2.  GARBAGE COLLECTION – NO SCHEDULE CHANGE

3.  A NOTE ABOUT OUR PARKWAY TREES

You may have read the recent article in the LA Times regarding insects and disease which are killing an unprecedented number of Southern California trees. An estimated 27 million trees are at risk of infestation in LA, Orange, Riverside and San Bernardino counties, which represents approximately 38% of the 71 million trees in that area. Two borer beetles are transmitting fatal fungal diseases in 64 different species of trees across Southern California, including willows, avocados, palo verdes, birch, sycamores, Japanese maples, oaks, olives, purple leaf plums, oleanders and liquid ambars. According to the article and Ron Tull of the Urban Forestry Department of Street Services, a huge part in the problem occurred because many homeowners stopped watering their trees during the drought. Stressed out trees are much more vulnerable to disease and infestation. Mature trees still need water to survive.

There are no new recommendations at this time for a change to parkway trees which are more resistant to infestation, but the problem is being studied at several universities. We will keep you informed of any changes to our current recommended and LA approved parkway tree list included herewith.

4.  BEVERLY HILLS TRAFFIC DETOURS

Detours are coming for N. (Big) Santa Monica Boulevard starting June 3 for about seven weeks.  Starting June 3 , traffic on North (Big) Santa Monica Boulevard will be limited to two westbound lanes and eastbound traffic will be rerouted to S. (Little) Santa Monica and Wilshire boulevards starting at Century Park East.  For more details about this project and additional detours, please click here:

5.  SECURITY MEETINGS – SSA & MOORE PROTECTION

Security Meetings:
Thursday, June 1st and Thursday, June 8th

A number of our residents have asked SSA Security Group and Moore Protection to hold more meetings for Holmby Westwood homeowners concerned about the rise in residential and motor vehicle burglaries here in our community. SSA and Moore Protection will explain their unique approach to home security issues.

Residents can attend either meeting at Belmont Village Senior Living, 10475 Wilshire Blvd., just east of Warner Avenue. Free parking is available at Belmont. The meetings will begin at 7:00 PM. Contact info@ssa-pi.com or call 818-773-5600 to attend either meeting.

6.  HOLMBY PARK UPDATE

We are happy to report that security in the park has recently been improved. Trespassers have been damaging the lawn bowling greens and vandals have burned the tables in the patio. After hours, unknown people have been using the patio for smoking ‘unmentionable’ stuff. They came in from three easily accessible open approaches to the patio. Now, two of these entries have been fenced off as well as the lawn bowling green. The lawn bowling club paid for all materials and the DRP provided ‘in house’ labor.

The lawn bowling club is now inviting all able and willing residents of our neighborhood to try this healthy, sociable sport. Details are in the following flyer:

7.  POSTPONED: MULHOLLAND RESURFACING

The Resurfacing Division has postponed resurfacing of Mulholland Drive from Nicada Drive to Beverly Glen until next Saturday, June 3rd, 2017.

There was a permit pulled out 4 days ago that we just found out about an hour ago to have LADWP come in to connect water to a property. LADWP is coming in tomorrow at our request to connect the property so that the road can be repaved next week. LADWP will have flagmen out on site tomorrow with a one lane closure. Traffic will also be routed to Nicada Drive and Beverly Glen. The working hours for LADWP are 8:00am – 4:00pm.

We understand that this is  an inconvenience to drivers and we are truly sorry.

8.  UCLA POST OFFICE ON WILSHIRE

Did you know that UCLA operates a U.S. Post Office in the Wilshire Center building at 10920 Wilshire (the white building on the south side of Wilshire between Westwood and Gayley)?  Many people that work in the area patronize this post office as it’s so convenient, with a friendly staff that has been there for years.  But not for long.

UCLA has announced that this post office will close as of  July 1.  The only way we are aware of this is that a small sign was posted inside the post office.

UCLA has been asked to reconsider the closing.  If you use this post office and want to continue to use it, please consider sending a brief email to UCLA Community Relations:

9.  VOLUNTEERS NEEDED – WESTWOOD LIBRARY BOOK SALES

Friends of Westwood Library Needs Your Help!  For years the Friends of Westwood Library have held used-book sales every three months at our Westwood Branch library. These sales are popular community events which raise money to buy additional books for the Branch and to increase the number of programs it offers.

The Friends are seeking volunteers to assist our book sale team. If you are organized, enjoy sorting books, and can supervise and work with others, this is a wonderful opportunity to assist us. The minimum time commitment: one day (Friday or Saturday) four times a year, about four hours each day.

1.  LAPD CRIME REPORT

POLICE ACTIVITY – Manning/Lindbrook
On 5/18/17, at approximately 3:15 AM, a resident in the 700 block of Westholme Ave called 911 after hearing and observing suspects with flashlights loading items into a van from neighboring a residence that is under construction.  When officers were responding the suspects attempted to flee in the van which was then involved in a collision at the intersection of Manning Ave and Lindbrook Ave.

The suspects fled on foot and an area perimeter was established by LAPD West Los Angeles patrol Officers utilizing the Air Support Unit (Helicopter).  One suspect was apprehended and arrested at the scene for Residential Burglary.

All stolen property which was primarily construction related was recovered and returned to the contractor/owner.  This incident is being investigated by the LAPD West Los Angeles Area Burglary Detectives.

ARMED STREET ROBBERY
Landfair Ave/Roebling Ave. (RD: 0838). On 5/16/17, at 1:10 AM, Victims 1 and 2 entered an apartment courtyard when they were approached from behind by an armed suspect. Victim-2 ran out of the courtyard on foot while the suspect pointed a handgun at Victim-1 demanding his property. Victim-1 fearing for his safety complied and the suspect removed the victim’s property. The suspect ran to a waiting 4 door Silver Sedan which drove south on Landfair Ave towards Gayley Ave.

Suspect: Male, Black, shaved head, 6’2″, 240 Lbs. Mid 30’s, wearing a gray hoodie. Vehicle: Silver, 4 Door Sedan.

Follow your instincts. If you feel you are in danger, respond immediately. Remember that your personal safety is the first priority.

2.  SPEED HUMPS

The Speed Hump program was eliminated in 2009 during the city’s budget reduction.  At the request of the Dept. of Transportation, city council approved the revival of the Speed Hump program for July 1, 2016 thru June 30, 2017.  However, limited budget was allocated to this program for this Fiscal Year.  The approved budget allows only to construct speed humps at 30 locations for the entire city (2 per council district).  The DOT is hoping more money will be allocated for the upcoming fiscal year to allow for more locations for the speed humps.

3.  SPEEDING AND CUT-THROUGH TRAFFIC

With regard to traffic studies necessary to mitigate speeding and cut-thru concerns in residential neighborhoods:

The Neighborhood Traffic Management (NTM) section was eliminated in 2009 when the Speed Hump program was cut.  No more traffic studies will be done in regard to speeding and cut-thru traffic.  The District Office is not properly staffed to conduct neighborhood calming type studies.  We are hoping that money will be allocated for the upcoming fiscal year in order to address traffic calming in Holmby Westwood.

4.  FOOD TRUCKS NEAR HOLMBY PARK

We are looking into complaints about the food trucks around Holmby Park.  It is understood that workers rely on these trucks for their meals. The concern is the number of trucks (usually 4 or 5), complaints about available parking around the park, and the care of the park grounds.  The council office is looking into the issues.

5.  SIDEWALK REPAIR PROGRAM

The 50/50 sidewalk repair program:

The City currently provides a rebate program to homeowners who would like to repair their sidewalks.  The rebate is up to $2,000 per lot, though there are restrictons.  For more information and to apply for the program, please go to: http://sidewalks.lacity.org/

6.  TREE REMOVAL AND REPLACEMENT

Dead oleander trees were reported on the parkway on Comstock at Beverly Glen.  Bureau of Street Services, Urban Forestry Division will inspect the site and remove trees if necessary.  The neighborhood lost many oleanders a few years ago to infestation.  If left unattended, the infestation will spread.

Trees lost in the recent windstorms:
Unfortunately, the City does not provide replacement trees.  There are nonprofits that provide trees such as City Plants and the Los Angeles Conservation Corps.  They will deliver free trees, however, they tend to be very small.  There are designated trees for our residential streets since 1927 when the Janss family developed our community.  The acceptable trees on the City’s list has recently changed because of the beetle infestation.  We will get that list to you when we hear from the City.

7.  MOVIE PREMIERE – STREET CLOSURES

20th Century Fox will be holding the Premiere of “Captain Underpants”, at 11:00 AM on Sunday, May 21st, 2017 at the Regency Village Theaters, located at 961 Broxton Avenue in Westwood.  There will be various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue.

8.  MULHOLLAND DRIVE RESURFACING

The Resurfacing Division has scheduled resurfacing for Mulholland Drive from Nicada Drive to Beverly Glen on Saturday May 27, 2017. The Department will be profiling and repaving the segment on the same day (Saturday).

Traffic will be routed to Nicada Drive for those headed east bound and Beverly Glen for those headed west bound. Message boards will be placed at the top of Mulholland Drive on Monday May 20th advising drivers of this planned work.  As always, any emergency response vehicles will be given full access to their destination. With high expectations the Department expects to complete this project on one day.

We understand that this may be an inconvenience to drivers but the segment itself will require a full closure in order to be completed. Our office will also inform the local homeowner associations, neighborhood watch groups and Neighborhood Council to help spread the word. We hope you can also help us spread the word to the community.

1.  HWPOA ANNUAL MEETING

The Annual meeting of the Holmby Westwood Property Owners Association took place on Tues., May 9th. Senior Lead Officer Chris Ragsdale was our guest speaker. Chris discussed safety and security in Holmby Westwood and answered questions from the audience. The State of the Association was discussed and our election of the Board of Directors was handled by Jim De Meules, Treasurer/Secretary of HWPOA. Sandy Brown, President, thanked the officers and board members for their service to our community and discussed the work of the association this past year. All of the nominees for the 2017-18 Board of Directors were elected. The officers will be elected by the board at our June meeting.

Special thanks was given to the staff of Belmont Village for their assistance and use of their facilities throughout the year. The councilman and his staff were thanked for their help throughout the year.

3.  LAUSD BOARD ELECTION – TUESDAY, MAY 16

The LAUSD Board Seat Election is next Tuesday, May 16. Get ready to vote!

In this General Election we will elect the LAUSD Board member for our school district – District 4.  Candidates in the run-off are Nick Melvoin and Steve Zimmer.  This representative will be in office for 5 ½ years and will make crucial education decisions – every day – on behalf of schools in our district.

Polls will be open from 7:00 am to 8:00 pm on Tuesday, May 16.  Find your polling place here.

4.  FIRE DAMAGE AT VILLAGE POST OFFICE

The Village Post Office Retail and PO Box service at 11000 Wilshire Blvd, Los Angeles, CA 90024, is being relocated due to a fire that occurred there on Saturday, May 6th.

An emergency relocation of Post Office Retail and PO Box service will be made to Barrington Station, 200 S. Barrington Ave. Los Angeles, CA  90049, which is 2.1 miles away. This move is a temporary solution to provide uninterrupted service while the Village Post Office is repaired. Post Office Box numbers and ZIP Codes will not change.

Notices are posted at the Village Post Office to redirect Post Office Box customers to the Barrington Station.

2.  MAPLETON DRIVE – STREET CLOSURE

On Saturday, May 6, a crane will be lifting trees on to the property of 360 South Mapleton Dr.  This project will take place between the hours of 8:00AM – 12:00PM. The job has an estimated duration of 4 total working hours. There will be flagmen onsite to direct traffic around the performed work and into driveways if needed. Right of Way Inc. is coordinating with the City of Los Angeles to obtain all the proper permits to able to perform this work.

5.  MOVIE PREMIERE – STREET CLOSURES

20th Century Fox will be holding the Premiere of “Snatched”, at 7:30 PM on Wednesday, May 10th, 2017 at the Regency Village Theaters, located at 961 Broxton Avenue in Westwood.  There will be various sidewalk and street closures around the area of Broxton Avenue between Weyburn Avenue and Le Conte Avenue.

6.  SURVEY – LAPD’S VIDEO POLICY

What should happen if a police officer’s body-worn camera records an officer-involved shooting or other serious use of force incident? Should the video be made public? And if so, when?

The Los Angeles Police Commission is developing a new policy on the release of video footage after such incidents and wants your input.

7.  UCLA REPORT – UPDATE

We recently posted some facts and information about UCLA.  Administrative Vice Chancellor Michael Beck made a few updates to more accurately reflect current figures.  I am passing them on to our Holmby Westwood members:

  • 124,070 applications were submitted for 2017 admission to UCLA of which approximately 16% were offered admission.  About 5,950 new Freshman and 3,125 new transfer students will attend UCLA in Fall, 2017.
  • State funding for UCLA in 2007-08 was $643 million (63% of total revenue).  Today, state funding is $491 million (35% of total revenue) even though the school has added about 6,500 more students.  They are receiving less total dollars regardless of the increased enrollment.  UCLA receives $25,840. per student from tuition and state funding.  Higher out-of-state tuition accounts for about 25% of the revenue generated for the enrollment of undergraduate students.
  • Each UC Campus was asked to determine its maximum size in the year 2040.  UCLA is near capacity today and some believe it is already over capacity.  In 2040, campus enrollment will be 50,000 which would be an increase of 1/2 of 1% per year.  Total current enrollment is 45,467, including 32,012 undergraduates, 5,926 graduates, 4,839 graduate professors, and 2,690 graduates self-supporting (The Anderson School which is independent).
  • There are approximately 38,000 Uber/Lyft trips to/from/within campus per week.  That number is not a typo!!  Approximately 20% of those trips start and end on campus.  Those using ride service include visitors, employees, staff, students, and the hospital population.
  • Update on housing:  UCLA is discussing potential housing sites to accommodate approximately 4,500 new beds in the next 8 years.  All sites are located on the Northwest and Southwest campus, west of Westwood Blvd.
  • UCLA is consistently ranked as one of the top institutions in the country and across the world.  It is usually ranked in the top two or three public institutions.  (See attached summary)

CHRONIC LUNG CONDITION GROUP

I host a meeting every other month for people with chronic lung conditions other than TB or cancer.It’s a very informal support and information group, free of charge, which has been ongoing for about 15 years. The meetings bring together people who all share a common health problem, so we can feel completely comfortable talking about our lung issues in a warm, supportive environment. Each of us has a history of diagnosis, treatment, and day-to-day experience that is very helpful for answering our questions and getting the benefit of people’s personal experience. Even with the best of doctors, this is an invaluable service.

We are affiliated with a national non-profit organization, NTM Info & Research (NTMir), formed on behalf of patients with pulmonary nontuberculous mycobacterial (NTM) disease for the purpose of patient support, medical education, and research. The organization comprises patients, physicians and other medical practitioners, and researchers.

Our group is open to all and the next meeting will be on Monday, May 8, at 1:15 p.m., at my house, 641 Warner Avenue, in Westwood.
