1.  INFORMATION BULLETIN – SEX OFFENDER IN THE AREA

Dear Neighbors,

HWPOA received information from a homeowner regarding the following incident:

On August 9, Richard Anthony Franco entered our backyard at midnight and slept there until the morning.  We found him performing lewd acts on recorded video footage.  While in our backyard, he dropped his CA ID card.  It took a while to figure out what had actually transpired, but we ultimately we called the police and filed a report when we realized who he was and what happened.  Today, he was spotted again on the corner of Wyton and Loring walking toward UCLA.  We called the police again, but they were unable to find him.  His picture may look familiar as we realized, after more research, that he had been convicted of stalking the actress Halle Berry about 7 years ago.  He wears a brown backpack and has a large black duffle bag that he carries around.  Today he was wearing all black, but that evening he was wearing a brown t-shirt and white shorts.

HWPOA looked into the matter immediately and called our LAPD Senior Lead Officer, Chris Ragsdale, to obtain a police report.  As you might imagine, the association WILL NOT send out personal information such as this without verification from the LAPD.

Officer Ragsdale did get back to us several days later with the following information:

“It should  be shared as an “Information Bulletin” only.  At this time, the subject is not wanted for a crime.  He is currently under an active investigation for a Trespass, a misdemeanor crime.  The case must be fully investigated and a warrant will have to be issued in order to make an arrest for that offense.  Additionally, the subject’s registered sex-offender status and probation status is current and also a misdemeanor.

The neighborhood should be aware that the subject is frequenting the area and if observed, neighbors should be alerted to monitor and employ typical “Neighborhood Watch” protocols (observe, monitor, document, report, etc.).  If the subject were to engage in criminal conduct, loiter around a school or where children gather, notify 911 Immediately.  It is not necessary to call the police just because the subject is observed.  Residents may notify or email me the details of when, where and what activity took place so that I am aware of the situation and conduct any additional follow-up if necessary.”

2.  NOVEMBER ELECTION – BE A PAID VOLUNTEER

More volunteers are needed to staff polling places on November 8, a job that pays between $105 and $175 for Election Day and pre-election training.

Volunteers typically work 14 to 15 hours on Election Day. Polls open at 7 a.m. and close at 8 p.m. Pollworkers are required to arrive between 6 a.m. and 6:30 a.m. to prepare materials. Closing the polls and related duties take about an hour, according to information provided to potential volunteers at lavote.net.

Our family housekeeper, Monica, who worked for my mother for close to 10 years and who was with my family before that for 6 years, is currently looking for a new job.  She is a very sweet and kind woman who speaks perfect English, drives, and is wonderful with children and pets.  We cannot recommend her enough, she is just a lovely woman and deserves to find an equally lovely family to work for.
