Important Facts about the HPOZ Process

Many of our residents have received a flyer, attended a meeting, or been approached by canvassers opposed to the HPOZ

HWPOA respects and encourages your right to decide for yourself but please arm yourselves with the real facts

Our properties are valuable and worth the effort to
sort fact from fiction, reality from scare tactics

The HPOZ Process Facts

1. Yes, the HPOZ WILL apply to all homes.

2. Owners WILL be able to make exterior changes. Yes, the goal is to manage change to historic front façades (roughly 62% of area homes).

3. You WILL be able to build a new home if your home is not historic (38% of area homes). Teardowns of historic homes must meet a higher standard.

4. The HPOZ Board and your HPOZ City Planner are VALUABLE RESOURCES with rare knowledge of historic homes. This helps us and our architects and builders make better looking, more valuable changes to our homes, which should increase their values.

5. Obtaining permits with an HPOZ should not take significantly longer or cost significantly more. HPOZ review can largely be accomplished simultaneously with standard LADBS plan checks. Many HPOZ changes are either “exempt” or “delegated”, meaning a phone call or email to your HPOZ Planner will suffice for simple changes, like paint color.

7. What is the empirical evidence on property values? See below.

8. Single-story homeowners will not suffer. Ground floor as well as second story additions ARE NOT PROHIBITED. In fact, they are specifically provided for. There is no 250 sq ft limit on additions in the HPOZ; this is only in the current temporary 2 year Interim Control Ordinance (“ICO”) that the HPOZ will replace. Additions below 20% of the existing footprint (including porches, garages, etc) are at a lower level of review. Larger additions are a step up in review but are also provided for and in no way prohibited. The inclusion of porches etc in the 20% calculation is a benefit, not a disadvantage as has been claimed. That inclusion allows us to build more not less. Come to the Open Houses; it will be explained.

9. The HPOZ is not an anti-mansionization tool. That is what the Baseline Mansionization Ordinance is for. The HPOZ is about ensuring that growth is compatible with the neighborhood, that each of us can improve and enlarge our own homes and protect our property values while maintaining the unique character of Holmby Westwood.

The HPOZ Value Facts

A. Los Angeles – 30 HPOZs adopted in the past 33 years. Many others all over the US. Are they all crazy?
Academic studies focused on Los Angeles HPOZ values have not yet been conducted. But are we really THAT different from the rest of the United States? It turns out that LA property values respond well to HPOZs just like the rest of the United States. Come to the Open Houses for details.

B. What is the Interim Control Ordinance (“ICO”)?
Faced with countless teardowns and incompatible construction, in March 2015, the LA City Council adopted two-year ICOs as interim measures while guidelines are revised to protect twenty neighborhoods in Los Angeles.
The ICO that includes Holmby Westwood is HIGHLY restrictive.
Its replacement HPOZ will be HIGHLY FLEXIBLE and will consist of GUIDELINES not regulations.

C. How has Holmby Westwood performed under ICO restrictions in comparison to comparable neighborhoods without ICOs? The HPOZ opponents’ contention that the non-ICO areas of Brentwood, Beverly Hills and Santa Monica have fared far better is false.

THE NEIGHBORHOODS CITED BY HPOZ OPPONENTS HAVE AVERAGED ZERO % VALUE GROWTH

This disproves the theory that our property values have been hurt by the current ICO.

Logic requires that the flexible HPOZ, which will replace the Holmby Westwood ICO, will not hurt and should help values, consistent with research from across the United States.

D. How can that make sense?
Doesn’t a highly restrictive ICO and then the ultimate HPOZ drive away some buyers? The answer is yes, some people will not buy in the neighborhood. Doesn’t this all hurt values? No. In fact, values tend to go up. Wait a minute. How can that make sense?

The ICO and HPOZ DO limit buyers who want to tear down historic homes. But they ATTRACT buyers who know the HPOZ will create a predictable neighborhood where thoughtful additions (and even complete teardowns and rebuilds of non-historic homes) will be possible. Those buyers pay a premium and the evidence is that, on balance, they drive prices up more than enough to make up for the lost demand from tear-down flippers.

1.  JULY 4TH EVENT – THANK YOU!

A huge thank you to our neighbors and sponsors!!!

It was our 12th annual event…..and we grew by hundreds of attendees. It was a large and festive 4th of July celebration! See the pics below—it was a ton of fun! Over $700 was raised by selling watermelon slices for the Mattel Children’s Hospital at UCLA to directly support its Chase Child Life program.

2.  WILSHIRE BLVD. RESURFACING

The City of Los Angeles, Bureau of Street Services will cold plane and resurface the street on Wilshire Blvd., from Beverly Glen Blvd. to Westwood Blvd.

Traffic will be reduced to one lane in each direction during the scheduled working hours (6:00 AM to 6:00 PM).  The public is advised to use Santa Monica Boulevard or other alternate routes.

  • Wilshire Blvd., from Beverly Glen Blvd. to Manning Ave.:
    Saturday, July 16, 2016, to Sunday, July 17, 2016.
  • Wilshire Blvd., from Manning Ave. to Westwood Blvd.:
    Saturday, July 23, 2016 to July 24, 2016.

3.  METRO CONSTRUCTION FIELD WORK

Metro contractors are performing field work as part of the planning for Section 3 of the Purple Line Extension. The work will include drilling of soil borings, groundwater monitoring well installation, testing and monitoring to gather further information about the geological conditions.

The field work will be performed on week days and week ends in various areas in and around Westwood and Century City, including:

  • East side of Comstock Ave., between Santa Monica Blvd. and Eastborne Ave.
  • Santa Monica Blvd. (Frontage Road) between Comstock Ave. and Benecia Ave.
  • Wilshire Blvd. between Malcolm Ave. and Glendon Ave.

4.  UPCOMING COMMUNITY EVENTS

LADWP Customer Service Saturday – Saturday, July 9 from 9:00 AM – 1:00 PM.   Come to any Customer Service Saturday at our Crenshaw, Van Nuys, Watts, and West Los Angeles Customer Service Center (CSC) locations and you can expect assistance from staff who are able to take payments, process service order requests, answer billing questions, and resolve billing issues.

There will also be informational tables and displays with helpful information on LADWP programs and services available to customers, as well as sign-up materials. The Crenshaw location will hold informative and helpful workshops in its on-site auditorium. Cinema Under the StarsWestwood Village’s Cinema Under The Stars is back this summer with three classic family friendly movies.

Moviegoers are invited to bring their own lawn chairs and blankets to enjoy the screenings in this unique outdoor setting. Each movie screening is open to the public, and moviegoers are encouraged to show up ahead of time to stake out a prime spot for the show. Tickets are not required to attend.

Doesn’t it make sense to read our Preservation Plan posted on the LA City Planning website (http://preservation.lacity.org/sites/default/files/Holmby%20Westwood%20-%20DRAFT%20Plan_July%202016.pdf) as of 7-1-16, hear the TRUE FACTS about Holmby Westwood’s Plan from experienced City Planners, and have all your questions answered before allowing intentional inaccurate statements and exaggerations stated in the opposition’s petition and at their June 30th meeting incite your fear and anger?

The opposition won’t tell you the benefits of having an HPOZ (and why 29 other LA communities chose to become a historic district), but the City Planners will. The HPOZ is not about “freezing” our community in time. It’s about managing the future change we know will happen so that change won’t negatively impact Holmby Westwood.

Be smart, be informed, and then make up your mind.

If you are in favor of the proposed HPOZ, your support is needed. Come to the July meetings, show your support and speak out.

3.  PET SAFETY TIPS FOR 4TH OF JULY

Make this Independence Day fun and SAFE for your pets! Some people love big gatherings and loud noises – but that can be very frightening for our pets.

PLAN AHEAD
Make sure your dog is wearing a license tag. This will help us reunite families if a pet does get lost.

KEEP PETS INDOORS
Keep your pets inside. If you are having guests over, keep pets in a room that is off-limits to guests, with plenty of water and food.

CREATE A CALMING ENVIRONMENT
Surround pets with their favorite toys and other familiar objects. Play soothing music and keep the room as quiet as possible by closing doors, windows and blinds.

KEEP AWAY FROM FIREWORKS
Even if your pet does not seem obviously upset by fireworks, they can still cause harm to pets. Avoid potential burns, injuries, or possible ingestion by keeping all pets out of the vicinity of fireworks.

The anonymous authors are using scare tactics to get you to sign their petition by July 6th., a week before The Office of Historic Resources Planners will present the Holmby Westwood Preservation Plan on July 14th and 28th and answer all your questions.

These are critically important meetings for all residents to attend. 3.  WEST L.A. COMMUNITY POLICE ADVISORY BOARD

The West L.A. Community-Police Advisory Boards (C-PAB) was created to provide community members with an opportunity to provide information and advice to their respective Area and to take information from the police department back to the community.

Recently, many C-PABs have formed subcommittees in addition to the general group to tackle specific crime and quality of life problems. Examples of C-PAB subcommittees include Graffiti, Youth, Homeless Outreach and Traffic.

The West L.A. C-PAB will be meeting next week, on Tuesday, June 28.  Community members are welcome and encouraged to attend.

Several residents reported seeing coyotes in the neighborhood recently.  One coyote was seen at Holmby Park at 9:30 PM, and another sighting occurred on Woodruff Ave. around 11:00 PM the next evening.

Please take appropriate precautions with your children and pets, as well as keep your trash covered and pet food inside. It is very common for coyotes to come into Holmby Westwood neighborhoods to hunt for food and neighborhood pets.

5.  MORE CAR BREAK-INS

Two residents reported that their cars were broken in to this week.  One car on the 10700 block of Le Conte was broken into on Thursday, June 16th. The car was locked and the thieves took money and spread credit cards around the street.

Another homeowner on the 500 block of Loring reported that their car was parked in the driveway but was not locked.  Surveillance footage shows the suspect opening the passenger door and going through the glove compartment.  It may have been a student from UCLA and he may have gone on to check out other cars in the neighborhood.

6.  REGULATING SHORT-TERM RENTALS

Los Angeles is one step closer to regulating short-term rentals such as AirBNB, HomeAway, etc.  The City Planning Commission recently met to discuss the proposed regulations.

Here are some of the highlights:
  • All homeowners, rental property landlords, and tenants would be required to register with the city. (Tenants would have to get “explicit approval” from their landlord to rent out their units).
  • The application would entail obtaining a “Transient Occupancy Registration” certificate to pay hotel taxes.
  • Hosts would only be allowed to rent out a room or entire residence at their “primary residence”—where they live up to six months per year—for up to 180 days annually or face fines.
  • A non-primary residence, a.k.a. a vacation property, could be rented, but for no more than 15 days.
  • The property couldn’t be under rent control or designated as affordable housing—the goal is to protect tenants from being evicted by landowners seeking higher rents.
  • Guest houses, RVs, trailers and other “second dwelling units” would be barred unless it’s the host’s primary residence.
  • Hosts would be legally responsible for nuisance violations by guests.

7.  SUNSET BLVD. RESURFACING – LADERA TO BEVERLY GLEN

The Resurfacing Division has scheduled resurfacing for Sunset Blvd from Ladera Drive to Beverly Glen Blvd for this weekend, Saturday June 25, 2016 to Sunday June 26, 2016. 

The resurfacing crew will begin working from 6:00 am to 6:00 pm. Traffic will be reduced down to one lane in each direction during the scheduled working hours.

Please use Wilshire Blvd and Santa Monica Blvd as alternate routes.  As always, any emergency response vehicles will be given full access to their destination.

Why it’s important to attend:
The Office of Historic Resources (OHR) Planners will present the Holmby Westwood Preservation Plan and answer your questions. A diverse working group  of 15 of our residents (both younger and older, living in smaller and larger one and two story homes with different backgrounds and different points of view), along with OHR planners, has spent the past 4 months carefully creating our own preservation plan, word by word and sentence by sentence. Like all HPOZ Preservation Plans, our plan addresses rehabilitation , additions, and new construction  and  focuses on what is visible from the public right of way. We’re privileged to live in such a special and unique community. According to Survey LA, Holmby Westwood is one of the most historically intact areas on the Westside. Our HPOZ will ensure that the integrity of our distinctive character, which initially created our desire to live here, will be preserved while allowing flexibility. It will provide a balance of preservation and property rights. Our HPOZ will provide the stability buyers seek to ensure their investment will be protected.

2.  VANDALISM REPORT

A resident on the 700 block of Beverly Glen reported that overnight on June 12 (or early morning June 13), an egg was thrown at their front door.

3.  SUPPORT GAYLEY AVE. BIKE LANE AMENDMENT

The Mobility Plan – The Holmby Westwood Board of Directors voted to support the Gayley/Midvale bike path from Wellworth to LeConte because it is safer for cyclists, first responders, and cars.  Westwood Blvd. carries 940 buses and 29,000 car trips daily and creates  significant congestion on the street.

4.  PURPLE LINE CONSTRUCTION NOTICE

Metro contractors are performing field work as part of the planning for Section 3 of the Purple Line Extension. The work will include drilling of soil borings, groundwater monitoring well installation, testing and monitoring to gather further information about the geological conditions.

The field work will be performed on week days and week ends in various areas in and around Westwood and Century City.
