1.  ARE YOU PREPARED?

Courtesy of Brentwood Homeowner’s Association:

Your safety and security is paramount. As we watch the news in Texas unfold, we are reminded of the importance of emergency preparation. We have been told that first responders will be spread thin and not immediately available to our neighborhood should a major earthquake hit. Specifically, they have said it could be days (or weeks) before damaged power and water lines are restored.

We urge you and your family to spend a little time reading up on the City’s ReadyLA site so you know what to do then and what to do now.

For instance:

  • Do you have a reasonable supply of drinking water in your home?
  • Do you have a reasonable supply of sustainable foods?
  • Do you have flashlights with fresh batteries?
  • Do you have an out of state contact for family to check-in with?

We hope you will never need it, but like insurance, it’s good to have the knowledge and supplies you hope you will never use.

For additional information regarding disaster preparedness, please visit HWPOA’s disaster preparedness page on our website.

2.  STREET REPAIR UPDATE

Thank you to the City of L.A. Bureau of Street Services (BSS), who recently made 8-9 street repairs in the Holmby Westwood neighborhood, filling potholes and fixing other street problems.

Street Resurfacing vs. Street Repair
Many residents have requested repairs on streets where there are numerous bumps and potholes.  These type of repairs are so significant that they fall under the category of street resurfacing rather than pothole repair.  The City of L.A. has already finalized their list of streets that will be resurfaced in the 2017-18 year.  We are in contact with the council office to determine which streets in HWPOA are designated for resurfacing.  Once the information is made available to us, we will let you know.

3.  WESTWOOD POST OFFICE – TEMPORARY LOCATION

The U.S. Post Office has finally secured storefront space on Broxton Avenue, directly across the street from the city’s Broxton Parking Garage.

(This will fill in temporarily for the now closed Village Station, which is closed due to fire damage, until that station is repaired and restored to public service.)

Post Office customers will be able to park for two hours free on Broxton Avenue, and walk directly across the street to the Post Office.

4.  EXTREME HEAT WARNING

Dear Friends,

Extreme heat is NO joke.  With both day and nighttime temperatures remaining near record-highs, the Los Angeles Emergency Management Department, LADWP and LA Animal Services have asked us to share some tips to keep you, your family, and your pets safe.

Yesterday’s Electricity Demand was the Highest of 2017 and New Highs Are Expected as Extreme Temperatures Persist

LADWP is asking customers to continue conserving electricity during the heat storm.

Yesterday, there were nearly 1,930 customers without power. LADWP crews will continue working around the clock throughout the heat storm to restore customers’ lost power as quickly and safely as possible. In order to decrease strain on the electric grid, we urge customers to do what they can to help conserve energy.

Some energy-saving measures that customers can take include keeping their thermostats set at 78 degrees; keeping curtains, blinds and drapes closed to keep sunlight out and keep home interiors cool; avoiding the use of major appliances at peak usage hours during the day; and opening doors and windows at night to allow cool air to circulate.

To report any loss of power, call 1-800-DIAL-DWP. To monitor outage status, see www.ladwp.com or follow @LADWP on Twitter.

Cooling Centers Extending Hours of Operation

If you need to cool off, the City of LA offers cooling centers where you can beat the heat. Due to extreme heat, cooling center locations are offering extended hours.   You can call 3-1-1 or go to emergency.lacity.org/heat for a full list of cooling center locations throughout Los Angeles and for updated hours of operation.

In addition, follow these simple tips to stay cool:

  • Drink plenty of cool water! Stay hydrated.
  • Wear loose, light-colored clothing that will keep you cool. Wear sunscreen and a hat for protection.
  • Check on neighbors who might be vulnerable to the heat, especially those without air conditioning.
  • Never leave children or pets in a car – not even for one minute. Temperatures inside a car can quickly skyrocket to deadly levels.
  • If you work or play outside, take frequent breaks to hydrate and cool off in the shade.  Symptoms of heat-related illness include dizziness, fatigue, faintness, headaches, muscle cramps, and increased thirst. If you experience these symptoms, seek medical attention.

Remember, when it is hot for you, it may be even hotter for your four-legged friends.

Dogs and cats do not sweat through their skin. They cool themselves by panting or rapid breathing, which means dogs and cats must work extra hard to stay cool.  Too much heat can be extremely dangerous or even fatal for companion animals.

LA Animal Services reminds pet owners about the hazards of hot weather and how to keep your furry loved ones healthy and comfortable. Here are some pet safety tips:

Never leave your pet alone inside a vehicle
If your pet cannot go inside at every stop with you, they are safer at home on hot days. Car interiors heat very quickly, even with the windows open. If it is 90 degrees out, temperatures can top 160 degrees faster than you can walk around the block. In fact, it’s against the law to leave an animal in a vehicle if doing so endangers the health or well-being of the animal.

Give your pet extra water
Always make sure that your dog or cat has plenty of fresh water to drink. A bucket that holds a gallon or more of water will stay cool longer than water in a shallow pan. Some dogs consider ice cubes a treat, and you can add a few to the water bowl.

Care for your pet’s coat
Longer coated dogs and cats who are brushed regularly have natural insulation from the heat. However, if the coat has gotten matted, a clip will make your buddy much more comfortable. But, be aware, that newly clipped and lighter coated pets, especially white ones, are at higher risk for skin cancer and they are more susceptible to sunburn.

Don’t leave your pet outdoors for a long time
If your dog has to be left outdoors for awhile, make sure they have plenty of access to shade such as trees, a covered patio or cool spot under the porch.  Apply a pet specific or hypoallergenic sunscreen on sensitive areas like the nose, tips of ears and belly especially if they have light or thin fur.

Avoid hot ground surfaces
While walking your dog outdoors, play particular attention to the pavement, sidewalks or sand. Check the temperature with your hand, if it’s too hot to touch then it’s too hot for your dog’s paws.

Know the signs of overheating
If your dog or cat begins very rapid, noisy breathing, has trouble swallowing and looks very distressed, they could be having a heatstroke. Get the animal out of the heat. Apply cold, wet towels to the back of the head. Place cold packs wrapped in towels or plain wet towels between the back legs and on the belly. Cool off your pet and take them to the veterinarian immediately.

Stay cool!

Sincerely,
Paul Koretz, Council Member – 5th District
City of Los Angeles

6.  PORTO’S BAKERY COMING TO CENTURY CITY

Courtesy of LAIST.com author Tim Loc:

Porto’s pop-up bakery will arrive at the Annenberg Space for Photography in Century City in September. As noted at Eater, the Cuban bakery will crop up as a café called Doña Dulce. It will dole out Porto’s classic cheese rolls and raspberry besitos, among other items. There will also be coffee from F. Gaviña & Sons, which was founded in Cuba in 1870.

The Cuban connection is not a coincidence—the pop-up will be part of an exhibit that focuses on photography in Cuba. Titled CUBA IS, the exhibit builds up to an intimate portrait that reveals the humanity taking place behind the island country’s colorful walls. There’ll be over 120 photos that touch on subjects ranging from El paquete, an underground system of sharing digital content, to the Cuban punk rockers dubbed “Los Frikis.” The exhibit includes works by Leysis Quesada, Raúl Cañibano, Tria Giovan, and Elliot Erwitt.

CUBA IS will kick things off with an opening celebration on September 9 from 7 p.m. to 10 p.m. There will be food, cocktails, music, and dance performances. The exhibit, which is free, will run from September 9 to March 4.

The Porto’s Doña Dulce pop-up will be in place from September 9, 2017 to March 8, 2018, and will only be open Wednesday to Sunday from 11 a.m. to 5 p.m.

The Annenberg Space for Photography is at 2000 Avenue of the Stars #10, Century City. (213) 403-3000. Admission is free for exhibits and public programming.

3.  LAPD DRONES – FEEDBACK REQUESTED

On Wednesday, August 23, 2017, the Los Angeles Police Department held a series of community meetings throughout the city seeking public input on a proposed drone program.

The consensus among attendees was that the Department needs to enhance its efforts in reaching the public on multiple social media platforms, thus affording a fair opportunity for citizens to express their opinions on small Unmanned Aerial Systems (sUAS), commonly known as small drones.

In response, the Los Angeles Police Department invites members of the public to send their comments via e-mail to SUAS@LAPD.ONLINE. This invitation and department e-mail address will be posted daily on the LAPDHQ Twitter account and LAPD Headquarters Facebook account until September 11, 2017. The address will also be published on LAPDblog and will be e-mailed to E-Policing subscribers throughout the 21 LAPD community police areas.

BURGLARY PREVENTION
Even when an alarm is in place and activated Burglars know that they will have several minutes to complete their work.  An alarm in and of itself is no longer enough!  It is important to have other technologies in place that will immediately detect and notify the homeowner/resident to verify the activity and then notify 911 of a crime in progress.

Watch as these burglars run through the house to commit the crime while the alarm can be heard sounding in the background: http://abc7.com/news/lapd-warning-public-about-rash-of-knock-knock-burglaries/1918163/

Immediate Detection is key to prevention and apprehension.  The Los Angeles Police Department recommends the following tips to help secure your home and harden the target:

SURVEILLANCE/SECURITY CAMERAS:  Web based surveillance and doorbell camera syste ms will alert and allow homeowners to immediately view and monitor activity from any smartphone or computer which are motion sensor activated and will alert your device when there is activity.  They will also lend valuable information and clues to the investigation.

ALARMS:  Ensure that security alarms are in good working order and set when not at home whether leaving for 10 minutes or 10 hours.  Accessible upstairs doors & windows should have alarm sensors and upstairs rooms should have motion sensors to include the master bedroom.

ALARM RESPONSE:  Consider a private patrol alarm response to enhance your current alarm and security system.  In many cases private patrols a re already contracted in many neighborhoods or associations.

MOTION SENSOR LIGHTING:  Install motion sensor lighting around your home to illuminate normally dark areas around the home.  This will also alert residents to outside activity around the home when motion lights are activated.

GATES:  Ensure that all gates and access points to the side or rear of the residence are locked and secured.

DOOR AND WINDOW LOCKS:  Ensure that all doors and windows are locked and secured with sturdy secured locks and that there are second locking mechanisms securing all doors and windows as a second line of defense.

MAKE IT LOOK LIKE YOU’RE HOME…Even when you’re not.

NEIGHBORHOOD WATCH:  Monitor suspicious activities in your neighborhood and alert your neighbors.  Should the activity escalate to a crime about to occur, crime in progress or crime that just occurred, CALL 911 IMMEDIATELY!

SECURITY PATROLS:  Consider after hours on site security at construction sites or major remodel projects.  Many neighborhoods contract with private security patrols which monitor neighborhoods and can quickly respond to burglar alarm activations or reports of suspicious activity when they occur.

1.  STREET REPAIR REQUESTS  – FINAL REMINDER

The Bureau of Street Services has scheduled a Small Asphalt Repairs (SAR) truck (which is described as 1 small asphalt repair truck, consisting of 2 workers and asphalt), for the Westwood Neighborhood Council area, to perform small asphalt repairs on August 30, 2017.

The type of repairs that can be addressed with this program include the following:
– Potholes and pop outs
– Skin patching of eroded or cracked areas
– Some repairs on concrete streets

The Westwood Neighborhood Council has asked us to submit suggested locations in our neighborhood for small street repairs. The city will only send the SAR truck to a total of 15 locations in the entire Westwood Neighborhood Council area, so Holmby Westwood will only see a handful of repairs.

If you are aware of any spots in our neighborhood that would be particularly good candidates for this program, please send requests to Dana at hwpoa@aol.com no later than Tuesday, August 15.  Please only send street repair requests, not sidewalks or curbs.

1.  HWPOA SECURITY SURVEY – FINAL REMINDER

Dear Residents,

In our continuing effort to prevent crime in our community, the security committee of the HWPOA has prepared a survey to monitor overall performance of the security companies in our area.  We had a very good response to our last survey, more than 5 years ago, and a new survey would be very beneficial at this time.

Please take a few minutes to answer the following brief questions.  Note that your identities will be strictly confidential, unless you specifically request that a member of the security committee contact you.  The final day to participate in the survey is Tuesday, August 8.  To go to the survey, please click here:

2.  STREET REPAIR REQUESTS

5.  LEAF BLOWER EXCHANGE PROGRAM

Leaf blower noise and exhaust can be complicated issues in Los Angeles.  Many people don’t like the noise, and the exhaust contributes to the overall air quality problem in the City.  At the same time, the blowers have made professional gardening and yard maintenance more efficient, and lots of homeowners and commercial properties hire gardeners who use them. Still, the number of complaints was such that it led to the City Council regulating the devices back in the ’90s.

This regulation specifies that leaf blower noise in excess of 70 decibels is illegal within a certain proximity to residences, conceivably addressed the main problem in our neighborhoods.  However, enforcing the regulation has proven to be tricky.  Like many laws, enforcement requires that an agent of the City, either the LAPD or the Bureau of Street Services, actually catch the perpetrator in the act.  Unfortunately, the blowers tend to only be in use for a few minutes at a time in any given location, making it almost impossible to get a Street Services Inspector out to the scene in time to cite the offense. It is also possible for the LAPD to issue a citation for improper use of leaf blowers.  However, patrol officers have so many higher priorities that they rarely, if ever, divert their attention from more serious crime-fighting to chase down a gardener with a leaf blower, assuming they could get to the scene on time.

Councilmember Koretz has heard from constituents over the years who wonder why the City doesn’t just ban gas-powered leaf blowers altogether.  Although Councilmember Koretz is very sympathetic, if someone is intent on violating the regulation they are likely to get away with it unless and until a City inspector can catch up with them. So contemplation of whether to revisit the idea of a full ban (which was attempted before the City Council finally adopted the current law) is a work in progress.

In the meantime, our friends at the South Coast Air Quality Management District are offering a great program to encourage leaf blower users to ditch the noisy, exhaust-polluting gas models for quieter, clean electric models. The program offers a variety of electric blowers at steep discounts in exchange for gas-powered blowers. Eligible participants include professional gardeners and landscapers, school districts, cities and county governments and other local agencies.

The AQMD is staging exchange events all over the Southland from August 14-31, including in Van Nuys and North Hollywood.  For more information on these events, or the program in general (which also includes lawn mowers,) please call (888) 425-6247 or visit their website at www.aqmd.gov/home/programs/community/.

6.  WESTWOOD RECREATION COMPLEX – UPDATE

New play equipment, including a zipline and a swing set, have been added to the Westwood Recreation Complex.  In addition, the outdoor basketball courts are scheduled to be resurfaced over the next several months. New, safe and clean bathrooms are being installed for all park patrons. A new dog park is expected to be completed in the next 60 days.

Councilmember Koretz would like to thank Friends of West LA for installing free WiFi in the park, and LA Department of Recreation and Parks General Manager Mike Schull for his personal involvement in this endeavor.

ARMED ROBBERY IN BRENTWOOD
This past Monday, July 17, at approximately 5:30 pm, a homeowner in Brentwood Park, between San Vicente and Sunset, was walking to her front door. A man with a gun appeared from behind her and demanded her valuables. She gave up her valuables and the man fled. Police and local security arrived but were unable to apprehend the suspect.

It is clear by recent brazen auto and home burglaries there has been a paradigm shift and we need to escalate our caution and preventive measures.

  1. Please be aware of your surroundings and circumstances at all times and use caution when returning home.
  2. Never open the door to a stranger.
  3. Make note of parked vehicles that may look out of place. While you may not need to call police at the appearance of every stranger, noting a license number, color and make of vehicle, and description of the occupant can lead to the apprehension of someone who may have committed a crime nearby.
  4. Do not attempt to confront someone actively committing a crime. Call 9-1-1, from a landline if possible.

3.  MOVIE PREMIERE – STREET CLOSURES

Sony Pictures will be holding the Premiere of “The Emoji Movie”, at 2:00 PM on Sunday, July 23rd, 2017 at the Regency Village Theaters, located at 961 Broxton Avenue in Westwood.  There will be various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue.

7.  SB 649 – CELL TOWER LEGISLATION

SB 649 – the bill eliminating local control over large cell towers – passed unanimously in another Assembly committee last week.  Assuming passage in the Appropriations Committee, it will then go to the full Assembly for a vote, likely in July.

Christina Spitz, Pacific Palisades Community Council Chair/ President Emeritus, submitted the following to the Palisades Post at the request of the editor:

To the Post:

Some committee members claimed to be concerned with local control – and the bill’s author promised to somehow strengthen local governments’ ability to regulate for design and location – yet SB 649 passed with no such amendments.

Members were clearly more swayed by the telecom lobby than by the extensive opposition, including major newspapers (e.g., the LA Times and its venerable columnist George Skelton); respected statewide organizations such as the League of CA Cities and the American Planning Association; LA Mayor Garcetti, Councilmembers Bonin and Koretz and numerous other public officials; and over 200 cities and counties (including LA County).

SB 649 is an unprecedented, unnecessary attempt to strip local governments of control; they will be required to allow the telecom industry to install large towers on public property (including parks and arguably even schools) for a minimal fee (market rate leasing is prohibited); and local discretionary authority will be eliminated (including in residential zones), resulting in thousands of new poles with refrigerator-sized equipment installed next to homes and in other sensitive areas with no public input.

It appears that only a huge public outcry or a Governor’s veto can now stop this bad bill.  Simply put:  “People should not be forced to stare at ugly refrigerators dangling outside their homes.” (G. Skelton)

8.  UPCOMING COMMUNITY EVENTS

LAPD Street Carnival –  The West LAPD is holding a Street Carnival on July 14, 15 and 16th.  The event will be held on Pico between Barrington & Bundy.

This event is going to benefit our at risk youth in WLA and support some much needed station improvements and equipment for your hard working men and women who Protect and Serve your community.

Jewish Film Festival – Leo Baeck Temple, 1300 N. Sepulveda. Free parking.  Tuesday, July 18, at 7 pm.  $5.00 per ticket. Purchase at door. Light refreshments.

Come join us to watch “Infidel” – A hilarious, ribald, satirical film that will have the audience laughing out loud!

The set up of the movie. Mahmud (wonderful Iranian comic actor Omid Djalili) is a loving husband, doting father and something of a “relaxed” Muslim. He may not be the most observant, but in his heart he is a true Muslim. After his mother’s death, Mahmud finds his birth certificate which reveals that he was adopted at birth and HE’S JEWISH.

He turns to Lenny (Richard Schiff of the WEST WING), a drunken Jewish cab driver to help him with this life crisis. So many plot twists so much to laugh at and so much fun. A satirical send up of almost every group and religion.

A huge thank you to our residents and sponsors!!!

It was our 13th annual event…..and we grew again by hundreds of attendees. It was a large and festive 4th of July celebration! See the pics below—it was a ton of fun!

THANK YOU TO OUR SPONSORS:

ACS Security has been feeding us for many years. They happily and swiftly cooked for the entire crowd. Their BBQ dedication was fantastic. To Debbie Allen and her volunteer staff, your dogs were delicious and the line was so super efficient. Amazing!

Personalized seasonal, Holiday and Promotional Displays for: Retail Centers, Private Homes and Estates, Premium Hotels, Corporate Offices and Public Spaces.

UCLA Health returned for the 4th year as our Platinum sponsor with a generous contribution that covered many of our expenses. Thank you, UCLA Health for your support of Holmby Westwood. All enjoyed the fans and beach ball giveaways.

Ralphs returned for the 4th year as our Gold Sponsor with their iconic Ralphs antique Delivery Truck in our parade.

Target in Westwood kept kids smiling with face painting and lemonade. Thank you to Rudy and his friendly Target team.

Whole Foods was new this year with their 365 guessing game

The firemen from Fire Station #71 were outstanding and so gracious to stay at the park while kids admired them and their truck. Thanks to the LAPD too.

THANK YOU TO OUR TEAM:

Esther Magna, Caron Schwartz, Rachelle Guerin, Dennis Rosenblatt, Phil Gabriel, Rochelle Glucksman,  Randie Kleinman, Katherine Meyer, Jessie Ezor made a great team with the help of Dana and Sandy. Special thanks to Victor and Lorenzo at the park who allowed us to take it over for the day.

Want to help next year? Email Esther: emagna@msn.com

SPREAD THE WORD about the good work our association does for the benefit of its residents. Community building, regular email communication among the residents and advocacy in City Hall are just a few of the activities our Board undertakes. We must work together for our shared concerns of architectural integrity, greenscape preservation, emergency preparedness and crime watch. Residents pay $95 annually to join HWPOA. You must pay the dues to be a member; being a resident alone won’t do it. Email Dana to sign up at hwpoa@aol.com.

Please send your business to our main sponsors, as they dedicated their time for goodwill and exposure. These sponsors ensure our event takes place with food and activities for all!

Tuesday, July 18, at 7 pm

6.  HAZARD MITIGATION PLAN SURVEY

The City of Los Angeles is updating the Local Hazard Mitigation Plan (LHMP) to prepare for disasters and is seeking public input on the Draft Document. The LHMP is a plan to to reduce injuries and losses from disasters and ensure that the critical services and facilities of the City will continue to function after a disaster.

Angelenos know LA better than anyone else, so we want to hear from you! You can provide feedback on the Draft Local Hazard Mitigation Plan at: http://www.emergency.lacity.org/hazard-mitigation-plan

We’ve also developed a survey for residents and business owners to share what concerns them the most about potential disasters. Take this opportunity to let us know what concerns you before, during, or after a disaster! You can take the LHMP survey at: https://www.surveymonkey.com/r/CityofLosAngelesLHMPSurvey

Los Angeles has about 284 sunny days each year, but we do face the potential for earthquakes, floods, fires, hazardous materials incidents, power outages, infrastructure failure, transportation accidents, and terrorism. Your valuable input and feedback helps us make LA safer against these hazards and threats. Thank you!
