1.  SEEKING NEW HWPOA BOARD MEMBERS

Join the Board of Directors of
Holmby Westwood Property Owners Association

The HWPOA Board is seeking Holmby Westwood residents to volunteer to serve as a Director for 1 year. We ask only that you be a financially current member of the Association for the past 2 years and have an interest in maintaining and improving the quality of life we have all come to know and enjoy.  The election of the Board of Directors will take place in April.

Serving on our Board of Directors is a way to safeguard one of the largest investments you will make in your lifetime. You will have an extremely worthwhile experience while giving back to our community.  HWPOA is a highly respected association throughout the city and, with your involvement, we hope that will continue indefinitely.

We usually meet on the second Tuesday of each month at 7:30 PM. Our meetings have been on Zoom in recent years but we may transition back to in-person meetings, which will be held at Belmont Village (on Wilshire at Warner Ave.).

We encourage all Board members to join one of our committees, which include: Security, Green Team, Westwood Village, Traffic, Holmby Park, Architectural Supervising Committee, 4th of July event, Filming (in the neighborhood), Membership, LAPD liaison and more.

4.  FILMMAKERS ACQUIRE VILLAGE THEATER IN WESTWOOD

From Variety:

Filmmaker Jason Reitman has gathered more than two dozen filmmakers to help acquire Westwood’s historic Village Theater, which will program first-run and repertory programming.

The collection of directors will showcase props, wardrobe and film prints from their personal collections, included Chris Columbus’ extensive collection of 16mm film prints.

The theater will continue to operate while plans to add a restaurant, bar and gallery are underway.

6.  BIRD SCOOTERS IN BANKRUPTCY

From the Daily Bruin:

Bird, a shared electric scooter and bike company, announced its filing for bankruptcy Dec. 20.

While economic experts posit that Bird’s bankruptcy can be attributed to macroeconomic trends, industry-specific challenges and internal factors, industry leaders and scholars maintain distinct views on what this may mean for the future of e-scooter companies.

Scooters brandished with the bright blue Bird logo can often be spotted on campus and in Westwood because Bird has been the only e-scooter company legally permitted to operate on UCLA’s campus since 2019, according to UCLA Transportation.

Despite the popularity and appeal of Bird scooters, Bird riders received an email titled “Happy New Years & An Important Business Update” at the start of 2024 announcing the company’s filing for bankruptcy. The email detailed that as of Dec. 20, Bird had filed for Chapter 11 bankruptcy, through which the company will undergo financial restructuring for three to four months.

Spring Concert – Copland, Rutter, Williams!

at Westwood Presbyterian Church

Westwood Presbyterian Church’s Music at Westwood presents their Spring Concert, Copland, Rutter, Williams! The concert will feature music by John Rutter, Aaron Copland and legendary film composer John Williams. It will be conducted by Westwood Presbyterian’s Director of Music, Dan Redfeld, and will feature soloists Christina Borgioli, Devon Davidson, Emily Kerrigan, Elias Berezin, Emerson Boatwright, Matthew Lewis and the WPC Chancel Choir accompanied by the WPC Chamber Orchestra.

Admission to the concert is $30 for adults, collected at the door and available on Eventbrite prior to the concert. Guests under 18 are admitted free.

4.  TREE TRIMMING AT HOLMBY PARK

Our thanks to the Dept. of Recreation and Parks and to our Councilmember, Katy Yaroslavsky for the much needed tree trimming at Holmby Park.

It had been many years since the last trimming. Some trees were roped off as limbs had fallen, bee hives were causing problems, and tree growth had not been checked. The cost to trim exceeded $60,000. and took the Dept. several days to complete. Under the excellent supervision of Raul Mora, senior gardener and his staff, Holmby Park and the Armand Hammer Golf Course will continue to provide beautiful open space and park urban tree canopy for our community, enriching the lives of our residents.

5.  LANDLINE TELEPHONE SERVICE COULD BE DISCONTINUED

Landline telephone services could be discontinued for many in the Golden State after AT&T filed a petition that would allow it to stop servicing traditional landlines in California.  See the article below:

8.  UCLA BOTANICAL GARDEN NEWSLETTER

​​Dear Garden Friends,

We are thrilled to announce our first annual Clarkia Festival! On May 18, the Garden will be filled with music, art, and of course, the magnificent pink and purple blooms of our Clarkia flowers. Please join us for Garden tours and educational activities in LA’s beautiful springtime.

Don’t miss our other upcoming events, including a Hummingbird Workshop, a Members Only Nature Phone Photography Workshop, and a talk on native bees by Krystle Hickman.

I am happy to share that the Garden is starting the Botany Brown Bag public lectures. Many of you have been asking to learn about faculty research. On Feb 29, I will start this informal series with a fun talk, “Why trees go nuts”. On April 18, our faculty advisor Dr. Felipe Zapata will speak. We will look forward to seeing you.

Construction is bringing exciting changes to our Garden! Each day, it becomes easier to envision how stunning our new stream will be. Check out our progress during your next visit.

Car Break-In at Holmby Park
A homeowner reported that yesterday morning (Thursday, Feb. 8) at 9:15 am, her friend’s car was broken into while they were walking around Holmby Park.  The window was smashed and her purse was stolen.  Although people were around, no one saw anything.

3.  STORM DAMAGE – PROPERTY TAX RELIEF

From the Westwood-Century City Patch:

Homeowners in LA County could be eligible for a tax break if they experienced flooding, mudslides or other storm damage.

In the aftermath of recent heavy rainstorms, Los Angeles County residents who experienced flooding, mudslides or other damage to their property can apply for financial relief.

Under the Los Angeles County Assessor’s Misfortune and Calamity Tax Relief program, homeowners will be offered a reassessment of their property value that reflects the damage incurred, potentially lowering tax obligations. The program stipulates the property loss must amount to more than $10,000 to qualify, officials said.

4.  CVS MINUTE CLINIC CLOSURES

Last week, CVS Pharmacy released details of plans to close many of its MinuteClinic locations in Southern California by the end of February.  According to company officials, 25 MinuteClinic locations will be closed by Feb. 25 “to help support future growth and design the next evolution of community health destination.”

These are the nearby locations that will be impacted:

  • 10889 Wellworth Ave. in Westwood
  • 2505 Santa Monica Blvd. in Santa Monica

“As part of our normal practice, we continually evaluate MinuteClinic’s footprint to ensure it meets the demands of our patients and consumers and aligns with our health care delivery strategy,” the company said in a statement, noting that the “difficult” decision to close the clinics was a part of that evaluation.

Eleven MinuteClinic locations will remain open in the area, in addition to on-demand care — which offers telehealth services — that is offered seven days a week, including evenings and weekends, MinuteClinic spokeswoman Monica Prinzing said.

5.  IN MEMORY OF STAN BERMAN

We are sorry to announce the recent passing of Stan Berman, owner of Stan’s Donuts in Westwood Village.

For over 50 years, Stan’s was the go-to place for thousands of students, families and visitors to the Village.  Stan was honored by the City of LA for the great neighbor that he was and his years of service to our city.  He was the Grand Marshall for Holmby Westwood’s July 4th Picnic and Parade and contributed hundreds of red, white, and blue donuts.  He will be missed!

6.  FREE CONCERT AT WESTWOOD LIBRARY

Don’t miss the next Free Concert @ Westwood Library, THIS SATURDAY, February 10 @ 3 PM.

3.  LEAF BLOWING – L.A. CITY ORDINANCE

“No gas powered blower SHALL BE USED WITHIN 500 FEET OF A RESIDENCE AT ANY TIME.”  See ordinance below.

We would like to remind you that gas powered leaf blowers are illegal. They can cause problems for persons suffering from asthma, hay fever, or other respiratory ailments.  They can be noisy and disruptive to other neighborhood residents, particularly, now that many people are working from home. They are huge climate polluters and pump out tons of carbon dioxide each year, the primary driver of climate change.

There are a variety of electric leaf blowers available.  Please check with your gardener and remind them of the law. Thank you!

5.  SURVEY – ALL ABOUT PARKS!

To help make our parks even better, my team and I are conducting a district-wide survey, and we want to hear from you!

The survey is short and to the point, and will help us identify physical improvements and recreational programs that our community would like to see at current recreation and park facilities in Council District 5. While not all of the ideas gathered in this survey are guaranteed to move forward, it will provide valuable information as we prioritize city resources in the coming years. This Sunday, February 4, Metro is offering free rides on our bus, rail and bike system in honor of Transit Equity Day and the birthday of civil rights activist Rosa Parks, who in 1955 famously refused to give up her seat on a Montgomery, Alabama bus for a white passenger.

Parks’ act of courage was felt throughout the country, leading to the U.S. Supreme Court ruling that segregation on transit was unconstitutional.

2.  RESCHEDULED ROAD CLOSURES IN WESTWOOD VILLAGE

From the LADWP:

Dear Neighbors,

We have updated road closure dates to share for a water mainline replacement project in the UCLA area, due to this week’s rain.

In Westwood Village, LeConte Avenue will be closed at Gayley Avenue from 8:00AM – 4:00PM on Friday January 26 and Monday January 29 – Wednesday January 31 as LADWP replaces a water mainline installed in the 1920s with new earthquake resistant ductile iron pipe. This type of pipe flexes with the earth’s movements to prevent damage, so it is more resilient and reliable.

The intersection will reopen after 4:00PM on each of those days.

Traffic impacts:

  • On Gayley Ave, one lane will be open in each direction for travel north and south.
  • LeConte Ave will be closed to through traffic. Traffic heading west can detour by traveling on Broxton Ave to Weyburn Ave and back onto Gayley.

3.  NEW PARKING SIGNS ON BIRCHWOOD

An interested homeowner accomplished her goal even though it took many months. Rachel Ault thought bushes needed trimming and street signs had faded and some rusted in the Devon/Birchwood area.  She worked with Patty Macias in our council office and sure enough, this week, new signs were installed.

Special thanks to Rachel and other neighbors who help to create a safer and more beautiful Holmby Westwood by seeing something and doing something!  It takes a village!

4.  JURY DUTY SCAM ALERT

A homeowner recently reported the following situation to us:

A scammer called me on my cell phone and somehow managed to make the originating phone number an LAPD # so it looked legit. My Caller ID read LAPD.  They knew my name, middle initial, phone number, and address which is not easy to find online. The man identified himself as an officer and he claimed that I had failed to show up for a court date that was assigned after I failed to return two jury duty summons.

He claimed that each offense had a $1000 bond, and demanded that I go to a “treasury website” to post two $1000 bonds or a warrant would be issued for my immediate arrest.  He tried to keep me on the line by saying he was ordered to maintain contact until I posted the bonds, warning that if I broke contact (i.e, hung up) he would be sending the sheriff to my address to take me into custody.  I eventually hung up without providing any additional information, and without paying any money.

The LAPD and/or the Sheriff’s Department do not call people for warrants. If you receive a similar phone call, please do not give them any information or go onto the website they are directing you to.

5.  WESTWOOD HOMELESS COUNT UPDATE

The Greater Los Angeles Homeless Count, overseen by the Los Angeles Homeless Services Agency (LAHSA) took place Wednesday evening. The annual Count takes place in all 50 states to create a “point-in-time” snapshot of homelessness in the United States. The results of the Count are used to determine the amount of federal and state funding received by Los Angeles to address homelessness.

Some 150 Westwood and UCLA volunteers met at the Westwood Presbyterian Church on Wilshire to participate in this year’s Count, one of the largest turnouts in L.A. County.  After checking in, meeting neighbors, enjoying refreshments, and completing a brief training session, teams of three to four volunteers left the church with maps and flashlights in hand along with a phone App that was used to tally the number of homeless individuals in Westwood.  This included individuals, tents, makeshift shelters, encampments, cars, campers, vans, RVs, and SUVs used for dwelling.

Holmby-Westwood neighbors made a strong showing once again. Volunteers included Westwood Neighborhood Council President Lisa Chapman who Co-Chaired the Count with Steve Sann, Chair of the Westwood Community Council. HWPOA Board members Jann Williams, Philip Gabriel, Ellen Turner, and Sandy Brown, along with homeowners Con Howe, Mark Magna, and Jason Somers were among the volunteers at the Westwood Count. Belmont Village Westwood staff, along with UCLA professors, staff and students, also turned out to support the big effort. This is a valued and important community service.

6.  COVID ISOLATION – NEW RELAXED GUIDELINES

From the Westwood-Century City Patch:

Test positive for COVID-19? As long as you don’t have any symptoms, you can go to work or school, according to new guidelines from state health officials.

New COVID-19 isolation recommendations move away from five days of isolation and instead focus on clinical symptoms to determine when to end isolation.

“Instead of staying home for a minimum of five days, individuals may return to work or school when they start to feel better,” the CDPH said in a statement.

People who test positive can now go about their lives (while still wearing a mask) as long as their symptoms are improving and they are fever-free without medication for 24 hours. People who test positive but never develop symptoms don’t need to isolate, according to the CDPH order.

Masking requirements haven’t changed: People who test positive should wear a mask around other people indoors for the 10 days after they test positive or become sick. People can stop wearing a mask sooner than 10 days following two sequential negative tests at least one day apart, health officials said.

7.  UCLA NIMOY THEATER – INTERACTIVE TOUR

On Christmas Day 1940, an austere 500-seat Moderne theater for movies and live performances opened on Westwood Boulevard, just south of Wilshire.

In 1956, it became a full-time movie theater dubbed the Crest, which the city named a historic-cultural monument some 50 years later.

3.  VETERAN AVE. LANE CLOSURES

Metro’s subcontractor has performed required geotechnical fieldwork on Veteran Ave. to gather information on existing soil and rock conditions.

To finish the current phase of work in this area, pavement restoration is required by the City of Los Angeles.

When:

  • Dates: Four days of work between January 22 – February 2, 2024
  • Work hours: Tuesday – Friday, 7am–3:30pm
  • Work will be completed as early in this timeframe as possible, subject to weather conditions.

Parking Restrictions:

  • Tuesday – Friday, 6:30am–4pm. Street parking on the 100-500 block of Veteran Av will be restricted during work hours.
  • Parking signs will be bagged in areas where work will not be taking place, opening up parking during this time frame.

Lane Closures:

  • Veteran Av will be reduced to one lane of through trac in each direction of the the 100-500 block in one or more
  • 150-foot segments as work is conducted. Flaggers will be present to safely allow through trac to pass by the work area. This work will also require the intermittent closure of the Montana Av/Gayley Av intersection at Veteran Av.

Detour information will be provided.

4.  GREATER LA HOMELESS COUNT – VOLUNTEERS NEEDED

The Los Angeles Homeless Services Authority 2024 Greater Los Angeles Homeless Count is around the corner.  The Westwood Count will take place on Wednesday, January 24, beginning at 9:30 PM at the Westwood Presbyterian Church in Hoffman Hall.

The Greater Los Angeles Homeless Count is the annual census that counts our neighbors experiencing unsheltered homelessness.  Through the Count, we’re better able to direct and advocate for vital services to support the needs of our unhoused neighbors.

5.  EARTHQUAKE BRACE & BOLT GRANT PROGRAM

Earthquake Brace + Bolt (EBB) helps homeowners lessen the potential for damage during an earthquake by “bracing” the crawl space, when necessary, and “bolting” the foundation to the house’s frame.

EBB offers a grant of up to $3,000 toward a seismic retrofit for qualifying older houses. We have helped thousands of California homeowners complete seismic retrofits!

Registration is now OPEN for Earthquake Brace + Bolt Program!  EBB program registration is open for 30 days once per year. Eligible homeowners are able to submit their application only during open registration.  Time is limited to register!

2.  EARTHQUAKE SAFETY

This week marked the 30th anniversary of the 1994 Northridge earthquake (magnitude 6.7).  It is a good reminder to prepare for earthquakes and other disasters that may occur in Los Angeles.

3.  GREATER LA HOMELESS COUNT – VOLUNTEERS NEEDED

The Los Angeles Homeless Services Authority 2024 Greater Los Angeles Homeless Count is around the corner.  The Westwood Count will take place on Wednesday, January 24, beginning at 9:30 PM at the Westwood Presbyterian Church in Hoffman Hall.

The Greater Los Angeles Homeless Count is the annual census that counts our neighbors experiencing unsheltered homelessness.  Through the Count, we’re better able to direct and advocate for vital services to support the needs of our unhoused neighbors.

2.  HWPOA BOARD MEETING – VIDEO CONFERENCE

3.  LAPD CRIME REPORT & BURGLARY UPDATE

BURGLARY UPDATE – from the Westside Current
At the LAPD Town Hall Zoom Meeting earlier this week, the LAPD announced that they’ve made 12 arrests related to the recent burglaries on the Westside and recovered over $1 million in stolen goods.

The recent arrests, primarily linked to a South American gang, were attributed to the collaboration among various police divisions and departments.

With these arrests, LAPD said residents can expect to see a significant decrease in burglaries in neighborhoods like Brentwood, Bel Air, Benedict Canyon, and the Mulholland area. However, the department encourages residents to stay vigilant, especially in areas like the Palisades which remain vulnerable.

LAPD is seeking public assistance in identifying owners of the recovered property and urges any burglary victims to contact them for help in reclaiming their belongings. For police assistance, the public can reach out to the LAPD at 1-877-275-5273 or dial 911 in case of emergencies.

4.  STREET CLOSURES – GOLDEN GLOBE AWARDS

From the Westwood-Century City Patch:

Major road closures are planned in Beverly Hills and Westwood this week as part of preparations for the Golden Globes.  A week-long series of lane and sidewalk closures are scheduled on North Santa Monica and Wilshire boulevards in Beverly Hills ahead of the Golden Globes.

The closures will be in effect around the intersection of Santa Monica and Wilshire in preparation for the Golden Globes, which will take place Sunday, January 7 at the Beverly Hilton.

5.  LADWP PROJECT IN WESTWOOD VILLAGE

Please note that LADWP will begin construction on the Gayley Ave and Le Conte Ave Mainline Replacement Project in mid-January 2024. We are replacing a water mainline that was installed in the 1920s with earthquake resistant ductile iron pipe, which improves reliability and resilience.

Below is the fact sheet which includes a map of the construction area. Street parking will be restricted during work hours and traffic control measures will be implemented to mitigate traffic impacts. Construction is split into two phases: Phase 1 is on Gayley and Phase 2 is on Le Conte. Note that Phase 2 construction will be conducted AT NIGHT from 9:00PM to 5:00PM.

6.  UCLA ACQUIRES WESTSIDE PAVILION

UCLA has announced the acquisition of the Westside Pavilion to create a new state-of-the-art Research Park.

  • UCLA has acquired the former Westside Pavilion mall, a 700,000-square-foot property two miles from our Westwood campus
  • We will transform the empty former mall into the UCLA Research Park — housing the California Institute for Immunology and Immunotherapy and Center for Quantum Science and Engineering as well as programs across the disciplines
  • These initiatives are made possible in part by an intended $500 million investment from the state of California, with $200 million already allocated
  • The California Institute for Immunology and Immunotherapy is also supported by a group of founding donors led by Meyer Luskin, Dr. Gary Michelson, Dr. Eric Esrailian, Dr. Arie Belldegrun, Sean Parker and Michael Milken

7.  NEW LAWS IN CALIFORNIA

In 2024, hundreds of new laws will take effect in California, increasing sick time, wages, and taxes and banning companies from punishing marijuana users.

9.  L.A. ANIMAL SERVICES – WISHLIST & PET ADOPTIONS

With the goal of finding homes for 3,000 pets by January 31, 2024, LA Animal Services is inviting Angelenos to celebrate the new year by offering reduced adoption fees this Saturday, January 6, and Sunday, January 7, from 11 am to 5 pm, for dogs and puppies (excluding $20 license fee for City residents), cats and kittens. Adoption fees for dogs will be $51, puppies: $75, cats: $12.50, and kittens: $25.

It’s been a busy and most successful year for our association mainly because we have an involved and interested Board of Directors who chair important committees that maintain our neighborhood as one of the best in LA.

Here’s how you, our member, benefits year after year:

HWPOA won an important lawsuit in Superior Court and prevailed on all 5 counts against a property owner at Lindbrook and Holmby Ave. who built a new home 7 ft. 1 in. from the property line instead of the required 35 ft. It is on appeal by the homeowner.

We protested (through letters) to the City Planning Dept. to remove all single-family zones from the Citywide Housing Element that were to be re-zoned to multi-family use (apartment buildings next to single-family homes). Hilgard and Beverly Glen were to be rezoned to allow multi-story apartments. All streets in between were to be rezoned to allow multi-family residences. Community pressure forced the city to rethink its position and to maintain single-family neighborhoods.

Dennis Rosenblatt chairs the FILM/LA Committee which works with the city and film production companies to ensure that no homes or streets are harmed by the hours or number of days of filming and that parking or traffic plans pose no problems to neighbors. Dennis coordinated more than a dozen film projects in Holmby Westwood during 2023.  Dennis also worked to impose a restriction on valet parking in Holmby Westwood when valets were actually hired on behalf of hosts in adjacent communities.

Susan Meals led the Holmby Park Committee on the design of the new playground and restrooms and the use of the park by for-profit businesses. They continue to work on the dangerous problem of dogs off-leash.

Jann Williams chairs the Westwood Village Committee that has been meeting for several years to discuss the many possibilities for a new Village Plan that would include housing, entertainment, and street and sidewalk amenities. The committee works with the Village property owners and the Business Improvement District.

The Membership Committee is chaired by Jackie Freedman, always working to add new members. They posted lawn signs to encourage new membership and developed a brochure highlighting the many benefits that await new owners.

Caron Schwartz chaired our annual July 4th Parade and Picnic that began at Warner Ave. School with a parade of families led by our Fire Station 71 and ended at Holmby Park with bouncies, games and food. A fun celebration and free for our community!!

Susan Reuben and Nancy Greenstein co-chair our Security/Crime Committee, reporting on crime in ours and adjacent neighborhoods. We have seen a rise in theft from vehicles and homes. This committee works with our local police Senior Lead Officer Allen and stays up to date with every reported incident. The purchase of Neighborhood Watch signs is being considered by the Board.

Marilyn Stern stays in close contact with news in Westwood Village and available homeowner discounts that are reported in our weekly newsletter. She keeps up-to-date on local events and board news as our Good & Welfare chair.

The Architecture Committee is composed of 7 members (required) who review homes that have CC&Rs (Covenants, Codes and Restrictions). Ellen Turner, Ken Korman, Sandy Brown, Caron Schwartz, Jim Grant, Raun Thorp, and Susan Reuben serve on this important committee overseeing all remodels and new construction.

2023 was a good year for the Green Team chaired by Marnie Bodek. From Marnie: “We began the year by developing a Green Team Mission statement and Priority Goals for our work. We continued to work with consulting arborist, Lisa Smith, as well as neighborhood residents on identification of climate appropriate replacement parkway trees for Holmby Westwood streets where existing parkway tree species are no longer allowed by the City. Our street-by-street work was approved by Urban Forestry, and we plan to share the new tree plan with residents at the beginning of the new year.

We have been in touch with Councilwoman Yaroslavsky’s office on removal of tree stumps throughout the neighborhood as well as tree trimming on priority streets. The Green Team has also been working on a website to provide neighborhood residents with tree resources and information. Look for the launch of The Green Team website soon.

Neighborhood tree planting has been paused this year. The City’s current tree planting priority is low income, low canopy neighborhoods. As a result, we have begun conversations about alternative ways to support our planting efforts.

The HWPOA Board supports the Adopt Fire Station program at Sunset and Beverly Glen station, Warner Ave. School, and the UCLA Food Closet.

The Los Angeles Conservancy with the assistance of Marnie Bodek, Kathryn Welch Howe and Sandy Brown offered several walking tours of Holmby Westwood which sold out quickly and were well received. Sandy worked with the Director of the U.S. Open Golf Championship at The LA Country Club to coordinate traffic, security, and attendees to the tournament. It went smoothly and without a hitch!

LADWP attended a HWPOA Board meeting to discuss the power outages caused by failing underground cables, severe rain, or fallen street trees. We work closely with our Councilwoman, Katy Yaroslavsky and her excellent staff on issues that arise in Holmby Westwood, often weekly.

And finally, we have a dedicated Officer Manager and half-time employee, Dana Glenn, who takes your calls and messages, writes our weekly newsletter, prepares our budget and does our billing. Phil Gabriel serves as our Treasurer and keeps our finances in check.

We are all volunteers who meet every month as a board and in between for committee meetings, who devote both time and effort on your behalf to keep Holmby Westwood the very best it can be. We absolutely could not accomplish this without our members support!! We rely on our members for our financial stability.

HWPOA is the ONLY member-supported, volunteer-run, non-profit community organization dedicated to preserving and protecting the quality of life in Holmby Westwood. Your continued support is vital!
