1.  HWPOA BOARD MEETING – IN-PERSON AT BELMONT VILLAGE

On Tuesday, April 12 at 7:30 PM, the HWPOA Board of Directors will hold its monthly meeting.  For the first time in more than two years, the meeting will be held in-person at Belmont Village (10475 Wilshire Blvd.).  Please click here to see the agenda.

Members of the community are welcome to attend, though space is limited. Please let us know if you plan to attend.  Email Dana at hwpoa@aol.com.

Please note, Belmont Village is considered to be a “health care facility” and as such, has very specific protocols for visitors and in-person meetings:

  • See protocol information below.
  • Please arrive a few minutes early so we can start the meeting promptly at 7:30.  It will take a few minutes for each person to check-in at Belmont (show proof of vaccination, etc.).
  • Bring your mask and vaccine card.

COVID-19 Protocols at Belmont Village Westwood:
All persons entering Belmont for the first time must check into a lobby kiosk, type in their first and last name, scan vaccination card with dates of full vaccination including booster (if eligible), and take a forehead temperature check.  Kiosk will photograph front and back of vaccination card.  Note – original vaccination cards are preferred, but we have been informed by Belmont that images (on your phone) are acceptable. Moderna and Pfizer recipients must be “triple” vaccinated and J&J recipients must be “double” vaccinated.

Upon approval of photos (for legibility), name will be added to Belmont’s pre-approved guest list.  On subsequent visits only an instant temperature check will be required.

All unvaccinated persons may conduct a self-administered on-site COVID-19 rapid test, using either a rapid test kit they provide and self-administer on-site, or they may purchase a rapid test kit from Belmont ($15 fee, cash or check only) and self-administer on-site, with results given in 5-10 minutes.  Upon a negative rapid test and forehead temperature check, guests will be admitted.

In accordance with the Governor’s mandate, Belmont Village, as a healthcare facility, requires face masks to be worn by all persons at all times while inside the facility, unless eating or drinking.

Incident #: 220807745
600 BLOCK WESTHOLME AV  |  4/1/2022 @ 5:04 PM

FOLLOW-HOME ROBBERIES:
Due to an increase in violent street robberies, West Los Angeles Division has become aware of an ongoing crime trend of follow-home robberies. Suspects have been locating victims in Los Angeles, following them, and then committing the robberies as the victim arrives home or at their business.

Victims have been followed from such places like Melrose Avenue, the Jewelry District of Los Angeles, nightclubs, and high-end restaurants in Los Angeles. The target of these robberies has been expensive jewelry, including watches and necklaces, as well as expensive purses. Victims have also been targeted based on the type of vehicle they are driving.  See bulletin for safety recommendations:

4.  MAYORAL & COUNTY SUPERVISOR CANDIDATES

During the past month, I have had an opportunity to meet with Rep. Karen Bass who is a candidate for Mayor and State Sen. Henry Stern, a candidate for LA County Supervisor, 3rd District.  Community representatives were in attendance.

We discussed issues that are important to the Westside and Valley and to Holmby Westwood residents including state legislation, SB 9 and SB 10 that will destroy single family neighborhoods, (Henry Stern opposed), homelessness, county health, traffic, and the lack of enforcement within the city.  We were interested to inform the candidates about issues important to our communities.

A 5th Council District Debate is scheduled for April 13th and I hope you will join the virtual meeting. I anticipate a Holmby Westwood meeting for a probable run-off election in Nov. with the top two candidates in this race.

“I’ll Have What She’s Having”: The Jewish Deli

More than a place to get a meal, the Jewish deli is a community forged in food. The exhibition “I’ll Have What She’s Having”: The Jewish Deli explores how Jewish immigrants, mostly from Central and Eastern Europe, imported and adapted traditions to create a uniquely American restaurant.

Get a taste of deli history through neon signs, menus, advertisements, uniforms, photographs, and clips of deli on the big and little screen. Plus, participate in fun photo ops and interactives to spark and share your own deli memories. Watch for a special focus on some of your favorite LA establishments!

California is no longer requiring people to show proof of COVID-19 vaccination or a negative test result to attend large indoor events like concerts and sports games.

While the state has dropped the requirement as of Friday, verification of full vaccination and pre-entry negative test results are still strongly recommended by the state at indoor “mega” events with more than 1,000 attendees.

6.  UCLA DANCE MARATHON

Dear UCLA Neighbors,

The UCLA Pediatric HIV/AIDS Dance Marathon is scheduled to take place this Saturday, April 2, from 11 a.m. to Sunday, April 3, 12 a.m. After a virtual hiatus these past two years, this important fundraising event will once again be held in person and on campus. The event is expected to draw about 1,000 dance participants and supporters.

Due to an abundance of caution, the event will be held outdoors at Drake Stadium this year. Sound checks will take place on Friday, April 1, from 6 p.m. to 10 p.m. in preparation for Saturday’s event. We anticipate amplified sound and appropriate measures have been taken to mitigate the sound impact to our neighbors. It is our intent to be a “good neighbor” and monitor sound throughout the event.

The Pediatric AIDS Coalition first began as Dance Marathon at UCLA in 2002.  Since its inception, Dance Marathon has grown from 20 committee members raising $27,000 to a committee of 150 planning an event that has raised over $5.5 million in its 20 year history. Funds raised will support the group’s beneficiaries, which include the Elizabeth Glaser Pediatric AIDS Foundation, The Laurel Foundation, and the UCLA AIDS Institute.

Should you have any questions about this event, please do not hesitate to contact our office.

Best,
UCLA Community & Local Government Relations

7.  CLOTHING DONATIONS NEEDED

The drive specifically seeks sweaters, jackets, shirts, pants, and socks.

Westsiders can drop off these items at the West LA District Yard (2027 Stoner Avenue) Monday through Friday, 9 a.m. through 4 p.m.

8.  FAMOUS & PROMINENT RESIDENTS OF HOLMBY WESTWOOD

Parking enforcement ensures that buses can utilize the bus lanes as designed in a safe and secure manner while minimizing conflicts with parked or idling cars, delivery vehicles loading/unloading in the lanes, or other actions that might affect the safety of bus riders, pedestrians, and motorists, and/or impede the speed and reliability of our bus service.

3.  HOLMBY WESTWOOD GREEN TEAM UPDATE

More trees for Holmby Westwood
Tree Planting on May 7 at 9 am

The Holmby Westwood Green Team is planting more parkway trees!  On Saturday, May 7  we again will  partner with TreePeople to plant trees on Manning Avenue as well as Malcolm and Dalehurst.  Please join us between 9 am and noon to cheer the volunteers on, meet more neighbors and have some fun.

Working with consulting arborist, Lisa Smith, the Holmby Westwood Green Team identified the best replacement tree for Manning Avenue between Malcolm Avenue and Wilshire Boulevard.  The majority of American elm trees that were originally planted on this street succumbed to Dutch elm disease. The Brisbane box was selected as the street’s replacement tree because it is visually compatible with existing trees on the street, is drought resistant, requires low maintenance, causes minimal root damage, does well in poor air quality and grows fast. It is approved by the City for Manning’s 6 feet parkways.

Homeowners on two blocks of Manning between Malcolm and Lindbrook have given us permission to plant 20 new trees.  In addition, Malcolm Avenue will add 3 more Coast Live Oaks and Dalehurst will add 7 more Canary Island Pines.

This will be our fourth Green team tree planting and will bring the total number of new parkway trees that we have planted in the Holmby Westwood neighborhood to 76 !

The Green Team welcomes more Holmby Westwood neighbors to help us “green” the neighborhood.  In addition to working with the arborist species by species and street by street to select replacement trees for streets where they are needed, we are educating residents about the beauty and value of our tree canopy and ways to protect and preserve our trees.  Look for our tree articles in the HWPOA newsletter.

1.  INDOOR MASKING REQUIREMENTS

As the county continues to experience reduced COVID-19 spread, it is appropriate to consider fewer required safety measures, noting that vulnerable individuals should continue to layer in all protections possible. Given decreased risk, Public Health is modifying the Health Officer Order to allow establishments, businesses, and venues verifying vaccination status to offer optional masking for fully vaccinated individuals.

Those who are not fully vaccinated or do not show proof of vaccination, are required to provide a negative test, and continue wearing a well-fitting mask while indoors (as required by the state), except when actively eating or drinking.

Any individual showing proof of full vaccination prior to entering can still choose to wear a mask indoors.

2.  SUSPICIOUS INCIDENT – LADWP “KNOCK KNOCK” SCAM

A homeowner on Warner reported a suspicious incident that occurred yesterday afternoon.  A man knocked on the front door and said he was from the Dept. of Water & Power.  He requested permission to enter the backyard.  When questioned as to why, the man said that he needed to inspect the yard because the homeowners were remodeling their pool.  As this was not true, the homeowner did not give him permission to enter the property.

This incident was potentially a way for criminals to gain access to property and break in to the home from the back yard.  A “distraction” burglary occurs when someone comes to the front door pretending to be a construction worker, public works crew or utilities worker. They might be wearing an orange vest and they will ask enter your property to check you meter and residence.

Be mindful of people coming to the door. Do not allow anyone in unless they show you identification or they have a legitimate reason to come onto your property.  If anyone knocks on your door and claims to be working for LADWP (or another utility company), please do not let them in until you verify the situation.  Call the utility company to confirm that they have sent a crew to your home.

3.  SPEED LIMIT REDUCTIONS ON WEST L.A. STREETS

The Los Angeles City Council this week approved a proposal from the Department of Transportation to reduce speeds by 5 mph on more than 177 miles of city streets.  On Tuesday, the council unanimously adopted an ordinance amending the Los Angeles Municipal Code to change the speed limits on the proposed streets. The ordinance next needs to be approved by Mayor Eric Garcetti, who previously expressed support for the change. Once approved, the ordinance will take effect a month after its publication.

LADOT is recommending speed limit reductions on the following nearby streets:

  • Century Park East between Olympic Blvd. and Pico Blvd. from 40 to 35 mph;
  • Olympic Blvd. between Century Park East and Centinela Ave. from 40 to 35 mph;
  • Sepulveda Blvd. between City Limit n/o Ohio Avenue and Venice Blvd. from 40 to 35 mph;
  • Sepulveda Blvd. between Getty Center Dr. and City Limit s/o Cashmere St. from 45 to 40 mph

4.  HISTORIC FOUNTAIN IN WESTWOOD VILLAGE

Thank you to our neighbors in WHPOA for the following information:

Many Westwood residents will recognize the lovely fountain located at the corner of Kinross and Westwood Blvd. in front of what is now The Broxton restaurant (aka the Dome Building). It is a “Wallace Fountain,” one of many originally donated by Sir Richard Wallace to the people of Paris in the 19th century. The fountain was found in France and gifted to the Village by brothers Elliot and Michael Lewis, who owned a portfolio of properties in the Village in the 1970s.

1.  HOLMBY PARK PLAYGROUND – PROJECT UPDATE

The Recreation & Parks Dept. of the City of LA has approved the design for the new playground at Holmby Park.  The final design & color of the playground can be seen in the links below.

The playground has been ordered and is currently being manufactured. At this time it is anticipated construction at the site will start in late Spring/Early Summer this year.  The cost of this project is expected to be more than $1,000,000.

Normally, the Rec. & Parks Dept. values the input of the community for projects such as this.  HWPOA, the Holmby Park Advisory Board and members of the community all expressed concerns over the design (colors, size, etc.).  Unfortunately, community input had very little influence on the final design.  We are unsure why our input was not valued for this project.

1.  LA COUNTY MASK MANDATE

With the Omicron surge continuing its decline, Public Health officials caution that “post-surge” does not indicate an end to the pandemic, but rather that COVID-19 metrics are stabilizing across the county.

Public Health will consider LA County to be “post-surge” when COVID daily hospitalizations drop below 2,500 for seven consecutive days.

Once LA County enters post surge, masking will no longer be required in outdoor spaces at outdoor Mega Events or in outdoor spaces at childcare facilities and K-12 schools.

The masking requirement at indoor establishments will continue until:

  • LA County has two consecutive weeks at or below Moderate Transmission (10-49.99 new cases/100,000 persons in the past seven days), as defined by the Centers for Disease Control and Prevention OR
  • Vaccines have been available for children under age five for eight weeks; AND
  • No emerging reports of significantly circulating new variants of concern that threaten vaccine effectiveness.

Per state regulations, indoor masking at K-12 schools, childcare facilities, youth settings, healthcare settings, correctional facilities, homeless and emergency shelters, and cooling centers is still required. Additionally, per federal regulations, masking when riding public transit and in transportation is still required.

Employers must also continue to provide high quality and well-fitting masks to workers who are in close contact with others until transmission is lower. Vaccination verification will also continue at mega events and indoor sections of bars, lounges, nightclubs, wineries, breweries, and distilleries.

4.  METRO BUS/RAIL SERVICE CHANGES

Like many organizations across the country, Metro has been facing staff shortages since the onset of the COVID-19 pandemic in March 2020. Due to these staff shortages, Metro is making temporary service adjustments on Sunday, February 20, to most bus and all rail lines in order to provide our riders with more reliable and predictable service. Service levels will be slightly adjusted to significantly reduce missed service, and create shorter wait times and more room on each bus for our customers.

Check for updates on your bus or train schedule by using the My Bus tool.

6.  GET FREE N95 MASKS

Americans can now get up to three free N95 masks at select pharmacies and community health centers, courtesy of the Biden administration.

400 million free N95 masks from the federal government are being distributed at thousands of pharmacies and health centers across the country that participate in the Federal Retail Pharmacy Program.

The HHS says there will be a limit of three free N95 masks per person through the program. Details on how often people will be able to receive the free masks are not yet available.

A complete list of pharmacies participating in the federal program can be found on the CDC’s website.

7.  CINCINNATI BENGALS AT UCLA LUSKIN CENTER

Despite UCLA’s ties to the Rams, it’s actually the AFC Champion Cincinnati Bengals who will be calling Westwood home heading into Super Bowl LVI.

The Bengals’ players and staff are staying at the Luskin Conference Center – often heralded by Bill Walton as the greatest hotel in the world – smack dab in the middle of campus, and they are using the Wasserman Football Center for their practice location.

In 1999, a then HWPOA Board member, Leonard McCroskey, brought together 5 homeowner organizations (Bel-Air, Benedict Canyon, Comstock Hills, Residents of Beverly Glen and HWPOA) to raise funds to support our 1st responders at Fire Station #71, located at Beverly Glen and Sunset.  Contributions came from the residents to support those things that the City of LA did not provide.  While the station looked OK from the outside, there had been NO renovation in 57 years!  No central heating or air conditioning, poor lighting, sleeping and eating quarters that were often filled with carcinogenic diesel fumes due to inadequate ventilation.  The firefighters pay a daily “house dues” to cover many items they use daily including the food they eat, cooking utensils, cable, and internet but we consider the station their home away from home.  They are on 24-hour call several days a week.  The station serves an area covering over five and a half sq. miles and answers calls for over 3,000 households.

Over the years, contributions have supported the following:

  • commercial washer and dryer
  • carpet for the dorm and training room
  • gym equipment
  • furniture for the recreation room
  • large screen TV
  • smoker grill, vacuum cleaner, and air compressor
  • tool room remodel
  • renovation of the air system
  • bed dividers
  • kitchen remodel
  • a generator junction electrical box

There were many other purchases.  The station gave a Pancake Breakfast every Spring for neighbors to celebrate their service to the community and to bring families to the station to meet the firefighters, tour their “home away from home,” and to let the children see the fire trucks on display.  We hope that once COVID is behind us, the breakfast will return.

Our new venture:  Several years ago, the Bel-Air Garden Club initiated a Spring clean-up at the station, pruning the hedges, trees, and creating walkways.  The firefighters are involved with weekly maintenance and do a pretty good job with sprinkler problems.  The Club not only created a new landscape plan for the station but purchased and planted new bushes, shrubs, and trees, and has continued to maintain it ever since.  Beginning this year, The “Adopt FS #71″ Board of Directors voted to collaborate with the Club and to share the yearly cost. We are very much looking forward to this neighborhood endeavor with the Bel-Air Garden Club!

ULYSSES JENKINS: Without Your Interpretation
Feb. 6 – May 15, 2022
at the Hammer Museum

Opens Sunday! The Hammer presents the first major retrospective of the groundbreaking 1970s video and performance artist.  A pivotal influence on contemporary art for over 50 years, Ulysses Jenkins (b. 1946, Los Angeles) is a groundbreaking video artist who emerged in the late-1970s. His video and media work is remarkable for its fusion of forms to conjure vibrant expressions of how image, sound, and cultural iconography inform representation. Using archival footage, photographs, image processing, and elegiac soundtracks, Jenkins pulls together strands of thought to construct an “other” history that consistently interrogates questions of race and gender as they relate to ritual, history, and state power.
