1.  VOLUNTEERS NEEDED – CADET TUTORING

The LAPD Cadet Program is a community youth program to help instill discipline, leadership, academic excellence and life-skills in all youth participants.  The Junior Cadets are elementary and middle school kids who are interested in becoming cadets, and participate in the program.

The Junior Cadets meet at 5:00 PM on Tuesdays at the West L.A. Municipal Bldg. (Corinth near Santa Monica).  They are in need of volunteer tutors to help the kids with their homework.

2.  HELICOPTER NOISE

There’s a new website where you can track active helicopters in flight over Los Angeles and register a noise complaint. The legislation to regulate the private air traffic over neighborhoods is stalled in Congress, but maybe charting complaints is a step forward.

Westwood Village Fine Art Festival – April 17-19, 10:00 AM – 5:00 PM.  This outdoor festival will feature accomplished artists from throughout the United States presenting their original work in all mediums of two and three dimensional fine art, including paintings in acrylic, oils and watercolors, photography, etchings, sculpture in clay, glass, metal, stone and wood. Each artist will be present to meet with the public and discuss their work. All work is available for purchase.

Quartet in Residence @ Westwood Library – Sunday, May 3 at 2:30 PM.  Join us as we kick off the 2015 Season of our popular Concert Series @ Westwood Library, featuring the library’s Quartet in Residence, the Fiato String Quartet. Once again, we’ll be upstairs in the library itself on a Sunday afternoon when the library is not otherwise open for regular business.

“Bruin Walk” in Westwood – May 16th at 10 a.m., beginning at 1154 Westwood Boulevard. This walk is sponsored by and raises funds for Los Angeles Walks, a group that seeks to improve conditions for people who walk in the City of Los Angeles. The 3.5 mile walk will highlight the history of Westwood and pedestrian perspectives on the neighborhood.

2.  LAPD CRIME REPORT

BURGLARY THEFT FROM MOTOR VEHICLE ALERT!

An automobile is never a safe or secure place to leave any valuables whether locked or unlocked. If any property is left unattended in the car, even for just a few minutes, IT WILL BE STOLEN! Even something as simple as a small sun glass case, an empty backpack or gym bag will cause your car window to be smashed resulting in hundreds of dollars in damage alone.

Car burglars are taking a variety of small electronics and valuables. The top items being taken in most car burglaries are back packs, portable GPS systems, IPODS, cellular smart phones, lap top computers, IPADS, purses, wallets and money.

The West Los Angeles Area continues to be a target rich environment. A variety of car burglars canvass neighborhoods throughout the night to commit their crimes while most of us are sleeping. Although many arrests have been made, the crimes continue occur. This tells us there are numerous suspects that are targeting neighborhoods.

The Los Angeles Police Department is making every effort to combat this problem.

Community awareness and involvement is instrumental to the prevention of these crimes.

Please do not leave ANY property visible in the car! Remember to Lock It, Hide it, Keep It!

3.  EMERSON MIDDLE SCHOOL

We have been informed that there will be no co-location offer at Emerson for the upcoming school year. See the announcement below.

Dear Emerson Community,

We are pleased to share with you the news that we received from LAUSD Superintendent Ramon Cortines that the District will NOT issue a Prop 39 co-location offer on the campus of Emerson Community Charter for the upcoming 2015-2016 school year.

So many of our parents, students, teachers and community members came together to voice our strong opposition to the potential co-location of a high school on Emerson’s campus. For weeks we rallied together by signing petitions, writing letters, attending meetings, canvassing the neighborhood and sending emails. This is what we can accomplish when our community comes together. We feel privileged to be part of Emerson and we look forward to continuing to work together to keep our school a vital community asset.

1.  NEW L.A. ORDINANCE PROTECTS HOLMBY WESTWOOD

On March 25th, City Council passed two Interim Control Ordinances (ICOs), previously passed by the LA Planning and Land Use Committee. The first ICO will protect five communities (including Holmby Westwood) which await their long overdue historic preservation overlay zone designations. The HPOZ process has long been hampered and delayed by a lack of staff in the Planning Department. Due to numerous requests for HPOZs throughout Los Angeles (there are currently 29 HPOZs with more in line), four additional new Planning Department staff members are being hired just to handle HPOZs. The ICO for these five communities provides for restrictions on demolition and some exterior alterations. This will allow the Planning Department the necessary time required to train new staff members and process the HPOZs. Survey LA, a joint effort of The Getty Foundation and the City of Los Angeles, determined that Holmby Westwood is the most historically intact residential community on the Westside of Los Angeles.

The second ICO will protect fifteen communities from further mansionization and will allow time for City Planning to re-write the existing, ineffective 2008 Baseline Mansionization Ordinance. Our Councilman, Paul Koretz, was quoted as saying, “I’m very happy the restrictions will go into effect soon so that we can avoid having hundreds more homes demolished while city officials work on more permanent rules on mansionization. Hopefully, this will slow down the occurrence of boxy, lot-line to lot-line McMansions.”

A very positive March 17th LA Times editorial stated “the goal (in 2008) was to maintain the character and quality of life of …neighborhoods without trampling on the rights of property owners. But the ordinance was so full of loopholes that owners have been able to build oversized houses anyway…the need is most urgent in the neighborhoods waiting to be declared historic preservation overlay zones .”

Mayor Eric Garcetti is very much in favor of preserving the historic identity and character of the communities which make LA such a diverse, interesting, and eclectic city. The trend towards preservation in Los Angeles mirrors what has become a very strong movement nationwide.

2.  WILSHIRE BLVD. BUS LANES OPENING SOON

An additional five miles of Bus Lanes will be opening on Wilshire beginning Wednesday, April 8, 2015.

• Selby Avenue & just east of Veteran Avenue
• Bonsall Avenue & Federal Avenue

WHAT
Curb lanes will be reserved for buses during weekday peak periods

Peak hour restrictions:
Monday – Friday, 7:00AM – 9:00AM
Monday – Friday, 4:00PM – 7:00PM

• Vehicles may not drive or park in the curb lanes during the above hours
• Vehicles may enter the bus lanes near intersections to make right turns only
• Bicyclists are allowed to use the curbside bus lanes
• Drivers may not cross the solid white lines

WHAT TO EXPECT

• Be cautious of the buses when using the right-hand curb lane to make right turns
• Please share the road – bicyclists are permitted to ride in the bus lanes
• Vehicles will be cited and /or towed if parked or traveling in the bus lanes during the designated hours

3.  VIN CAR WINDOW ETCHING EVENT

MAKE YOUR CAR UNATTRACTIVE TO CAR THIEVES

The Automobile Club of California Santa Monica branch, the LAPD, West Los Angeles Division, and NICB are combining efforts to thwart vehicle theft and vehicle burglary by hosting a VIN car window etching event. This event is to help raise consumer awareness of auto theft and to stop car thieves.

On Wednesday, April 8th, 2015, between 10 AM to 3 PM, AAA and West Los Angeles Area Police will be applying federally-registered VIN numbers onto all windows of vehicles. On average, the etching process takes approximately 10 minutes. Etched windows make a stolen vehicle easier to trace, and deter car thieves who would need to replace VIN-etched windows if they changed the VIN on the front dash.

WHERE: LAPD, West Los Angeles Division parking lot, 1663 Butler Ave, 90025 (Telephone: 310-444-0702.) Auto Club, NICB and officers will perform window etching.

WHY: Car theft is the #1 ongoing property crime in America. There were 14,382 vehicles stolen in Los Angeles, according to 2013 FBI Annual Uniform Crime Report. The West Los Angeles area experienced an 11% increase in vehicle thefts from 2013 to 2014, according to LAPD West Los Angeles Division crime statistics. Top stolen vehicles were 1990s Honda Accords, Honda Civics, Toyota Camrys and 2000s Toyota Corollas.

In addition, car thieves and vehicle burglars are targeting vehicles to steal third-row seats in SUVs, airbags, in-car entertainment systems, GPS navigation systems, iPods, cell phones, briefcases, gym bags, wallets, shopping packages, as well as bank statements, and credit card bills to steal identities, according to law enforcement officials.

1.  CLEAN UP HOLMBY PARK

Dear Holmby Westwood Homeowners,

It has come to our attention that users of Holmby Park are abusing the park grounds in ways that create unsafe conditions and unpleasant visits to the park. Park rules are posted on walkways and on sign posts throughout the park.
See L.A.M.C. 63.44 B7 B3 and City Ordinance 153027, Section 63.44.

• Do not pick the flowers. They are not yours to pick. They are there to beautify the park for everyone’s enjoyment and not for decoration in your home. If you are caught, you will be arrested and charged with a misdemeanor.
• Riding bikes, scooters, skateboards, or skating are not allowed in or around the perimeter of the park. There are reasons why this is prohibited. It is about safety for all park users. People have been injured because others have disregarded park rules.
• Do not walk your dog off of a leash. It is prohibited.
• Clean up after your dog – always. Keep several “poop bags” with you at all times.
• Sidewalk chalk drawing – as you know, the city is in a drought condition and observes daily watering restrictions. The park staff cannot wash this chalk off of the sidewalks day after day. Please tell your children to refrain from using chalk on the paths in and around Holmby Park.
• Picnic parties – last weekend, a family had a large party using the picnic tables behind the play equipment. They left the park without cleaning up. The balloons, the crepe paper strung all over the fencing, name tags, garbage – everything was left for the few staffers that we have to clean up for those adults who accepted no responsibility for their mess. Our park staff are not hired to clean up your mess. That is your responsibility. There are receptacles in place for that purpose. Please, do not leave the park until you have cleaned up your party area.

It is disturbing to have to tell you that those visiting the park are abusing this beautiful resource, our beautiful Holmby Park that is meant for the enjoyment of all. Other news outlets and neighborhood groups will be given the information above. We must try to stop this abuse of the park. Please inform your children, nannies and anyone in your household who use Holmby Park to be aware of these issues. If you see abusers, let them know they are breaking the law, get their name or license number, and report the problem to park staff or call the Office of Public Safety at

2.  BOMB SCARE AT WARNER AVE. SCHOOL

From the LAPD:

On 3/17/15, at approximately 3:05 PM, officers responded to Warner Avenue School to a reported suspicious package that was left unattended next to the playground.  The package was described as a gift wrapped package.  A perimeter was set up for public safety while the investigation occurred.  Further investigation revealed that the package was a wrapped Gingerbread house and not a threat.

3.  CAR BREAK-IN ON LORING

A resident on the 600 block of Loring Ave. reported that they had 2 cars broken into in front of their house on the evening of March 16. Both cars were rummaged through and one car had a wallet stolen that was left in the car.   The incident was reported to the LAPD and to their security company.

2.  LAPD CRIME REPORT

Protect your home from Residential Burglary. A common MO that has been occurring is suspects who typically knock or ring the doorbell to verify if the resident is home. When there is no answer, the suspects enter the side or rear of the residence and force entry by smashing the window or door glass to gain entry. Suspects are targeting the master bed and bath areas of the home and removing Jewelry and small electronics.

Another Burglary trend that has been occurring is construction thefts and break ins. Items of value being targeted are construction tools, equipment, appliances and building materials. If you observe after hours suspicious activity at a construction site or major remodel location, call 911 immediately!

Burglary:
1000 block Westholme Ave. RD: 0828. Between 3/1/15, 9:00 AM and 3/2/15, 11:30 AM, suspect(s) entered unlocked residence garage and removed bike.

Grand/Petty Theft:
500 block S. Mapleton Drive. RD: 0819. Between 3/5/15 and 3/8/15, unknown suspect(s) removed cash and watches from safe that was not securely closed. The victim had workers in his house during this time.

3.  NO RIGHT TURN ON RED

Our neighbors on the west side of UCLA, the Westwood Hills Property Owners Association, has asked for our help. Please read the post below.

Dear Neighbors – if you, like me, frequently exit the 405 Northbound at Sunset, you will have noticed that the city now has a “no right turn on red” sign and red arrow—where for decades one could turn right on red.

This new signage made sense during the 405 construction because the K-rails on the bridge obstructed visibility. But now we have a clear line of sight, and it’s enormously frustrating to sit at that light when there are no eastbound cars in sight. Further, it causes cars to pile up on the off-ramp, and during rush hour to back up onto the freeway.

I have just spoken with our Councilman Paul Koretz’s transportation deputy Jay Greenstein about this. He asked that I collect feedback from as many people as possible to evidence the problem being created by this new policy, so he can approach LADOT about changing it. Apparently LADOT has a new policy nowadays that if there are two right turn lanes (as there now is at Sunset), no one can turn right on red.

I would therefore appreciate hearing from you, and anyone you know who routinely needs to make a right turn at that Sunset off-ramp in order to head to UCLA, Bel Air, our neighborhood and points further east. I will collect all your emails and forward to Jay. If no one else thinks it’s a problem, then I’d like to know that too.

Getting Demand-Based Parking Meter Pricing

By May, the variable parking meter pricing program known as ExpressPark will have made its way into Westwood. The LADOT will install new meters in Westwood Village by then, and the prices to park will change throughout the day, depending on demand; the program started and has been successful already in Downtown LA. Pricing hasn’t been set yet, says the Daily Bruin, and there are a few tweaks that might be made before it’s finalized, including time limits at the meters, which some feel are too short. (In Downtown, the limit for variable-priced spots is two hours.) Westwood business owners and UCLA reps have also told LADOT in outreach meetings that they’d like to see a flat rate of $5 instituted for “after-hours” parking.

In Downtown, ExpressPark has helped to fill up more spaces and lower average hourly rates. Spaces that are part of the program are outfitted with sensors that know when they’re full or vacant. The spots also become more or less expensive based on what time of day it is; at times when demand is usually higher, prices to park are higher. Meanwhile, parking spot location and pricing information is accessible to people looking for a spot via third-party apps like ParkMe—users see where free spots are and how much they cost, and that helps to cut down on the endless circling that parking usually involves, which in turn cuts traffic and emissions. Since ExpressPark’s been implemented, parking revenue in Downtown has increased 2.5 percent.

1.  THE PASSING OF STAN CHAMBERS

We regret to inform you that Holmby Westwood resident, Stan Chambers, passed away last Friday.  Stan was a longtime news reporter who worked for KTLA for more than six decades. “Stan Chambers was a newsman in the truest sense,” said L.A. Mayor Eric Garcetti in a statement. “His dedication to producing the best story possible led to innovations that define the newscasts we watch today. Stan was a gentleman, a gifted storyteller, and one of those rare L.A. icons whose impact was felt by generations of Angelenos. He will be truly missed.”

The HWPOA Board of Directors would like to extend our condolences to Stan’s wife, Gigi, and all of his children, grandchildren and great-grandchildren.
