2.  LAPD CRIME REPORT

CRIMEMAPPING REPORT:

BURGLARY FROM VEHICLE
Incident #: 170811744
800 BLOCK THAYER AV  |  6/19/2017 @ 11:19 PM

PREVENT KNOCK KNOCK CRIMES
We want to remind our homeowners how to respond to a ring or a knock.

DO NOT open the door for anyone you cannot identify as an expected guest. Take special care not to quickly open the door when you are expecting a guest or package. First, identify the person at the door through camera or phone system or by talking to them through the door.

DO verbally respond with “We cannot come to the door right now.”  Burglaries, although rare, do often start with a knock at the front door.

DO use your alarm, no matter how short a time period you are out. Most burglaries happen in minutes, start to finish. Your alarm should have sensors on all doors and windows, first and second floors, and include interior motion sensors.

We have received occasional reports from members who felt harassed by door to door sales. Please save yourself the discomfort of an aggressive salesperson (from magazines to security services) by keeping the door closed. Your personal space should be respected, not invaded.

3.  WESTWOOD HORIZONS – VICTORY FOR SENIORS

From the Westwood-Century City Patch:

A group of Westwood retirement home residents who were fighting a plan by the facility’s owner to convert it to a licensed assisted living community declared victory Tuesday after finding out it has been designated a residential hotel by a city department.

The designation, which was made last week by the Housing and Community Investment Department, could severely limit Westwood Horizon’s owner, Watermark Retirement Communities, from moving forward with a plan to force residents to move rooms or to a hotel during renovation of the property.

4.  CENTURY CITY STREET CLOSURES – JULY 3-5

The L.A. Freedom Festival features the unveiling of the Freedom Sculpture on Santa Monica Blvd.  Details of the closure for the event are below. The event on July 4 is free and open to the public. Featuring musical performances and fireworks.

  • Century Park East will be closed July 3 at 8 pm.
  • Santa Monica Blvd. will be closed all day July 4 through 6 am on July 5.

The sculpture is a gift to the City of Los Angeles from the Farhang Foundation on behalf of the Iranian community—modeled after the famous Cyrus Cylinder of King Cyrus the Great of Persia.

More information can be found at:
http://www.freedomsculpture.org/

5.  CONSERVE ELECTRICITY DURING HEAT WAVE

Residents are urged to make an extra effort to conserve electricity during late afternoon hours, when air conditioners tend to be used most.  A Flex Alert is issued when the electrical grid is “under stress,” generally from increased power usage due to hot weather.

Residents are encouraged to take steps such as:

  • setting thermostats at 78 degrees or higher;
  • close drapes and use fans to cool rooms;
  • turn off unnecessary lights and appliances; and
  • delay using major appliances until early in the morning or late in the evening.

1.  LAPD CRIME REPORT

A homeowner on Beverly Glen reported that there was an intruder on their property, coming from a house on Comstock (the two homes are back-to-back).  The intruder exited onto Beverly Glen.  This incident occurred last Tuesday morning (May 30) around 11:30 AM.  Security cameras caught the following picture.  If you see this person, please contact the West L.A. Police at 1-877-275-5273.

2.  VILLAGE POST OFFICE UPDATE

A representative from Congressman Ted Lieu’s office spoke with Ken Snavely, the Postmaster for the City of Los Angeles about the Village Post Office.  Mr. Snavely said the following:

There was a fire in the building that destroyed the back part of the Village Post Office.  USPS has every intention of renovating and reopening this post office.  They think it will take about 6 months.  In the meantime, USPS is looking to rent space in Westwood Village to open a temporary post office.  The problem is that it has to be near free parking and  they have to find someone willing to rent for a short period.

The fire damage was not that bad.  However there was asbestos in the building.  That means that whatever mail was in the post office on the Saturday of the fire needs to be environmentally cleaned before it can go to the customer.  Also, the space needs to be environmentally cleaned before they can start repairs. They rent that space from the federal government and now have to work through the General Services Administration. Environmental specialists are scheduled to look at the location this week.

In the meantime, all PO Box mail should be picked up at Barrington Post Office.

As soon as we hear that they have secured a temporary post office site we will post a notice.

3.  HEDGES BLOCKING SIDEWALKS – PLEASE TRIM

7.  PUBLIC HAZARD MITIGATION SURVEY

The City of Los Angeles is updating its Local Hazard Mitigation Plan (LHMP) to prepare for disasters and needs public input. The LHMP is a plan to implement actions to reduce injuries and losses from disasters and ensure that the critical services and facilities of the City will continue to function after a disaster. Los Angeles is at risk from hazards such as earthquakes, floods, fires, hazardous materials incidents, power outages, infrastructure failure, transportation accidents, or even terrorism.

The City of Los Angeles has developed a survey for residents, business owners, and City employees to share what concerns them the most about potential disasters. Take this opportunity to let us know what concerns you before, during, or after a disaster!

Take the survey at:
https://www.surveymonkey.com/r/CityofLosAngelesLHMPSurvey

Thank you for helping to reach our goal for the LHMP survey!

8.  VA CAMPUS SCOPING MEETINGS

Dear Friend,

I would like to share with you important information regarding upcoming meetings being hosted by the Department of Veterans Affairs regarding the West Los Angeles VA Campus Draft Master Plan.

The U.S. Department of Veterans Affairs (VA) will host public scoping meetings to invite comments from Veterans, stakeholders, government agencies, and members of the public for an Environmental Impact Statement / Environmental Impact Report (EIS/EIR) regarding the West Los Angles Campus Draft Master Plan. The EIS/EIR will evaluate a range of alternatives, including no action, for potential ways to reconfigure and redevelop the West Los Angeles Campus, expand points of access, provide additional housing for homeless Veterans, and better serve the health care needs of Veterans in the Greater Los Angeles service area over the next 20 to 30 years. Consultation on potential effects to historic resources, as required by Section 106 of the National Historic Preservation Act, will be integrated in this EIS/EIR process. The VA requests input on the development of these alternatives, potential environmental impacts from any alternatives, and suggestions to mitigate impacts. The content and format at each of the public scoping meetings will be the same.

Meeting dates:
Wednesday, June 7th, 2017 from 5:00PM – 8:00PM
Thursday, June 8th, 2017 from 5:00PM – 8:00PM
Friday, June 9th, 2017 from 8:30AM – 11:30AM

All meetings will be held at:
Wadsworth Theater, VA West Los Angeles Campus
11301 Wilshire Boulevard, Building 226
Los Angeles, California 90073

Each meeting will begin with a thirty (30) minute open forum, during which participants can review displays, obtain handouts, and receive forms for submitting written comments. A brief presentation will begin approximately thirty (30) minutes after each meeting’s identified start time. Following the presentation, the public will have the opportunity to provide oral comments regarding the VA’s West Los Angles Campus Draft Master Plan. Those who cannot attend or who prefer to provide written comments are encouraged to participate by submitting comments no later than June 30, 2017:

3.  A NOTE ABOUT OUR PARKWAY TREES

You may have read the recent article in the LA Times regarding insects and disease which are killing an unprecedented number of Southern California trees. An estimated 27 million trees are at risk of infestation in LA, Orange, Riverside and San Bernardino counties, which represents approximately 38% of the 71 million trees in that area. Two borer beetles are transmitting fatal fungal diseases in 64 different species of trees across Southern California, including willows, avocados, palo verdes, birch, sycamores, Japanese maples, oaks, olives, purple leaf plums, oleanders and liquid ambars. According to the article and Ron Tull of the Urban Forestry Department of Street Services, a huge part in the problem occurred because many homeowners stopped watering their trees during the drought. Stressed out trees are much more vulnerable to disease and infestation. Mature trees still need water to survive.

There are no new recommendations at this time for a change to parkway trees which are more resistant to infestation, but the problem is being studied at several universities. We will keep you informed of any changes to our current recommended and LA approved parkway tree list included herewith.

SSA and Moore Protection will explain their unique approach to home security issues.

Residents can attend either meeting at Belmont Village Senior Living, 10475 Wilshire Blvd., just east of Warner Avenue. Free parking is available at Belmont. The meetings will begin at 7:00 PM. Contact info@ssa-pi.com or call 818-773-5600 to attend either meeting.

Please note, HWPOA is not associated with SSA Security or Moore Protection in any way and does not endorse or recommend any security company.

6.  HOLMBY PARK UPDATE

We are happy to report that security in the park has recently been improved. Trespassers have been damaging the lawn bowling greens and vandals have burned the tables in the patio. After hours, unknown people have been using the patio for smoking ‘unmentionable’ stuff. They came in from three easily accessible open approaches to the patio. Now, two of these entries have been fenced off as well as the lawn bowling green. The lawn bowling club paid for all materials and the DRP provided ‘in house’ labor.

The lawn bowling club is now inviting all able and willing residents of our neighborhood to try this healthy, sociable sport. Details are in the following flyer:

Get A New Sport Flyer – Lawn Bowling

7.  POSTPONED: MULHOLLAND RESURFACING

The Resurfacing Division has postponed resurfacing of Mulholland Drive from Nicada Drive to Beverly Glen until next Saturday, June 3rd, 2017.

There was a permit pulled out 4 days ago that we just found out about an hour ago to have LADWP come in to connect water to a property. LADWP is coming in tomorrow at our request to connect the property so that the road can be repaved next week. LADWP will have flagmen out on site tomorrow with a one lane closure. Traffic will also be routed to Nicada Drive and Beverly Glen. The working hours for LADWP are 8:00am – 4:00pm.

We understand that this is  an inconvenience to drivers and we are truly sorry.

Thank you for your time and feel free to contact Gurmet Khara for additional information 818-971-3088 or the resurfacing division 818-756-8651.

8.  UCLA POST OFFICE ON WILSHIRE

Did you know that UCLA operates a U.S. Post Office in the Wilshire Center building at 10920 Wilshire (the white building on the south side of Wilshire between Westwood and Gayley)?  Many people that work in the area patronize this post office as it’s so convenient, with a friendly staff that has been there for years.  But not for long.

UCLA has announced that this post office will close as of  July 1.  The only way we are aware of this is that a small sign was posted inside the post office.

UCLA has been asked to reconsider the closing.  If you use this post office and want to continue to use it, please consider sending a brief email to UCLA Community Relations:

9.  VOLUNTEERS NEEDED – WESTWOOD LIBRARY BOOK SALES

Friends of Westwood Library Needs Your Help!  For years the Friends of Westwood Library have held used-book sales every three months at our Westwood Branch library. These sales are popular community events which raise money to buy additional books for the Branch and to increase the number of programs it offers.

The Friends are seeking volunteers to assist our book sale team. If you are organized, enjoy sorting books, and can supervise and work with others, this is a wonderful opportunity to assist us. The minimum time commitment: one day (Friday or Saturday) four times a year, about four hours each day.

Compensation: hanging out with bibliophiles; seeing joy in the faces of children buying books. For more information, get in touch with Teresa Castelli at castellifowl@gmail.com.

POLICE ACTIVITY – Manning/Lindbrook
On 5/18/17, at approximately 3:15 AM, a resident in the 700 block of Westholme Ave called 911 after hearing and observing suspects with flashlights loading items into a van from neighboring a residence that is under construction.  When officers were responding the suspects attempted to flee in the van which was then involved in a collision at the intersection of Manning Ave and Lindbrook Ave.

The suspects fled on foot and an area perimeter was established by LAPD West Los Angeles patrol Officers utilizing the Air Support Unit (Helicopter).  One suspect was apprehended and arrested at the scene for Residential Burglary.

All stolen property which was primarily construction related was recovered and returned to the contractor/owner.  This incident is being investigated by the LAPD West Los Angeles Area Burglary Detectives.

Anyone with additional information should contact the West Los Angeles Burglary Detectives at 310-444-1522.  You may report tips or information anonymously at www.lacrimestoppers.com or 1-800-222-TIPS (1-800-222-8477).

Victim-2 ran out of the courtyard on foot while the suspect pointed a handgun at Victim-1 demanding his property. Victim-1 fearing for his safety complied and the suspect removed the victim’s property. The suspect ran to a waiting 4 door Silver Sedan which drove south on Landfair Ave towards Gayley Ave.

Suspect: Male, Black, shaved head, 6’2″, 240 Lbs. Mid 30’s, wearing a gray hoodie. Vehicle: Silver, 4 Door Sedan.

2.  SPEED HUMPS

The Speed Hump program was eliminated in 2009 during the city’s budget reduction.  At the request of the Dept. of Transportation, city council approved the revival of the Speed Hump program for July 1, 2016 thru June 30, 2017.  However, limited budget was allocated to this program for this Fiscal Year.  The approved budget allows only to construct speed humps at 30 locations for the entire city (2 per council district).  The DOT is hoping more money will be allocated for the upcoming fiscal year to allow for more locations for the speed humps.

3.  SPEEDING AND CUT-THROUGH TRAFFIC

With regard to traffic studies necessary to mitigate speeding and cut-thru concerns in residential neighborhoods:

The Neighborhood Traffic Management (NTM) section was eliminated in 2009 when the Speed Hump program was cut.  No more traffic studies will be done in regard to speeding and cut-thru traffic.  The District Office is not properly staffed to conduct neighborhood calming type studies.  We are hoping that money will be allocated for the upcoming fiscal year in order to address traffic calming in Holmby Westwood.

4.  FOOD TRUCKS NEAR HOLMBY PARK

We are looking into complaints about the food trucks around Holmby Park.  It is understood that workers rely on these trucks for their meals. The concern is the number of trucks (usually 4 or 5), complaints about available parking around the park, and the care of the park grounds.  The council office is looking into the issues.

5.  SIDEWALK REPAIR PROGRAM

The 50/50 sidewalk repair program:

The City currently provides a rebate program to homeowners who would like to repair their sidewalks.  The rebate is up to $2,000 per lot, though there are restrictons.  For more information and to apply for the program, please go to: http://sidewalks.lacity.org/

6.  TREE REMOVAL AND REPLACEMENT

Dead oleander trees were reported on the parkway on Comstock at Beverly Glen.  Bureau of Street Services, Urban Forestry Division will inspect the site and remove trees if necessary.  The neighborhood lost many oleanders a few years ago to infestation.  If left unattended, the infestation will spread.

Trees lost in the recent windstorms:
Unfortunately, the City does not provide replacement trees.  There are nonprofits that provide trees such as City Plants and the Los Angeles Conservation Corps.  They will deliver free trees, however, they tend to be very small.  There are designated trees for our residential streets since 1927 when the Janss family developed our community.  The acceptable trees on the City’s list has recently changed because of the beetle infestation.  We will get that list to you when we hear from the City.

7.  MOVIE PREMIERE – STREET CLOSURES

20th Century Fox will be holding the Premiere of “Captain Underpants”, at 11:00 AM on Sunday, May 21st, 2017 at the Regency Village Theaters, located at 961 Broxton Avenue in Westwood.  There will be various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue.

If you have any questions or concerns regarding this event, feel free to contact Eric Tremble at 323-229-1626.

8.  MULHOLLAND DRIVE RESURFACING

The Resurfacing Division has scheduled resurfacing for Mulholland Drive from Nicada Drive to Beverly Glen on Saturday May 27, 2017. The Department will be profiling and repaving the segment on the same day (Saturday).

Traffic will be routed to Nicada Drive for those headed east bound and Beverly Glen for those headed west bound. Message boards will be placed at the top of Mulholland Drive on Monday May 20th advising drivers of this planned work.  As always, any emergency response vehicles will be given full access to their destination. With high expectations the Department expects to complete this project on one day.

We understand that this may be an inconvenience to drivers but the segment itself will require a full closure in order to be completed. Our office will also inform the local homeowner associations, neighborhood watch groups and Neighborhood Council to help spread the word. We hope you can also help us spread the word to the community.

Thank you for your time and feel free to contact Gurmet Khara from CD5 for additional information at 818-971-3088 or the resurfacing division at 818-756-8651.

HOUSEKEEPER/BABYSITTER AVAILABLE

My housekeeper, Rosa, who works for me one day a week, is seeking work as a housekeeper/babysitter for 4 days during the week (not live-in). For the past 5 years, Rosa has worked four days a week for a family in Venice who no longer need her services full time now that their children are attending school. Rosa drives her own late model car. Rosa is a skillful cleaner as she used to work as a housekeeper at the Montage in Beverly Hills. She is a responsible and reliable woman with a sweet disposition who is very kind and gentle-especially with children and pets.

I have known Rosa’s family for more than 23 years ( her mother worked for me 22 years until her retirement) and I can vouch for Rosa’s honesty and character. Interested parties should contact Rosa directly at 1-323 670 3400.

7.  UCLA REPORT – UPDATE

We recently posted some facts and information about UCLA.  Administrative Vice Chancellor Michael Beck made a few updates to more accurately reflect current figures.  I am passing them on to our Holmby Westwood members:

  • 124,070 applications were submitted for 2017 admission to UCLA of which approximately 16% were offered admission.  About 5,950 new Freshman and 3,125 new transfer students will attend UCLA in Fall, 2017.
  • State funding for UCLA in 2007-08 was $643 million (63% of total revenue).  Today, state funding is $491 million (35% of total revenue) even though the school has added about 6,500 more students.  They are receiving less total dollars regardless of the increased enrollment.  UCLA receives $25,840. per student from tuition and state funding.  Higher out-of-state tuition accounts for about 25% of the revenue generated for the enrollment of undergraduate students.
  • Each UC Campus was asked to determine its maximum size in the year 2040.  UCLA is near capacity today and some believe it is already over capacity.  In 2040, campus enrollment will be 50,000 which would be an increase of 1/2 of 1% per year.  Total current enrollment is 45,467, including 32,012 undergraduates, 5,926 graduates, 4,839 graduate professors, and 2,690 graduates self-supporting (The Anderson School which is independent).
  • There are approximately 38,000 Uber/Lyft trips to/from/within campus per week.  That number is not a typo!!  Approximately 20% of those trips start and end on campus.  Those using ride service include visitors, employees, staff, students, and the hospital population.
  • Update on housing:  UCLA is discussing potential housing sites to accommodate approximately 4,500 new beds in the next 8 years.  All sites are located on the Northwest and Southwest campus, west of Westwood Blvd.
  • UCLA is consistently ranked as one of the top institutions in the country and across the world.  It is usually ranked in the top two or three public institutions.  (See attached summary)

We should all be proud to have UCLA as our neighbor!  Go Bruins!!

CHRONIC LUNG CONDITION GROUP

I host a meeting every other month for people with chronic lung conditions other than TB or cancer. It’s a very informal support and information group, free of charge, which has been ongoing for about 15 years. The meetings bring together people who all share a common health problem, so we can feel completely comfortable talking about our lung issues in a warm, supportive environment. Each of us has a history of diagnosis, treatment, and day-to-day experience that is very helpful for answering our questions and getting the benefit of people’s personal experience. Even with the best of doctors, this is an invaluable service.

We are affiliated with a national non-profit organization, NTM Info & Research (NTMir), formed on behalf of patients with pulmonary nontuberculous mycobacterial (NTM) disease for the purpose of patient support, medical education, and research. The organization comprises patients, physicians and other medical practitioners, and researchers.

Our group is open to all and the next meeting will be on Monday, May 8, at 1:15 p.m., at my house, 641 Warner Avenue, in Westwood.

Please feel free to contact me for more information. I look forward to speaking with you and meeting you!

2.  LAPD CRIME REPORT

LAPD CRIME REPORT:

THEFT – PETTY (plain theft-petty) ($950 & under)

Incident #: 170808976
HILGARD AV & LE CONTE  |  4/20/2017 @ 3:45 AM

MAN SHOT IN BEVERLY GLEN HOME INVASION
A 43-year-old man was shot in a home-invasion robbery in the north Beverly Glen area early this morning, and police are searching for several suspects.  The man was rushed to a hospital in critical condition after he was shot with a shotgun during the robbery in the 10300 block of Summer Holly Circle, said Los Angeles police Officer Liliana Preciado. Witnesses reported seeing several males fleeing the scene after the shooting. The robbery occurred about 3:15 a.m., Preciado said.

Police were seeking several males in connection with the crime. No descriptions were released of the suspects.  Anyone with information about the case was urged to call (877) LAPD-247.

City News Service and the Westwood Century City Patch contributed to this report.

KNOCK KNOCK BURGLARIES CONTINUE

“Knock Knock” Burglars continue to target homes throughout the city. Watch as these burglars target a home by first knocking on the front door and then enter the rear of the home to break in. Watch them as they race through the home with the alarm sounding to quickly commit the Burglary: http://abc7.com/news/lapd-warning-public-about-rash-of-knock-knock-burglaries/1918163/

Residential Burglaries continue to be trending throughout the region and are the crime of choice amongst the criminal gang rings. If you have been paying any attention to the recent news, the same type of MO and crime is occurring across the region.

There are typically two areas that burglars will approach prior to breaking into a home. First, the front door to determine if anyone is home. Secondly, they will typically enter a side gate and yard to access the back to gain or force entry into the home.

As a result I am recommending motion sensor cameras that will immediately detect an intruder entering these zones and provide immediate notification on your smart phone. In other words, your first alert will be a suspicious individual approaching your front door. The second will be receiving an alert and images of intruders entering your side/rear yard. It is now time to call 911.

If an individual is able to access any critical parts of your property without immediate detection and notification to you, your property is vulnerable.

You may access crime mapping at www.crimemapping.com to review recent crimes in your area. Sign up to receive alerts when crime is reported in your neighborhood.

3.  LEAF BLOWING ETIQUETTE

A homeowner reported seeing several gardeners blowing leaves from the parkway into the middle of the street without picking them up.  Please remind your gardeners that leaf blowers should be used to clean up the leaves, not just to move the leaves off of your property.

In addition, we would like to remind you that gas powered leaf blowers are illegal.  They can be very noisy and disruptive to other neighborhood residents.  If you or your gardeners use gas powered leaf blowers, please refrain from using them.  There are other options available, including a variety of electric leaf blowers.  Thank you.

4.  WARNER AVE. SCHOOL – 90th ANNIVERSARY

Warner Avenue School celebrates 90 years of educational excellence on May 6, 2017.  We want all our families (past and present) to join us for a great event!  The centerpiece of the day is a festival of hands-on science demonstrations and exhibits geared for everyone from grandparents to kindergartners.  Reunite with old friends and see what’s happening at Warner today!

You need not pay a dime to join us May 6, but we could really use community support.  Warner is establishing a technology fund to keep the education we offer relevant in the 21st Century.  It’s a big undertaking, but with your help, we can do it!  We all benefit when our neighborhood school is one of the best in L.A. – please help Warner stay that way. To donate, go to www.warneravenueelementary.com and click on “give.”

Save the date and mark your calendars, May 6, 2017 from 1-5. Warner’s 90th!

6.  FREE MULCH DELIVERY – L.A. SANITATION

From L.A. City Sanitation:

We have a new service to offer you – free mulch delivery! In addition to our 11 self-serve mulch locations around Los Angeles, we are now offering free delivery of either 2.5 or 5 yards of mulch. Restrictions do apply, and you must be home to accept delivery.

More information is available on this flyer. You can learn more on our website at http://bit.ly/LAmulch or call our 24-hour Customer Care Center at 1-800-773-2489.

The green yard trimmings that LASAN collects go through a thorough cleaning, screening and grinding process and then is spread into piles. The piles are heated up to 120-140 degrees and frequently aerated by turning for 20 days. High temperatures, thorough turning, and composting all help to give microbes their best shot at pesticides to break them down into harmless chemicals during the composting process but there is no guarantee that all be eliminated. We lab analyze a sample once every 2 months and post the results on our website (link above). Mulch is not delivered until it is tested and has passed the US composting Council Seal of Testing Assurance.
