro said no decking work will take place during the regular work week and local access for businesses and residents will be maintained.

2.  COYOTE SIGHTING

A resident reported seeing a large coyote last night (Thursday evening) on Lindbrook between Thayer and Warner.  Here are a few tips when encountering a coyote:

What should I do if a coyote approaches me?
Wave your arms. Shout in a low, loud tone. Throw objects at the coyote while maintaining eye contact. Make yourself look as big as possible. If you are wearing a jacket, take it off & swing around over your head. If possible go towards active or populated areas but do not turn your back & run from the coyote as that could trigger a chase.

How can I keep my pets safe?
Keep you pets indoors or closely supervised when outside. Do not leave small pets unattended in your yard. Walk your dog on a leash at all times & stay close to high pedestrian traffic areas. Avoid dense brushy areas or paths near abandoned properties. If you notice a coyote when walking your dog, keep your dog as close to you as possible & move towards an active area. Never encourage or allow your dog to interact or “play” with coyotes.

How can I keep my children safe?
Make sure that your children never play outside in the same clothes they just ate food in. Wildlife may be attracted to food odors in clothing. Make sure children wash thoroughly after eating. Provide children with a whistle and breakaway necklace they can blow if an animal approaches. Never let them approach any stray animal. If a coyote approaches, they should face the animal, move slowly to another person or dwelling entrance, raise their arms over their head, clap their hands, stomp their feet, blow a whistle, and call out in a stern loud voice “There is a coyote here.” The best thing to do is avoid leaving children unattended.

Deterrents & Scare Tactics

  • Sprinkle cayenne pepper or chili powder in areas where coyotes sleep to deter them from staying. These types of deterrents do not last & will need to be repeated if they become wet. Do not use these methods where children have access & do not use near air ducts.
  • Use motion activated strobe lights, sprinklers, or radios that are set to talk or news stations to help deter the coyotes. Use caution as strobe lights can trigger seizures in people or pets with epilepsy.
  • Use a coyote shaker can. This is a can containing a few coins which can be shaken & thrown towards a coyote. Throw tennis balls, open & close an umbrella towards the coyote, bang two pans together, blow a whistle, use an air horn, or use a high pressure water sprayer. Alternate the deterrents to prevent coyotes from getting used to one method.

EXCHANGE STUDENT NEEDS HOUSING

David Quistid is an exchange student from Australia.  He’s studying in the Herb Alpert School of Music at UCLA through June of this year. He is a student of jazz performance. Unexpectedly, his housing fell through and he needs to find another room quickly. He’d prefer to board in someone’s home, and is prepared to pay $850 a month. He would also be able to help with household chores. I can totally vouch for his character. He attends St. Alban’s Church and both of his parents are Anglican clergy.

2.  CHRISTMAS TREE RECYCLING

Dear Friends,

Wondering what you should do with your Christmas tree after the holiday? Don’t just throw it out, recycle it. LA Sanitation has CURBSIDE collection for Christmas trees.

Dried-out trees are a dangerous fire hazard and should not be left in the home or placed outside. For curbside collection, if you live in a single-family home, remove all decorations, tinsel, and stands. Cut the tree in half and place it in your LA City Sanitation green clippings container. If you live in a multifamily building, please place your tree curbside on regular collection days.

Trees will be recycled and turned into compost and mulch.

To drop off your tree at a fire station through mid-January, visit:

FIRE STATION #71
107 S. Beverly Glen Boulevard, 90024 – Holmby Hills/Bel-Air
(310) 575-8571

Also, you can go to one of two mulching facilities, weekdays, from 9 a.m. to 4 p.m.:

  • Lopez Canyon Environmental and Education Center
  • Harbor District Yard

For more information about the City of Los Angeles 2016 Christmas Tree Recycling Program, please visit LA Sanitation’s website or call 1-800-773-2489. Thank you for helping to keep our neighborhoods clean and safe.

Sincerely,
PAUL KORETZ
Councilmember, 5th District

3.  RAIN IN THE FORECAST – TURN OFF YOUR SPRINKLERS

This is a reminder for residents to turn off their sprinklers and outdoor irrigation temporarily while it is raining and while the ground remains wet. Although we are still in a drought and rain is still less than normal, we are currently expecting rain several times during next two weeks. Over-watering during periods of rain risks damage to lawns and plantings. Take advantage of the current rainfall to save on your water bill and turn off the sprinklers for the next few weeks.

For more information, please click here:
LADWP News – Rain in the Forecast

4.  DOG WASTE BAGS – PLEASE RESPECT YOUR NEIGHBORS

This is a courtesy reminder to everyone who walk their dogs in the neighborhood…

Many people are doing a great job of cleaning up their pet’s waste but PLEASE DO NOT throw your pet’s waste bag away in a neighbor’s trash bin that is empty out on the street waiting to be taken in.  Others do not appreciate the smell of your pet’s waste in their trash bins.

One homeowner recently had to empty the rain water out of her bin and then deal with an untied bag of waste.  While we all appreciate everyone who cleans up after their dogs, we ask that you please throw away the waste bags in your own trash bins.

Thank you.  Let’s keep this neighborhood great!

1.  HOLIDAY TRASH COLLECTION AND TREE RECYCLING

From the City of L.A. Sanitation:

Holiday Collection
The City of Los Angeles will recognize December 26th & January 2nd as holidays. Therefore we will postpone collection services by one calendar day. Due to the one day postponement, the collection of containers will resume as follows: the holidays are observed on Monday’s, so Monday collection will occur on Tuesday, Tuesday collection will occur on Wednesday, and so on and so forth. Friday collection will occur on Saturday for those two holiday weeks only.

Christmas Tree Recycling
LA Sanitation has curbside collection for Christmas trees. If your Christmas tree is too big to cut and place inside the green waste bin, simply place the tree next to your green waste bin on collection day. Drop-off locations are available as well.

Recycle your Christmas tree in the green bin:

  1. REMOVE all ornaments, decorations, tinsels and stand from the tree.
  2. CUT the tree pieces before putting them inside the green bin for regular pick-up on collection day.
  3. PLACE the tree pieces inside the green bin.

Collected Christmas trees will be recycled into compost and mulch that is available to residents for free.

Recycling of holiday items

  • Holiday wrapping paper, cards, cartons and cardboard boxes can all go in the recycling bin.
  • Styrofoam® and other expanded polystyrene products, plastics and gift boxes are also recyclable and should be placed in the blue bin.
  • Bows, ribbons, and tinsel cannot be recycled.
  • Wreaths and garland can be placed in the green bin after you’ve removed the decorations.
  • If you’ve received new electronics for the holidays, the old ones can be dropped off at a SAFE Center for recycling.  It is illegal to place household hazardous waste, such as electronics (i.e. televisions and computers) and batteries into the collection bins. Please take those items to one of seven S.A.F.E. Centers for safe disposal and recycling.

2.  GENERATOR WARNING – CARBON MONOXIDE

A homeowner who used his back-up generator during the recent power outage has the following warning:

The longer a back-up generator works, the more carbon monoxide may build up in the house, as evidenced by our detectors sounding.  If you have a generator, please be sure to install carbon monoxide detectors throughout your home.

1.  SIDEWALK REPAIR PROGRAM

The City of Los Angeles has committed to invest $1.4 billion over 30 years to fix sidewalks around the city and make them accessible to everyone. The program, called “Safe Sidewalks LA,” offers residents three ways to request sidewalk repairs.

Of particular interest might be the new rebate program, which is a limited-time rebate program for owners who want to expedite repairs by doing it themselves. The rebate amount will be based on the work required to make the sidewalk ADA compliant. The maximum rebate amount is limited to $2,000 per lot for residential properties, and $4,000 per lot for commercial and industrial properties.

2.  WESTWOOD HORIZONS – # SAVE OUR SENIORS

Dear Friends,

For those of you who haven’t been following the situation at the former Westwood Horizons, let me briefly explain what’s been happening. Last week, the roughly 150 or so residents who live in the building, some for decades, were all served with eviction notices.

Some of these people are holocaust survivors, some are World War II veterans, and all are 70 years old to over 100 years old!

I am outraged and disgusted by this entire situation, and since learning of the eviction notices on December 2nd, I have been working to do everything I can to stop the process.

This week, I launched a PRESSURE CAMPAIGN.

Thanks to our local media coverage, I have heard from neighbors, friends, family members of these residents, and people all over the city who share my outrage and they’re asking what they can do to help.

Here’s what you can do. Go to my “NoToWatermark” page on Facebook. There, you will find the names of each of the executives behind this nasty decision as well as phone numbers, email addresses, and mailing addresses.

I’ve posted important letters. During this process, I will continue using this page to update you on my continued fight!

Let’s pressure these faceless, heartless wheeler-dealers by calling, emailing, and mailing to express your outrage and demand they STOP the evictions! Enough is Enough! Demand they do the right thing and come up with a plan which doesn’t involve heartless evictions of our seniors!

Please check it out and tell others about this campaign to #SaveOurSeniors and say #ShameOnWatermark.

Facebook campaign: @No To Watermark

Thanks for your continued support.

Sincerely,
Paul Koretz

3.  EGG THROWING INCIDENT

A resident on Selby reported that earlier this week, eggs were thrown at his car overnight.  The car was parked on the street and the “egging” was discovered the following morning.

4.  CHRISTMAS TREE SAFETY

How can you tell if a Christmas Tree is fresh?

  • A fresh tree is green.
  • Fresh needles are hard to pull from branches.
  • When bent between your fingers, fresh needles do not break.
  • The trunk butt of a fresh tree is sticky with resin.
  • When the trunk of a tree is bounced on the ground, a shower of falling needles shows that tree is too dry.

How to Keep your Christmas tree fire safe:

  • Place tree away from fireplaces, radiators and other heat sources. Heated rooms dry trees out rapidly, creating fire hazards.
  • Cut off about two inches of the trunk to expose fresh wood for better water absorption. Trim away branches as necessary to set tree trunk in the base of a sturdy, water-holding stand with wide spread feet.
  • Keep the stand filled with water while the tree is indoors.
  • Always unplug your Christmas Tree Lights when you leave the house, or before you go to bed.

Do you have pets in the house? or kids who love to rough house indoors? Secure that tree to keep it from tipping over!

  • Place the tree out of the way of traffic and do not block doorways.
  • Use thin guy-wires to secure a large tree to walls or ceiling. These wires are almost invisible.

Dear Neighbors and Friends,

I am writing to inform you of some activity taking place on campus this coming weekend. On Saturday, December 10, there will be filming of a commercial involving a helicopter hovering over Royce Quad. The helicopter will be flying at least 1,000 feet AGL (Above Ground Level) from 3:00 p.m.-5:00 p.m., but the time frame may be shortened.

We received confirmation that they do not require FAA (Federal Aviation Administration) approval at that level. However, UCLA is working with UCFD and the Ronald Reagan Medical Center to ensure proper notifications and clearances are in place.

Should you have any questions, please contact me at 310-794-6830. We appreciate your understanding.

5.  PREVENT PACKAGE THEFT

The days of having your packages delivered to your door stop are over.  Of course, if you choose to, you can continue to take the chance of porch deliveries because of the understandable convenience.  But if you value your delivery, then you must make the appropriate changes and take new measures to ensure you that you actually receive it.

There are roving teams of people who follow delivery trucks and scoop up the deliveries. They do this every day, all day long, particularly during the holidays, and typically during the day when most people are at work.  They’ll take anything that’s not nailed down.  They’ll teach their kids to go get the packages. And when it’s not an organized effort, it’s simply a crime of opportunity.  It’s sitting right there, within plain sight.  And equally important, be aware of the message that a package sitting at your door sends out: there’s a package/packages on the front door stop and so likely NO ONE IS HOME.   It’s such an easy crime to master, with little risk of getting caught and typically a very minor penalty.

So have a plan:

  • Require someone to sign for the package and if no one is home to sign for it, it will be automatically held for you at the shipper’s facility until you can get there.
  • Have your packages delivered to your work place, or delivered to a neighbor who is willing and able and always home. Or have it delivered to a retired relative.
  • Have it tracked.
  • You can have it delivered to the local store branch closest to you and then pick it up at your convenience.
  • Request a specific delivery date and time from the shipper when you know you will be home.
  • Provide delivery instructions to the shipper so that the packages can be placed in a safe location at your home that is out of sight from the street.
  • Sign up for delivery alerts (emails or texts) and then if need be, have a trustworthy neighbor walk over and pick it up until you get home.

Amazon.com offers ‘Amazon Lockers’ which delivers your package to a secure site at a local convenience store, like a 7-11.  Brentwood has Amazon Lockers at the 7-11 at 11656 Wilshire as well as on the UCLA campus.  To find the Amazon Locker closest to you, go the Amazon.com website and search ‘locker locations’.

1.  NEW CITY SIDEWALK REPAIR PROGRAM

The City recently approved a new sidewalk repair program.  Here is a link to the story in the LA Times:

http://www.latimes.com/local/lanow/la-me-ln-sidewalk-20161130-story.html

Through a cost-sharing initiative, this phase of Safe Sidewalks LA will also offer a limited number of rebates to property owners who are willing to fix their own sidewalks.

Specifically, Safe Sidewalks LA includes:

  • Rebate Program: A limited-time rebate for eligible property owners willing to pay for their own sidewalk repairs and get them fixed in an accelerated time. Owners can receive up to $2,000 for a residential lot or $4,000 for a commercial lot. The rebate program will be available for three years.
  • Access Request Program: Gives priority repair requests to people with a mobility disability who encounter physical barriers due to broken sidewalks, missing curb ramps or other barriers in the public right of way.
  • The program also gives community members the ability to report a sidewalk in need of repair.

To submit a sidewalk repair request, go to www.sidewalks.lacity.org or call 3-1-1.

2.  BREAK-IN ON HILGARD

A homeowner reported that there was in break-in on the 300 block of Hilgard last night at 11 PM.  The homeowner’s alarm went off after the suspects broke a French door pane and entered but they left when the alarm sounded. No one was hurt and nothing was taken. LAPD and UCLA police arrived on the scene.

3.  AVOID PACKAGE THEFT

Unattended parcels on your doorstep are easy pickings this time of year for roaming thieves, according to police.  These thefts commonly occur during normal working hours, since many people are not at home. This is a crime that occurs in virtually every community in our country.

To avoid becoming a victim of package theft:

  1. If your employer will allow it, have packages delivered to your office.
  1. Request that the shipper hold your package at its pick-up facility so you can pick it up in person at your convenience.
  1. Have packages delivered to a place where they can be received in person, such as the home of a trusted neighbor, who stays home during the day, or a retired relative.
  1. If purchasing something from a large retailer, request your package be delivered to a local branch of the store so you can pick it up in person.
  1. Request a specific delivery date and time from the shipper when you know you will be home.
  1. Provide delivery instructions to the shipper so that packages can be left at a safe location at your home that is out of sight from the street.
  1. Sign up for delivery alerts (text messages or e-mails) from the shipper, then call a trusted neighbor when the packages are delivered, and ask them to take the packages inside for safekeeping until you get home.
  1. Request that the shipper require a signature confirmation upon delivery. This will prevent your package from being left at an unattended home.
