1.  COVID RESTRICTIONS – UPDATE

CURFEW / STAY-AT-HOME ORDER

From KTLA:
California will impose a “limited” but mandatory stay-at-home order and overnight curfew on most residents in a ramped-up effort to slow a spike in COVID-19 cases, Gov. Gavin Newsom announced Thursday afternoon.

Starting this Saturday night, non-essential work, movement and gatherings will be prohibited between the hours of 10 p.m. to 5 a.m. daily, according to a news release from the governor’s office. The order will last a month and is set to expire at 5 a.m. on Dec. 21, but it could be extended as needed.


NEW COVID RESTRICTIONS

Effective Friday, November 20, Los Angeles County will tighten pandemic safeguards and restrictions as COVID-19 cases and hospitalizations continue to increase significantly. These safeguards and restrictions protect the public health and safety of our residents, and their ability to be served in our hospitals.

The first measures, effective this Friday, are:

  • For non-essential businesses permitted to operate indoors—including retail stores, offices, personal care services—occupancy will be limited to 25% maximum capacity.
  • The number of patrons at outdoor restaurants, breweries and wineries will be limited to 50% max outdoor capacity.
  • The number customers at cardrooms, outdoor mini-golf, go-karts and batting cages will be limited to 50% maximum outdoor capacity.
  • Services at personal care establishments may only be provided by appointment to customers wearing face coverings by staff wearing face coverings.
      • Services that require either the customer or the staff to remove their face covering, such as facials and shaves, are not permitted.
      • Food and drinks cannot be served at these establishments to customer.
  • Restaurants, breweries, wineries, bars, and all other non-essential retail establishments must close from 10:00 p.m. to 6:00 a.m.
  • Outdoor gatherings remain the only gatherings permitted, and they must only include 15 people maximum who are members of no more than 3 households.

2.  HOMELESSNESS IN WESTWOOD

I attended a Zoom meeting this week on Homeless in the Village. Those participating included Holmby Westwood neighbors, Jasmine from our council office, Westwood Homeowners Association, Westwood Community Council, Westwood Village Improvement Assoc. and WLAPD Captain Jonathan Tom and Senior Lead Officer, Pete Ojeda.

Neighbors were concerned that the homeless in Westwood Village were making their way into the residential neighborhood setting up tents, and using prohibitive items.

The officers explained that this is an issue throughout the Division. There are 41,000 unhoused in the city and 63,000 in the county. Many lawsuits have been filed and some directives have been issued. They were very clear on one important point: Homelessness is not a crime. It is a societal issue.

Do not take the law into your own hands. The homeless have legal representation. If you see a criminal act, call 911 to report it. If a tent is on the public right of way, it is legal unless there is not 36” available for wheelchair access. Since COVID, LAPD cannot dismantle tents. If individuals are sleeping in a car that is not blocking a driveway, call 211.

LAPD does have an Abatement Team that is in charge of clean-up and will confiscate prohibitive items including drugs and alcohol. They speak with the homeless and try to get them housing and social services. We were told that a good portion of those on the street do not want to live in a shelter. They do not want to live within the rules of shelters and prefer to be on the street.

3.  LAPD CRIME REPORT

COMMUNITY ALERT – SEXUAL BATTERY SERIES
The LAPD is seeking the public’s assistance to identify a suspect in a series of sexual batteries that have occurred in the Westwood community since October 2020.  In this series, the suspect is on a bicycle and has approached lone females from behind.  As the suspect passes the victims, he reaches out with his hand and grabs the victim’s breast.  The bicycle used appears to have red lining with curled handle bars.

ARREST OF INTEREST
The City of Los Angeles has experienced a dramatic increase in the theft of catalytic converters from motor vehicles countywide.

On Monday, November 16, 2020 at approximately 7:25 a.m., West Los Angeles Patrol officers arrested two suspects for receiving stolen property (catalytic converters). Officers recovered cutting tools (electric saws and blades), tools commonly used to saw off catalytic converters, and several vehicle floor jacks from inside the vehicle. The suspects also had a freshly cut catalytic converter on the rear seat of the vehicle.

4.  METRO SERVICE ON THANKSGIVING

On Thursday, November 26, all Metro Bus and Rail service will operate on a Sunday/Holiday schedule. This means all buses without Sunday service will not run. For routes and service information visit Metro.net or call 323.GO.METRO.

Regular weekday service will resume Friday, November 27.

5.  DMV – LEARNER’S PERMIT EXTENSION

The California Department of Motor Vehicles is extending driver’s license permits with expiration dates through May 31, 2021, to give student drivers more time during the COVID-19 pandemic to complete the prerequisites needed for a provisional license, including 6 hours of behind-the-wheel instruction with a driving school and 50 hours of supervised driving practice.

Eligible permits are extended six months from the date of expiration or to a date 24 months from the date of application, whichever is earlier. The DMV previously extended permits expiring between March 1 and November 30, 2020. The DMV has alerted law enforcement of the extensions, which require no individual action on the part of drivers.

The DMV resumed behind-the-wheel drive tests with new health and safety protocols on June 26, and appointments to take the test are available.

6.  FELLOW RESTAURANT – WELCOME BACK TO WESTWOOD

Fellow’s owner Philip Camino has completely redesigned his Westwood Village restaurant and recently re-opened for dinner (Wednesday-Saturday). A new menu of modern Cal-French cuisine is served on a heated patio and prepared by a talented new Executive Chef and Sommelier who both come from prestigious fine dining backgrounds.

The revamped Fellow also features new interiors and introduces The Galerie at Fellow, an adjoining art gallery and exhibition space dedicated to bringing an exemplary selection of visual artists. The current exhibition is a collection from Sam Milgrom of Hollywood’s Mr. Musichead Gallery, as well as work by “bleeding hearts” muralist James Goldcrown.

The West Los Angeles area is experiencing an increase in Catalytic Converter thefts, particularly from Toyota Prius’.  Catalytic converters are targeted by thieves because they contain precious metals and removal of the catalytic converters can take less than 60 seconds.

2.  NEIGHBORHOOD TEAM PROGRAM

During a regional disaster, such as a moderate to major earthquake, the city services we rely on and expect will be unavailable.  The Fire Department will immediately be overwhelmed.  9-1-1 will ring busy, and hospitals will be filled beyond capacity.  Chances are your cell phone won’t work, your power will be out, and your land line will be down.

3.  PARKING CITATION DISCOUNT PROGRAM

Early Pay LA is a new discount program for certain parking citations paid within 48 hours.

Mayor Garcetti has announced a new economic relief program that will provide motorists with an early payment discount on certain citations paid within 48 hours. The program, Early Pay LA, will award a $20 discount and remain in effect until June 30, 2021.

Starting Monday, November 2nd, the new program will award discounts for early payment on citations for residential street sweeping, overnight and oversize parking districts, and vehicles displaying recently expired permits within preferential parking districts.

4.  HONORING OUR VETERANS – SUNDAY LIVESTREAM

Please join Congressman Ted Lieu in honoring our Veterans at his annual, non-partisan event, “Conversations with Veterans” which will be streamed on Facebook Live this Sunday at 2 p.m.  All are invited.

Ten veterans will join Rep. Lieu in telling a cool story about something they experienced while in the military.  Every branch of the Armed Forces will be represented.  Patriotic music will be sung by Army Staff Sergeant Quartrail Tucker.

5.  COVID SAFETY DURING THE HOLIDAYS

With Halloween behind us, the extended traditional holiday season begins. In a normal year, this would be the next couple of months of family time and holiday gatherings. Unfortunately, due to COVID-19, 2020 has been anything but normal.

I am writing to urge you to exercise great caution as you consider how to celebrate the upcoming holidays. Earlier this week, the City Council hosted our LA County Director of Public Health, Dr. Barbara Ferrer, as well as the LAUSD School Superintendent, Austin Beutner, and heard again that LA County is still not yet in a safe infection range. Also, the LA County Health Department has announced the highest one-day increase in COVID-19 cases since August. Combined with the infection spikes being reported all around the country and around the world, this is extremely alarming. Models are showing that some hospitals in other states are expecting to run out of hospital beds in the near future.

We do not want this to occur here in LA County and so we must remain vigilant and focused. We must continue to emphasize wearing masks, physical distancing, and to NOT HOST OR ATTEND LARGE GATHERINGS OF ANY KIND. Do it for yourself, do it for your elderly and at-risk friends and family members, do it for our medical professionals who need our assistance to keep them safe and effective as well to not overtax hospital facilities, and, most of all, do it in the memory of all those who we have sadly lost.

Thank you for all that you have done to keep yourselves safe. Thank you for understanding the very real need to make the hard call not to host a large family Thanksgiving dinner, and not to travel during the holidays. Please consider reaching out through other means such as online platforms, sending handmade cards to your loved ones, or even making donations to favorite charities in your loved one’s name.

The top infectious disease expert in the country, Dr. Anthony Fauci, said this week that it may be 2022 before we begin to approach any sense of normality again. I look forward to that day and I want very much for all of us to still be around so that we can all celebrate together.

6.  THE FLU AND COVID-19

From the LA County Dept. of Public Health:

Influenza (Flu) and COVID-19 are both contagious respiratory illnesses, but they are caused by different viruses. Because some of the symptoms of flu and COVID-19 are similar, it may be hard to tell the difference between them based on symptoms alone, and testing may be needed to help confirm a diagnosis. Flu and COVID-19 can both result in serious illness, including illness resulting in hospitalization or death. Call your doctor or get tested if you think you are sick with COVID-19 or flu.

Neighbors with children who will be out trick-or-treating, a few reminders:

  • Suggested time for trick-or-treating is between 4pm-6pm on Saturday, October 31.
  • Please follow social distancing guidelines by maintaining small groups, social distancing and wearing masks
  • In our attempt to keep this small, please do not invite additional friends and family

3.  DAYLIGHT SAVINGS REMINDER

Don’t forget to set your clocks back one hour before you go to bed Saturday night, October 31. Daylight savings ends this Sunday, November 1st! It’s time to “fall back” – set your clocks back one hour and get an extra hour of sleep — at 2 am on Sunday!

It is also a good time to replace the batteries in your smoke alarms and carbon monoxide alarms and also to update your emergency supplies.

4.  ELECTION DAY SAFETY

As Election Day approaches, local law enforcement is preparing for the possibility of demonstrations and potential unrest. The FBI, LAPD and BHPD have been coordinating all of their resources to protect the community and the vote.

LAPD will be on heavy deployment beginning before the election and continuing throughout the week.  Although there have not been any specific threats, law enforcement is encouraging businesses and citizens to be prepared.

If you see something, say something.  Report any suspicious activity or crime immediately to the police department.  The non-emergency numbers are as follows:

6.  COVID UPDATE – REOPENINGS

The Department of Public Health recently made additional updates to the Health Officer Order. All personal care establishments, including massage therapists, tanning salons, electrologists, waxing, and body art studios, can now operate indoors with modifications. In addition, recreational activities such as batting cages, mini golf and go cart racing can now operate outdoors, also with modifications.

As for breweries and wineries, reservations will no longer be required; however, it is strongly recommended that these businesses continue to operate with reservations only to prevent crowding. At wineries, tastings will no longer require a meal being served.

As with all modifications to Health Officer Orders, businesses must comply with all of the required public health protocols in order to keep residents, customers and staff as safe as possible.

7.  DMV – SENIOR DRIVER LICENSE RENEWALS

Californians age 70 and older with a noncommercial driver’s license are now eligible to renew online or by mail, eliminating the need to visit a California Department of Motor Vehicles office. Licenses with an expiration date between March 1, 2020, throughout the COVID-19 emergency are eligible.

Through Executive Order, Governor Gavin Newsom has temporarily waived the California law requiring drivers age 70 and older to visit a DMV field office to renew their license for the length of California’s State of Emergency or until modified. The DMV is completing the programming necessary so customers who meet the criteria will be able to complete their renewal online beginning December 6.

Nearly all California drivers are now eligible to renew their license online or by mail – even if their renewal notice states an office visit is required.

The DMV previously provided yearlong extensions to senior drivers with noncommercial licenses expiring in March through December 2020. Those who received the extensions are eligible to renew online.

The DMV previously expanded eligibility for drivers 69 and under to renew online, even if their DMV notification states they must come to an office.

All of our online programming will now be available through this new channel at online.cap.ucla.edu beginning October 28th. I host a meeting every other month for people with chronic lung conditions other than TB or cancer. It’s a very informal support and information group, free of charge, which has been ongoing for about 15 years. The meetings bring together people who all share a common health problem, so we can feel completely comfortable talking about our lung issues in a warm, supportive environment. Each of us has a history of diagnosis, treatment, and day-to-day experience that is very helpful for answering our questions and getting the benefit of people’s personal experience. Even with the best of doctors, this is an invaluable service.

Seeking Homes for Contactless Trick-or-Treating

In these unprecedented times, HWPOA would like to assist in providing local children with a somewhat normal Halloween, while taking appropriate precautions.  HWPOA is compiling a list of addresses that would like to participate in safe trick-or-treating.

Families that agree to participate must provide a contactless manner to pass out treats to the children. This can include methods such as leaving a bin outside, using a grabber (or tongs) to give out treats, a “chute” to send the candy down, etc.

If you would like to be a part of this and provide treats to our neighborhood children, please email hwpoa@aol.com with your address.  Suggested trick-or-treating time is Saturday, October 31 from 4pm–6pm.

A link to a list of participating homes will be posted in the Holmby News prior to Halloween.  We must all agree as a community to keep this program small and within our neighborhood and its residents. In addition, when approaching homes, please limit the size of your group, maintain appropriate distance on sidewalks and driveways and follow other social distancing guidelines (wear a mask, etc.).

3.  GARBAGE BIN REPLACEMENT

If your blue, black or green garbage containers are broken or missing, please call the LA Sanitation 24-hour Customer Care Center at 1-800-773-2489.  Please have your bin number handy if possible.  It’s located on the bin.

You can also create a service request using the MyLA311 app, available free in Google Play and the App Store.  Download the MyLA311 app for Android or iPhone or submit requests using the MyLA311 website.

5.  OCTOBER IS “ADOPT A SHELTER DOG” MONTH

October is Adopt a Shelter Dog Month and a good time to bring home an animal companion from LA Animal Services.

If you would like to adopt a pet, please follow these steps:

  1. Visit laanimalservices.com/adopt and identify an animal you would like to adopt.
  2. Call 888-452-7381 with the Animal ID number or A# (example: A1234567).
  3. LA Animal Services will share all the information available on that animal.
  4. If you’re interested in moving forward with the adoption, LA Animal Services will take your information and schedule a pick-up appointment.
  5. During the appointment, the staff will introduce you to your selected animal.
  6. Please be advised that due to City order in response to COVID-19, no more than 10 people are permitted in our facilities at a time, which includes staff.
  7. To comply with social distancing requirements, we will be scheduling appointments daily at our four LA Animal Services Centers from 11:00 am to 4:00 pm.

5.  PARKING ENFORCEMENT HAS RESUMED

Yesterday, October 15th, LADOT Parking Enforcement and Traffic control RESUMED parking enforcement and impounding of vehicles in response to the COVID-19 pandemic, where applicable, for the following categories:

  • Residential street sweeping;
  • Expired registration on a vehicle;
  • Overnight/Oversize parking districts;
  • Peak/rush hour and gridlock zone parking restrictions;

LADOT will DELAY impounding vehicles used for dwelling pending a report back to Council in 30-60 days. Additionally, LADOT will DELAY the booting and impounding of scofflaw vehicles until January 1, 2021.

Enforcement is ONGOING for all the following categories:

  • Metered parking;
  • Time limits within preferential parking districts for vehicles without a valid or recently-expired permit;
  • Posted time limit zones in residential and commercial areas;
  • All posted Temporary No-Parking signs;
  • No blocking emergency access (alleyways, fire hydrants, etc.);
  • Colored curb zones; and,
  • Parking restrictions for City-owned lots.

2.  2020 CENSUS – DEADLINE FAST APPROACHING

The deadline to fill out your census form is fast approaching and all Angelenos need to be counted and make our voices heard. The courts have recently ordered the Census Bureau to continue counting until October 31, 2020.

4.  CONTACTLESS TRICK-OR-TREATING

In these unprecedented times, HWPOA would like to assist in providing local children with a somewhat normal Halloween, while taking appropriate precautions.  HWPOA is compiling a list of addresses that would like to participate in safe trick-or-treating.

Families that agree to participate must provide a contactless manner to pass out treats to the children. This can include methods such as leaving a bin outside, using a grabber (or tongs) to give out treats, a “chute” to send the candy down, etc.

If you would like to be a part of this and provide treats to our neighborhood children, please email hwpoa@aol.com with your address.  Suggested trick-or-treating time is Saturday, October 31 from 4pm–6pm.

A link to a list of participating homes will be posted in the Holmby News prior to Halloween.  We must all agree as a community to keep this program small and within our neighborhood and its residents. In addition, when approaching homes, please limit the size of your group, maintain appropriate distance on sidewalks and driveways and follow other social distancing guidelines (wear a mask, etc.).

5.  LEAF BLOWING ETIQUETTE

We would like to remind you that gas powered leaf blowers are illegal. They can be very noisy and disruptive to other neighborhood residents.

If you or your gardeners use gas powered leaf blowers, please refrain from using them. There are other options available, including a variety of electric leaf blowers. Thank you.

6.  SANTA MONICA BLVD – TEMPORARY LANE REDUCTIONS

From Los Angeles Metro:

The Metro Purple Line construction contractor will install landscaping on the north side of Santa Monica Blvd. beginning on Tuesday, October 6. This work will require temporary lane reductions on Santa Monica Blvd. between Century Park West and Moreno Dr. for an estimated two weeks.

7.  SHRUBS BLOCKING SIDEWALKS – PLEASE TRIM

Throughout the neighborhood, many shrubs and hedges have become overgrown. Some are encroaching on the sidewalk, making the sidewalk narrow and difficult to navigate.

If your bushes, shrubs or hedges are overgrown and blocking the sidewalk, please trim them as soon as possible.  Please remember to take care of the shrubs on all sides of your property (not just the front).  Thank you.

8.  YMCA – NON-PERISHABLE FOOD DRIVE

During the pandemic, the Collins & Katz Family Y has been meeting critical community needs, feeding our hungry neighbors, and providing sanitation and showers to the unsheltered around us.  Our Food Distribution program, in partnership with Food Forward and Westside Friends, has delivered meals and distributed 5,950 bags of fresh food to neighbors, which equals about 24,000 meals to families and seniors in need. Sadly, it’s not enough and here’s where you can help!

Our neighbors need non-perishable foods like rice, beans and pasta, and other items to add to the fresh produce that they pick up from the Y each Thursday.  These nonperishable items will help people stretch their food to last through the week until the next food distribution.

1.  L.A. COUNTY OPENINGS – PLAYGROUNDS & NAIL SALONS

PLAYGROUNDS
Outdoor playgrounds may reopen at the approval and discretion of cities and the County Parks and Recreation Department.

Parents and children age two years old and older must always wear a cloth face covering, avoid people not in their household, and sanitize hands before and after using playground equipment. There is no eating or drinking allowed at the playground. Indoor playgrounds remain closed.

3.  NOISY ROOSTERS – COCK-A-DOODLE-DON’T

We have received complaints of roosters and/or chickens squawking in the very early hours of the morning.  The noise can be heard on the west side of Holmby Park, between Comstock, Strathmore and Beverly Glen.

5.  PARKING ENFORCEMENT RESUMES OCT. 15

Parking enforcement  will resume beginning on Thursday, October 15, 2020 in the City of Los Angeles.  In particular, the following situations which were relaxed will now be enforced:

  • Residential street sweeping
  • Expired registration
  • Overnight/Oversize parking districts
  • Peak/rush hour and gridlock zone parking restrictions
  • Expired preferential parking district permits

During COVID lockdowns, the City only did partial enforcement  — while the above-listed items were relaxed, enforcement had continued throughout for permit parking, meters, posted time limits, etc.

Relaxation of these restrictions was originally slated to end October 1, but the LA City Council voted on September 30 to push resuming enforcement back to October 15, to allow time for outreach to be conducted, notifying the public of the change.

Impounding of vehicles in which there is vehicle dwelling will meanwhile be delayed for 30-60 days, to allow time for development of a next steps plan.

2.  RELAXED PARKING DURING THE JEWISH HOLIDAYS

3.  2020 CENSUS – TIME IS RUNNING OUT

September 30th is the last day to respond to the 2020 Census. There are less than 2 weeks left!

The 2020 Census, a regional tally of the population of the United States, will determine how congressional seats are apportioned as well as how federal dollars are distributed to state and local governments for education, healthcare, housing, and social safety net programs for the next 10 years.

4.  REGISTER YOUR BICYCLE

Did you know? that if your bike is stolen and you haven’t registered it, that the thieves can register it in their name. In that case, it is very hard to prove that the bike was yours in the first place.

5.  FREE BULKY ITEM DROP-OFF EVENT

What are you doing with unwanted bulky items like furniture, appliances, and oversized toys?

Bring your bulky waste to one of our participating district yards this Saturday for proper disposal. Before disposal, we encourage Angelenos to find a second life for any reusable items they may want to get rid of.

Nonetheless, if you’re an LA resident, feel free to bring your unwanted bulky items to a drop off event. LA Sanitation will be accepting bulky items at five locations around the City on Saturday, September 19 from 8:00am – 4:30pm.  Nearby location:

6.  METRO TAP CARDS NOW ON IPHONES

Metro and riders on 25 other transit systems in Los Angeles County can now add TAP cards to their iPhone or Apple Watch beginning immediately.

This is a safer, contactless way to pay fares and it means no more having to go to a station to purchase a TAP card or load fares from a TAP vending machine or a vendor. Using your iPhone or Apple Watch as a TAP card means you no longer have to dig a TAP card out of your pockets, purse, knapsack, etc.

8.  MARY & ROBB’S CAFE – NEW OWNERS

To my beloved Westwood community,

After 41 years, I am stepping back from my day-to-day responsibilities as owner of Mary & Robbs Westwood Cafe.  I am confidently leaving it in very capable hands. Roozbeh Farahanipour, owner and president of Delphi Greek Cafe, who has been a longtime patron of Mary & Robbs and resident of Westwood, will be carrying on the Mary & Robbs tradition.

Roozbeh is well known and active in the community, and is committed to honor the restaurant’s cherished history.  He will continue its legacy as Westwood’s oldest eating establishment.  While there has been a change in ownership, our longtime staff, including our friendly servers and chefs, will stay on to maintain consistency in food and service.  You can expect the same menu, the same quality, and the same smiles you have been used to for all these years.

Mary & Robbs will reopen today, Wednesday, September 16, beginning at 9:30 a.m.

On behalf of my wife, Laila, and I, we thank you for your support over the last four decades.  It has been an honor to serve multiple generations in this community, and I plan to continue to remain an active member of the Westwood Community Council.  We will continue to consider you all family and Westwood will forever be my home.
