3.  HOME-SHARING ORDINANCE INFORMATION SESSIONS

The City Council adopted the Home-Sharing Ordinance  (also known as the AirBNB issue) in December of 2018. The Home-Sharing Ordinance requires hosts who wish to engage in short-term rentals to register with the City and post their registration number on all advertisements.

Eligible hosts may now apply to the program through the Home-Sharing Online Registration Portal. The City will begin enforcement of the Home-Sharing Ordinance on November 1, 2019. Anyone who continues to engage in or advertise short-term rental activity after November 1 without posting an approved registration number will be in violation of the Home-Sharing Ordinance.

4.  WESTWOOD VILLAGE CONCERT SERIES

The Westwood Village Improvement Association in partnership with the UCLA Herb Alpert School of Music Department of Ethnomusicology presents the Westwood Village Concert Series!

St. Paul the Apostle Fall Festival – October 11, 12 and 13 at St. Paul the Apostle School (1536 Selby).  The St. Paul’s annual Festival is a 3-day weekend event that includes carnival rides, games, class basket raffle, food and craft booths, sports activities and competitions, talent shows, a live auction and live music entertainment.

Remembering Oliver Sacks – Tuesday, Oct 15, 7:30 p.m. at the Hammer Museum.  Lawrence Weschler’s new book, And How are You, Dr. Sacks? A Biographical Memoir of Oliver Sacks, offers keen insight into the life and death of his longtime friend. PLATO Society Colloquium – Thursday, October 17, 2019 at 1:30 PM at the Skirball Cultural Center (2701 N. Sepulveda Blvd.) – Magnin Auditorium.

The PLATO Society of Los Angeles will present the second of its seven colloquiums for the year where distinguished scholars, journalists, public figures and other professionals address topics of wide interest.  The speaker will be Kamy Akhavan of the USC Center for the Political Future.  His topic will be:

Politics:  Can’t we all just get along?

Why do people get so hostile when they discuss politics?  He will delve into the political, psychological and sociological answers to this question.

2.  RELAXED PARKING DURING THE JEWISH HOLIDAYS

The Council Office has notified us that parking will be relaxed in our community during the upcoming Jewish holidays.  For a complete list of dates and locations where the parking rules will be relaxed, please CLICK HERE.

3.  SAFE SIDEWALKS LA REBATE PROGRAM

On October 1st, the City’s Bureau of Engineering re-opened the City’s Sidewalk Rebate Program.  The Sidewalk Rebate Program reimburses eligible property owners for a portion of the cost of their sidewalk repair.

The program will accept new applications for a limited time, based on available funding. Property owners within the City of Los Angeles with sidewalks that are not compliant with Americans with Disabilities Act (ADA) requirements are eligible to participate.

4.  NATIONAL PREPAREDNESS MONTH

September is National Preparedness Month – we are a little late in posting this information from LADWP, but better late than never!

Have you considered what you would do in the event of an emergency or natural disaster? As part of National Preparedness Month, we encourage all our LADWP customers to take some time to put a plan in place and practice it with your family. Plan ahead and determine important matters including emergency supplies, medical needs, evacuation sites, first aid and much more. There are several tips and references on ready.gov/plan . Remember, “It’s better to have, and not need, than to need, and not have.”

5.  MOVIE PREMIERES – STREET CLOSURES

There are several premieres coming up in Westwood, which will involve various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue:

Netflix will be holding the Premiere of “El Camino: A Breaking Bad Movie”, at 7:30PM on Monday, October 7, 2019 at the Regency Village Theater.

6.  HWPOA BOARD MEETING

The HWPOA Board usually meets on the second Tuesday of the month.  However, due to the upcoming holiday of Yom Kippur, the October meeting is scheduled for Tuesday, October 15 instead of October 8.  Agenda will be posted in next week’s newsletter.

7.  UPCOMING COMMUNITY EVENTS

Lawn Bowling Introductory Course –  10 AM every Saturday in October at Holmby Park.  Residents from our community can join participants from the UCLA/Osher Life Long Learning Institute, where veteran bowlers will provide instructions for about one hour, supplemented by written and audio visual materials.  Instructions, all equipment, coffee and refreshment will be offered. Free.

Dress is casual with smooth soled (tennis or deck) shoes. Those who are interested to return and learn more, will be offered vouchers for three more free lessons on other days. This is a low impact sport endorsed by the American Heart Association and played in 28 other lawn bowling clubs in Southern California. Interested residents should call (RSVP) Philip Fox, 310.273.7776 and/or visit www.losangeleslawnbowling.com for more information.

Fall Migration Bird Walks at the UCLA Botanical Garden – Thursdays 8-9am, 10/3 – 11/13.  Fall is here, and birds across California and the Northern Hemisphere are migrating south. Many rely on green spaces in urban areas to rest and refuel for the next leg of the journey south.

Join the Bruin Birding Club this fall to watch for migrating warblers, flycatchers, tanagers, vireos, thrushes and more each Thursday in the UCLA Botanical Garden. Everyone from UCLA and the broader community is welcome to join–bring binoculars if you have them. Meet at the La Kretz Garden Pavilion, no RSVP required.

CicLAvia—Heart of LA | Celebrating UCLA100 – Saturday, October 6 from 9:00 am to 4:00 pm in Downtown LA. The streets of downtown Los Angeles will be open to foot traffic, bicycles, rollerblades, skateboards, and more – from MacArthur Park to Mariachi Plaza, through Civic Center and Chinatown. 3.  LAPD CRIME REPORT

Residents that live in the immediate vicinity of the Sunset Boulevard Corridor through the West LA area should pay particular attention to this alert.  There is no current suspect/vehicle information to share, but if any later becomes available the LAPD will let us know.

There has been a series of Residential Burglaries developing in the Westside communities.  The suspects typically knock or ring the doorbell to verify if anyone is home.  When there is no answer, the suspects enter the side or rear of the residence and force entry typically by smashing the window or door glass to gain entry.  Suspects are targeting the master bed and bath as well as other areas of the home and removing jewelry, cash, small valuables and small electronics.

Immediate Detection! is key to prevention and apprehension.  The Los Angeles Police Department recommends the following tips to help secure your home and harden the target:

• SURVEILLANCE/SECURITY CAMERAS:  Web based surveillance and doorbell camera systems will alert and allow homeowners to immediately view and monitor activity from any smartphone or computer which are motion sensor activated and will alert your device when there is activity.  They will also lend valuable information and clues to the investigation.
• ALARMS:  Ensure that security alarms are in good working order and set when not at home whether leaving for 10 minutes or 10 hours.  Accessible upstairs doors & windows should have alarm sensors and upstairs rooms should have motion sensors to include the master bedroom.
• ALARM RESPONSE:  Consider a private patrol alarm response to enhance your current alarm and security system.  In many cases private patrols are already contracted in many neighborhoods or associations.
• MOTION SENSOR LIGHTING:  Install motion sensor lighting around your home to illuminate normally dark areas around the home.  This will also alert residents to outside activity around the home when motion lights are activated.
• GATES:  Ensure that all gates and access points to the side or rear of the residence are locked and secured.
• DOOR AND WINDOW LOCKS:  Ensure that all doors and windows are locked and secured with sturdy secured locks and that there are second locking mechanisms securing all doors and windows as a second line of defense.
• MAKE IT LOOK LIKE YOU’RE HOME…Even when you’re not.
• NEIGHBORHOOD WATCH:  Monitor suspicious activities in your neighborhood and alert your neighbors.  Should the activity escalate to a crime about to occur, crime in progress or crime that just occurred, CALL 911 IMMEDIATELY!
• SECURITY PATROLS:  Consider after hours on site security at construction sites or major remodel projects.  Many neighborhoods contract with private security patrols which monitor neighborhoods and can quickly respond to burglar alarm activations or reports of suspicious activity when they occur.

4.  LAST DAY TO USE METRO TOKENS

The last day to use Metro tokens is Friday, Nov. 29.  After this day, tokens will no longer be accepted. Unused tokens are non-refundable.

5.  GET READY L.A.

To promote local emergency planning during National Preparedness Month, L.A. Controller Ron Galperin released a new online resource map of emergency services and programs funded by the City of Los Angeles to help families and communities prepare for unexpected natural disasters. “Get Ready L.A.” gives a rundown of the City’s emergency prep resources and maps the locations of L.A.’s fire stations, police stations and other important civic buildings that Angelenos can access before and after a disaster.

Also featured in Galperin’s resource map are the emergency preparedness functions of the City’s Emergency Management Department. The department coordinates the City’s Emergency Operations Center, emergency plans and outreach, and all training and exercises for disaster response teams. EMD is also in charge of emergency prep tools like NotifyLA, ShakeAlertLA and Ready Your LA Neighborhood.

UCLA Mildred E. Mathias Botanical Garden is a 7.5 acre garden, outdoor classroom, and research facility on the UCLA campus.

7.  UCLA WESTWOOD VILLAGE BLOCK PARTY

The 3rd Annual UCLA Westwood Village Block Party will take place on Sunday, September 22nd from 5:00 pm – 9:00 pm on Broxton and Weyburn and will bring over 15,000 visitors to the Westwood Village.

New students, neighbors and local families can enjoy carnival games, interactive activities, and food from local vendors while UCLA musical acts and DJs perform.

PACKAGE THEFT
A homeowner on Holmby Ave. reported that on the afternoon of Wednesday, Sept. 11, a thief took a package from the front porch.  The package had been delivered by UPS about a half an hour earlier but could not be seen from the street.  The incident was captured on Ring video and shows that the suspect is approximately 20-30 years of age; Caucasian; over 6 ft. tall.    He was wearing a grey hoodie so face cannot be seen; dark running shorts; tennis shoes and socks.  This incident has been reported to the LAPD.

Package thefts are a continuous problem throughout the region.  If residents receive frequent deliveries to their home, the LAPD highly recommends that the deliveries are arranged when someone will be available to receive the package at the residence or install a secured steel package drop box.  Other options are having the deliveries delivered to a UPS Access Point, Fed Ex Store, or Post Office Box location.

3.  RESIDENTIAL BURGLARY PREVENTION TIPS

Make sure your doors and windows are always locked. And I mean all windows. Even bathroom windows.  It has been speculated that more than half of break-ins occur through first-floor windows. So, securing these should be a top priority. Second floor windows are also vulnerable, much more so than you would expect.  People leave ladders and other items like patio furniture, etc., that burglars make use of to hoist themselves onto the 2nd floor balcony and right into your open bedroom window.  And don’t forget to secure side doors and garage doors as well.

Thorny bushes under windows will make thieves think twice before going in that way.  Also, keep your bushes and hedges trimmed to a minimum; don’t give thieves a place to hide while they scope out your place.  Gravel and loose stones can also alert you (or a dog) that someone is approaching your house.  And make sure your yard is well-lit during the night!

Get a dog.  Burglars are considerably less likely to burglarize a home where there are dog(s) inside than not.  Dogs are a lot of responsibility and they can be expensive. I have three dogs and they’re a lot of work. Please only get a dog if you’re truly going to care for it as it deserves.

Make sure your valuables are hidden from passerby’s. Use privacy curtains (sheer curtains that let in light but block the view) so people can’t see in while you’re away at work.

Experts say that a third of burglars come in right through the front door. If your front door is all or partially made from glass, they can easily reach in and turn a regular indoor deadbolt. Double key deadbolts are the kind that require a key not only to enter, but also to exit. With a double key deadbolt lock, if thieves do break in, getting your stuff out is going to be very difficult unless they break the door down.  The downside to double key deadbolts is they can be dangerous in the event of an emergency, such as a fire. Consider this carefully before installing one. If you do put one in, keep the key very close to the door in a hiding place that’s easy to remember.  You should also have a lock far away from any windows that are a part of your door.

Security experts say most thieves don’t want to smash sliding-glass doors because that’s too noisy. They’d much rather slide it open. To prevent this, secure your sliding door by placing a sawed-off broom handle in the track to prevent it from opening.

If you’re going away for a week, don’t tell people on your answering machine or social media accounts that you’re out of town. Also, don’t tell the taxi or Uber/Lyft driver that you’re going out of town. If you have luggage, I just mention to the driver that my whole family is inside and I couldn’t get any of them to give me a ride to the airport.  If you’re going to be away, make sure you purchase a timer that will automatically turn on lamps when it gets dark. Also, either put a temporary stop on your mail, or have a neighbor pick up your mail, packages, and newspapers so your home doesn’t look vacant.

Make sure you religiously back up your computers and laptops in the event those items are stolen. And again, keep valuables out of sight. Take pictures or video of your valuables. Know serial numbers, the model numbers and purchase prices of your most expensive items. The insurance company will want this information if it’s stolen.

Lastly, and perhaps most importantly, in today’s day and age, you want to be notified instantly to your Smart Phone if someone is at or entering your house or property.  There are various inexpensive and easy to install systems that do just that and provide you footage of the person that is stored up in the ‘Cloud.’  With these systems, you can also call 911 immediately and give a detailed description of who’s doing what at your home, even if you’re away at work or on vacation.

If you do discover that your home has been burglarized:

•     Don’t go into the house. If you’ve already walked in, leave immediately. The thieves may still be inside, and it’s not worth your life to find out.
•     Call the police from your cell phone or from a neighbor’s house.
•     Don’t touch anything. The thieves might have left fingerprints.

4.  TREE CARE & MAINTENANCE DAY – THIS SATURDAY

REMINDER:  The Green Team invites all Holmby Westwood homeowners to join us at our first Tree Care and Maintenance Event tomorrow, Saturday, September 14 from 9 am to noon.   Under the supervision of TreePeople we will divide into teams to prune, mulch water, adjust tree stakes and ties and rebuild the berms on our 26 newly planted trees on Malcolm and Manning Avenues.

We are meeting at 801 Malcolm Avenue.  No experience required but bring your own hat, water, sun protection and wear closed-toe shoes.  All are welcome, even those who just want to check things out and cheer us on!

6.  HELP STOP “WISH-CYCLING”

Wish-cycling contributes in a big way to contamination, which is when an incorrect item or material is added to a specific waste stream, in this case the recycling stream.

When a batch of recyclables is contaminated, there’s a good chance it’ll be rejected and end up in the landfill. In other words, because of that one problematic thing you tried to recycle, tons of properly recycled items could get landfilled.

7.  CENSUS GOODWILL AMBASSADOR PROGRAM

The goals of the Census 2020 Initiative are to recruit, train, and deploy volunteers to educate and motivate hard-to-count populations before the 2020 Census count begins.

Census Goodwill Ambassadors (CGAs) will be on-the-ground in our neighborhoods, reaching out to Angelenos to educate them about how census data determines federal funding for our schools, social and health services, and infrastructure.

Please join the Green Team and TreePeople on Saturday, September 14 for a Community Tree Care event.  We will focus on the 26 newly planted trees on Malcolm and Manning Avenues.   This event is a follow-up to the work that Green Team members undertook in August to assess the new trees for their tree care needs.  TreePeople will provide the instruction, supervision and tools for us to properly prune, mulch, water, adjust tree stakes and ties and rebuild tree berms.  This work is essential to the health and life of our new trees.

Safety & Preparedness Fair – Sunday, September 22nd from 11:00 a.m. to 3:00 p.m. at Overland Elementary School.  The Westside Neighborhood Council’s  Safety and Preparedness Fair provides the West Los Angeles community with the opportunity to learn — at no cost to attendees — how to prepare and survive an earthquake or other major disaster, as well as how to protect themselves from crime. 40+ informational/educational booths will be set up at which hands-on demonstrations of CPR,  how to use a fire extinguisher, how to turn off utilities in case of an earthquake, “Stop the Bleed”, and more will be offered.

There will be activities for kids as well, including a Red Cross Children’s Safety Puppet Show, a bike safety course (aka bike rodeo) and they too can learn CPR.

There will be food trucks, emergency supply vendors, prizes and tips for personal and home safety. Best of all, admission is free! Hope to see you there!

2.  GARBAGE PICK-UP SCHEDULE NEXT WEEK

HOLIDAY REMINDER:
Due to the Labor Day Holiday, LA Sanitation offices will be closed on Monday – September 2nd, and there will be no collection service until Tuesday – September 3rd. Collection services will be delayed by one day, all week long.

3.  METRO HOLIDAY SCHEDULE

Please note that Metro service will operate on Sunday/Holiday schedule this coming Monday, Sept. 2 (Labor Day). This means that buses that do not operate on Sundays will not run on Monday.

4.  GREEN TEAM UPDATE – TREE CARE & MAINTENANCE DAY

TREE CARE AND MAINTENANCE DAY

Please join the Green Team and TreePeople on Saturday, September 14 for a Community Tree Care event.  We will focus on the 26 trees that were planted on Malcolm and Manning Avenues earlier this year.   This event is a follow-up to the work that Green Team members undertook in August to assess the newly planted trees for their tree care needs.  TreePeople will provide the instruction, supervision and tools for us to properly prune, mulch, water, adjust tree stakes and ties and rebuild tree berms.  This work is essential to the health and life of our new trees.

We will meet at 9:00 am at 801 Malcolm Avenue.  Come prepared with your own water, a hat, work gloves and sun protection.  This is a good chance to meet some neighbors, learn about proper tree care and maintenance and help our new, young trees thrive. It will be fun!  No experience needed.  Hope to see you there.

Officers serve as celebrity waiters at restaurants, and they donate all the tips they receive to Special Olympics. Tip-A-Cop has been a favorite way for officers to raise money, and the public loves to have the officers wait on them hand and foot.

8.  SAFETY & PREPAREDNESS FAIR

Please join us at the Westside Neighborhood Council’s 2nd Annual Safety and Preparedness Fair!

The WNC Safety and Preparedness Fair provides the West Los Angeles community with the opportunity to learn — at no cost to attendees — how to prepare and survive an earthquake or other major disaster, as well as how to protect themselves from crime. 40+ informational/educational booths will be set up at which hands-on demonstrations of CPR,  how to use a fire extinguisher, how to turn off utilities in case of an earthquake, “Stop the Bleed”, and more will be offered.

There will be activities for kids as well, including a Red Cross Children’s Safety Puppet Show, a bike safety course (aka bike rodeo) and they too can learn CPR.

The event will be held at Overland Elementary School on Sunday, September 22nd from 11:00 a.m. to 3:00 p.m. There will be food trucks, emergency supply vendors, prizes and tips for personal and home safety. Best of all, admission is free! Hope to see you there!

1.  BEL AIR ROAD CLOSURE – DATE EXTENSION

Dear neighbors,

Due to some unforeseen circumstances, the road closure on Bel Air Road at Sunset Blvd will be extended through Sunday, Sept 8. Crews will take a break for Labor Day and will not work Saturday 8/31- Monday 9/2. See revised notice attached.

Please continue to use Copa De Oro Road as a detour during this time. Construction hours remain the same (Monday through Friday 9:00am to 3:30pm and weekends 8:00am to 7:00pm).

4.  MOTION TO PROHIBIT ASSAULT WEAPONS

In response to the frequency of mass shootings, with the most notable recent ones taking place in Gilroy, California, Dayton, Ohio, and El Paso, Texas, Los Angeles City Councilmember Paul Koretz introduced a motion to have the City Attorney prepare and present an ordinance to prohibit the possession of all assault weapons within the City of Los Angeles.

The motion has been referred to the Los Angeles City Council’s Public Safety Committee.

5.  COMMUNITY POLICE ADVISORY BOARD MEETING

The West L.A. Community Police Advisory Board (CPAB) was created to provide community members with an opportunity to provide information and advice to their respective Area and to take information from the police department back to the community.

The West L.A. CPAB will be meeting next week, on Tuesday, August 27.  Community members are welcome and encouraged to attend.

The application for the 2019-2020 Mayor’s Youth Council is now available online. You can find it here.

What is the Mayor’s Youth Council?
The Mayor’s Youth Council is a dynamic one-year program that gives Los Angeles high school students a voice in City Hall. The Council empowers its members with tools, policy knowledge, and leadership training vital to advocating for causes relevant to the youth of our city. Find more information on the attached flyer.

Who should apply to the Council?
All student leaders currently enrolled in a Los Angeles high school are invited to apply! The Council will meet in cohorts based on geographic area.

What is the commitment?
Members of the Mayor’s Youth Council will attend monthly workshops facilitated by their Area Representative in the Mayor’s Office and may take on additional projects outside the monthly meetings.

If you know any motivated high school students in Los Angeles who would be great candidates for the Mayor’s Youth Council, please pass along this message! The application deadline is September 19, 2019.

7.  STREET LIGHT OUTAGES – HOW TO REPORT

If streetlights are out in your area, please report ASAP to the city. Dark streets are both a security and a safety issue – on the security side, burglars and other bad guys can move around more easily; and on the safety side, pedestrian accidents are more likely. If streetlights are out on your block, please keep your outdoor house lights on all night until the streetlights are repaired.

PREVENT RESIDENTIAL BURGLARIES
It is important to remain vigilant and not become complacent when it comes to securing and safeguarding our homes, automobiles, and persons.

Immediate Detection, Notification, and Verification Technology is critical in determining when a crime is occurring or about to occur. An alarm alone is no longer sufficient. There must be a secondary immediate means of notification and verification to support whether or not the alarm is valid or false.

Web based surveillance and doorbell camera systems will alert and allow homeowners to immediately view and monitor activity from any smartphone or computer which are motion sensor activated and will alert your device when there is activity. They will also lend valuable information and clues to the investigation.

3.  HWPOA GREEN TEAM UPDATE

Summer is here and the Green Team is hard at work.  Team members on Dalehurst Avenue are beginning to canvas neighbors on the 300, 400 and 500 blocks of the street about replacing missing parkway trees.  Working closely with an arborist and TreePeople, Green Team members analyzed the number of missing trees, the current street tree species and the City’s Approved Parkway Tree list.  The Canary Island Pine was selected to fill in where trees are missing since it meets the City requirements, is disease resistant and drought tolerant and maintains the street’s existing pine character.  Dalehurst has been identified as a “Dream Street” since close to 30 new trees can be planted.  Introductory letters have been distributed to residents and the Green Team will begin knocking on doors for owner’s permission to plant and care for new trees, and to answer homeowner questions.

Green Team members also will be out this weekend assessing the care and maintenance needs of the 26 new trees that were planted on Malcolm and Manning Avenues earlier in the year.  Subsequent to this assessment, a Tree Care and Maintenance Day will be held in early September with TreePeople to address the identified tree maintenance needs.

2.  ROAD CLOSURE – BEL AIR RD. AT SUNSET

As part of the Bel Air Power Upgrade Project, LADWP will be closing the 400-foot stretch of Bel Air Road north of Sunset Blvd to the intersection of Saint Pierre/Bellagio Roads. Copa De Oro Road will remain open for ingress and egress into the neighborhood.

The road closure will be in effect starting Monday August 12 through Sunday August 25. Construction hours are Monday through Friday 9am to 3:30pm and Saturday and Sunday 8:00am to 7:00pm. The street will be reopened at the end of each work day.

• Vehicles traveling south on Saint Pierre and Bel Air Roads may turn west onto Bellagio Road.
• Vehicles traveling east on Bellagio Road will not be allowed to turn south onto Bel Air Road.
• LADWP crews will be working 7 days a week to expedite completion of this project.
• Traffic Control Officers will assist with traffic flow.
• Emergency vehicle access will be maintained.

Please drive slowly and use caution when navigating around construction. We appreciate your patience and understanding.

3.  SUNSET BLVD. REPAVING REQUESTS – UPDATE

HWPOA has received numerous requests for the city to repave a portion of Sunset Blvd. – specifically, the eastbound lanes between Stone Canyon and Hilgard.  The right lane has been severely uneven for several years.

We contacted the city to get an update on this request, which we have submitted numerous times over the last few years.  Unfortunately, the response we received was that this area will not be repaved any time soon.  The area will not be repaved until after LADWP completes the Sunset Blvd. project currently under construction, which is expected to last for another year.

Representatives for Councilmember Koretz know that this is a priority project and will follow up with a timeline as soon as they have more information.

4.  COMMUNITY SURVEY – ALCOHOL IN WESTWOOD & UCLA

The Westside Impact Project aims to reduce the occurrence of underage and binge drinking in West LA. The Project’s ultimate goal is to promote healthier, safer communities by reducing a range of harms associated with alcohol, including drunk driving, alcohol-involved crashes, violence, crime, and public nuisance issues such as littering, loitering, and vandalism.

Westwood community members are invited to complete the following survey, which was developed by the Westside Impact Project and will be used to inform interventions intended to reduce alcohol-related harms within Westwood and at UCLA.

Cinema Under the Stars – Aug. 16 and 30 in Westwood Village.  The popular free outdoor movie series is back for the fifth year in a row, taking place on the street of Broxton Ave in between Weyburn and Kinross Ave. Attendance is completely free and the event is open to the public.
