1.  LAPD CRIME ALERT

KNOCK KNOCK BURGLARS ARRESTED
On October 29, 2018, on the 500 block of Hanley Ave. (in Brentwood), a ‘Hot Prowl’ burglary (meaning the home was occupied at the time) burglary took place in which the suspects (four, male, black, gang members, 19-25 years old) entered the home and stole cash. They fled after running straight into the victim (residential housekeeper) who screamed. The suspects fled out a window and took off in a burgundy Kia Optima vehicle.

At that time, and unbeknownst to the suspects, they were being surveilled and followed by an outside police agency who had followed them into Brentwood from the Orange County area. They immediately requested the aid of our LAPD/West LA units and officers arrived and contained the suspects. Together, they ultimately took them into custody (but not before the driver/suspect crashed into an LAPD vehicle in his attempt to flee).

This joint effort netted (4) arrests for burglary and thankfully, no one was hurt.  However, please don’t consider the possibility of burglary a non-issue any more. It will always be something you should be aware of and consequently maintain your home with appropriate security features. Also, a conversation should be had with family, children and staff to bring awareness about what to do, or what not to do, what to look for, and who to call and when.

SAFETY SUGGESTIONS
Here are some ideas if you see an unknown vehicle and someone in it parked near your home.

  • If you’re leaving, yell something back to the house as if you’re talking to someone who is still there.
  • Go out and water your lawn or step outside to make a cell phone call.
  • Engage in conversation with a neighbor or someone walking their dog.

While doing any of the above, please take note of vehicle make and model should something occur later at your house or others.

Also, while there are legitimate food and package delivery people, ride share services and realtors frequently in our neighborhood, no one should be on your property without permission. Of course, if you see what you believe is criminal activity or feel in danger, call 911.

2.  DAYLIGHT SAVINGS REMINDER

Don’t forget to set your clocks back one hour before you go to bed Saturday night, November 3rd. Daylight savings ends this Sunday, November 4th! It’s time to “fall back” – set your clocks back one hour and get an extra hour of sleep — at 2 am on Sunday!

It is also a good time to replace the batteries in your smoke alarms  and carbon monoxide alarms and also to update your emergency supplies.

3.  ELECTION DAY – TUESDAY, NOVEMBER 6

Election Day is next Tuesday, November 6.  Get ready to vote!  There are a number of important races and ballot measures that will be decided – every vote counts!

Polls will be open from 7:00 am to 8:00 pm on Tuesday, November 6.  Find your polling place and sample ballot here.

4.  FREE TRANSIT RIDES ON ELECTION DAY

Tuesday, November 6th is Election Day. Transportation to the polls should never be a deciding factor between voting and not voting.

The Metro Board has approved a proposal to provide all Metro bus and train riders with free Election Day rides.  In addition, the City Council approved a motion to provide free rides on all DASH, Commuter Express, and Cityride transit on election day, too.

Prefer getting around on 2 wheels? Metro Bike Share wants to help you pedal to the polls for free on Election Day. Use promo code 1162018 at any station kiosk to get a free Single Ride. Valid November 6, 2018 only. First 30 minutes are free and $1.75 per 30 minutes thereafter.

5.  PROPOSED SPEED LIMIT CHANGE – WESTHOLME AVE.

As part of the City’s commitment to safe streets, we are ensuring that speed limits can be enforced citywide. The attached letter is to inform you that speed surveys were recently conducted within your neighborhood and the surveys have resulted in proposed speed limit changes.

LADOT is recommending that the speed limit on Westholme Avenue between Hilgard Avenue and Wilshire Boulevard be reduced from 30 miles per hour to 25 miles per hour.

6.  WESTWOOD VILLAGE UPDATE

Broxton Public Parking Structure Repainting – The City of Los Angeles will begin work in early November to repaint the entire Broxton Public Parking Structure. The work will take approximately three months to complete starting from the roof level then going down. Specific areas will be sectioned off during the work.

The structure will remain open during normal operating hours.  No work will be done on Thursdays during the Westwood Village Farmers’ Market and holidays.

8.  DOCKLESS SCOOTER “DROP ZONES”

HWPOA has received reports of numerous dockless electric scooters parked at the following locations:

  • Westholme between Wilshire and Lindbrook
  • Lindbrook and Warner
  • Glenmont at Le Conte/Westholme

We are hoping to find out what other locations in the neighborhood are being used as scooter “drop zones” so that we may contact the various scooter companies.

If you have seen any of these drop zones with multiple scooters, please contact us and let us know.  Be sure to note which of the scooter companies is using the areas (Bird, Lime, etc.) and send an email to us at HWPOA@aol.com.  Thank you.

9.  LADWP INCENTIVE PROGRAM – APPLIANCE UPGRADES

LADWP customers can save water, energy use and lower their energy bills, while helping to reduce their carbon footprint by participating in any of LADWP’s energy and water conservation rebate programs for residential and commercial customers.

For example, the Refrigerator Exchange Program provides qualifying customers with a free Energy Star® refrigerator in exchange for their old, inefficient model. And the Refrigerator Turn-in and Recycle Program provides a $50 rebate for customers who recycle their old refrigerator though LADWP.

And did you know, that together, toilets and clothes washers account for approximately 45% of the water used inside your home?  That is part of the reason that LADWP boosted its rebate for high efficiency clothes washers from $300 to $400 on July 1, 2018. Residential customers can even get FREE water conservation equipment for faucets and showerheads.

These energy savings will offset electrical use in homes, and avoid metric tons of greenhouse gas emissions.

11.  METRO BIKE SHARE – SURVEY

Metro Bike Share is continuing to grow. This year we expanded into the USC/Expo Park/University Park area and have exciting plans for 2019.

Your feedback is important to us. Last year we surveyed riders and non-riders alike to learn how to make Metro Bike Share the best it can be, and this year we want to hear from you again.

COMMUNITY ALERT
There has been a series of Residential Burglaries developing in the Westside communities.  The suspects typically knock or ring the doorbell to verify if anyone is home.  When there is no answer, the suspects enter the side or rear of the residence and force entry typically by smashing the window or door glass to gain entry.  Suspects are targeting the master bed and bath as well as other areas of the home and removing Jewelry, cash, small valuables and small electronics.

Immediate Detection Is key to prevention and apprehension.  Web based surveillance and doorbell camera systems will alert and allow homeowners to immediately view and monitor activity from any smartphone or computer which are motion sensor activated and will alert your device when there is activity.  They will also lend valuable information and clues to the investigation.

2.  HALLOWEEN SAFETY

In order to assist the Los Angeles community in enjoying this fun-filled holiday as safely as possible, the Los Angeles Police Department has compiled a list of Halloween safety tips for children and their parents.

To keep all trick-or-treaters safe, please read and take heed of these important safety tips:

  • Drivers should look for children walking on the street, running and darting in between parked vehicles;
  • Especially when in or near neighborhoods, avoid using cell phones and texting while driving;
  • Keep houses and driveways well lighted so children know they can approach your homes;
  • When inspecting candy, if in doubt, just throw it out;
  • Be sure to follow all traffic signals and laws and walk only on sidewalks, not the street; and
  • Adults should always accompany children, trick-or-treat in groups or have children be accompanied by a trusted adult.

In addition, HWPOA has contacted the LAPD as well as ACS, SSA and ADT security companies and we have requested additional patrols on Halloween evening, particularly around Holmby Park and Warner Ave. School.

PET SAFETY
Don’t forget about the four-legged members of the family on Halloween. Pets can be confused and spooked by strange sounds and sights, and unfamiliar people in costumes, so keep pets indoors and away from the front door. As always, make sure your pets also have up-to-date identification.

3.  WARNER AVE. CARNIVAL – STREET CLOSURES

This Sunday, October 28, Warner Ave. School will be holding its annual Halloween Haunt (see below for festival details).  Warner Ave. between Woodruff and Loring will be closed on Sunday from 8:00 am until around 5:30 pm.

4.  ELECTION POLLWORKERS NEEDED

Dear Citizens of the Westwood Community,

Thank you to those who responded to the request seeking volunteers to man our Voting Poll on Nov. 6 at St. Alban’s Church.

Juan, who is the coordinator for District 3 (which is us in 90024, Westwood) from the Poll Worker’s Service Department under the Registrar’s Recorder’s Office with the LA County Clerk, needs only three more people to man the polls on Nov. 6 at St. Alban’s Episcopal Church, 580 Hilgard, 90024.   So, we are repeating our effort to recruit volunteers.

Once you call Juan and register with him, a complete registration/information package will be sent to you.

There is a 2 hour training session at the end of October and beginning of November.  The calendar of classes will arrive with your information package.   You can also instead, take the training class online.

You will be reimbursed $40.00 if you go to a class.  If you take the training session on line, you will not get paid.

When you volunteer on Nov 6, you will be paid $100.00 for doing this important civic duty.

So please consider volunteering for this important civic duty on Nov. 6.  And please pass this on to anyone else you think would like to volunteer.  Thank you.

5.  UCLA ACQUIRES HISTORIC CREST THEATER

The UCLA School of the Arts and Architecture along with its performing arts program, the Center for the Art of Performance at UCLA, announces the acquisition of the Crest Theater on Westwood Boulevard, a landmark venue that will be transformed into a new off-campus performing arts space that will serve as an important addition to UCLA’s rich offering of cultural venues and resources across the city.

8.  PRESCRIPTION DRUG TAKE-BACK EVENT

The U.S. Drug Enforcement Administration (DEA) hosts a no-questions asked National Prescription Drug Take-Back events twice per year where temporary collection sites are set up in local cities throughout the nation for safe disposal of prescription drugs, including opioids.

On Saturday, October 27, 2018 – 10AM to 2PM, communities will team up with law enforcement to host the next National Prescription Drug Take-Back Day.  Dispose of your old, unused, or unwanted prescription drugs safely and for free by bringing them to our prescription drug take back day.

The event will be held on Saturday, Oct 27th, 2018 at the Culver City Police Department (4040 Duquesne Ave., Culver City) from 10 AM to 2 PM.

Halloween Golf at Holmby Park – Saturday, Oct. 27th,  from 1:00 – 3:00pm.  Kick off the Halloween weekend with a frighteningly fun round of golf with TGA!  Children ages 5-12 are invited to test their skills against the short course at Holmby Hills in a stroke play tournament.  A shotgun start will begin at 1:15p and the event will conclude by 2:30p leaving time for awards and a costume contest.  Parents are encouraged to caddy and keep score for their children.  TGA coaches will be on hand to help with on-course rulings and general play.

AUTO THEFT ADVISORY
At a recent Crime Control meeting, the LAPD Senior Lead Officers were approached by the West LA Auto Detective Supervisor who advised us that he would like our folks to know about a few crime trends that our currently plaguing our community.  It is the in the interest of curbing these crimes through awareness, education and making appropriate changes in how we manage our property (in this case, our vehicles) that will serve well in combating this criminal activity.  If you own one of these types of vehicles, you may want to take note:

  1. Newer model Mercedes Benz’ rims and wheels
  2. Toyota catalytic converters (any model)
  3. New model Honda airbags

These guys are absolute pros.  They are not just opportunistic criminal transients that are looking for loose change, etc.  They know exactly what they’re doing and can circumvent most wazoo locking mechanisms that are supposed to keep your rims and/or wheels secure.  They can successfully steal these wheels/parts in a matter of minutes.  Often, they remain hooded in their approach and then will quickly spray paint out the security cameras before setting to their task. They are gloved, quiet, and efficient.  They can leave a car up on blocks in a matter of minutes and, unfortunately, the likelihood of police catching these guys is rather low.  This is what’s occurring in our community when most of us are sleeping.

This is not a problem that we can arrest our way out of.  There are just too many of them that do nothing else but perfect their profession, at our expense. That’s why it’s important to be ever aware, and to share the info with your friends, family and neighbors.  Most importantly, you need to make whatever changes you can to prevent this from happening to your vehicle.  Park in well-lit locations, in a garage if possible, rather than on the street. And if you have no choice about street parking, maybe mix it up a little.  They’ll search out their desired car ahead of time.  Keep them guessing.  And make sure care alarms are on.

Also discussed with the detective was that six of the most recent fifteen cars stolen from the West LA area had the keys within them.  And yet people regularly report that they didn’t leave the keys in them when it was stolen.  But when the cars are ultimately recovered, the keys are often inside.  I get it. People forget, they are leading busy lives, they are rushed and/or they are embarrassed that they left their car so unsecure.  And now that the keyless fobs allow for us to push a button (rather than find the appropriate key, insert it, turn it on and then turn it off and remove it) it’s a relatively new routine and we are more likely to forget.  Fobs are regularly left in the car center console and the bad guys know it.  They conduct ‘door checks’ on newer model vehicles and if the car is unlocked, they know that the fob is likely in the car somewhere and all they have to do is push a button to steal it.  Another telltale sign is that some of the newer models have their side view mirrors automatically turn in when locked.  But bad guys also know that if the side view mirrors are not turned in, the car is ripe for the taking.  Be aware.

2.  MAIL THEFT PREVENTION

Mail theft is a Federal crime and cases go to the US attorney’s office.

Precautions to take:

  • Don’t leave mail out where it is visible.
  • Make arrangements for a neighbor to receive parcels if you won’t be home, or arrange to have parcels shipped to your workplace.
  • Only deposit outgoing mail in the Blue Collection Boxes that have the updated design (slot, instead of “pull down” door.

Reporting:

  • If you see a Blue Collection Box that has not been updated, let USPIS know and they will have it replaced.
  • If there is mail theft using access with a postal key (apartment or condo buildings), let USPIS and they will have the locks changed.
  • If you see mail theft in progress, call 911 right away.  Police will respond and they will also contact USPIS.
  • If you have video of mail theft, report it to LAPD and they will also contact USPIS.

3.  ELECTION POLLWORKERS NEEDED

A pollworker is an essential component to every polling place location on Election Day. There are two different types of pollworkers: Inspectors and Clerks. While Inspectors serve as supervisors for the polling locations, Clerks assist with a variety of conventional tasks. Both are paid a stipend for their time.

Pollworker Eligibility

To become a pollworker in Los Angeles County, you must be:

  • 18 years of age or older (unless participating in the Student Pollworker Program)
  • A resident of California
  • A United States citizen registered to vote or a legal permanent resident (green card holder)

Pollworkers must be available between the hours of 6 a.m. and 9 p.m. to set up the polls, provide assistance to voters and conduct poll closing procedures.

APPLY ONLINE TO BECOME A POLLWORKER

Individuals who are registered sex offenders cannot volunteer.

Juan, who is the coordinator for District 3 (which is in 90024, Westwood)  from the Poll Worker’s Service Department under the Registrar’s Recorder’s Office with the LA County Clerk, said that they need help at the polls on November 6 at St. Albans Episcopal Church, 580 Hilgard, 90024.  Juan said they are having difficulty getting our polling place manned and could use additional assistance.

Some details:

  • The day goes from  6:00 AM to 9:00 PM and unfortunately we cannot break this into shorter shifts.  It is a 15 hour day.
  • There is a required 2 hour training session at the end of October.
  •  At the training session, you sign up and give them the information they need which includes your Soc. Sec. number.
  • You can take the training session online but if you do, you will not get paid.
  • If you attend the class, you will be paid $40.00.
  • If you volunteer on Nov. 6, you will be paid $100.00

4.  FLEA-BORNE TYPHUS ALERT

The Los Angeles County Department of Public Health (Public Health) reminds residents to take action to protect themselves from flea-borne typhus by using flea control products on pets and avoiding wild or stray animals.

Public Health is currently investigating an outbreak of four flea-borne typhus cases in the Willowbook area and continues to respond to an unconnected outbreak involving several cases in downtown Los Angeles.

Flea-borne typhus is a disease that infected fleas can spread to humans. Bacteria (Rickettsia typhi and  R. felis) found in infected fleas, and their feces, cause typhus. Symptoms of typhus include high fever, chills, headache, and rash in people. Call your doctor if you have symptoms; typhus can be treated with antibiotics. Typhus is not transmitted person-by-person.

Fleas can come from many types of animals including cats, rats, and opossums. Places where there is an accumulation of trash that attract wild animals like feral cats, rats and opossums that may carry an infected flea can increase the risk of exposure.

To help prevent typhus:

Keep fleas off you and your pets.

  • Use flea control products on your pets.
  • Keep pets indoors.
  • Use EPA-registered insect repellent labeled for use against fleas.

Avoid being near wild or stray animals.

  • Do not leave pet food outdoors. Do not provide food or water for wild animals.
  • Maintain yard free of debris and trim overgrown plants and bushes.
  • Keep trash in containers that are tightly covered to avoid attracting animals.
  • Close up crawl spaces and openings under home where rats and stray animals can sleep, hide, or find food.
  • Address any stray cat, rodent or opossum issues on and near your property.

5.  VETERANS “STAND DOWN” – HELP NEEDED

The 4th Annual Veteran’s Stand Down is October 26, 2018 at the VAGLAHS in West L.A. This one day fair offers a wide variety of services for homeless Veterans – see information below!

We need Volunteers and Donations from the community.  Say thank you to our most vulnerable Veterans, our homeless and struggling Veterans, with your donation.  Take the hand of a homeless Veteran by volunteering at the Stand Down.

Each volunteer assignment is two hours in length.  Serve food, volunteer at registration or information desks, help to style women Veterans in the AmVet clothing tent.  Discover the fulfillment of extending a helping hand to our soldiers as they struggle to find housing and overcome hardship.

6.  MOVIE PREMIERE – STREET CLOSURES

7.  HALLOWEEN GOLF AT HOLMBY PARK

TGA Premier Golf has announced their camp schedule at Holmby Park for the Fall / Winter programs.

Kick off the Halloween weekend with a frighteningly fun round of golf with TGA!  Children ages 5-12 are invited to test their skills against the short course at Holmby Hills in a stroke play tournament.  A shotgun start will begin at 1:15p and the event will conclude by 2:30p leaving time for awards and a costume contest.  Parents are encouraged to caddy and keep score for their children.  TGA coaches will be on hand to help with on-course rulings and general play.

PACKAGE THEFT PREVENTION
During the holiday season, the number of delivered package thefts skyrocket.  Thieves literally follow the UPS and Fed Ex trucks throughout the neighborhood and scoop up the delivered packages right off front porches.  It’s a very, VERY, common crime, especially this time of year, and it’s time to consider changing your online shopping practices to prevent becoming a victim.

Here are a few tips to consider:

Use Smart Lockers or Convenience Stores
Amazon now allows you to pick up your delivery in Amazon Locker with a unique code, which you can punch into the machine to retrieve your package in selected locations across the country.  There is an Amazon Locker location in Westwood Village – look for this option when you are checking out items on Amazon.

If you are a frequent online shopper, you can also consider The UPS Store, or check the availability of lockers in nearby convenience stores (i.e. 7-11) or buy your own digital locker.

Have Packages Delivered to Your Workplace or Trusted Neighbor
Having your package delivered to your office will reduce the risk of package theft or package loss significantly (given that your company allows that and there are coworkers available in the office to retrieve your package).  Or perhaps ask a trusted neighbor that is retired or works from home to use their address as your package destination address.

Install a Smart Security Camera at Your Front Door
A ‘Smart’ security camera system may not only serve as a deterrent for criminals but will also alert you in real time as to what’s happening on your front porch.  The motion detection triggers an alert or alarm sending notifications to your phone the second movement is detected.  It also provides for you to save the footage if you do experience a theft.  And if the thieves are ultimately arrested, the footage can help in the prosecution.  It can also serve to substantiate a theft for refund and/or replacement.

Require Signature on Delivery
Consider asking for a signature-required delivery. If your package is delivered by UPS, consult your sender and require delivery confirmation signature.  Signature-required delivery should be strictly followed by couriers. If your package was left unattended, or even worse, lost, because they didn’t follow the protocol, delivery companies may be liable and you may be entitled to a full refund or replacement if you didn’t get a proof of delivery when you demand delivery by signature.

Reroute or Reschedule Delivery
If you are not sure whether or not you are going to be home to receive your package when the delivery truck pulls up to your front door, you can track the shipment information either on a package tracking app or order the information in advance.

Both UPS and FedEx offer web apps to help reroute parcels to another address and reschedule your package delivery at your convenience for a fee.  For example, FedEx’s Delivery Manager and UPS My Choice premium membership is available for a nominal fee per year.

Require Vacation Package Hold
If you are going away for the holidays, you can place a hold on your package to keep your parcel safe.  Many delivery companies such as USPS and FedEx offer a free service to hold your package at their terminals or delivery centers for a certain amount of time.

Insure Your Upcoming Packages
Consider insuring your parcels in the first place to ensure you will receive a reimbursement if your delivery was unfortunately stolen or lost before you get your hands on it.

2.  MOSQUITO ALERT

Have you experienced an unusual number of mosquito bites this summer?  Have they landed mostly below the knee and especially around your ankles?  And did the six-legged perpetrator fly off unnoticed, like a mosquito ninja, after feasting on your blood?

If the answer to all these questions is yes, then your neighborhood is probably infested with an invasive mosquito that is moving rapidly across Southern California, driving residents and vector control specialists crazy.

A homeowner on Lindbrook recently reported that several large opossums have been invading her yard.  The animals have managed to get into the closed garbage cans and also have been messing up her yard.

The State of California is safeguarding nearly $770 million in unclaimed cash belonging to Californians, and State Controller Betty Yee is urging owners to take steps to retrieve it. People who think they have unclaimed property can visit a state database for free and fill out a secure claim form online for most property.

8.  HALLOWEEN GOLF AT HOLMBY PARK

TGA Premier Golf has announced their camp schedule at Holmby Park for the Fall / Winter programs.

Kick off the Halloween weekend with a frighteningly fun round of golf with TGA!  Children ages 5-12 are invited to test their skills against the short course at Holmby Hills in a stroke play tournament.  A shotgun start will begin at 1:15p and the event will conclude by 2:30p leaving time for awards and a costume contest.  Parents are encouraged to caddy and keep score for their children.  TGA coaches will be on hand to help with on-course rulings and general play.

Los Angeles Police Museum Tour – Saturday, October 27 from 11:00pm – 3:00pm.  Members of the public are invited to join the West LA Community Police Advisory Board (CPAB) on a tour of the Los Angeles Police Museum.  The LA Police Museum shares LAPD’s rich history including an engaging audio tour and numerous fascinating exhibits!

We will meet at the WLA Community Police Station (1663 Butler Avenue, Los Angeles, Ca. 90025) at 11:00am for transportation to the museum.  Children are welcome as well as  friends and family. 1.  HWPOA BOARD MEETING

2.  DOCKLESS SCOOTERS ON SIDEWALKS

Councilmember Paul Koretz recently made the following motion to City Council:

On September 28, 2018, the City Council approved an ordinance to implement Dockless On-Demand Personal Mobility Rules and Guidelines to govern and permit the operation of bicycles, electric bicycles, and electric scooters in the City.

Both the City’s regulations and the California Vehicle Code Section 21235 clearly prohibit scooter riding on the sidewalk, except as may be necessary to enter or leave adjacent property. This restriction, however, is often unknown to scooter riders and has led to numerous accidents. The City should take strong steps to keep scooter riders off of sidewalks to reduce this hazard for pedestrians.

I THEREFORE MOVE that the Council instruct the Department of Transportation to fabricate and install signs, at the request of any Council office, that clearly display the prohibition of riding a scooter on a City sidewalk.

3.  HOME SHARING ORDINANCE IN FLUX

On September 13th, the City Planning Commission (CPC) approved a revised version of the long-awaited Home Sharing Ordinance that immediately began creating an uproar among community activists who’ve been working on this law for three years.

Going against decisions made back in June by the City Council, the Commission revised the ordinance to allow for short-term rental hosts to be able to apply to extend the number of days they can host short-term renters to as many as 365 a year, up from 240.  They also voted to allow tenants in Rent Stabilized apartments to host short-term renters for up to 120 days a year. The latter eliminates a total prohibition on short-term rentals in rent-controlled units written into every draft of this ordinance since the process began.  And Councilmember Koretz’s proposal to define “full-time residency” as 11 months a year instead of 6 months a year also wasn’t included in the CPC decision.

Councilmember Koretz and several other Councilmembers already have expressed their opposition to these changes and have indicated they will try to make amendments when the Home Sharing Ordinance comes back to Council in the coming weeks.

4.  METRO BIKE SHARE & TAP CARDS

Metro Bike Share accounts are now managed through TAP, the system you already use for Metro Bus and Rail, and municipal bus fare payments. If you are familiar with TAP, you may also notice a change on that website this weekend. Metro Bike Share joins TAP as the fare collection platform brings its new account system, TAP Wallet, online. These changes will help riders more seamlessly access transportation services they already use by managing  those services in one place. The addition of the new TAP Wallet umbrella account positions Metro Bike Share and all programs on TAP for exciting new features.

Metro Bike Share will continue to operate normally, but new accounts will all be in TAP Wallet. Existing Metro Bike Share riders will eventually need to transition out of the current system, so to make the transition easier we are offering all new and existing riders a free Monthly Pass with promo code BIKESONTAP.*

In addition, Metro Bike Share has launched a new Annual Pass for $150 per year ($12.50 a month) – a 26% discount off the standard monthly rate.

5.  LOS ANGELES POLICE MUSEUM TOUR

Members of the public are invited to join the West LA Community Police Advisory Board (CPAB) on a tour of the Los Angeles Police Museum.

1.  HWPOA’s GREEN TEAM – “DREAM STREETS”

As we have reported in past newsletters, the Holmby Westwood Green Team has been working with Tree People to identify “Dream Streets” in the neighborhood—Little Holmby streets whose appearance and property values can be improved by planting missing parkway trees.  Working with Tree People, we are able to plant high-quality, heritage trees at no cost to the homeowner for the trees, permits or planting.

The Green Team focused on neighborhood streets that have the greatest number of missing parkway trees. Based upon the UCLA Parkway Tree Inventory and site visits, the Green Team and Tree People identified the area at the intersection of Malcolm and Manning Avenues as the most barren—35 missing trees– where parkway trees will have the greatest impact.

The Green Team and Tree People need the consent of owners in order to plant and to agree to care for the new trees;  Green Team will plan a Tree Planting Day  in the coming months.  During October, members of the Holmby Westwood Green Team will be in touch with the property owners to discuss the project and to answer any questions.

2.  “NO PARKING” SIGNS AROUND HOLMBY PARK

The city recently posted incorrect “No Parking” signs around Holmby Park on Comstock Ave. and Club View Dr.  The signs should have read, ”No Parking 8 am to 4 pm for Vehicles over 7’ or 22’ long Except by Permit.”  Instead, the signs read, “No Parking 2 am to 6 am” which is a sign that is stocked by the department.  The Dept. did not pay attention to the details of the motion initiated by Councilman Koretz.

HWPOA has notified the city and they will correct the problem shortly.  These incorrect signs will remain for a short time until the new signs are fabricated and installed.

3.  GOOD NEIGHBOR LAWS

City Attorney Mike Feuer has produced a useful brochure entitled Good Neighbor Laws: Tips on Keeping Los Angeles Livable.

Issues covered include:

  • City property – sidewalk maintenance, yard sales, trash containers
  • Noise – construction, loud noise/parties, leaf blowers
  • Cars – abandoned vehicles and parking enforcement
  • Basic home maintenance
  • Dog ownership rules

The brochure includes explanations of L.A. Municipal Code as well as contact information to file complaints or ask questions.

4.  VETERANS TOWN HALL

Join Congressman Ted Lieu for a community forum aimed at establishing a greater understanding between local veterans and the friends and neighbors for whom they served.

Veterans are invited to share what their service means to them. Non-veterans are invited to attend, listen, and learn.

6.  CALIFORNIA CLEAN AIR DAY

As you may or may not have heard, Southern California just saw its longest streak of bad air in decades — 87 consecutive days of smog. So it’s a good time to try and turn things around, and what better day to commit to improving our air quality than on Clean Air Day?

Join fellow Californians on Wednesday, Oct. 3 to clear the air as part of California’s first Clean Air Day. This unified day of action will focus on the simple solutions each of us can do to improve air quality, including taking public transit, walking, or biking instead of driving solo. Transportation accounts for more than 41% of the emissions in California, and your personal transportation choices can make a big difference!

Take the Clean Air Pledge and help clear the air! When you take the pledge, you’ll find just a few of the many ways you can help improve local air quality.

7.  MOVIE PREMIERE – STREET CLOSURES

Sony Pictures will be holding the Premiere of “Venom”, at 7:00 PM on Monday, October 1st at the Regency Village Theater, located at 961 Broxton Avenue in Westwood Village.

There will be various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue.

Celebrate LA! LA Phil 100 x CicLAvia – Sunday, September 30th in Downtown LA and Hollywood.  CicLAvia is partnering with the LA Phil and Community Arts Resources (CARS) and clearing the roadways between Walt Disney Concert Hall and Hollywood, transforming them into an auto-free zone where you can walk, run, skate, scoot, bike, and wander however you like! Six hubs along the route will feature art, food trucks, screen-printing, kid-friendly fun, and dancing, as well as live music from LA’s best musicians. Think of it as an eight-mile free space saved just for you – do with it what you will!

Lawn Bowling Introductory Course – Saturday, September 29, at 10 AM at Holmby Park.  Veteran bowlers will provide instructions for about one hour, supplemented by written and audio visual materials.  Instructions, all equipment, coffee and refreshment will be offered. Free.

Dress is casual with smooth soled (tennis or deck) shoes. Those who are interested to return and learn more, will be offered vouchers for three more free lessons on other days. This is a low impact sport endorsed by the American Heart Association and played in 28 other lawn bowling clubs in Southern California. “KNOCK KNOCK” BURGLARS POSING AS DELIVERY PEOPLE
LAPD is warning that knock-knock burglars are coming up with new tactics to fit in to the neighborhood. Renting nicer cars has already been in play for a year now, but police now report some bring props like food and drinks to appear to be a regular delivery service while they determine no one is home.

LAPD continues to encourage residents to install Ring or Nest or similar cameras that alert your smartphone when people are on your property.

The city ordinance that created FilmLA, the filming permit clearing house, recognizes the need to balance the needs of the filmmakers with those of homeowners.  There are numerous cases where this balance has been missing and homeowners have been subjected to multiple late night/early morning shoots going on next door to their homes.

As of now, in the city of Los Angeles, there is NO LIMIT to the hours that filming can take place as long as 50% of those living within 300 feet agree.  For example, we recently negotiated an agreement with a film company that wanted to film from midnight until 7a.m.  They rearranged their schedule to finish at midnight.  They completed their work and neighbors were not unduly inconvenienced.

Earlier this week, Dennis Rosenblatt, HWPOA board member, and Sandy Brown, HWPOA board President met with Councilmember Paul Koretz and CD5 staff to discuss this issue and explore possible solutions.  The proposed solution is to copy the model in place in Beverly Hills which requires 90% of neighbor approval for an additional hour of filming after 10p.m. or before 7a.m., and 100% approval after midnight.  This would ensure that no one tosses a stuntman out a 2nd floor window into a pool, less than 50 feet from your bedroom window at 2a.m. without approval by everyone who was affected.  This happened recently on Wyton.

We thank the Councilman for his efforts,  considering this proposal and hopefully, implementing reasonable neighborhood restrictions.

The 4th Annual Veteran’s Stand Down is October 26, 2018 at the VAGLAHS in West L.A. This one day fair offers a wide variety of services for homeless Veterans – see information below!

We need Volunteers and Donations from the community.  Say thank you to our most vulnerable Veterans, our homeless and struggling Veterans, with your donation.  Take the hand of a homeless Veteran by volunteering at the Stand Down.

Each volunteer assignment is two hours in length.  Serve food, volunteer at registration or information desks, help to style women Veterans in the AmVet clothing tent.  Discover the fulfillment of extending a helping hand to our soldiers as they struggle to find housing and overcome hardship.

4.  PERMIT PARKING – HANGING PLACARDS

At the September HWPOA Board meeting, it was bought to our attention that some residents are not happy with the new parking placards for our residential parking districts.  They must be hung from the rear view mirror and residents are concerned that the permits can be easily stolen, they can get lost, residents forget to put them on every time they park etc.

If you find these placards unsatisfactory, please send an email to paul.koretz@lacity.org.  Your Board of Directors has emailed the councilmember as well.

5.  PROTECTING TREES

This is a reminder that cutting down protected trees on public OR private land is prohibited. Trees like the California Sycamore, California Black Walnut, Oak trees and any tree over 4 feet in diameter are protected — and you cannot remove them to install a pool, sport court or other ancillary structure.

6.  FREE BULKY ITEM DROP-OFF EVENT

7.  DOCKLESS SCOOTERS – NEW GUIDELINES

The Los Angeles City Council met on Tuesday, September 4th and approved guidelines for dockless mobility vehicles.

The new provisions include:

Safety – All vehicles will be required to adhere to California safety standards and submit a record of reported collisions on a monthly basis.  A limit of 15 miles per hour for electric scooters and bikes, front and rear lights required, large, visible messaging on vehicles & in app including: no riding on sidewalks; yield to pedestrians; wear helmets while using. Vehicles must be parked upright and cannot be parked at crosswalks, corners, or curb ramps, blocking the sidewalk or in a manner that impedes regular travel in the public right of way.

Permits/ Fleet Size – Under the 120 day conditional permit all new and existing operators will be able to deploy up to 3,000 vehicles throughout the city, with a higher cap in districts with their own pilot programs. Leading up to their annual permit application, operators are required to conduct outreach and determine both equity and safe parking plans to submit with their annual permit application. The LADOT plans to begin accepting applications and issuing annual permits in January 2019.

Operations & Maintenance – Operators must provide maintenance logs and have a staffed operations center.

Evaluation – Council approval of the regulations will initiate a one year pilot program (beginning in early-2019) to evaluate dockless mobility in Los Angeles, and LADOT is directed to report back on several factors including: data on collision and injury; recommendations for building out bicycle enhanced networks to support new dockless transport; protocols to incentivize good behavior; feasibility of installing parking corrals in high traffic corridors; potential technology to regulate speed; optimal vehicle density; potential for revenue generation.

Councilmember Koretz continues to be very concerned about the public safety and enforcement aspects of the program and expects the conversation to continue in the coming weeks as to the finalized regulations.

2.  RELAXED PARKING DURING THE JEWISH HOLIDAYS

The Council Office has notified us that parking will be relaxed in our community during the upcoming Jewish holidays.  For a complete list of dates and locations where the parking rules will be relaxed, please CLICK HERE.

Please note that portions of Strathmore and Westholme near Hillel will not have relaxed parking, per Hillel’s conditional use permit.

3.  ATTIC INSULATION REBATE PROGRAM

This week, Mayor Eric Garcetti and the Los Angeles Department of Water and Power (LADWP) announced a five-year, $100 million insulation rebate program to help Angelenos better control temperatures in their homes, reduce energy use, and save money.

The program will provide homeowners with a rebate that covers $1 per square foot of insulation up to 80% of the total project cost.  Installing attic insulation might seem daunting and expensive, but the Los Angeles Department of Water and Power (LADWP) can help pay for insulating your attic. Customers who install attic insulation can see energy reduction and savings of $200 to $374 in a year, depending upon the size of the home and its location.

This is only the latest addition to a roster of rebates offered through LADWP’s Consumer Rebate Program, including:

  • A/C Optimization Program: provides basic air conditioning diagnostic and maintenance services which can reduce heating and cooling costs up to 25%.
  • Cool Roof Rebate: subsidizes the costs to install a roof designed to reflect heat from the sun, which can reduce cooling costs by 7-15%.
  • Smart Thermostats: automatically optimizes home temperature settings to maximize energy savings, saving customers $180 per year on their utility bill.
  • Refrigerator Exchange Program: exchanges qualified older model refrigerators with Energy Star®-rated refrigerators for low-income residents, free of charge.
  • Home Energy Improvement Program: offers a free home assessment to identify potential cost-effective energy efficient upgrades and repairs.
  • Clothes Washer Rebate: provides a $400 rebate on energy and water efficient washing machines, which can reduce water use by 11,000 gallons per year.

4.  VETERANS “STAND DOWN” – HELP NEEDED

The 4th Annual Veteran’s Stand Down is October 26, 2018 at the VAGLAHS in West L.A. This one day fair offers a wide variety of services for homeless Veterans – see information below!

We need Volunteers and Donations from the community.  Say thank you to our most vulnerable Veterans, our homeless and struggling Veterans, with your donation.  Take the hand of a homeless Veteran by volunteering at the Stand Down.

Each volunteer assignment is two hours in length.  Serve food, volunteer at registration or information desks, help to style women Veterans in the AmVet clothing tent.  Discover the fulfillment of extending a helping hand to our soldiers as they struggle to find housing and overcome hardship.

7.  BE A MONARCH BUTTERFLY HOST

In recent years, the monarch butterfly populations have plummeted at an alarming rate—  especially in California.  The count for the western monarch is down by about 97% from 35 years ago. This decline threatens to deprive future generations of the wonder and beauty of the monarch — and is an ominous sign of the worsening health of ecosystems.  According to a recent scientific analysis, current extinction risk is 72% within 20 years.

Monarch butterflies, as well as other butterfly species, bees, birds and bats, help move pollen from one plant to another, fertilizing flowers and making it possible for plants to produce the food needed to feed people and wildlife.  More than a third of the food that we eat requires pollinators to grow. Yet many of these pollinators are declining, with habitat loss, pesticides and climate change all contributing.

What can you do to help?

Plant Native Milkweed. Monarch caterpillars rely on one host plant for their food—milkweed. Adult monarchs depend on nectar plants.

Become a Certified Wildlife Habitat. By providing food (native plants), water (bird baths, ponds, or shallow dishes of water), cover (places for animals to hide), places to raise young (bird houses, old logs, rock piles), and using sustainable practices such as avoiding poisons in your garden, you will help not only monarchs but all wildlife. Westwood Village: Cinema Under the Stars  – Cinema Under the Stars is a free outdoor family friendly summer movie series in the heart of Westwood Village. This year we’re taking the event to the streets and hosting it on the lower part of Broxton Ave (between Weyburn and Kinross).

Moviegoers bring their own lawn chairs and blankets to enjoy the screenings in a unique outdoor setting.

Sinai Temple’s Men’s Club, in partnership with Jewish Family Service of LA (SOVA), is having a High Holy Day Food Drive. Donations directly benefit the nearly 9,000 people who visit our food pantries each month – people of all ages, races and religions.
