1.  HWPOA ANNUAL MEETING – SAVE THE DATE

The Annual HWPOA membership meeting is scheduled for the evening of Tuesday, May 8 at Belmont Village. More details to follow.  A new Board of Directors for 2018-19 will be elected and we will have several guest speakers.  Mark your calendars!

2.  LAPD POLICE STATION HOURS

The lobby at the West LA police station will be closed from 11:00 pm to 7:00 am to allow more police officers on the streets. Please make note of the non emergency phone number:

877-ASK-LAPD (877-275-5273)

Put this number in your cell phone contacts. Do not be afraid to call the police with any questions or concerns. Call 911 for a real emergency or a crime in progress.

3.  SUBWAY CONSTRUCTION: LIVING WITH DISRUPTION

Written by Mark Rogo, HWPOA member, Board of Directors:

The Purple Line subway extension is about to hit you square in the face.  Over the next six years you are going to experience disruption and traffic jams.  You will change the way you plan your evening outside of your home or condo as well as what route you take to return home. The subway is coming, scheduled to start service in March of 2026.

Beginning this week and for two years, the infrastructure work will begin along Wilshire Blvd, generally between Veteran and Malcolm.  Something in the area of 14 utility, telecom, drain and other lines will be replaced to avoid conflicts with the incoming subway construction.

What does this mean for you?  A lot. It’s the beginning of two years of Wilshire Blvd lane closures at night and weekends.  Monday thru Thursday from 9:00pm to 6:00am, and Friday 9:00pm all the way through to 6:00am Monday morning, in multiple stages.

4.  PARKING VIOLATIONS & NEIGHBOR COURTESY

It has been brought to our attention that some neighbors pay strict attention to the parking signs on their street.  Occasionally, residents park in violation of those signs and are ticketed in front of their own house or in close proximity.  We have been asked to suggest that residents be approached and asked to move their car rather than calling parking enforcement to have their cars ticketed.  This seems to be a good way to maintain a friendly community.

LA does have a 72 hour parking limit for any car with a preferential parking permit regardless of where it is on the street.  If it is in the same place after 72 hours and has not been moved, parking enforcement will chalk the tire and ticket.  This can occur even when you are parked in front of your house.  See:

City of Los Angeles: Parking Violations Bureau

5.  NEW AND SAFER MAIL BOXES

From Brentwood Homeowners Assoc.:

Thanks to a two year campaign for better and safer mailboxes and alerts to the Postmaster and Congressman Lieu’s office about the problems with mail theft, the Barrington Post Office has finally installed a better tamper-proof box. We’re hoping to see more soon IF these prove effective.

6.  TRAFFIC APPS (WAZE) – NEIGHBORHOOD CONCERNS

From the Westwood-Century City Patch:

Mobile traffic applications such as Waze are causing a dangerous flood of traffic to be funneled onto tiny Los Angeles side streets, and the city should develop ways to curb the apps from diverting drivers off of major thoroughfares, a Los Angeles city councilman said Wednesday.

“Residents in my district and throughout the city have experienced a major surge in dangerous and disruptive cut-through traffic in recent years,” said Paul Krekorian, who represents parts of the San Fernando Valley, including Studio City and North Hollywood.

“Mobile app makers are sacrificing the quality of life in our neighborhoods, just so drivers can save a few seconds or minutes with an alternate route,” he said. “We have an obligation to see what can be done to protect our neighborhoods and prevent these apps from continuing to divert drivers from major avenues onto small residential streets that aren’t designed to accommodate high-volume traffic.”

7.  WESTWOOD VILLAGE 2018 STAKEHOLDER SURVEY

It is the goal of the WVIA to reach out to those who use or could potentially use Westwood Village as a destination. We want to hear from YOU! Please fill out this brief survey, as it is the best means for your voice to be heard. The survey should take only about five minutes to complete.

We thank you in advance for your time and look forward to your response.

1.  SEEKING NEW HWPOA BOARD MEMBERS

Join the Board of Directors
of
Holmby Westwood Property Owners Association

The HWPOA Board is seeking Holmby Westwood residents to volunteer to serve as a Director for 1 year. We usually meet on the second Tuesday of every month except for August and December. We ask only that you be a financially current member of the Association for the past 2 years and have an interest in maintaining and improving the quality of life we have all come to know and enjoy.

You will work with many neighbors who serve on the Board, some who have served for many years. This is a way to help your community, to work with city officials and departments, to plan events, and to support the protections in place today.

The Holmby Westwood community is over 80 years old and preservation, livability, and schools are key to its residential value. Serving on our Board of Directors is a way to safeguard one of the largest investments you will make in your lifetime.

We want the next generation to be able to carry on what we have fought to protect for these many years. Holmby Westwood Property Owners Association is a highly respected association throughout the city and, with your involvement, we hope that will continue indefinitely.

Our meetings are held at Belmont Village, Wilshire at Warner Ave., 8–9:30 PM. Our committees include: Security, Traffic, Holmby Park, Architectural Supervising Committee, 4th of July event, Filming (in the neighborhood), WLAPD liaison and more.

You will have an extremely worthwhile experience while giving back to a community that has remained highly desirable for many years. That did not happen accidentally. It happened with a commitment from hundreds of our neighbors over 80 years!

Please, contact Dana Glenn, our Office Manager, and let her know that you want to join our Board. Send an email to hwpoa@aol.com or call (310) 470-1785 to contact Dana. The deadline for submissions is April 9. We look forward to hearing from you!!

Many thanks,
Your HWPOA Board of Directors

Thank you very much.

The Male suspect who is a parolee would target property and valuables left in unlocked vehicles and would peer into victim’s homes through front door glass during the overnight hours in search of visible valuables while residents were sleeping. BURGLARY (entry of structure w/intent to commit theft or a felony)

ROBBERY (taking property of another by means of force or fear)
Incident #: 180806569
WARNER AV & LE CONTE  |  2/25/2018 @ 6:40 AM

On 2/25/18, at approximately 6:40 am, a 54 year old male, Westwood area resident, was conducting his morning exercise walk, walking in the area of Warner Avenue and Le Conte Avenue.  The suspect, described as a Male, White, 5-6, 180, 25 years, wearing dark athletic clothing and a ski mask, approached the victim from behind.  The suspect displayed a semi-automatic handgun and demanded the victim’s cellular telephone while threatening to shoot him.  The victim complied.  The suspect then fled on foot in an unknown direction.

While officers were conducting their Investigation, UCLA Police indicated that the incident was possibly related to an incident that occurred adjacent to an off campus University Housing complex at Veteran Avenue and Cypress Court approximately 20 minutes earlier.  See attached UCLA Police Bulletin (https://ucla.app.box.com/v/crime-alert20180225).

2.  PARTY HOUSES – NEW ORDINANCE

On Wednesday, February 21st, the City Council unanimously approved an ordinance to rein in out-of-control party houses in Los Angeles. The ordinance creates a series of escalating fines against the homeowners or those who rent from them, who use their homes for massive gatherings that disturb neighbors, block the public right-of-way, and threaten public safety. It includes increasing fines of up to $8,000. The ordinance also requires those who violate the ordinance to post a public notice for 30 days notifying neighbors of their unlawful conduct.

The ordinance, which was supported by a variety of neighborhood councils and community organizations, is meant to dissuade property owners from renting out their homes to professional party-throwers and reduce the likelihood of future violations, freeing up law enforcement personnel for other purposes.

Escalating fines, by the numbers…

  • $100 for the first violation
  • $500 for the second violation
  • $1,000 for the third violation
  • $2,000 for the fourth violation
  • $4,000 for the fifth violation
  • $8,000 for the sixth and subsequent violation

1.  LAPD CRIME REPORT

BURGLARY FROM VEHICLE
Incident #: 180806430
800 BLOCK WESTHOLME AV  |  2/21/2018 @ 11:30 PM

BURGLARY FROM VEHICLE
Incident #: 180806032
10600 BLOCK LINDBROOK DR  |  2/14/2018 @ 1:40 AM

A homeowner reported that earlier this week on Monday at 2:00 AM, a white car was parked behind their car and the suspects tried to break into the car. The doors were locked and the alarm went off.

Alarming New Trend – Door Checking
Recently, while door checking cars, suspects have also been “door checking” the doors to homes as well. In recent incidents the suspects have entered unlocked doors targeting purses, wallets, brief cases, keys, and small electronics that are typically left within close proximity to the door. Additionally, in incidents where the doors were locked but there was window glass as part of or adjacent to the doors with valuables visible inside, the suspects have smashed the window glass conducting a “smash and grab” of the same property left within reach just inside the door, all while residents are sleeping inside the home.

Daytime and Evening Trends continue: The “Knock Knock Burglary” series continues. The suspects typically knock or ring the doorbell to determine if anyone is home. When there is no answer, the suspects enter the side or rear of the residence and force entry typically by smashing the window or door glass to gain entry. Suspects are targeting the master bed and bath as well as other areas of the home and removing Jewelry, cash, small valuables and small electronics.

2.  HOLMBY PARK UPDATE

HWPOA has received several reports of people not following the rules at Holmby Park.  Dog owners regularly let their dogs run off-leash and scooters and skateboards are regularly used on the walking path.  Both of these issues are safety issues. HWPOA contacted the City of L.A. to request park rangers who will enforce the municipal code.  Unfortunately, we were told that due to a reduction in park ranger staff, there are no rangers assigned to parks (other than regional parks).

If you would like to report a problem at Holmby Park, you will need to contact the LAPD.  The non-emergency number is (877) 275-5273.

In addition, residents have noticed excessive trash on the parkway surrounding Holmby Park and across the street on the residential side.  HWPOA is trying to get the food trucks to encourage their customers to throw all trash in the cans provided nearby and to clean the area before they depart for the day.

3.  PREVIEW INCOMING MAIL – USPS INFORMED DELIVERY

Due to tampering at some outdoor postal mailboxes, mail theft is becoming more common.  Thefts include packages stolen from porches, payments with checks dropped in outdoor mailboxes being stolen and checks then being “washed” and made out to random individuals.

For those who have had trouble receiving mail, you can sign up for Informed Delivery by USPS .  This service allows you to digitally preview your mail and manage your packages scheduled to arrive.  Informed Delivery allows you to view greyscale images of the exterior, address side of letter-sized mailpieces and track packages as well.  With tax season upon us, this service is a good way to make sure you receive important documents with sensitive information.

4.  SAFEGUARD YOUR HOME FROM FIRE DANGER

The Los Angeles County Fire Department estimates that embers caused the ignition of over 50% of the homes that burned in recent wildfires. Carried by strong winds, embers fly through the air and rain down on vulnerable homes, miles ahead of flames. Once homes ignite they create intense heat and more embers that can ignite other nearby homes. This turns what would be a fast-moving fire into an inferno, putting neighborhoods at risk, as well as making it dangerous for vital first-responders to enter the area.

The University of Nevada has produced the Be Ember Aware brochure, which includes a simple checklist for reducing your home’s vulnerability to embers.

Tip: One of the most vulnerable spots are your vents, which can easily be protected by installing 1/8 inch mesh covering. Learn how here.

5.  SPECIAL INVITATION – LAWN BOWLING OPEN HOUSE

6.  PURPLE LINE EXTENSION GROUNDBREAKING

Metro joined local, state and federal officials today to break ground on Section 2 of the Metro Purple Line Extension Project that will add 2.6-miles of new subway service to downtown Beverly Hills and Century City.

Metro has begun moving underground water, gas, power and telecommunications lines to make way for future subway construction. The agency is also conducting potholing, geotechnical tests, traffic surveys and other preparatory work.

Major construction is slated to begin this spring when work crews create a launch area for a tunnel boring machine at the planned Century City/Constellation Station. Major work at the planned Wilshire/Rodeo Station in Beverly Hills is expected to begin at the end of this year or early 2019.

1.  LAPD CRIME REPORT

BURGLARY FROM VEHICLE
Incident #: 180805649
HILGARD & WEYBURN  |  2/6/2018 @ 6:00 PM

FOLLOW HOME CRIMES
There are a few tips to keep in mind when you’re driving home.  If you suspect that you’re being followed, go straight to your police station at 1663 Butler Ave. (one block south of Santa Monica Blvd., 4 blocks west of the 405 freeway), or, to another well lit, occupied area, such as a gas station, a busy strip mall or your local fire station.  Periodically change up your routines and routes.  When you’re driving, turn around any big, flashy rings on your fingers so that only the bands show as your drive.  Make a few turns on wide, main streets (so you’re careful not to get boxed in) to see if you are being followed.  And if you do suspect that you’re being followed, be a good witness and get a description of the suspect(s) and their vehicle burned in your mind and get on your cell phone to call 911.  Do not go home to your family!  Go to the LAPD West L.A. Police Station at 1663 Butler Avenue.

2.  CAUTION – “BIRD” ELECTRIC SCOOTERS

HWPOA has received several reports of people using Bird electric scooters in an unsafe manner in the area.  We received reports of young children riding these scooters on the sidewalk, without wearing helmets and speeding past pedestrians, putting the pedestrians and themselves at risk.  These incidents have occurred on Dalehurst and at Holmby Park.

Bird scooters are only to be used by riders that are at least 18 years old.  Please keep our neighborhood safe and obey all rules related to use of these scooters.  Thank you.

3.  GARBAGE COLLECTION – NO CHANGE FOR PRESIDENTS DAY

On Monday, February 19, all City of Los Angeles offices will be closed in observance of the President’s Day holiday. However, our drivers WILL be working Monday to collect bins and our 24-hour Customer Care Center will be available to assist you at 1-800-773-2489.

Please put out bins next week as you normally would. We wish you a wonderful extended weekend!

4.  SHORT-TERM RENTALS & PARTY HOUSES

From Councilmember Paul Koretz:

Short-term rentals remain a hot issue in Council District 5 and in various communities throughout the city.  As the debate has continued to evolve, the Councilmember has been focusing on how best to tighten up ways to verify that only primary residences are being used for short-term rental and that only homes in which hosts live in for the majority of any given year would be eligible. He also supports imposing a set of “etiquette guidelines” on hosts and guests and implementing a “three strikes and you’re out” enforcement regime.

The City Council’s Planning and Land Use Management (PLUM) Committee now appears to be on track to vote on a draft ordinance in March which would then go to the full Council.  On February 6th they asked City Planning to make additional revisions regarding a cap on the number of days a host can conduct short-term rentals and a method for hosts to seek relief from the cap under limited circumstances. It remains to be seen what that cap will be – competing recommendations would set it anywhere from 60 days to 180 days – and what the process would be for allowing a host to exceed it.

Placing a Lid on Party Houses
At its February 6th meeting, the City Council Planning and Land Use Management (PLUM) Committee approved a draft ordinance providing a tight set of rules and regulations for so-called “party houses.”

These regulations will provide party hosts with clear guidelines for what is allowed and what isn’t and give the City’s enforcement agencies, including LAPD, the tools they need to protect neighborhoods from the disruption sometimes caused by raucous parties. And, working in conjunction with the forthcoming Home Sharing Ordinance, which should stop the practice of vacant homes being rented out solely for the purposes of parties, the City hopes to finally get a handle on one of the biggest neighborhood nuisances of recent years.

The Party House Ordinance focuses on “loud or unruly conduct” and “loud or unruly gatherings.” Issues that can draw enforcement include loud noise, blocking a street or sidewalk, public intoxication, serving alcohol to minors, possession or consumption of alcohol by minors, fighting, alcohol sales without a license, vandalism, litter, public urination or defecation and trespassing. The ordinance imposes stiff fines on the property owner for violations, and party-going violators can also be cited and prosecuted.

5.  COMMUNITY MEETINGS NOTICE

New Police Chief Search – Community Meetings

8.  FIRE STATION 71 UPDATE

Earlier this month, our Fire Station 71 responded to a large house fire in Bel Air.  Though the home was not in our neighborhood, we wanted to give you an update, as Fire Station 71 services Holmby Westwood.

“E-71 was “second in” company on the Bellagio Rd. fire. They were assigned to “Back Up Fire Attack” and worked on the second floor trying to access the attic. The second floor started filling with heavy smoke until they could not see more than 1 or 2 feet. They had difficulty finding the stairs to the first floor as they were beginning to get low on air.

Luckily, they found the stairs and were able to exit the second floor as the heat was building causing some concern to get out of the structure. All of 71’s crew came out safely.

Unfortunately, 2 firefighters were hurt and transported to the hospital. One of the firefighters was assigned to shut down the electrical panel and while he was there it flashed and burned his hands and face. It was mostly 2nd degree and small 3rd burns. He was transported to UCLA and it doesn’t seem to be too serious.

2.  LAPD CRIME REPORT – “DOOR CHECKING”

The following information was provided by Officer Maria Gray, Senior Lead Officer for the Brentwood area.  While these incidents occured in Brentwood, we are posting this due to the proximity and similarity of the neighborhoods:

DOOR CHECKING – CARS & RESIDENCES
Property theft suspects are conducting a “Door Checking” modus operandi in that they walk the streets of our neighborhood in the middle of the night, yanking on car doors and/or residential doors looking for opportunities to steal readily available items.

There is a team of teenagers that have been coming up from South Los Angeles that conduct “Door Checking” but their interest is concentrated on stealing high end cars, and sadly, they have been quite successful.  If the car door is open, they press the break and hit the start button and if it starts, they’re southbound.  There have been several arrests of this ring but since they are minors, they are immediately cited out to their parents with an upcoming court date and released – and then the come right back to Brentwood.  When asked why they return time and time again to our community, they told the detective that it’s because they’ve been so successful since so many people leave their fobs within their cars and the doors unlocked.

Please check your vehicles to ensure that there isn’t a fob inadvertently left in the center console or perhaps under the seat.  Each success that these thieves have provides them with the positive reinforcement that draws them back to our community.

Individuals are now expanding their door checking to INCLUDE RESIDENCES. They’ll pull on a door handle of a car parked in the driveway and, if unsuccessful, they go up to the house and pull on the residential door as well. If left unlocked, they enter the residence, but typically they don’t go very deep into the house. They are looking for purses or car keys left on the entry table, or laptops on the coffee table, etc. — anything that they can quickly grab and run with.  Please keep your door locked and if you have an alarm system – use it.
