Metro Purple Line Extension – Community Meeting
As utility work on the Wilshire/Westwood station is anticipated to begin in January, Metro has scheduled a community meeting to share this information, along with other details about Section 3 of the Purple Line Extension.  The meeting is being held on November 28 at Belmont Village Senior Living, 10475 Wilshire Boulevard, from 6:30-8:00.

3.  POST OFFICE –  LIMITED RE-OPENING

PO Box Service:
Effective immediately, PO Boxes will be relocated to 1001 Gayley Ave. Ste 105, at the corner of Gayley and Weyburn.  Parking – 2 hours free parking at 1036 Broxton Ave. or metered spaces on Gayley Ave.

FREE Pickleball Classes – Saturdays and Sundays (8:00am – 12:00pm) at Westwood Rec. Center.  Engaging in routine physical activity is an important health behavior that may help adults live longer, avoid chronic diseases and improve health and well-being. In order to help adults to meet the national physical activity guidelines, in cooperation with the City of Los Angeles Dept. of Recreation and Parks, RAND Corporation is offering free pickleball classes. If you are an adult who can engage in physical activity, you may take advantage of the free pickleball classes, which will be offered every Saturday and Sunday mornings until November 19, 2017.

1.  DAYLIGHT SAVINGS REMINDER

Don’t forget to set your clocks back one hour before you go to bed Saturday night, November 4th. Daylight savings ends this Sunday, November 5th! It’s time to “fall back” – set your clocks back one hour and get an extra hour of sleep — at 2 am on Sunday!

It is also a good time to replace the batteries in your smoke alarms  and carbon monoxide alarms and also to update your emergency supplies.

2.  EARLY MORNING NOISE – GARBAGE TRUCKS

HWPOA has received several complaints of sanitation trucks picking up garbage as early as 6:00 AM.  We have looked into the issue and have found that the Los Angeles Municipal Code (LAMC) reads as follows:

113.01 LAMC- Rubbish and Garbage Collection
Allowable Hours if the Trash Bin is within 200 feet of resident:
— Between the hours of 6:00 a.m. and 9:00 p.m.
— If more than 200 feet from resident, trash bin can be picked up any time

The hours for construction noise differ slightly:

41.40 LAMC- Construction Noise
Allowable Construction Hours:
— Monday through Friday between 7:00 a.m. to 9:00 p.m.
— Saturdays and National Holidays between 8:00 a.m. to 6:00 p.m.
— Sundays, no construction except for residents

3.  WESTSIDE PAVILION MALL FOR SALE

The Westside Pavilion on Pico Boulevard is up for sale and could change hands within a year.  With Nordstrom moving to Century City and Macy’s expected to close in 2018, occupancy rates are lower.

4.  WESTWOOD BLVD. PIPELINE REPLACEMENT PROJECT

The Los Angeles Department of Water and Power (LADWP) will be replacing approximately 2,750 feet of 8” water main on Westwood Blvd, from Le Conte Ave to Lindbrook Dr. The existing 6” water main being replaced was installed in 1928. This project is already underway and is estimated to be completed by the March 2018.

Crews will be working nights, Sunday night through Friday morning 9:00 p.m. to 6:00a.m. You will be notified in advance of any planned interruption in water service, although in an emergency situation you may experience unplanned water interruptions. You may also experience some traffic congestion due to the work in the area. Parking will be restricted while work is in progress. Cars left in the street during working hours may be subject to towing.

Please also be advised that after completion of the water main installation, a paving contractor will be repaving the affected area. There will be “No Parking” signs posted and enforced during the repaving process.

5.  MOVIE PREMIERE – STREET CLOSURES

Best Events is planning the premiere of “Daddy’s Home 2” to be held at the Regency Village Theatre, located at 961 Broxton Ave, at 2:00 PM on Sunday, November 5, 2017.

There will be various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue.

1.  HALLOWEEN SAFETY

In order to assist the Los Angeles community in enjoying this fun-filled holiday as safely as possible, the Los Angeles Police Department has compiled a list of Halloween safety tips for children and their parents.

To keep all trick-or-treaters safe, please read and take heed of these important safety tips:

  • Drivers should look for children walking on the street, running and darting in between parked vehicles;
  • Especially when in or near neighborhoods, avoid using cell phones and texting while driving;
  • Keep houses and driveways well lighted so children know they can approach your homes;
  • When inspecting candy, if in doubt, just throw it out;
  • Be sure to follow all traffic signals and laws and walk only on sidewalks, not the street; and
  • Adults should always accompany children, trick-or-treat in groups or have children be accompanied by a trusted adult.

And don’t forget about the four-legged members of the family. Pets can be confused and spooked by strange sounds and sights, and unfamiliar people in costumes, so keep pets indoors and away from the front door. As always, make sure your pets also have up-to-date identification.

3.  WARNER AVE. CARNIVAL – FESTIVITIES & STREET CLOSURES

Warner Avenue Elementary School will hold its annual Halloween Haunt Carnival on Sunday, October 29, 2017, from 11:00 am – 4:00 pm.  As in past years, a portion of the carnival attractions will be located on Warner Avenue, between Woodruff and Loring.

The Department of Transportation will officially close this block of Warner Avenue from Saturday, October 28th at 8:00 am until Sunday, Oct. 29th at 7:00 pm.  However, in order to minimize your inconvenience, we will allow access on one side of the street throughout the day on Saturday.  All vehicles need to be removed from the street by 8:00 am Sunday.  No traffic will be allowed to enter or exit between the hours of 8:00 am and 7:00 pm Sunday.   The Tow Away / No Parking restrictions will be strictly enforced during these hours.

Please come by and enjoy the festivities!! There will be carnival games, arts n crafts, inflatables, a pumpkin patch and delicious food!

6.  VETERANS TOWN HALL

Dear Friend,

I would like to invite you to attend a Veterans Town Hall on November 10, 2017 at 2:00 p.m. at the Wadsworth Theatre, which is on the West Los Angeles Veterans Affairs Campus, to listen to veterans tell the community their experiences about going to war.

This unique event, inspired by Sebastian Junger, is a community forum that aims to establish a greater understanding between local veterans and the friends and neighbors for whom they fought. In the tradition of warrior storytelling, veterans are invited to describe the pride, grief, rage, or quiet appreciation of life that war bestowed upon them. The role of non-veterans will be to attend, to listen, and to learn.

A gathering like this town hall will allow members of our district to learn about the complexities of war and acquire a better appreciation for our veterans who served. 7.  DWP WORK IN CENTURY CITY

The Department of Water and Power (DWP) will be relocating power utilities on Constellation Blvd. between Solar Way and Avenue of the Stars from October 20th through Thanksgiving 2017 from 7pm to 6am, Mondays – Thursdays and from 7pm, Fridays continuously until Mondays at 6am.

Work will require lane reductions on Constellation and turn restrictions from Avenue of the Stars.

Security Cameras and Video Surveillance
LAPD is now recommending homeowners install and use camera devices from companies like Ring and Nest, or devices offered by your security company, that send you a message on your smart phone whenever a person has entered a programmed zone.

HWPOA is not recommending any one system over another, or over the system you currently have, but like the LAPD, we do believe these new innovations have many benefits to homeowners who want to know what’s going on at their property when they’re home and away. Of particular use are the motion alerts which allow you to view on your browser or smartphone specific occurrences without watching hours of video.

2.  DOG OWNER ETIQUETTE

HWPOA has recently received several complaints regarding dogs and dog owners:

Keep Dogs on a Leash
For the safety of your neighbors, children and other dogs, please keep your dog on a leash at all times when you are outside of your home.  We have had several past reports of dog attacks in the neighborhood, injuring both people and dogs.  Please follow the law and keep your dog on a leash.

Use Your Own Trash Bins
While everyone appreciates that you are picking up dog waste, please dispose of it in your own trash bin.  Please be respectful and do not use your neighbors’ bins.

3.  SHRUBS BLOCKING SIDEWALKS – PLEASE TRIM

Throughout the neighborhood, many shrubs and hedges have become overgrown.  Some are encroaching on the sidewalk, making the sidewalk narrow and difficult to navigate.

If your bushes, shrubs or hedges are overgrown and blocking the sidewalk, please trim them as soon as possible.  Thank you.

4.  UCLA STUDENT HOUSING PROJECTS

UCLA is proposing to develop student housing at five different sites including:

  • Lot 15 (near Veteran)
  • Warren Hall (near Weyburn Place)
  • University Extension building (at LeConte/Gayley)
  • Bradley (at Gayley/Strathmore)
  • Drake Stadium (over the concourse)

These projects will add a combined 6,900 beds to undergraduate and graduate student housing.

5.  MOVIE PREMIERE – STREET CLOSURES

Best Events is planning the premiere of “Suburbicon” to be held at the Regency Village Theatre located at 961 Broxton Ave, at 6:00 PM on Sunday, October 22, 2017.

There will be various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue.

1.  POST OFFICE DELAYED OPENING

Sandy Brown attended a Westwood Neighborhood Council meeting at which was announced the “delayed” opening of the United States Post Office to be located at 1001 Gayley in Westwood Village. Free 2 hr. parking is located one block away at the Broxton garage, just south of Weyburn on Broxton. There will be a formal press statement from the Office of Congressman Ted Lieu. The post office should be open at the end of October or early November.

3.  PET LAWS

From L.A. Animal Services:

If you are a dog owner or are thinking about adding a dog to your home, you know or can’t wait to enjoy the loyal companionship and excitement they bring to your life. Along with the fun, dogs rely on us to care for them, give them food and water and keep them safe. Part of keeping your four-legged friend safe, means following City and State pet laws created to protect you, your dog and your community.

By following the below pet laws under the City of Los Angeles Municipal Code (“LAMC”) you can be responsible, protect your pet and avoid possible fines.

License your dog (LAMC 53.28)
Dogs are required to be licensed after the age of four months. To obtain a license, dog owners must show proof of spay/neuter and rabies vaccination. The cost for an annual license is $20 per year/per dog. There are a few exemptions for dogs that are not spayed or neutered, but the fees jump from $20 to $100 and can rise to $335 with a breeding permit.

You can license your pet online at anionlinelicense.lacity.org. To get an intact dog license, you can go to your nearest City shelter and provide proof of the exemption and microchip information. To learn more about the exemptions, visit LAAnimalServices.com.

Prevent unwanted litters – Spay or Neuter your dog (LAMC 53.15.2)
Dogs (and cats) are required to be spayed or neutered after the age of four months, with some exemptions allowed. Free spay and neuter vouchers are available at your nearest City shelter for low-income residents. Applications for the vouchers are also available at City of Los Angeles Council field offices.

Obey the Leash Law (LAMC 53.06)
Dogs must be on leash unless they are in your fenced yard or at a dog park that allows off leash exercise.

Do not tether your dog (LAMC 53.70)
Tying up your dog to any stationary object for more than three hours in a 24 hour period or denying them proper food, water and shelter for long periods of time is against the law and can be harmful to your pup’s life.

Scoop your dog’s poop (LAMC 53.49)
Dog owners are required to clean up after their dogs when taking them out in public. Don’t forget the poop bags when you leave your house for a walk.

4.  UCLA E-WASTE DISPOSAL SERVICE

UCLA has a FREE e-waste disposal service on Saturdays, so that means you don’t have to leave your old electronics, paint, batteries, etc. . . on the sidewalk (or in the trash).  You can simply take it to them and they DISPOSE of or RECYCLE them safely and in an environmentally friendly manner.

E-waste collection is only on Saturdays, but you can take the following materials on Thursday-Saturday:
Paint  and  solvents;  used  motor  oil  and  filters,  anti-freeze,  and  other  automotive  fluids;  cleaning products;  pool  and  garden  chemicals;  aerosol  cans;  all medicine;  auto  batteries;  household  (alkaline)  batteries; fluorescent tubes and bulbs, thermostats, and other mercury-containing lamps.

E-waste (Saturdays only):
Computers, monitors, printers, network equipment,  cables,  telephones,  televisions,  microwaves, video games, cell phones, radios, stereos, VCRs, and electronic  toys.

*Residents  are  limited  to  a  total  of  six pieces  of  electronic  waste  per  visit  to  a  SAFE  Center and will be accepted on Saturdays only.

If anyone knocks, calls, emails, texts, or approaches, unsolicited by you, DO NOT OPEN THE DOOR, DO NOT ENGAGE! Respectfully and politely indicate that you are not interested. If the solicitors become persistent or refuse to leave, advise them you are notifying the police and report the details to the Non-Emergency Dispatch at 1-877-275-5273.

Be aware that another trend has been Distraction Burglaries. In these incidents a person posing as a utility worker, roofer or tree trimmer knocks on your front or side door and states they need to access your back yard. The suspect will lure you into the back of your residence while a second suspect will enter through the front door and quickly ransack areas inside the home seeking jewelry, cash and small valuables. In most cases the suspects stay in contact and communicate by cellular telephone or two way radios. Other methods of operation have been female suspects who claim their pet or small child went into your backyard.

Whenever receiving emails from financial institutions or retail stores advising you “click here” or providing a direct link to follow in the email, NEVER CLICK ON THE LINK! This is a phishing scam!

Another recent scam has been persons calling and claiming to be from the power company or other utility. The caller demands immediate payment or the power or other utilities will be shut off. In most of the scams, the caller directs the resident to purchase cash debit cards at a retail location and provide the card numbers and pin number as payment.

Just to reiterate, if you receive anything from anywhere, unsolicited, DO NOT RESPOND!

  • Solicitors, regardless of if they are selling a product, offering a service, seeking a donation or, political in nature, should be turned away.
  • If someone knocks on your door and says you have to step out of your home, especially to go to your back yard, CALL 911 Immediately!
  • When logging into online accounts always use the saved link on your browser or type in the web address on your own.
  • When making wire transfers, ALWAYS verbally verify and confirm the wire instructions prior to completing the wire transfer.
  • You may report Internet scams and crime to www.ic3.gov

2.  OurLA2040 GENERAL PLAN – COMMUNITY MEETING

For the first time in nearly fifty years, the City of Los Angeles is undertaking a comprehensive update to its guiding vision, the General Plan. This initiative, OurLA2040, will result in a new 20-year citywide plan to be adopted in 2020, which will put into place strong and visionary policies to help create a more prosperous, livable, and sustainable Los Angeles.

To launch the OurLA2040 public engagement program, a series of Community Conversations will be taking place throughout the City in a neighborhood near you! This is an opportunity to share your perspective on the topics included in the General Plan update. The first phase of this series will take place in the month of October, focusing on the topics of Open Space and Community.

4.  OLYMPIC-STYLE ARCHERY RANGE NOW OPEN

The city’s parks department Saturday unveiled a state- of-the-art archery range for enthusiasts of the sport and future Olympic athletes as L.A. prepares to host the Olympic Games in 2028.

The Easton Rancho Park Archery Range — located at 2459 Motor Ave. in the Cheviot Hills Recreation Center — underwent an extensive $2 million renovation to replace a smaller, outdated facility with soaring pavilions and four levels of shooting lanes.

The archery range is available for public use, free of charge. Normal park hours are 8 a.m. to 10 p.m., seven days a week for those who bring their own equipment. Beginners’ classes and equipment are available on weekends on a first-come, first-serve basis.

LA Sanitation is now offering free home delivery of mulch! Choose from a load size of 2.5 yards or 5 yards. The driver does not have shovels or other equipment, so please be prepared to move the mulch around your property yourself. Each address is limited to a maximum of two free mulch deliveries per calendar year, and mulch may not be used for commercial or industrial purposes.

2.  RELAXED PARKING DURING THE JEWISH HOLIDAYS

3.  WESTWOOD POST OFFICE – LOCATION CHANGE

Several weeks ago, we reported that the U.S. Post Office had secured temporary storefront space on Broxton Avenue.  We recently learned that the lease agreement fell through and a lease for a different location is being finalized.  We apologize to the residents who went to the Broxton location in search of a post office that was non-existent.

The new temporary location in Westwood Village is scheduled to open mid-October, and we will let you know more information when it is up and running.

4.  HWPOA SECURITY SURVEY RESULTS

Thanks to those members who completed the HWPOA security survey.  Over 120 residents replied and the responses are summarized as follows:

  • 57.6% were satisfied or very satisfied with their respective security companies for their private patrol service.
  • 76.92% were satisfied or very satisfied that the security companies met their expectations for alarm monitoring.
  • 62.64% were satisfied with repair and installation services provided by their companies.

Furthermore, many of you stated that you are utilizing additional security measures to protect your homes. Keep up the good work.

According to Officer Ragsdale of the LAPD, we are doing “pretty darn good” with regards to crime in our area.

We will be passing along the results of the survey to the various security companies, so that they can address the issues raised by customers who are not satisfied.

5.  SPEED HUMP PROGRAM NOW ACCEPTING APPLICATIONS

Starting Sept. 22, 8:00 am the L.A. Department of Transportation will begin accepting a new round of applications for its Speed Hump Program. This is the second year in a row that LA will offer this program across the city.

During the 2018 program cycle, LADOT will accept 30 applications from each Council District. For more information about how you can apply for a speed hump in your neighborhood, speed hump guidelines and frequently asked questions, visit ladot.lacity.org/how-do-i/request-speed-humps.

6.  ACTION NEEDED – CELL TOWER BILL

The state legislature has just passed a bill (SB 649) that would strip local jurisdictions of control over placement of cell towers (despite “no” votes by our local elected reps, Assemblymembers Bloom and Ridley-Thomas, and Senator Allen).

This means that the city of LA cannot stop cell companies from locating their towers in any public right of way (even in residential areas, like the grass strip between our sidewalks and streets) or other public property.

SB 649 is opposed by the California Dept. of Finance, the City and County of Los Angeles, Mayor Garcetti, Councilmembers Bonin and Koretz, and the Westside Regional Alliance of Councils (WRAC).

PLEASE WRITE GOV. BROWN ASAP to urge him to VETO THIS BILL. Individual constituents and groups are encouraged to write to Gov. Brown ASAP – email via the Gov.’s Legislative Secretary Tom Dyer, tom.dyer@gov.ca.gov, or call 916-445-2841, or fax 916-558-3160.

3.  STREET REPAVING

The City of L.A. has finalized their list of streets to be repaved in the 2017-18 fiscal year.  Although we do not have access to the complete list, we have received word from our council office that Sunset Blvd. west of Hilgard is slated to be resurfaced sometime in the next year (date unknown).

We will continue to work to include additional streets to the approved list and we will let you know if we get more information.

4.  FOCUS GROUP: ALCOHOL IN WESTWOOD

A public health agency (Institute for Public Strategies, www.publicstrategies.org) funded by the LA County Department of Public Health is conducting focus groups and needs 20 Westwood residents to participate. It will be an easy, casual and completely anonymous conversation about alcohol’s impact in Westwood, particularly as it relates to the retail alcohol environment. The focus groups will last 1.5 hours and will be hosted at a convenient Westwood location. Participants will receive a $25 Target card as a thank you.

5.  SAFE SIDEWALKS L.A. – INCREASED REBATES

Starting August 1, 2017, the City’s “Safe Sidewalks LA” sidewalk repair program will increase the amount residential and commercial property owners can receive through the City’s Rebate Program. The cap, originally $2,000 for homeowners  and $4,000 for commercial property owners, has been raised to $10,000 for everyone, an amount that the City hopes will encourage more Angelenos to participate in the program. 3.  FOOD TRUCK REGULATION

Good news for neighbors who have expressed growing concern over food trucks causing traffic accidents, reducing driver visibility and creating quality of life issues such as property damage and littering. The Los Angeles City Council is adopting more sensible regulations that escalate fines on food trucks operating in residential areas for extended periods of time.

The new regulations prohibit food trucks from parking at any residential location for a period that exceeds 30 minutes, and also prohibits them from parking within two blocks they had been parked at said residential location within a four-hour period. Further, a food truck moving out of a location momentarily and then returning within the four-hour limitation does not reset the clock; the time and distance requirements still apply. Failure to comply will be treated as separate and distinct offenses and each subsequent violation will be subject to escalating parking penalties of $73 for a first violation, $123 for the second violation, and $173 for the third.

At this time, it is unclear whether Holmby Park is considered at “residential location” (the regulations may only apply to the residential side of the street).  We will let you know when we get more information.

4.  MOVIE PREMIERES – STREET CLOSURES

Warner Bros will be holding the Premiere of “Lego Ninjago”, at 11:00 AM on Saturday, September 16th, 2017 at the Regency Village Theaters, located at 961 Broxton Avenue in Westwood.

Fox Searchlight will be holding the Premiere of “Battle of the Sexes”, at 8:00 PM on Saturday, September 16th, 2017 at the Regency Village Theaters, located at 961 Broxton Avenue in Westwood.

There will be various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue.

5.  VOLUNTEERS NEEDED

Several organizations are currently in need of volunteers:

Stand Down 2017 – October 27, 2017.  The Greater Los Angeles Veterans are in need of 100 volunteers for the Stand Down 2017.  The Stand Down is an all day event providing supplies and services to homeless Veterans, such as food, shelter, clothing, health screenings and VA Social Security benefits counseling.  To register, please go to: www.bwscampus.com/standdown.

LA Waterway Cleanup –  October 19, 2017 at Santa Monica Beach.  United by Blue is an outdoor apparel brand with a commitment to waterway conservation. For every product UBB sells, we pick up 1 pound of trash from oceans and waterways through community organized cleanups. This October, United by Blue is teaming up with REI stores in SoCal, and other local conservation groups for 4 cleanups in the Greater Los Angeles area. The Walker Cup Golf Tournament – Sept. 9-10 at the Los Angeles Country Club.   One of the most iconic men’s amateur golf tournaments in the world is happening this weekend at Los Angeles Country Club, The Walker Cup.  It is the United States team against the Great Britain & Ireland team.

Westwood Neighborhood Council Meeting – Wednesday, Sept. 13 at 7:00 PM.  Meeting will be held at Westwood Presbyterian Church (10822 Wilshire Blvd., next to IPIC).

The WWNC (Westwood Neighborhood Council) is a certified advisory board to the City of Los Angeles City Council. The WWNC is an elected council within the LA Neighborhood Council system. Our role is to make a difference in Westwood through outreach, grants to non-profits, and representation of our stakeholders to the Los Angeles City Council. CHANDELIER FOR SALE

Beautiful Maria Teressa 16 light crystal chandelier, measures 28 inches wide about the same height.  Cost over $2,000 and is in perfect condition.  This is the real thing, not a cheap knock off from China.

We have no suitable place for it in our new home and would like to find a buyer with whom to negotiate a reasonable price.

Buyer to then donate the agreed price to St Judes Children’s Hospital in exchange for the chandelier.  This would effectively make the purchase tax deductible with the purchase price qualifying as a charitable donation.  This way the chandelier finds a new home, and the charity benefits.
