1.  CONSTRUCTION NOISE

This is a reminder to please adhere to the law regarding construction noise.

LIMITS ON CONSTRUCTION NOISE
Contractors generating any construction noise are restricted by law to the following days and times:

  • NO Construction noise allowed on Sundays,
  • Monday through Friday, construction noise is allowed between 7:00 am and 9:00 pm
  • Saturdays and National Holidays, construction noise is allowed between 8:00 am and 6:00 pm

2.  STREET REPAIR REQUESTS

The Bureau of Street Services has scheduled a Small Asphalt Repairs (SAR) truck (which is described as 1 small asphalt repair truck, consisting of 2 workers and asphalt), for the Westwood Neighborhood Council area, to perform small asphalt repairs on March 14, 2016.

The type of repairs that can be addressed with this program include the following:
– Potholes and pop outs
– Skin patching of eroded or cracked areas
– Some repairs on concrete streets

The Westwood Neighborhood Council has asked us to submit suggested locations in our neighborhood for small street repairs. The city will only send the SAR truck to a total of 15 locations in the entire Westwood Neighborhood Council area, so Holmby Westwood will only see a handful of repairs.

If you are aware of any spots in our neighborhood that would be particularly good candidates for this program, please send requests to Dana at hwpoa@aol.com no later than February 28Please only send street repair requests, not sidewalks or curbs.

3.  PARKING PERMIT REMINDER

If you live on a street that has parking by permit only, please be sure to purchase guest permits whenever you have guests, gatherings/parties, on weekends, etc.  Cars without permits will be ticketed by parking enforcement.

In addition, please be sure that you and your guests do not block your neighbors’ driveways.  Thank you for your courtesy.

4.  CONGRESSIONAL ART COMPETITION

From the Office of Congressman Ted Lieu:
The Congressional Art Competition is a national competition that recognizes and encourages artistic talent in high school students. Students submit their original art piece to their representative and a panel of art professionals select the winning entry. Winners are recognized both in their district and at an annual awards ceremony in Washington D. C. The winning works are displayed for one year in the U. S. Capitol. This year the competition for our congressional district is taking place on Saturday April 16, 2016 at the Wallis Annenberg Center for Performing Arts in Beverly Hills. CLICK HERE for submission details. For a student to be eligible, they must either live or attend school in our district.

LA Musical Salon: 2016 Dinner Concert Series –  The Los Angeles Musical Salon, sponsor of the Concert Series @ Westwood Library, invites you to join some of your Westwood neighbors for the 9th season of its unique Dinner-Concert Series, which starts next Saturday, Feb. 27, with an “Evening of Musical Gold” — opera, Broadway and film favorites with tenor Rodell Rosel, who we’re catching between engagements at the Lyric Opera of Chicago and the Houston Grand Opera.

Young Artists Symphony Orchestra –  Sunday, February 28 at 7:00 PM, UCLA Royce Hall.  For all music enthusiasts who are excited about supporting up and coming talent, the Young Artists Symphony Orchestra (YASO) is performing this Sunday in a free concert at UCLA’s Royce Hall. 2.  HPOZ UPDATE

The HPOZ Committee, a group of 15 dedicated residents selected by the Office of Historic Resources, is meeting on a regular basis with our assigned City Planner to draft our own Holmby Westwood Preservation Plan. This should be completed by mid-Summer, when it will be shared with and reviewed by the entire community. The Office of Historic Resources will then present our plan and survey to the Cultural Heritage Commission for review and approval. Our goal is to complete our HPOZ by the end of this year. The HPOZ will create a partnership between Holmby Westwood and the Los Angeles Planning Department to manage change in our community, avoid the adverse effects of mansionization, and maintain the character and identity which continue to make our community such a desirable place to live.

3.  NAMES ARE MEANINGFUL – DID YOU KNOW?

The name “Holmby” (for Holmby Hills and what we now refer to as Holmby Westwood) was chosen by Arthur Letts, to honor his original home and ancestral family seat, Holdenby, Northamptonshire, England. The parish of Holdenby was frequently referred to familiarly as “Holmby”. In 1919, Letts, Founder of The Broadway department store and Bullocks department store, bought the 4,400 acre Wolfskill Ranch, immediately west of Beverly Hills. Letts, his son-in-law, Harold Janss , and Harold’s brother , Edwin, all envisioned an intelligently and beautifully designed residential and commercial development on this virgin land.

The Village of Holdenby, in the east Midlands, northwest of London, is dominated by historic and impressive Holdenby House, which is situated on 20,000 acres of lush English countryside. Mr. Lett’s son’s home, which eventually became The Playboy Mansion, is a mini-version of Holdenby House. Holdenby House dates from 1583 and was built by Elizabethan Lord Chancellor, Sir Christopher Haddon, to honor Queen Elizabeth the First. At the time, it was the largest private home in England. The house was owned on and off by different members of the Royal Family, and in 1709 was bought by the Duke of Marlborough. It has descended down the female line of his family and is now owned by James and Karen Lowther. The Lowther Family has produced more Members of Parliament than any other family in England.

4.  NEIGHBORHOOD SAFETY

LAPD CRIME REPORT
The West Los Angeles Area continues to be a target rich environment for car burglars. A variety of car burglars canvass neighborhoods throughout the night to commit their crimes while most of us are sleeping. Although many arrests have been made, the crimes continue occur. This tells us there are numerous suspects that are targeting neighborhoods.  The Los Angeles Police Department is making every effort to address this problem.

Please do not leave ANY property visible in the car! Remember to Lock It, Hide it, Keep It!

Burglary:
400 block Loring Ave. RD: 0819. Between 2/16/16 and 2/17/16, unknown suspect(s) pried open storage container door to gain entry and removed construction equipment.

SUSPICIOUS PERSON
A resident reported that a man wearing a hoodie has been scoping the area on Lindbrook Drive between Manning and Selby.   They found him at their neighbor’s house with a plastic bag in his hands on her premises while on his cell phone. Initially they thought he was delivering food but it happened around 11 pm Saturday night and apparently he had been there before, possibly snooping around.  He drives a white Honda or Toyota. Please be on the lookout for anyone suspicious in the area.

ATM SAFETY TIPS
The Los Angeles Police Department offers a lot of great safety tips at www.lapdonline.org. One such set of tips concerns how best to keep safe when one is going to, or at, an ATM machine — and obviously, this is very timely and pertinent, given the quite recent series of ATM robberies that took place in Westwood Village before police apprehended the suspect. 5.  GAS-POWERED LEAF BLOWERS

This is a reminder that gas powered leaf blowers are illegal.  They can be very noisy and disruptive to other neighborhood residents.  If you or your gardeners use gas powered leaf blowers, please refrain from using them.  There are other options available, including a variety of electric leaf blowers.  Thank you.

Cash for College Workshops -Saturday, Feb. 20.  The state of California, through the Student Aid Commission, offers several financial aid programs to help students and their families afford the high cost of college tuition. In the next few weeks, there will be several free “Cash for College Workshops” at different locations in our community to help students find out about, and apply for, these grants and loans. Service Academy Day – Sunday, February 21 from 1p-4p at the Los Angeles Federal building, 11000 Wilshire Blvd, Room C-206, Los Angeles, CA 90024. The Office of Congressman Ted Lieu is hosting their First Annual Bi-Partisan Multi-District Service Academy Day for students 8th-11th grade.

This event is open to students, parents, and community members. A representative from the United States Air Force Academy, United States Military Academy, and United States Naval Academy will be present. Additionally, there will be a student panel and parent panel. Finally, every congressional office in Southern California has been invited to attend and participate.

MY LUXURY HPOZ VIEW

In 1923, the Janss Investment Corporation commenced development of Holmby Westwood, a gracious Westside neighborhood. Two years later, neighboring Westwood was chosen as the site for UCLA which fueled homebuilding. Transplants from all over the US brought their revered Tudors, Colonials, Neo-Classics, and French Norman revivals with them. Combined with Spanish and Monterey Colonial, plus a sprinkling of moderns, these styles created the community’s prestigious character. Strict CC&Rs were established to assure homeowners their investment would remain secure,and established architects who paid attention to scale,massing, proportion and design integrity were hired. Over time, some CC&Rs were renewed and others were not. The community is now in the process of establishing an HPOZ (Historic Preservation Overlay Zone) to manage change and ensure that all new construction will be reviewed consistently by the established HPOZ Board. Holmby Westwood has a unique concentration of original Period Revival architecture and is an important example of excellent residential suburban planning. This is why the community’s distinctive feel conveys a strong sense of time and place and is still highly desirable today.

1.  L.A. MARATHON STREET CLOSURES

The Los Angeles Marathon is scheduled for Sunday, February 14.  The course stretches from Downtown Los Angeles, up through Hollywood, west through West Hollywood and Beverly Hills, and continues to Santa Monica.

5.  LAPD CRIME REPORT

The entire Westside of Los Angeles has seen an increase in residential burglaries over the past few months. These crimes usually occur during the day and early evening while residents are away.

This is a great time to observe your neighborhood, get to know your neighbors and modernize your security and lighting.

EVALUATE YOUR HOME SECURITY FROM THE PERSPECTIVE OF A BURGLAR!

  • Is your home easily accessed from your side yard or unlocked gates?
  • How easy is it to get to the back yard or a window without observation?
  • Are those privacy bushes/fences providing a hiding place?
  • Do you have signage letting people know they are under surveillance? (Even if they actually aren’t)
  • Does your home have sufficient lighting? Sensor lights will turn on the moment someone steps onto your property.
  • Remember, camera systems are available that will alert your smart phone immediately whenever anyone is on your property, and provide surveillance footage.

BE VIGILANT AND MINDFUL OF YOUR SURROUNDINGS!

Look at the cars parked on your street every time you leave your home. Are you familiar with your neighbor’s cars? Is anyone sitting in a parked car, or parked in your neighbor’s driveway? Do you see a rental car? (Check license plate frame and/or bar code stickers in the windows) Rental cars are commonly used by burglars to ‘fit in’ to a neighborhood. If you see an unfamiliar car, write down the license plate number and description.

When you “SEE SOMETHING, SAY SOMETHING”. If you see a crime in progress, call 911 immediately! If you see suspicious activity, call the West LAPD at our non-emergency number 877-275-5273.

COMMUNICATE WITH YOUR FAMILY AND NEIGHBORS!

Most importantly, do you know your neighbors and do they know you? You and your neighbors can look out for one another: Tell each other when you will be away, and who should be at the home, and who should not.

Have you taught your children and home staff what to do and what not to do? Is there a regular routine around the house, closing and locking windows and doors when leave — even if it’s just a quick trip to the market?

HERE ARE SOME TIPS FOR SAFETY AND CRIME PREVENTION:

  • If you see a crime in progress, call 911 immediately.
  • Lock your windows and doors every time you leave home.
  • Turn on your alarm/security camera system every time you leave home.
  • If your alarm is broken, get it fixed.
  • If your alarm is outdated, get it updated with security cameras.
  • If your neighbor’s alarm is activated, look out the window and be a good witness.
  • Report people that you believe are suspicious.
  • Be a good witness by recalling basic information. Police dispatchers will ask for a description including race, clothing, and vehicle description. Even if all you see is a “light-colored, four-door car” it gives officers something to look for.
  • If you have staff at home, be sure they they know what to do in an emergency.
  • If you think you should call the police, do not hesitate. You ARE NOT bothering us.

Robbery Series and Arrest:
Between 9/6/15 and 2/2/16, there were 6 Robberies that occurred in Westwood Village. In each of the robberies, the suspect MO and description was similar. The suspect typically targeted unsuspecting victims on the street mostly using an ATM. On the evening of 2/4/16, plain clothes officers were deployed as part of an undercover robbery surveillance apprehension detail.
Officers observed a possible suspect matching the description loitering in the area of the ATM’s located near Kinross Avenue and Westwood Blvd. Plain clothes officers maintained surveillance on the possible suspect when they observed the suspect approach, interrupt and interact with an individual conducting a transaction at the ATM’s. The suspect then began manipulating the ATM during the in progress transaction. The suspect was detained without incident as he walked away from the ATM.

During the investigation, It was determined the suspect was committing another robbery. Following the investigation the suspect was arrested and charged with 8 counts of Robbery.

Burglary:
10700 block Lindbrook Drive. RD: 0828. On 2/3/16, between 11:30 AM and 2:00 PM, unknown suspect(s) entered unlocked door and removed picture frame.

Burglary Theft from Motor Vehicle:
10600 block Sunset Blvd.. RD: 0815. Between 2/2/16, 2:00 PM and 2/3/16, 9:00 AM, unknown suspect(s) entered unlocked vehicle parked in carport and removed garage door opener and key.

There will also be informational tables and displays with helpful information on LADWP programs and services available to customers, as well as sign-up materials. The Crenshaw location will hold informative and helpful workshops in its on-site auditorium. 4.  VA CEMETERY SUPPORT FOUNDATION

The Los Angeles National Cemetery Support Foundation (LANCSF) is reaching out to the Westwood community. The LANCSF’s mission is to support, in every way possible, the events, activities, and needs of the Los Angeles National Cemetery, which is located north of Wilshire between Veteran and Sepulveda. This support is through monetary donations as well as member participation in the activities held within, or on behalf of, the Cemetery. Among the many things the LANCSF does is to organize the Memorial Day ceremonies, including flag-planting by the Boy and Girl Scouts and the fly-bys of WWII planes.

Cash for College Workshops -Saturday, Feb. 6, and Feb. 20.  The state of California, through the Student Aid Commission, offers several financial aid programs to help students and their families afford the high cost of college tuition. In the next few weeks, there will be several free “Cash for College Workshops” at different locations in our community to help students find out about, and apply for, these grants and loans. UCLA Spirit Squad Reception -Saturday, Feb. 6, 4-7 p.m. at the Pavilion Club in Pauley Pavilion.  The UCLA Spirit Squad invites you to an afternoon filled with entertainment, prizes and all-around fun.

LADWP Customer Service Saturday – February 13 from 9:00 AM – 1:00 PM.   Come to any Customer Service Saturday at our Crenshaw, Van Nuys, Watts, and West Los Angeles Customer Service Center (CSC) locations and you can expect assistance from staff who are able to take payments, process service order requests, answer billing questions, and resolve billing issues.

There will also be informational tables and displays with helpful information on LADWP programs and services available to customers, as well as sign-up materials. The Crenshaw location will hold informative and helpful workshops in its on-site auditorium. Service Academy Day – Sunday, February 21 from 1p-4p at the Los Angeles Federal building, 11000 Wilshire Blvd, Room C-206, Los Angeles, CA 90024. The Office of Congressman Ted Lieu is hosting their First Annual Bi-Partisan Multi-District Service Academy Day for students 8th-11th grade.

This event is open to students, parents, and community members. A representative from the United States Air Force Academy, United States Military Academy, and United States Naval Academy will be present. Additionally, there will be a student panel and parent panel. Finally, every congressional office in Southern California has been invited to attend and participate.

The following is information that may help you determine if you are eligible to donate:
AGE:  You must be 17 years of age or older (donors under 17 years of age require a UCLA Blood and Platelet Center parental consent form); there is no upper age limit.  Call prior to scheduling an appointment if you are under the age of 17.
WEIGHT:  You must weigh at least 110 pounds.
FEELING WELL: You must be well and healthy with no cold or flu symptoms in the past 24 hours (no fever, sore throat, productive cough, stomach/intestinal problems, etc.).  You must not have any open cuts or wounds.
MEDICATION: Most medications are acceptable.
  • Antibiotics (except for acne) — You must wait at least 3 days after you have completed the full course of treatment and are currently symptom free.
  • Certain oral medications for psoriasis, severe acne, hair loss or enlargement of the prostate may make it unacceptable for you to donate.
  • Blood pressure medication is acceptable if your blood pressure is within acceptable limits.
  • FOR PLATELET DONATIONS: You must be off aspirin or aspirin containing medications for 3 days. (For example, if the last dose was taken on Monday, you may not donate platelets until Thursday.) If you have taken a platelet inhibitor medication such as Plavix (clopidogrel), Brilinta (ticagrelor), or Ticlid (ticlopidine), you must be off medication for 14 full days prior to donating platelets.
PREGNANCY:
  1. Six weeks must have passed since the end of your last pregnancy, including miscarriage or abortion.
  2. FOR PLATELETS: If you have had four or more pregnancies (including miscarriages and abortions), you will not be able to donate platelets. However, you can still donate whole blood.
TRAVEL TO A FOREIGN COUNTRY:
  1. You must not donate if you have traveled to a malaria risk area within the last 12 months for more than 24 hours.
  2. You must not donate if you have lived in a malaria endemic area for five or more consecutive years before you moved to a non-malaria endemic area. Additionally, you must then have lived in the new location for three or more consecutive years without any travel to a malaria endemic area.
  3. Call prior to scheduling an appointment if you have ever had malaria.
  4. You must not donate if you have visited or lived in the United Kingdom (U.K.) for more than 3 months (total) between 1980 through 1996.
  5. You must not donate if you have received a blood transfusion in France or England since 1980.
  6. You must not donate if you have spent 5 years or more (total) in Europe since 1980, including time spent in the U.K.
  7. Call prior to scheduling an appointment if you lived on a US military base in Europe for 6 months or more from 1980-1996.
RECENT SURGERY:  
  1. You must be 6 weeks post-surgery, completely healed, released from doctor’s care and have had no blood transfused (except blood that you donated for yourself).
TATTOO:  You must not donate if you have had a tattoo in the last 12 months.
PIERCINGS: Persons who have had an ear, navel or eyebrow piercing in the last 12 months may donate if the procedure was performed in a commercial establishment with sterile needles or by a physician.
You must not donate if you have had a genital, lip, mouth or nose piercing in the past 12 months.
HEPATITIS:  You must not donate if you had any type of hepatitis at 11 years of age or older. You must not donate if you have lived in the past 12 months with someone who has hepatitis.
IF YOU HAVE ANY OF THESE MEDICAL CONDITIONS or HIGH RISK ACTIVITIES—YOU MUST NOT DONATE:
  1. You must not donate if you have ever taken money or drugs for sex.
  2. You must not donate if you are a male who has had sex with another male in the past 12 months.
  3. You must not donate if you have ever injected drugs not prescribed by a doctor.
  4. You must not donate if you have had sex in the last 12 months with someone who has done one of the above.
  5. You must not donate if you have had syphilis or gonorrhea in the last 12 months.
  6. You must not donate if you have been diagnosed with HIV/AIDS, Hepatitis B, or Hepatitis C.
 Eat well, drink extra fluids (suggest 2 quarts per day) for two days prior to your donation, and avoid fatty foods.
WE REQUIRE A PHOTO ID ON THE DAY OF DONATION.  We look forward to seeing you!
